국내 무인항공기의 경로계획 연구 (A Review of Routing Plan for Unmanned Aerial Vehicle : Focused on In-Country Researches)

  • UAV (Unmanned Aerial Vehicle), the pilotless plane or drone, draws researchers' attention at these days for its extended use to various area. The research was initiated for military use of the UAV, but the area of applicable field is extended to surveillance, communication, and even delivery for commercial use. As increasing the interest in UAV, the needs of research for operating the flying object which is not directly visible when it conducts a certain mission to remote place is obviously grown as much as developing high performance pilotless plane is required. One of the project supported by government is related to the use of UAV for logistics fields and controlling UAV to deliver the certain items to isolated or not-easy-to-access place is one of the important issues. At the initial stage of the project, the previous researches for controlling UAV need to be organized to understand current state of art in local researches. Thus, this study is one of the steps to develop the unmanned system for using in military or commercial. Specifically, we focused on reviewing the approaches of controlling UAV from origination to destination in previous in-country researches because the delivery involves the routing planning and the efficient and effective routing plan is critical to success to delivery mission using UAV. This routing plan includes the method to avoid the obstacles and reach the final destination without a crash. This research also present the classification and categorization of the papers and it could guide the researchers, who conduct researches and explore in comparable fields, to catch the current address of the research.

조건부가치측정법(CVM)을 이용한 바다목장과 바다숲의 비시장 경제가치 연구 (A Study on the Non-market Economic Value of Marine ranches and Marine Forests Using Contingent Valuation Method)

  • The Korean government has been carrying out the marine ranch development project since 1998 with the purpose of responding to the decrease in coastal fishery resources and fishery income, preparing a systematic management system for the sustainable use of fishery resources and realizing advanced fisheries power by expanding and upgrading fisheries resource development projects. In addition, the government established the Korea Fisheries Resources Agency and promoted projects for the protection and management of fishery resources by increasing basic productivity by artificially creating marine forests in areas where whitening events occur. Since the project of building marine ranches and marine forests requires immense government financial support, it is important to estimate the economic value and thoroughly evaluate the feasibility of the project. In this paper, the project of non-market economic value of the development of marine ranches and the development of marine forests was estimated. CVM (Contingent Valuation Method) was applied as a methodology for benefits estimation. Prior to the analysis, a one-on-one interview survey was conducted with participation of 512 residents and 514 residents respectively for the project of creating a marine ranch and developing a marine forest. A DBDC (Double-Bounded Dichotumous Choice) model was applied in the WTP (Willingness To Pay) analysis model and the socioeconomic variables of the surveyor, such as sex, age, education and income, were reflected in the model. The economic benefits from the two projects, namely, building of marine ranches and developing marine forests were estimated to be equal to 4,608 won and 7,772 won per household per year, respectively. According to the results of the survey, it seems that respondents think that marine forests are more valuable than marine ranches. This is as a result of ordinary citizens' thought that the marine ranches are more cost-effective than the marine forests. The benefits estimated through this study can be used for analysis of economic feasibility prior to carrying out the project of building marine ranches and developing marine forests, and are considered to be the valuable for policy-making purposes and finding social and economic consensus.

가상 건설 시스템 개발 현황과 비전 (The Present Status and Vision of Virtual Construction System Development)

  • 가상건설시스템 개발연구단은 국토해양부와 한국건설교통기술평가원의 지원 하에 설립되었다. 본 연구단은 건설프로젝트의 생산성 향상, 고 부가가치 사업 창출, 해외건설시장에서의 경쟁력 확보라는 목표를 가지고 연구를 수행 중에 있다. 가상건설 시스템은 건축물의 전 생애주기에서 발생되는 정보를 효과적으로 공유할 수 있도록 3D 및 정보 기반의 설계, 엔지니어링, 건설관리 업무를 지원하게 된다. 위의 목표를 달성하기 위해서 연구단은 가상건설시스템 하위에 다양한 기능을 수행하는 모듈들을 개발하는 데에 연구의 초점을 맞추고 있다. 첫째, 3D 기반 구조 설계 설비 및 견적시스템 개발이다. 둘째, 가상현실 기법을 활용한 기획단계에서의 프로세스 시뮬레이션 및 사업성 분석 시스템 개발이다. 셋째, 건설프로젝트에서 다루어지는 모든 정보를 관리할 수 있는 CPLM(Construction Project Life-cycle Management)을 개발하는 것이다. CPLM은 3D 기술과 정보 기반 협업을 통한 의사결정 지원 시스템이다. 이와 같은 본 연구단의 최종목표에 도달하기 위하여 2차 년도에 가상건설 프로토타입 시스템을 개발 완료하였고, 3차 년도 가상건설 시스템의 각 모듈 완성 및 시스템 통합을 목표로 연구를 진행하고 있다. 본 연구는 향후 건설산업에서 필수개념으로 자리잡게 될 BIM의 국가적 차원의 연구라는 점에서 시사하는 바가 크다고 할 수 있다.

교통운영체계선진화의 탄소감축 효과 연구 (Carbon Reduction Effect of Traffic Operational Methods Itemized in National Project for Advanced Traffic Operation and Management)

  • 대통령자문 국가경쟁력강화위원회와 경찰은 교통운영체계선진화방안을 통하여 신호교차로에서의 효율적인 운영을 도모하고 있다. 신호교차로의 효율적인 운영으로 정체상황이 개선되는 경우 배기가스 및 탄소배출 감소가 기대되나 지금까지 온실가스 저감효과에 대한 관심이 도로교통 운영부문에서 소외되어 교통운영체계선진화로 인한 탄소배출량 감소 효과가 공학적으로 검토된 바 없다. 본 연구는 교통운영체계선진화방안으로 추진되는 전체 19개 사업수행 항목 중 경찰이 주관하여 추진하는 운영항목으로부터 기대되는 탄소배출량 분석방법 및 연(年) 단위 전국 탄소배출량 저감효과를 제시한다. 분석결과 2010년을 기준으로 우리나라 전체 도로교통 부문에서 탄소배출량을 기준으로 보행자작동신호운영 도입으로 12.31% 감축, 점멸신호운영 도입으로 3.27% 감축, 신호연동 도입으로 2.44% 감축, 직진우선 도입으로 0.97% 감축, 비보호좌회전 도입으로 0.81% 감축, 좌회전감응 도입으로 0.72% 감축 효과가 있는 것으로 분석되었다.

청계천복원공사에 따른 청계천과 주변지역의 대기질 변화분석 (Analysis of Air Quality Change of Cheonggyecheon Area by Restoration Project)

  • The project of Cheonggyecheon revived the 5.8 kilometer stream and it removed the cover of stream and Cheonggye elevated road. It was begin October of 2003 and completed October of 2005. The purpose of this study is to analyze the air pollution change of Cheonggyecheon area and neighboring area from before and after the project. The change of concentration is compared with an air monitoring station data and measurement data. The analyzed pollutants are $NO_2$, $PM_{10}$, heavy metal, VOC which are measured at Cheonggyecheon and neighboring area. As the results, $NO_2$ concentration shows 10 % decreases in Cheonggyecheon area and neighboring area shows 16 % decreases by Chenoggyecheon restoration, and $PM_{10}$ concentration shows 15 % decreases in Cheonggyecheon area and neighboring area shows 16 % increases. One of VOC, benzene is increased in Cheonggyecheon area compared with neighboring area but Toluene, Ethylbenzene, m+p Xylene increased in neighboring area. After the Cheonggyecheon restoration, The heavy metals are not shows the improvement, but $PM_{10}$ and $NO_2$ concentration improved more than the changes of neighboring area. These improvements of pollution due to reduction of transportation and clearing of elevated road by Cheonggyecheon restoration project.

국내 건설사업관리 업무지침의 개선(안)에 관한 연구 (A Study on Proposal to improve Domestic Construction Management Service Guide)

  • The Korean government makes an effort to raise the competitive power of nation through CM activation in the construction industry. Since the first CM service was applied to the atomic power plant project in 1986, the number of CM contracts are continuously being increased and will be up to 20% by 2002 in public sector. However, the public projects had been executed without any procedure manual or standard guideline of CM services. Meanwhile the Ministry of Construction and Transportation issued $\ulcorner$CM Service Guide$\lrcorner$, but the guide shows an indefinite description in the responsibility, authority and scope of activity for the project participants. Therefore, it is required the procedures be improved and scope of activities be established for the project participants. This study was generated from the comparative analysis of $\ulcorner$Standard CM Services and Practice$\lrcorner$ Published by CMAA and domestic $\ulcorner$CM Service Guide$\lrcorner$ and the case of Incheon International Airport construction. The purpose of this study is to provide the fundamental data for an improvement in the procedures of project execution and the construction manager's activities/rolls shown on $\ulcorner$CM Service Guide$\lrcorner$

Marine Tourism Development Strategy of the South Sea through Sustainable Management of Coastal Environment

  • This study is to integratedly examine coastal management policy and marine tourism development project for Korean coasts, especially for the South Sea of high development pressure, presenting sustainable tourism development policies for the future. To do so, it is examined central government-level coastal development projects set up by the Ministry of Culture and Tourism, the Ministry of Maritime Affairs and Fisheries and the Ministry cf Construction and Transportation, setting the direction of south coastal management and tourism development at a level of national territory planning. The problems of coastal management first and then the problems of the South Coast Tourism Belt Project are analyzed in order to present political and administrative alternatives. To overcome such problems and make Korea a marine tourism base in East Asia, there is a need for re-recognition of the value of the project and its continuous push through cooperation between central and local governments. Also, under the presupposition of consensus building among local people and the sustainable development of environments, there should be are-recognition that the future cf Korean marine tourism in the 21st-century and the success of an inverted $\pi-axis$ national development depend on the South coastal Tourism Belt Development Project.

실물옵션 가치평가모형을 이용한 국도건설사업의 경제적 가치 평가 (Economic Evaluation of National Highway Construction Projects using Real Option Pricing Models)

  • PURPOSES : This study evaluates the economic value of national highway construction projects using Real Option Pricing Models. METHODS : We identified the option premium for uncertainties associated with flexibilities according to the future's change in national highway construction projects. In order to evaluate value of future's underlying asset, we calculated the volatility of the unit price per year for benefit estimation such as VOTS, VOCS, VICS, VOPCS and VONCS that the "Transportation Facility Investment Evaluation Guidelines" presented. RESULTS : We evaluated the option premium of underlying asset through a case study of the actual national highway construction projects using ROPM. And in order to predict the changes in the option value of the future's underlying asset, we evaluated the changes of option premium for future's uncertainties by the defer of the start of construction work, the contract of project scale, and the abandon of project during pre-land compensation stages that were occurred frequently in the highway construction projects. Finally we analyzed the sensitivity of the underlying asset using volatility, risk free rate and expiration date of option. CONCLUSIONS : We concluded that a highway construction project has economic value even though static NPV had a negative(-) value because of the sum of the existing static NPV and the option premium for the future's uncertainties associated with flexibilities.

Current Practices of Collecting and Utilizing Daily Work Report Data and Areas for Improvements

  • A significant amount of data including ongoing construction activities, work quantities, resources utilized by contractors, and site conditions is collected in highway construction sites on a daily basis by resident engineers. This data is commonly known as daily work reports (DWRs) in the U.S. Although a lot of time and effort is invested in collecting the DWR data, its utilization has been very limited. This paper discusses current practices of collecting and utilizing DWR data among various Departments of Transportation in the U.S., and discusses the challenges and opportunities for better collection and utilization of the data. An extensive literature review and two nationwide surveys in the U.S. were conducted as a part of this study. Finally, it provides a set of recommendations to effectively address the challenges identified and maximize the benefits of utilizing DWR data such as supporting various decisions for highway project development process. The findings of this study are implementable ideas that can aid DOTs in making data-driven decisions throughout the project development processes in the future.

분석용 네트워크구축을 위한 교통주제도 품질확보방안 (Transportation Digital Map Quality Guarantee Scheme for Analytic Network Building)

  • 교통주제도는 건설교통부와 교통개발연구원이 '국가교통DB구축사업'의 일환으로 제작한 것으로, 국토지리정보원이 항공사진을 기반으로 하여 작성한 NGIS(국가기본 수치지도)를 수정ㆍ보완하여 교통계획ㆍ투자분석 등 교통목적으로 재구축한 수치지도이다. 또한 교통부분 지리정보시스템(GIS-T)분야에서 교통정책 및 계획수립 등에 활용되고 있는 필수적인 기초 데이터이다. 이러한 교통주제도는 국가의 교통 정책결정과 연구분석에 활용되는 자료로 객관적이고 신뢰성 있는 데이터베이스이어야 한다. 또한 현실세계의 교통망을 모델링하여 반영한 것이므로 분석 기준년도에 대응되는 현재성과 정확성이 요구된다. 이를 위해 첫째, 조사 및 구축 지침을 통해 일관된 데이터의 생성 및 구축이 보장되어야하고 둘째, 데이터베이스를 구축함에 따라 발생할 수 있는 기하학적ㆍ논리적 오류를 파악하여야하며 셋째, 항목별 검수 방법과 절차에 대한 지침을 가지고 일관적이고 체계적인 점검을 하여야 한다. 본 연구에서는 교통주제도 데이터의 가장 기본이 되는 노드와 링크를 대상으로 항목별, 검수 절차와 방법에 대한 지침을 설정하고 일관적이고 체계적으로 데이터의 오류를 점검함으로써 교통 네트워크의 객관적이고 신뢰성 있는 품질확보가 가능하도록 하였다.
