The article proves that the main goal of informatization of higher education institutions in the EU countries is to improve the quality of education of future specialists by introducing digital educational resources into the education process. The main tasks of informatization of education are defined. Digital educational resources are interpreted as a set of data in digital form that is applicable for use in the learning process; it is an information source containing graphic, text, digital, speech, music, video, photo and other information aimed at implementing the goals and objectives of modern education; educational resources on the Internet, electronic textbooks, educational programs, electronic libraries, etc. The creation of digital educational resources is defined as one of the main directions of informatization of all forms and levels of Education. Types of digital educational resources by educational functions are considered. The factors that determine the effectiveness of using digital educational resources in the educational process are identified. The use of digital educational resources in the training of future specialists in the EU countries is considered in detail. European countries note that digital educational resources in professional use allow you to implement a fundamentally new approach to teaching and education, which is based on broad communication, free exchange of opinions, ideas, information of participants in a joint project, on a completely natural desire to learn new things, expand their horizons; is based on real research methods (scientific or creative laboratories), allowing you to learn the laws of nature, the basics of techniques, technology, social phenomena in their dynamics, in the process of solving vital problems, features of various types of creativity in the process of joint activities of a group of participants; promotes the acquisition by teachers of various related skills that can be very useful in their professional activities, including the skills of using computer equipment and various digital technologies.

최근까지 한국은 3년 연속 UN 발표 전자정부 세계 1위를 차지했다. 이에 버금하여, 한국의 정책수립과 비전에 따라 예산 집행규모는 꾸준히 성장해, 정보화사업의 대형 정보화 프로젝트 증가로 이어졌다. 특히 불특정 대다수 사용자들에게 영향을 미칠 수 있는 Mission Critical한 공공 인프라의 경우 다양하고 복잡해진 사용자들의 요구를 충족시킬 수 있는 새로운 기술이 적용된 고품질의 정보시스템 구축 필요성이 대두되고 있다. 이와 같은 대표적인 영역의 하나인 국방 정보체계에서는 첨단 기술을 적용하여 선진 군사역량을 구축하고, 효율적인 국방경영을 구현하는 핵심 역할을 수행하기 위해 네트워크 중심 국방 지식정보화를 국방정보화의 비전으로 제시하고 이에 따라 국방정보화 추진체계의 선진화 및 국방정보시스템의 고도화를 추진하고 있다. 본 연구에서는 Mission Critical한 공공 인프라의 대표격인 국방 분야 정보화사업의 시험평가와 관련된 새로운 품질지표를 고찰하였다. 먼저 관련 국제표준 및 가이드를 고찰하였고, 실제 시험평가 사례를 분석하였으며, 이를 확장하여 전자정부법(법률 제12346호, 2014. 1.28. 공표, 2014. 7.29. 시행)의 근거에 따라 현재 사용되고 있는 감리 점검 항목에 적용하였다. 제안하는 모델을 공공부문 중 국방 분야 정보화사업의 시험평가에 적용하였을 경우, 국방정보화 사업의 생산성에 미치는 영향을 분석한 결과, 국방정보화 사업의 신뢰성, 전문성, 안전성의 요소로 시험평가 생산성이 향상 될 수 있다는 가능성을 확인하였다.

최근 들어 스마트생태환경보장에 대한 논의가 본격화되고 있다. 이는 2000년대 후반부터 본격적으로 스마트사회가 시작되고 유비쿼터스 시대로 진입하는 등 정보통신기술의 급격한 변화에 따른 새로운 패러다임의 도래에 따라 빅데이터를 활용한 유비쿼터스 행정공간정보화측면에서 요즘 들어 더욱 주목받고 있다. 또한 스마트사회에서의 유비쿼터스 스마트도시건설 측면에서 환경보전과 이에 따른 재난방재차원에서 한층 관심이 높아지고 있다. 따라서 본 연구는 미래예측방법으로 많이 활용되고 있는 시나리오 플래닝 방법론을 적용하여 지진발생과 같은 재난상황 시 고리원전 사고와 이에 따른 연속적인 재난방재차원의 유비쿼터스 행정공간정보화에 대한 바람직한 미래상을 도출하였다. 빅데이터와 빅데이터 시스템 활용이 더욱 심화될 2030년 무렵에 우리나라의 도시재난방재정보화 수준이 지금보다 수준 높은 위상을 확립하기 위해서는 앞으로 스마트생태도시를 구현하는 차원에서 선진적인 빅데이터 행정공간정보화 ICT 재난방재시스템 마련이 중요하다.

그린정보화(Green Informatization)는 기후변화 문제에 대처하여 다양한 산업 분야에서 기술적인 해결책의 한 부분으로 활용되어 저탄소 녹색성장에 크게 기여하는 효과적인 수단으로 인식 되고 있다. 기업의 그린정보화를 실천하기 위하여 도입하는 친환경적인 정보시스템은 기업에서 에너지 절감과 지속가능한 사회적 책임을 이행하게 되는 실천 도구가 되고 있다. 물류기업들도 녹색물류를 실천의 일환으로 그린정보기술(Green IT)을 도입하여 온실가스 배출량을 줄이는 노력을 기울이고 있다.

The information technology, in the digital economy era, does a very important role not only for the country's administrative management innovation but also for the business and for the everyday life. Specifically, the e-business for the company or organization is defined as "using the Internet and IT, rescheduling of business process management activities to increase productivity and efficiency and to create new business opportunities." Thanks to the Korea's recent efforts, overall level of informatization and digitalization is able to receive high praise. But the e-business readiness (e-readiness) level is still expected a lot of room for improvement. In this paper, I try to analyze the informatization level of Korea's by the EIU's e-business readiness index and IT industry competitiveness index, to prepare a full-scale e-business era of global competitiveness through any preparation that could do to improve the situation from the analysis of statistical data.

This study analysed the needs of the elderly in computer education, their preference and demands for computer education to enhance the quality of information welfare for the elderly, and presented a computer education model for higher quality information welfare for the elderly to maximize the effect of computer education. For this study, variables were selected from previous studies and by the researcher to present a computer education model for the elderly.

본 연구는 2013년도부터 TIPA에서 진행해온 클라우드 기반 중소기업 정보화 프로젝트의 현황과 향후 방향에 대한 사용자 및 개발자 설문 분석을 실시하였다. 이 프로젝트는 7개 산업 협동조합들을 시범 지원하면서 개시되었기 때문에, 과거의 사용 패턴과 향후 전략 및 구축 계획에 대한 사용자 기대를 파악할 필요가 있다. 설문 분석 결과, 사용자 만족도와 기대는 기본 솔루션과 산업별 특수 비즈니스 프로세스가 반영된 산업 특화 솔루션간에 차이가 있음을 발견할 수 있었다. 결론으로서, 민간 클라우드 SW 시장에 대한 정부의 관여에 대한 시장의 우려와 중소기업의 정보화 진흥을 위한 정부의 지원 간의 조화 방법에 대한 제안을 제시하고자 한다.

Purpose: The purpose of this paper is to design an integrated informatization system that can manage quality & KPI by integrating management systems in the aerospace and defense industry, and study the effect on KPI when applied to related companies. Methods: The 7 management systems required for integration in the AS&D industry were studied, and an empirical analysis was conducted for H company in South Korea for the application of e-QMS integrated informatization & KPI system based on security environment and open quality. Results: The results of this study were analyzed to have an effect on the improvement of customer satisfaction and the positive improvement of quality failure cost in the aerospace and defense industry. And it was analyzed that it works to continuously comply with ethical management and environmental laws and prevent safety accidents. Conclusion: The greatest significance of this study is that it attempted to build an e-QMS integrated system in the aerospace and defense industry. Considering that the case of integrated management system and integrated operation of KPI in related industries has not been introduced in the existing literature, the results of this study will be shared as a meaningful preceding study in the era of digital quality information. In addition, the fact that the open-quality quality innovation methodology emphasizing measurement(M), tracking(T), and connection(C) was actually applied in an AS&D company and its effectiveness was objectively proven. It is expected that it will be a good paper for follow-up research.

The development of informatization impacts all sectors, including agriculture. Agricultural informatization builds the knowledge linkage structures of agricultural innovation systems globally. This study investigated the global knowledge linkage structures in agricultural innovation pertinent to information technology (IT) for agricultural research and development (R&D) investments and activities. We explored the longitudinal trend of systemness within the networked research relationships in the triple helix (TH) of the university, industry and government (UIG). We collected data from publications in the Science Citation Index (SCI), the Social Sciences Citation Index (SSCI), and the Arts and Humanities Citation Index (A&HCI) to analyze the TH network dynamics. We also performed a scientometrics analysis to quantitatively identify the knowledge and insights of global agricultural innovation structures. These results could be informative for individual countries. Our findings reveal that the global knowledge linkage structures in the agricultural sector that are pertinent to IT fluctuate widely and fail to increase the capacity of agricultural innovation research due to a neglect of the network effects of the TH dynamics of UIG.

정보와 지식의 소유 또는 접근에 따라서 사회적 불평등 특히 경제적 불평등 역시 매우 커질수 있다. 정보격차는 소득격차로 더 나아가서 경제격차로 이어질 수 있다. 최근 들어 스마트환경으로 진화하면서 우리사회는 정보격차에 있어 좀 더 복잡한 상황을 맞고 있다. 스마트 환경에서는 기존 PC기반의 유선 인터넷 기반의 환경과 달리 전송수단에 얽매이지 않는 다양한 미디어 서비스가 등장하고 있어 스마트 환경에서의 정보격차는 훨씬 더 심각한 문제들을 발생시키고 있다. 본 연구의 목적은 우리나라 일반국민들을 대상으로 시행했던 정보격차지수 및 실태조사결과를 바탕으로 우리 국민들의 정보화수준과 소득과의 상관관계를 분석하는데 있다. 만약 우리 국민들의 정보에 접근하고, 활용하고 이용하는 역량 수준에 따라 소득수준에도 차이가 발생한다면 우리정부의 정보격차해소를 위한 정책이나 전략 등에 있어 새로운 접근이나 변화가 필요하다. 특히 정보소외집단에 대한 배려와 관심 및 계속적인 정보격차해소지원책에 대한 노력이 수반되어야 할 것이다. 연구결과 우리국민의 정보화수준과 가구소득과의 상관관계는 통계적으로 유의한 양(+)의 관계를 나타냈다. 또한 그 상관계수 추세가 양(+)으로 나타나 우리나라 일반국민들에 대한 정보화 수준을 높일 수 있는 정부의 다양한 정보화 정책이 필요함을 시사한다.
