연구개발된 정보통신기술의 효율적인 상용화 지원방안 연구 (Effective Commercialization Strategies for the R&D in the Area of Information & Communication Technology)

  • In this paper, we use a structural equation model to diagnose success factors on commercialization of information and communication technology considering the characteristics of commercialization process in terms of the type of technology, technology provider and technology receiver. The results of our study indicated the following. The transferor's research ability has significant effects on the commercialization by small businesses with low R&D expenditure to sales ratio, and the business management ability plays an important role in the commercialization by the relatively large (over 100 employees) companies with low R&D expenditure ratio. During the commercialization of the technology independently researched by government run institute or university, the transferee's business management ability is crucial to success. To those companies which run the existing business with high R&D expenditure ratio, their ability to utilize technology is essential. When the independently researched technology is used in the new business, the companies' business management ability and the role of technology transfer center are the important factors on the commercialization. Based on these findings, we suggest some strategies to effectively promote R&D efforts for successful commercialization.

Technology Commercialization and Business Promotion in Science Park : Case Study of Taedok Science Town

  • This study aims to identify the role of science park for technology commercialization and business promotion. After theoretical review about science park and technology commercialization, the instruments for stimulating entrepreneurship and business in science park are described. The experience of Taedok Science Town is examined in terms of main sectors of activities, universities as base for technology transfer and the potential for technology commercialization. In conclusion, the complex model is suggested as the development strategy for business incubation in accordance with the stages of development and active technology commercialization.

기술이전사업화 및 창업 성과에 미치는 대학의 역량요인 비교연구 (A Comparative Study of the Effect of University Competence on Technology Transfer and Commercialization and Start-ups)

  • The Korean government has been implementing diverse policies with programs to generate better outcomes and results of university-industry collaboration since 1990s. In this paper, we analyze the effect of universities' competency factors on the performance of technology commercialization and start-ups respectively. We employ multiple regression models using 154 data sets from university information posting system of the Korean Council for University Education. Through conducting statistical analyses with diverse data manipulations, we obtained a high degree of significance on hypotheses, and also could compare mutual differences between the effects of university competence on technology commercialization and start-ups. The technology transfer and commercialization specifically depends on professors' patent applications and technology holding company, while start-ups does professionals in industry-university cooperation. We suggest government to spur on the ongoing customization of university-industry collaboration policy, and university to properly cope with global atmosphere changing from ivory tower to academic capitalism and start-ups promotion.

Technology Transfer and Entrepreneurial Development through University Business Incubation Process in Thailand

  • This study is concerned with the process of technology transfer and commercialization. It is focused on the entrepreneurial development through the university business incubation process of Thailand. The study analyzes the leading university business incubators (UBIs) as well as major science and technology incubators to understand the strategies for commercialization of technology. The analyses of results, based on the Triple Helix model, have shown that the incubation program is one of the major policy mechanisms to support innovation and suggested that UBIs should act as an intermediary between the spheres of university and industry to provide interactive linkages and promote effective utilization of university research. The empirical study provides theoretical and managerial implications on the government policies to support the entrepreneurial development, innovation development and diffusion.

Determinants of Technology Commercialization Ecosystem for Universities in Kazakhstan

  • The purpose of this study is to identify the barriers of university and industry cooperation and to develop recommendations for the internal ecosystem of technology commercialization. The research method used is a survey of three categories of experts from 9 universities of Almaty (researchers, technology transfer managers, spin-off-owners). Despite the strong efforts of the government of Kazakhstan in building innovation infrastructure, there is a low level of innovation activity, less than 5% of university inventions are transferred into the industry. The results of the expert survey showed that the main barriers for cooperation between university and industry are: lack of resources to build university-industry links, lack of time due to high teaching load, poor qualification of technology transfer managers and lack of networking with industry. Based on the results of the expert survey, it is proposed to develop the ecosystem for the commercialization of university-based technologies, for which the following economic activities are important: human resources, financing, intellectual property management system, and intermediary infrastructure. The results of this study can be applied in developing the strategies and policies for universities, public research organizations, as well as for national R&D and higher education policies.

  • The paper tests the above socio-cognitive model with four empirical case studies of leading Korean science and technology research and technology transfer organizations. The case studies demonstrate clear differences in individuals' frames about the technology transfer process and arising conflicts. As a result, technology transfer process is not fully controllable and is highly contextual. We argue, whereas public policy in countries approaching technology frontier provides essential support for defining and exploiting best practices (routines/pathways) for technology transfer at organizational level, they have not matured enough to support the timely identification and resolution of conflicts between individual actors, hence the inefficiencies. Therefore, among others, public policy for technology transfer could consider allowing an inclusive approach to recognition of best practices for technology transfer and innovation processes, increased social interactions between technology transfer actors, and their training on resolution of individual level cognitive conflicts.

우리나라 대학의 기술사업화 영향요인 연구 : 국내 논문에 대한 체계적 문헌 고찰 (Factors Influencing Technology Commercialization of Universities in Korea : Systematic Literature Review on Domestic Research)

  • 미국 대학들의 기술사업화가 베이돌 법 시행 이후 크게 활성화된 것과 같이, 국내 대학들의 기술사업화 실적도 2000년 기술이전촉진법의 제정이후 다수의 관련 법규 정비와 정부의 지원 사업 및 기술사업화 경험 축적 등으로 인하여 견실하게 증가하고 있는 추세이다. 그러나 국내 대학들의 기술사업화 수준은 미국 등 선진국 대비 아직도 부족한 편으로 본 연구에서는 이를 극복하기 위한 노력의 일환으로 체계적 문헌 고찰 방법론을 활용하여 동 분야에서 2000년부터 수행된 국내 논문들을 분석하여 국내 대학의 기술이전 또는 창업의 촉진 요인들에 대하여 확인하였다. 분석 결과 기술이전 영향요인에 관한 선행 연구가 가장 많았으며 창업 영향요인에 대한 논문은 최근 활발히 증가함을 알 수 있었고, 연구방식은 실증연구가 가장 높은 비중을 차지함을 확인하였다. 기술사업화 영향요인의 경우 대학 내부와 외부요인이 확인되었고, 전자는 인적자원, 기술 지식자원, 재정자원, 관리자원 전략, 대학 유형, 및 교육 문화로, 후자는 수요자, 지역, 및 인프라로 구분한 후 체계적 범주화를 통해 분야별 세부 요인들을 확인하였다. 본 연구는 국내 대학의 기술사업화에 대한 그간의 연구 결과들을 체계적으로 조망하여 부족하거나 추가적인 연구가 필요한 분야를 확인하였다는 의의가 있으며, 본 연구에서 집성된 국내 대학들의 기술사업화 촉진요인들은 이를 대학 또는 공공기관 등에서 체크리스트로 활용함이 가능할 것이다.

공공기술 사업화를 위한 CTGAN 기반 데이터 불균형 해소 (Resolving CTGAN-based data imbalance for commercialization of public technology)

  • 공공기술 사업화는 정부가 주도하는 과학기술의 혁신과 R&D 성과를 민간에 이전하는 것으로 경제 성장을 주도하는 핵심 성과로 인식되고 있다. 따라서 기술 이전을 활성화시키기 위해 성공 요인을 식별하거나 사업화 가능성이 높은 공공기술과 수요기업을 매칭하는 다양한 기계학습의 방법들이 연구되고 있다. 하지만 공공기술 사업화 데이터는 표 형태로 구성되어 있고, 성공-실패 비율이 큰 차이를 보이는 불균형 상태이기 때문에 기계학습 성능이 높지 않는 문제점을 가지고 있다. 이 논문에서는 표 형태로 구성된 공공기술 데이터에서 불균형을 해소하기 위해 CTGAN을 활용하는 방법을 제시한다. 또한 제시된 방법의 효과를 검증하기 위해 실제 공공기술 사업화 데이터를 활용하여 통계적 접근방법인 SMOTE와 비교 실험을 수행하였다. 다수의 실험 사례에서 CTGAN은 공공기술 사업화 성공사례를 안정적으로 예측하는 것을 확인하였다.

  • 기술이전과 사업화는 매우 어려운 과제이며 국내 기술혁신 부문의 해묵은 과제 중 하나이다.특히 기술이전의 주체가 공공기관일 경우 더욱 성과가 저조한데 이는 개발기술 자체의 특성 보다는 개발자의 의식, 기술이전체제, 기술도입자의 기술수용능력, 기술사업화여건 등 여러 가지 요인에 기인한다. 본 연구는 사례분석을 통해 기술사업화 영향요인들을 구체적으로 살펴보았다. 사례분석대상과제는 국내 대표적 정부출연연구기관인 한국생명공학연구원의 초소형바이오칩 분석시스템개발기술로 하였다. 심층면접조사를 통한 사례분석 결과 기술의 시장화가능성, 개발자의 사업화 의지, 기술수용자의 보완자산 및 기술흡수능력, 양자간의 목표부합성 등이 중요한 요인임을 알 수 있다.

A Review on Transfer Process of Two-dimensional Materials

  • Large-area two-dimensional (2D) materials synthesized by chemical vapor deposition on donor substrates are promising functional materials for conductors, semiconductors, and insulators in flexible and transparent devices. In most cases, 2D materials should be transferred from a donor substrate to a target substrate; however, 2D materials are prone to damage during the transfer process. The damages to 2D materials during transfer are caused by contamination, tearing, and chemical doping. For the commercialization of 2D materials, a damage-free, large-area, and productive transfer process is needed. However, a transfer process that meets all three requirements has yet to be developed. In this paper, we review the recent progress in the development of transfer processes for 2D materials, and discuss the principles, advantages, and limitations of each process. The future prospects of transfer processes are also discussed. To simplify the discussion, the transfer processes are classified into four categories: wet transfer, dry transfer, mechanical transfer, and electro-chemical transfer. Finally, the "roll-to-roll" and "roll-to-plate" dry transfer process is proposed as the most promising method for the commercialization of 2D materials. Moreover, for successful dry transfer of 2D materials, it is necessary to clearly understand the adhesion properties, viscoelastic behaviors, and mechanical deformation of the transfer film used as a medium in the transfer process.
