Audit system of local self-government has a problem in many sectors, for the development of local autonomy, improvement of these issues is essential. The purpose of this study was to improve the present problems by looking at the problems of local governments audit system. The problem with local governments audit system are as follows. First, the non-efficiency and redundancy of internal and external audit exist. Second, in terms of audit organization and mechanism of local government, independence is deficient. Third, the expertise is lacking in terms of audit personnel. Fourth, it is insufficient effectiveness ensure regarding the processing of the Audit Office at the time and results. Improvement plan of the problems of local governments audit system are as follows. First, the unification of the country and local governments of the audit and there is a need to establish a legal system on the local audit. Second, the establishment of independent internal audit mechanism for ensuring the independence of the internal audit mechanism. Third, introducing a variety of personnel system related to the human resources of audit personnel and there is a need and strengthening of education and training to the audit personnel. Fourth, the public of the audit, community participation, and etc results in the effectiveness and democratic ensuring of audit.

This study is aim to make use of prevention of air terrorism and strengthen of air security in Korea. To achieve it. searching main feature in U.S aviation profiling. Through U.S Aviation Profiling, Prevention of air terrorism in Korea are as in the following. First, Through U.S Aviation Profiling, Information of terrorism constructed in advance and unification of constructed information. Second, Identifiying that institution exclusively for prevention of air terrorism. Third, Identifiying that human rights and privacy invasion to a minimun plan anout U.S aviation profiling. This is to study intellectual property(IP) protection of contents which is related with transactions upon internet network. Issues of electronic transaction and infringement cases were studied and analyzed for intellectual property protection. Upon those study, utilization and activation of contents, dispute settlement and method of IP protection were suggested. To achieve this study purpose, it consists of 5 chapters. In chapter 1 introduction, it's mentioned purpose, scope, and method of this study. In chapter 2, outline of contents and e-Commerce, and subject of IP protection upon internet were studied. In chapter 3, issues and dispute factors of IP were discussed and infringement cases were analyzed. It found out that infringements would be variety and complex due to technology rapidly changes. In chapter 4, IP protection plan and responsibility of webmaster were studied and emphasized to protect IP upon Internet. Also, protection against infringement and method of dispute resolution were studied and suggested the method. In this study, the protection plan was suggested because IP protection of contents in internet would be many cases upon internet technology. It found out that technology was important for business expansion of contents, e-Commerce and IP protection, and to enact a law related with IP. In chapter 5 conclusion, this study was summarized and further research was suggested. This study results are 1. IP related laws had better enact or revise to meet internet technology changes for IP protection timely, 2. local laws are to change and develop to harmony with international norm and trends, 3. consolidation of IP related laws for unification of IP statement should be incurred to avoid unnecessary energy of legislation and not to create dispute matters. That's also for customer satisfaction. In conclusion, not to incur ADR and for IP protection of contents, IP related laws would be promptly made or revised, according to technology change trends and for international harmony, That's for internet related industry development and customer satisfaction.

This study is about the actual condition of forest devastation in North Korea and the cooperative plan between South and North Korea for the restoration. In other words, it aims to derive policy implications for 'forest restoration' from the phenomenon of severe forest devastation in North Korea. It is because forest devastation in North Korea causes floods, droughts, and soil losses on the Korean Peninsula, adding to food shortages, and assuming that the future unification of the two Koreas, the cost of forest restoration in North Korea will increase environmentally and economically. Therefore, this study derives policy implications by examining the causes and conditions of forest devastation in North Korea and comparing the differences and commonalities of forest policies in South and North Korea through analysis of forest policy strategies in North Korea.

Purpose - Focusing on the FGI research method, the current status and issues of barrier-free tourism in Gangwon State were identified, and specific activation plans were derived Design/methodology/approach - This study conducted in-depth interviews with 20 experts related to the tourism industry. The issues, current status, and activation plan of barrier-free tourism in Gangwon State recognized by experts in tourism policy, tourism administration, tourism management, and tourism service industry were derived. Findings - First, the tendency of businesses to be promoted based on the non-disabled by not recognizing the weak as the main tourism demand group, second, confusion caused by the unification of terms related to barrier-free tourism, third, lack of finding tourism constraints subdivided according to the type and degree of disability, fourth, tourism information and evaluation indicators provided by prioritizing the convenience of suppliers rather than consumers, and fifth, the nature of the project focused on improving access to physical infrastructure. Subsequently, the results of the analysis of the plan to revitalize the barrier-free tourism industry in Gangwon State were as follows. First, education and programs to improve disability awareness appropriate to local conditions were activated, second, related information was unified and project sustainability was improved by creating a control tower for the barrier-free tourism industry at the provincial level, third, to overcome the employment crisis based on finding locally tailored jobs related to tourism care professionals, and fourth, to continuously secure quantitative and qualitative data and establish utilization plans. Research implications or Originality - First, it presents theoretical implications for related fields by providing issues and activation measures related to barrier-free tourism from the perspective of experts who are still lacking in research in academia. The practical implications are that based on the opinions of experts working in the tourism field, more specific issues of the barrier-free tourism industry in the province were presented, and policy and practical solutions were presented accordingly, suggesting realistic alternatives that can be carried out in the actual field.

Mobilization is defined as a use of national authority to effectively control, manage and utilize all personnel and material resources of a nation in a national emergency situation. Therefore, the complete posture of mobilization many deter war and secure victory as well as serve as a driving force for national economy during peacetime The future of military mobilization policies will need to be developed in relation to other government and administrative departments. Also mobilization of reserve forces can increase its swiftness and effectiveness by integrating the civilian, governmental and military departments. Additionally, the mobilization of military reserve forces policy after the unification in this Peninsula will need to be developed through active researches.

Between 1890-1914, the fundamental changes of the housing in United Sates of America were provoked to attempt the housing developments to adapt modern social system. The worthy of notice is that F L. Wright's Prairie House had been tested and built during the period as 'the first and second era' Despite the transition period in America, this represents that Wright's Prairie House series were developed. There are possibilities that some of the reformers assertion for Housing Development, on behalf of Arts & Crafts Movement, led to Wright's early house inner space design. For this reason, this study is to examine Ideologies that Wright has been accepted between the turning point of America's Arts & Crafts Movement and Hull House Circle. In terms of the ideologies acceptance, the study is also to examine how to be represented his inner space design characteristics. As the result, between'Simplification'housing development and the traditional housing In America, F L. Wright sublimated his own architectural aesthetic as accepting all functional elements to consider inevitability in this period, such as the association between economical and rational space, the plan to led on free plane, the spatial side and the stability of family life and the community, through the unification space having the consecutiveness.

The purpose of this study was to contribute to planning and developing various new apartment unit plans of the future through examining the differences on the spatial behavioral patterns and the post-occupancy evaluation between DK-front type and DK-rear type. 245 households which were included 79 DK-front types and 166 DK-rear types, were collected and analyzed at Masan and Gimhae cities in Kyungnam area. The result is as follows: 1) The analysis of the spatial behavioral patterns revealed that Anbang was the room for the couple independent from guests and children. Living room was the family's room for every activity, used more frequently DK-front types than DK-rear types. The family lift cycles of households, the visual unification between Living room and DK, the closed figures of DK in DK-front types have been influenced for the activities of Living room. 2) In the post-occupancy evaluation, DK-front types were positive in the lighting of DK area and its connection with Living room, while negative in the proximity from entrance to DK, cooking convenience, and the proximity between rooms. It was explained clearly through the reasons of the rejection of DK-front types from now.
