본 연구의 목적은 U-City와 Eco City에서 파생된 U-Eco City의 계획요소를 도출하고, 이들 계획요소로부터 도출된 서비스의 공간적용성을 분석하는데 있다. U-Eco City 서비스의 공간적용성을 분석하기 위하여 먼저 도시공간을 '건물', '가로', '시설' 그리고 '지구'의 4개 위계로 구분하였다. 이들 공간은 각각의 용도 등에 따라 보다 세분화한 후 분석에 적용하였다. U-Eco City의 계획요소 중 U-City의 계획요소는 도시의 활동에 따라 생활(Living), 일(Working), 이동(Moving) 및 놀이(Playing) 부문별로 총 228개 단위 서비스를 도출하였다. Eco City 서비스는 태양과 빛, 물, 녹지, 공기와 바람, 토지와 토양, 식생과 생태 등 자연요소와 에너지, 환경오염, 소음, CO2 및 가스, 환경폐기물 그리고 경관 등 자연요소 55개 부문에 대하여 도출하였다. U-Eco City 각 계획요소의 공간적용성은 U-City 및 Eco City 계획요소가 어떤 공간단위에 적용되는지를 교차분석(Cross-tabulation)을 통해 분석하였다. 분석결과, U-City 계획요소는 도시공간 중 '지구' 단위(35.7%), Eco City 계획요소는 '건물' 단위(38.8%)에 적용될 가능성이 가장 높은 것으로 분석되었으며, 각 계획요소의 공간적용성은 공간의 위계에 따라 각각 다르게 나타났다. 따라서 U-City와 Eco City계획요소가 공간에서 융합된 U-Eco City를 구현하기 위해서는 공간위계에 따른 차별적 계획요소를 도입하고 이에 대한 구체적 계획 및 설계지침이 제시되어야 할 것으로 판단된다.

최근 'u-City'라는 명제 하에 도시민의 일상적인 삶의 토대로서의 물리적 도시환경과 첨단정보기술의 통합이 본격적으로 시도되고 있다. 이에 따라 u-City의 효용성과 파급효과에 대한 기대심리와 u-City 구현의 걸림돌이 되는 다양한 법제도 및 기술적 제약요인들로 인한 우려의 목소리가 공존하고 있다. 이에 본 연구는 u-City의 성공적인 구현을 위해 시급히 해결해야 할 현안과제를 도출하고 시사점을 제시함으로써, u-City 구현에 대한 회의적이고 부정적인 시각을 해소해나가고자 한다. 이러한 취지에서 이 연구에서는 u-City구현과 관련된 각계 각층의 전문가들의 의견을 수렴하여 u-City구현을 위한 u-인프라, u-서비스, 정책(법제도)측면의 현안과제와 u-City의 추진단계별 현안 과제를 도출하고 시사점을 제시하였다.

u-City사업은 기존의 도시개발 사업과 달리 IT기술과의 융합을 통하여 진행된다. 따라서 기존의 개발사업의 비하여 더 많은 복잡성, 다양성을 내포하여 더 많은 위험요인들을 내제하고 있다. 이러한 리스크 요인들을 체계적으로 확인하고 정량화하여 관리, 통제할 수 있는 리스크 관리체계에 대한 필요하다. 특히 계획단계는 그 위험 요인이 다양한 형태로 나타나게 되어 사업의 성패에 많은 영향을 주는 단계이지만, 위험요인에 대한 관리는 소극적인 형식에 머물러 있다. 이러한 상황에서 리스크 요인들의 식별과 분석을 통한 리스크관리는 가장 필요한 요소이다. 따라서 본 연구에서는 u-City 사업의 지속적인 성장과 성공적인 수행을 위하여 계획단계에서의 문제점과 기존의 개발사업의 리스크 요인을 분석하여, u-City 계획단계에서 관리되어야 할 리스크 인자를 식별하고 이를 통계적 기법을 활용하여 리스크의 중요도, 발생확률, 발생영향에 따라 리스크 요인을 분석하여 정량화 하였다. 이를 통하여 우선적으로 관리되어야 할 핵심리스크 요인을 도출하였으며, u-City사업의 효과적인 리스크 관리를 위한 기초자료를 마련하였다.

U-City의 구현을 위해서는 다양한 분야의 u-Service를 필요로 한다. 각 지자체들이 경쟁적으로 U-City 건설 및 u-Service 발굴을 추진하고 있으며 여러 연구들을 통해 그 경제적 파급효과도 클 것으로 기대된다. 이에 정부도 다양한 정책 및 시책을 내놓고 있다. 하지만, U-City 서비스 관련 많은 연구들은 기술 중심으로 접근하고 있으며, 복잡하고 다원적인 U-City 환경을 명확히 반영하고 있지 못하다. 이러한 현상은 U-City를 기획함에 있어서 미래의 환경변화를 예측하기 어려운 상황에 기인한 것이다. 이에 본 연구에서는 불투명한 U-City 방향성을 가시화하기 위하여 시나리오 경영기법을 적용하였다. 그 과정에서 U-City 전문가들과 인터뷰 및 설문조사를 시행하여 U-City 구축에 있어서의 불투명성을 확인 하였다. 시나리오 적용 타당성을 살펴보기 위해서 'u-수질 모니터링 서비스를 적용하여 설명하였다. 여러 논의를 거친 후, 유관기관과의 상호연계 서비스, 지자체간 상호연계 서비스 등 두 가지의 시나리오를 개발하여 제시하였다. 제시된 시나리오를 바탕으로 U-City 서비스 전략을 제안한다. 본 연구를 통해 U-City 개발 관련자들은 U-City의 특정을 예측하고 서비스 시나리오를 개발하는 프레임워크의 기초로 활용할 수 있을 것으로 기대된다.

본 연구는 최근 들어 유행처럼 진행되어온 u-City 개발에 대해 실제 사람들이 살아가는 물리적인 도시공간개념과 결합된 현실도시로서의 u-City 개념설정을 시도하고, 공간계획 측면에서 한국의 현실에 적합한 u-City의 개발방안에 대한 제안을 하고자 한다.

u-City건설사업은 최근 건설사업이 창출할 수 있는 새로운 부가가치 영역으로서, 건설기업이 신시장을 개척하기 위해 적극적으로 도전해야 될 분야로 주목받고 있다. 하지만, 건설기업의 입장에서는 u-City건설시장의 주도권을 IT업계에서 선점하고 있으며, 관련 연구 개발이 IT분야의 주도로 추진되고 있다는 점 때문에 u-City 건설시장에 선뜻 참여하지 못하고 있다. 따라서 본 연구에서는 u-City 건설사업과 관련하여 제기되고 있는 불확실성 요인들을 개요화하고 각 불확실성 변수별로 그 방향성을 분석하여 개연성 있는 시나리오를 도출하였고, 이를 기반으로 각각의 시나리오 상황에 대응하기 위한 건설기업의 전략적 방향을 제시하였다. 이를 통하여 건설기업의 시장분석 및 전략수립의 기초자료로 활용할 수 있게 하며 결과적으로 u-City 건설사업에의 건설기 업의 참여를 유도하고자 한다.

KT는 2004년 7월 정보화신도시추진단을 발족, 2005년 1월 U-City추진단으로 그 사업 범위를 확대하면서 인천 경제자유구역의 U-City사업, 부산 U-City USP(U-City Strategic Planning)프로젝트, 화성 동탄 디지털시티 구축 및 흥덕, 대전, 광교, 광주, 울산, 제주 등 전국의 지자체를 대상으로 U-City 구축사업을 추진하고 있다. 본 고에서는 이중 대표적인 사례인 인천경제자유구역의 U-City사업과, 부산 U-City 프로젝트의 추진현황 및 사례를 살펴보고 그 의의를 짚어보고자 한다.

Ever-developing information and communications technology has changed the ways of life from that of industrial society to the information-oriented community, and is widely used in a variety of social and economic contexts. Besides, urban problems in today's society are intricately involved so that the possibility of any reliable breakthrough may not to be likely. To work out these complicated problems as well as to understand the crux of the matter more comprehensively, ubiquitous urban planning has been laid out, and as a result attempts to reflect this system are cautiously made in metropolitan areas. However, most u-City planning, integrating uibiquitous technology, has focused on creating urban infrastructure and its services, therefore neglecting the importance of housing in urban space. Consequently, thorough u-City planning has yet to be defined in relation with urban space, and housing planning, established on the basis of the user-oriented housing environment, needs to be urgently made. Centering on the importance of housing in the construction of an improved future urban environment, this study aims to discuss the role of urban environment planning where metropolutan residents can enjoy a comfortable and convenient life. As well, this research paper seeks to focus attention on the consideration for users that is often disregarded but requires reflecting in the u-City planning.

Starting from 2005, as the new city paradigm, the term 'u-City' was created in Korea. U-City service, as defined in "u-City law", is a service that connects and intermediates among government, traffic, welfare, environment, disaster mitigation, etc., and their data based on ubiquitous city technology and infrastructure. According to the survey executed by local governments, the improvements in the standard of living of citizens have in turn increased the needs for anti-mitigation services. Such trend is bolstered with the recent disasters such as the conflagration of Korean Soong-rae Gate and the devastating earthquake of Sichuan province. This article describes a concept of the u-City disaster prevention service and looks into the activities and planning of u-City disaster prevention service of local governments. This paper also briefly looks into the law and policies to derive the needs of u-City disaster prevention service as well as the current technologies and u-City disaster prevention services of local governments. Ultimately, this paper offers the strategic direction of developing u-Disaster Prevention City.
