  • Research and development of Assistive Technology (AT) for blind people is primarily focused on assisting mobility and improving access to information. Some particularly useful devices for aiding access to information and communication are DAISY players used with talking books, screen readers for reading screens, video magnifiers to aid low vision, Braille displays, and Braille PDAs. These essential devices have been successfully commercialized and have assisted many visually impaired people. Assistive technology devices for visually impaired people are called sensory substitution devices, because these devices substitute tactile or auditory functions for visual functions. The tactile interfaces of sensory substitution devices such as Braille displays and Braille PDAs have a bimorph type of piezoelectric actuator that forms a Braille (pin) of the Braille cells by moving up and down. KGS Corporation of Japan has more than 80% share of the worldwide market for these Braille cell actuators. Commercializing it for the first time in the world. This paper reviews the various endeavors in Japan in the research and development of tactile displays, such as Braille displays and Braille PDAs. Furthermore, it discusses sensory substitution devices that use tactile displays, focusing especially on the rotating Braille display we have developed.

  • The esophageal atresia with tracheoesophageal fistula occurs approximately once in 3, 000 live births. In Korea, about 20 cases were reported with five successful surgical corrections. The atresia characteristically occurs at the level of, or just cephalad to, the carina and is associated with a tracheoesophageal fistula. In about 90% of the cases, the upper esophagus ends in a blind pouch, and the lower esophageal segment communicates with the trachea through the membranous posterior wall just above the carina. Many of the Infants with esophageal atresia have other congenital anomalies. The most common of these are congenital cardiac anomalies, imperforate anus, genitourinary malformations, and intestinal atresia. Recently we experienced four cases of esophageal atresia, of which three were Gross type C and one was type A. Two of them were treated by primary repair, and one [type A] was taken cervical esophagostomy and gastrostomy. The another was refused surgery.

  • This paper presents a novel neural network structure to the blind deconvolution task where the input (source) to a system is not available and the source has any type of distribution including sparse distribution. We employ multiple sensors so that spatial information plays a important role. The resulting learning algorithm is linear so that it works for both sub-and super-Gaussian source. Moreover, we can successfully deconvolve the mixture of a sparse source, while most existing algorithms [5] have difficulties in this task. Computer simulations confirm the validity and high performance of the proposed algorithm.

  • We experienced a surgical case of esophageal atresia and tracheoesophageal fistula combined with imperforated anus, tracheal bronchus in a one day baby. A vacuum delivered full term baby, weighing 4.1 Kg showed grunting respiration, repeated regurgitation and distended abdomen after birth. Esophagogram revealed markedly dilated proximal esophagus as blind pouch and also noted displaced type of tracheal bronchus of right upper lobe by incidental bronchogram. Surgical correction with Haight anastomosis was performed successfully on the second day.

  • Semi-rigid connections with blind bolts could solve the difficulty that traditional high strength bolts were unavailable to splice a steel/composite beam to a closed section column. However, insufficient investigations have focused on the performance of semi-rigid connection to square concrete filled double-skin steel tubular (CFDST) columns. In this paper, a component model was developed to evaluate the mechanical behavior of semi-rigid composite connections to CFDST columns considering the stiffness and strength of column face in compression and column web in shear which were determined by the load transfer mechanism and superstition method. Then, experimental investigations on blind bolted composite joints to square CFDST columns were conducted to validate the accuracy of the component model. Dominant failure modes of the connections were analyzed and this type of joint behaved semi-rigid manner. More importantly, strain responses of CFDST column web and tubes verified that stiffness and strength of column face in compression and column web in shear significantly affected the connection mechanical behavior owing to the hollow part of the cross-section for CFDST column. The experimental and analytical results showed that the CFDST column to steel-concrete composite beam semi-rigid joints could be employed for the assembled structures in high intensity seismic regions.

  • In this paper, the "Stop-and-GO" algorithm is applied to the PRS(Partial Response Signal) type signaling. Stop-and-GO blind equalizer has a property of stopping the adaptation of its tab coefficients by means of a simples flag telling the equalizer whether the current output error with respect to decided symbol is sufficiently reliable to be used. PRS has the rule os level transition, which makes it possible that the level of currently received symbol is in the adjacent levels of the previously received symbol. New nonlinear estimators for PRS, based on the rule of level transition, is proposed. The computer simulation results show the improvement in performance achievable with proposed nonlinear estimators.stimators.

  • In this paper, we propose the heuristic signal grouping algorithm to estimate channel state value over full blind communication situation which means that there is no information about the modulation scheme and the channel state information between the transmitter and the receiver. Hereafter, using the constellation rotation method and the probability density function(pdf) the modulation scheme is determined to perform automatic modulation classification(AMC). Furthermore, the modulation type and a channel state value estimation capability is evaluated by comparing the proposed scheme with other conventional techniques from the simulation results in terms of the symbol error rate(SER) and the root mean square error (RMSE).

  • This paper analyzes the quality of library services for disabled by studying the service of national public libraries and libraries for the disabled. The sample consists of 768 public libraries and 36 libraries for the disabled. The evaluation criteria is composed of six areas: general, amenities, substitute data, complementary device, source/information service, and culture program. The findings show various deviations depending on the library operator, contents and region. The research also shows that the service quality for the disabled is higher in libraries with specialized worker for this type of library services.

  • Previous experimental and clinical investigations suggest a possible role of new nootropic drug, oxiracetam, in improving cognitive performances in patients affected by organic brain syndrome. In this study, the cognitive and behavioral effects of oxiracetam treatment in patients with clinical symptoms of organic brain syndrome were evaluated. Sixty-six patients were enrolled and assigned to either oxiracetam or placebo, according to a randomized, double-blind design between two patient-groups. Either oxiracetam or placebo was orally given bid for 8 weeks ; daily dose of oxiracetam was 1600mg. All the patients, enrolled in this study, were diagnosed as having mild to moderate cognitive dysfunction as defined by a baseline Mini Mental State ExaminationKorean version (MMSE-K) score between 14 and 25. The patients under-went, at baseline, 4 weeks and 8 weeks after, routine laboratory study (CBC, SMA12, U/A, EKG) and the following neuropsychological tests ; MMSE-K, modified Korean Wechsler Intelligence Scale(MKWIS), Nurses' Observation Scale for Geriatric patients(NOSGER). Fifteen patients of whom were dropped out or excluded from the analysis because of poor compliance or violation of the protocol. Fiftyone patients (aged 54~78 years, male 25, female 26) were analyzed (vascular dementia, 30 ; senile dementia of Alzheimer type, 9 ; mixed type, 5 ; other cause, 7). Statistical analysis of the data demonstrated that the two groups were comparable at baseline. At the end of each study period the oxiracetam group scored significantly better on the majority of the tests evaluating cognitive function, psychometricity and the improvement rating scale of subjective symptoms than placebo group, in which worsening trends or no changes were seen on the whole. No side effects were noted during oxiracetam treatment. The present study, showing positive clinical findings after oxiracetam therapy, confirmed that this drug can be useful pharmacological treatment in organic brain syndrome.
