This study examines the vision/strategies of policy for the public services based ubiquitous-IT. That policy is for searching the ubiquitous based people-friendly public services and promoting the industry related u-IT. This article's purposes are below; first, making the policy for activating the ubiquitous based public services, second, looking for the core subjects focused on practical value, and finally, proposing the system for the cooperation between public and private sector.

The one of the most meaningful change in the recent ubiquitous environment is the omnipresence of public digital display device for providing ubiquitous information. It is the important issue to provide publicity as well as adaptive information to each user in the field of the public digital display device. This research proposes the idea ensuring fast response speed by the selection of user preference function. The preference function is selected by statistics using Zipf distribution in the system comprising mobile device and digital display device based on NFC (Near Field Communication). The idea is proved by CPM-GOMS model and the improvement of user response can be achieved.

Enterprises as well as central and local governments have tried to apply ubiquitous technology to the actual life on the various types of business and projects. In this paper we develop strategic plan to provide public service on public areas based on needs analysis of public services as well as trend analysis of ubiquitous and web technology. Ubiquitous service model should be based on geospatial web which can incorporate participation and collaboration concepts, as the wire/wireless network system develop rapidly. To achieve this purpose, we suggest the following projects; 1), construction of internet map based on geospatial web technology, 2), development of web contents based on geospatial web, 3), installing ubiquitous equipment, and 4), upgrade Seoul Metropolitan Government's homepage and internet system which can incorporate web 2.0 concepts. Ubiquitous service model should be based on not only development of ubiquitous technology but also needs of consumer such as citizen, enterprises, and public sectors which have an interest in that place. Geospatial web will be the core of development of ubiquitous service models.

The introduction of a ubiquitous environment has realized commercial ubiquitous services in various industrial fields and government area. The central and/or local governments are demanding an appropriate investment evaluation model for ubiquitous service. Thus, this study develops and suggests an evaluation model for ubiquitous service by reflecting its characteristic of promoting public good, as well as its broad ripple effect on people. The investment evaluation model for ubiquitous service suggested by this study is based on Cost Benefit Analysis Method. Especially, the 'Benefit' is analyzed in two aspects; 'Economic Benefit', which shows the benefit that ubiquitous service providers to the overall local economy, and; 'Financial Benefit', which shows the profit of individual investors participating in the introduction of ubiquitous service. The investment evaluation model for ubiquitous service suggested by this study can be used by the central and/or local government during their evaluation for investment before introducing a ubiquitous service. Also, when introducing a ubiquitous service in public field, the model can be used to support the decision making of private businesses for investment. Finally, it can be used to promote and inform the expected benefits of introducing a ubiquitous service to local residents.

With the advent of Ubiquitous era, Korean government understood its strategic importance and formulated 'IT839 Strategies' with various action plans not to miss the great opportunities which it may allow and eventually to realize u-Korea. As a result, m-Commerce is actualized and new types of Ubiquitous services such as digital multimedia broadcasting(DMB) and wireless broadband Internet(WiBro) are now on their commercial stages. Digital contents are the key success factors of these new services. Digital contents industry is regarded as next generation of growth engine in the digital economy, because it is knowledge-based and high value-added global industry affecting positively on the whole private and public sectors. This paper reviewed the characteristics, business models, technical and market trend of digital contents to be compatible with Ubiquitous environment. Also, it reviewed the development strategies of DMB and WiBro services, which are newly introduced and commercialized in Korea to make it as world leader in these fields. It may be concluded that Korea should make more efforts to development market-oriented digital contents for Ubiquitous era and to realize the sustained economic growth.

The recent proliferation of various smart devices like the smartphone, tablet PC, and smart TV enables consumers to download various applications from the network and to access private files stored in their desktop server at any time and at any place. The trend of ubiquitous access seems to have become stronger and more diversified toward a ubiquitous network computing environment with the aggressive deployment of commercial cloud services. Recently, many Korean network service providers launched commercial B2C public cloud services, which were widely adopted by smart device users. They include Daum cloud, N drive, ucloud, and uplus box, mostly provided by major Korean telecom companies and portals. This paper aims to explore consumers' adoption behaviors toward the B2C public cloud services that were recently deployed in the Korean market. In order to achieve the goal, we identified key influencing factors that affect the consumers' adoption behaviors, based on an extension of the technology acceptance model (TAM). Several hundred smart device users were surveyed to test the generic regression model with the extended set of TAM variables.

'Ubiquitous Interface' is a relatively wide sense meaning not only physical interface of specified device or between processors, but anything method for access USN. These 'Ubiquitous Interface' able to provide seamless services that adapt autonomously to the user's movements and changes in the state of wireless resources. Recently, strongly recommended current technologies are RFID, NFC, Multi-mode mobile terminal, UMA mobile terminal and Wearable computer as a future ubiquitous interface. These technologies are have to have flexibility and multiple physical communication channels for seamless service hand over and serve easy connection at huge USN to user. Also, they have to must have flexible software structure. Finally, through the 'Ubiquitous Interface', we will be experience of seamless communication and realize a real liberty of communication.

Information technology is a useful strategic weapon that can create competitive advantage and new business opportunity by applying it in the organization' value chain. IT convergence can be understood as an attempt of industrial level IT adoption to facilitate the innovation of the industry and the birth of a new industry. This study provides the comprehensive review of the Korean government' three IT assimilation programs, ubiquitous technology diffusion program of the Ministry of Knowledge Economy, u-service program of the Ministry of Public Administration and Security, and u-Defence cooperation program of the Department of Defense. The analysis is done through the interpretation of the existing literature and the logic model. The result proposes inter-agency cooperation and building of new technology road-map in the planning stage, flexible management in the execution phase, and failure tolerant evaluation system. The proposal for developing competencies and institutional foundations for IT convergence also presented.

U-City applies ubiquitous information technologies such as RFID, GPS, USN to various components of city functions and services. The concept of U-City was popularized especially in Korea and currently more than 40 projects have been carrying out all over country. U-City incorporates advanced information communication technologies into ubiquitous information services to provide better quality of life. The purpose of this study is to analyze preferences for the U-City services by surveying experts in U-City developing companies. This study employs Analytic Hierarchy Process which is very useful tool for performing multi-criteria decision making. Total of 28 responses were used in the analysis. The results indicated that the first 7 most preferred items were from transportation and safety area and environment and healthcare area and 4 out of 6 items in transportation and safety area were ranked among them. It implies that respondents consider countering anxiety caused by congested traffic, natural disasters, crimes, etc most important aspect that U-City should deal with. On the other hand, U-Port, U-Convention, U-Logistics, U-Public Administration and U-City Portal were listed as the least preferred services.
