정보기술의 혁신은 오늘날 정부의 개혁 노력에 있어서 매우 결정적인 역할을 하고 있으며, 전자정부는 그 대표적인 예라고 할 수 있다. 그러나 전자정부 서비스 제공의 문제점은 무엇보다도 도민들의 활용도가 저조하다는 것이다 전자 정부가 실제 수요자인 도민에게 대응적 서비스를 제공되지 못하였기 때문이다. 이에 경상남도는 향후 유비쿼터스 서비스를 제공하는데 있어서 무엇보다도 도민의 수요에 대응적인 서비스 방안이 모색하여야 할 필요성이 있다. 본 논문은 경상남도 도민을 대상으로 유비쿼터스 서비스에 대한 인식 조사를 실시하여 현황 파악 및 연관성 규칙을 분석한다. 본 논문의 결과는 경상남도의 유비쿼터스 서비스 구축에 대한 정책적 기초 자료를 제공할 수 있다.

The introduction of a ubiquitous environment has realized commercial ubiquitous services in various industrial fields and government area. The central and/or local governments are demanding an appropriate investment evaluation model for ubiquitous service. Thus, this study develops and suggests an evaluation model for ubiquitous service by reflecting its characteristic of promoting public good, as well as its broad ripple effect on people. The investment evaluation model for ubiquitous service suggested by this study is based on Cost Benefit Analysis Method. Especially, the 'Benefit' is analyzed in two aspects; 'Economic Benefit', which shows the benefit that ubiquitous service providers to the overall local economy, and; 'Financial Benefit', which shows the profit of individual investors participating in the introduction of ubiquitous service. The investment evaluation model for ubiquitous service suggested by this study can be used by the central and/or local government during their evaluation for investment before introducing a ubiquitous service. Also, when introducing a ubiquitous service in public field, the model can be used to support the decision making of private businesses for investment. Finally, it can be used to promote and inform the expected benefits of introducing a ubiquitous service to local residents.

Today the u-government services are becoming more personalized and intelligent. For the successful implementation of personalization, individual user's privacy concerns must be respected and taken care of. Based on the empirical survey results, this research summarizes the reluctance to the government's use of private information using six categories. We measure user's psychological distance toward e-government using the four levels, adopting the suggestions by the Proxemics. Since a positive correlation is Identified between people's psychological Intimacy toward e-government and their tolerance to the use of private Information, the amount and/or types of private information should be sequentially used in personalization systems. Initially allowing the least intolerable private information such as occupation information, the personalization system should additionally use the next tolerable Information such as health information or service request/interest information, as user's psychological distance toward government services becomes shorter.

기존 국내 정보화 추진과정을 고찰하면 패러다임별로 정부정책이 정보화를 촉진하는데 중요한 역할을 하였다. 이러한 관점에서 유비쿼터스 정보기술이 등장하면서 발생할 수 있는 장애 요인과 역기능을 최소화하기 위한 정부 역할이 무엇인지를 분석하는 것은 향후 유비쿼터스 정보기술의 성공적인 추진을 위해 반드시 필요한 연구라고 할 수 있다. 이러한 문제의식 하에 연구의 목적은 기존 정보화 패러다임의 변화에 따른 정부 정책이 무엇인지를 분석한 후 유비쿼터스 정보기술을 효과적인 활용을 위한 정부의 역할을 재정립하는데 있다. 분석결과는 다음과 같다. 첫째, 우리나라 정보화 추진과정의 효율화를 위해 사용된 주요 메커니즘은 시장이 아닌 정부의 역할이 강조되었다는 것이다. 둘째, 정보화 추진과정에서 정부역할을 분석한 결과, 정보기술의 도입단계 및 초기 확산단계에서는 정책적 대응이 시차적으로 볼 때 다소 문제가 있었다고 분석되었다. 셋째, 기존 정보추진단계별 정부역할의 문제점을 최소화하고 유비쿼터스 정보기술의 효과적 활용을 위해 정부역할의 수정모형을 제시하였다.

본 연구는 현재 지자체들이 추진하고 있는 U-City 개발의 추진현황과 U-City 개발이 전체 도시적 맥락에서 추진될 수 있도록 그 기본 방향을 제시하고자 하였다. 이는 지방자치단체들이 U-City 추진을 위한 기본 계획을 수립함에 있어서 그 기본 방향 정립에 기초적인 관점을 제시한다는 측면에서 의미가 있다. 이를 위해 본 연구는 우선 유비쿼터스(ubiquitous)의 개념, U-City 구현을 위한 관련기술, 중앙정부 차원에서 추진하고 있는 유비쿼터스 관련 정책, 그리고 각 지방자치단체에서 추진하고 있는 U-City 개발 현황에 대하여 파악하였다. 끝으로 지방자치단체들의 U-City 개발에 있어서 기존 도시와의 관계와 도시 구조적 맥락에서 그 방향을 제시하였다.

2000년대 이후, 정부부처별 유비쿼터스도시사업에 의해 유비쿼터스도시 구축을 전국으로 확산해 나가고 있으나, 근래 들어 유비쿼터스도시에 대한 낮은 체감도가 주요 문제로 대두되고 있다. 이를 해결하기 위해 많은 연구와 정책 과제에서 시민체감형 유비쿼터스서비스를 발굴하려는 시도가 이어지고 있지만, 유비쿼터스도시계획을 수립하는 단계에서 이러한 서비스를 효과적으로 접목하기 위한 연구는 부족한 실정이다. 이 연구에서는 유비쿼터스도시 계획 수립단계에서 적용할 수 있는 필수적인 유비쿼터스도시서비스를 도출하여 유비쿼터스도시의 최소 품질을 보장할 수 있는 방안을 제안한다. 이를 위해 먼저, 163개 시 군 지자체를 대상으로 유비쿼터스도시 추진 현황을 조사하여 U-City의 현주소를 진단하였다. 또한 38명의 U-City 관련 전문가를 대상으로 약 한 달 동안 전문가 설문조사를 실시하여 보편성, 지역경제육성, 사회복지구현, 효과적인 도시관리 관점의 필수적인 14개 유비쿼터스도시서비스를 도출하였다. 마지막으로, 11개 지자체의 유비쿼터스도시계획(안)과 도출된 필수 U-City 서비스를 비교하여 시사점을 도출하였다.

In this study, the following findings were obtained: First, life-long educational system should be reinforced that can train and educate people to fit their situation and provide the necessary manpower in a just-in-time manner by getting away from the school-centered education and rapidly introducing the knowledge required in both the world market and the domestic market. This can be said to be the global trend in the ubiquitous age. Second, government should make efforts to build up the life-long educational system that can make the persons trained and educated in schools the manpower required by the state and society. Third, Life-long learning policy starts with providing for the system of lifting all kinds of limits and obstacles so that anyone needing learning can learn and his learning may not discriminated from schooling. For this policy or system to be effectively promoted, government should reinforce administrative and financial support system for investment in and research on the ubiquitous department. Fourth, It is quiet right that the very effort we are going give the super to the ubiquitous education is a shortcut to solving rapidly lots of problems heaped on our present life-long educational system.

각종 재난에 대해 인간의 경험에만 맡기는 합리성은 재난 발생 시 커다란 손실을 가져온다. 이에 따라 다양하고 복잡한 재난 안전에 대한 국가적 위기 상황을 대비하기 위해서 스마트한 UT를 활용한 범부처 협업 기반의 국가재난 관리체계로 전환이 필요하다. 따라서 본 논문에서 재난안전에 대한 우리의 요구를 위해 현재의 재난대응 시스템 문제점을 분석하여 그 해결방안을 찾아낸다. 그리고 기술적으로 효율적인 UT 활용을 위해 서비스 구도를 제시하고, u-Gov 역할 고찰을 통해서 불가측한 재난대응을 위한 정책적 함의를 제언하였다.

최근에 기술의 융합에 대한 관심이 높아지고 있다. 특별히 유비쿼터스를 이용한 도시 계획이 발표되고, U-시티에 대한 본격적인 사업이 진행됨에 따라 도시와 유비쿼터스를 어떻게 융합시킬 것인가에 대한 논의가 활발하게 진행되고 있다. 본 논문에서는 도시 공간과 유비쿼터스 기술의 융합 기법에 대하여 알아보고, 유비쿼터스 도시에 적용가능한지에 대하여 논의한다.

The emergence of ubiquitous autonomic computing and network environment will change the service architecture information system which will be a new application area in SCM/logistics systems. In this study we surveyed the technical trend map of ubiquitous and its application in SCM/logistics support system design. We described the evolutional model of ubiquitous computing community for SCM/logistics system. It is consisted of three view points; self-growing, autonomic, and context-aware, which will allow the decision makers to be benefited from web and mobile technology and are useful for proactive SCM/logistics support system. Finally, we suggested a cooperative research planning for the development ubiquitous system between the government research center, university, and industry research activities.
