Ministry of Land, Transportation and Maritime Affairs of Korea has started a research project on verification process and safety assessment of Communication Based Train Control (CBTC) system for metropolitan railroad control as a 3-year project starting from 2010. As a number of companies has made efforts in securing the technologies for domestic production of CBTC systems, the purpose of the project is to develop the specification for interoperability with the considerations for local environments including metropolitan train operations and wireless communications. And the developed systems and the RAMS related outcomes from the participating companies are subject to Independent Safety Assessment (ISA) performed by a foreign specialized agency and the corresponding certificates are to be issued as a part of the project. In this paper, the RAMS management for verification and commercialization of metropolitan railroad CBTC systems has been studied. The study includes response strategy for the requirements of international standards, responsibility and authority of the related institute and the companies, quantitative RAMS objectives, and risk management strategies in project fulfillment.

According to the 4th BPE(Basic Plan for long-term Electricity Supply and Demand), Electricity demand of Jeju island in 2012 will be reached to 682MW. Jeju island will be faced with severe shortage of electricty, also needed to find transport route to supply green energy which will be made from "Carbon free island" energy policy toward land at that time. For that reason, The plan which construct 400MW size HVDC connection line was decided for potential supply stabilization and transportation of green energy. KEPCO organized special construction office not only to observe the successful project completion which aims 2011 December but also to build up professional manpower. KEPCO is putting spur to the HVDC project these days. Construction site of converter stations has been already confirmed and contracts of cable, converter have done as per turn-key early this year. On this report, we would like to discuss about project scheme, main characteristics of system, and the furture progress plan of "Jindo~Jeju HVDC construction project expecially converter station part" which is being pushed by KEPCO.

The purpose of this study is to estimate the perception of elderly residents on the residential environment improving projects and suggest the political implications. The survey include questionnaires about the importance and the satisfaction level on the project maintenance factors. The results were statistically analyzed by Importance-Performance Analysis (IPA). As the result of the study, firstly, it shows that 'the possible overkill area' on the IPA action grid includes none of factors except 'landscape' which is very similar to mean of performance score. the result of analysis means that the project is very efficient. Secondly, the policy is necessary to improve 'pedestrian passage', 'public open space' and 'transportation environment'. Considering elderly residents especially 'pedestrian passage' and 'public open space' are in need of improvement immediately. In detail 'traffic facility', building 'urban park' and 'pedestrian passage', 'paving of pedestrian passage', 'children's playground' are in need of improvement as well. The results of analysis on elderly and non-elderly residents of Yonnam project may be important foundation for future strategies for improvement.

In this paper, for the smart village project in Geumsan-gun, the problems of the village were derived for the residents. And the business model of the smart village was presented. In the introduction, we looked at domestic cases related to the smart village project. And In November 2019, this paper reflected the results of the resident survey(314) and extracted important smart services using the IPA method. The results of the investigation are as follows. The government's smart village project aims to increase agricultural and fishery production and improve the urban environment. Geumsan residents want to increase agricultural production and develop tourism. The smart village model in Geumsan-gun is promoted in three directions. (1) Smart villages require smart services for crime prevention, parking lots, and public transportation. (2) Smart villages need ICT-based ginseng festivals, smart farms, and tourism services. (3) Smart villages need ICT-based culture and welfare services. The rural areas in Korea are expected to improve the quality of their living environment through the smart village project.

With Beijing's success in bidding for the 2008 Olympic Games, the increasing demand for infrastructure development and reduced public sector funding capacity has created a significant funding gap which calls for alternative project delivery methods such as Public-Private Partnership (PPP). Although the exploration of infrastructure projects using PPP model have been practiced since the late 80s, the $560 million National Stadium which served as the main venue for the Olympic Games is the first stadium project in China to be delivered under PPP operation. The project is generally considered successful despite the concession transfer in 2009 with concern of better serving the public interest. Compared to other infrastructure projects such as transportation, waste management and water management, the development of major sports facilities for mega-sports events with PPP has its own unique features and is subject to different major risks. This research identifies and analyzes critical risks in the implementation of PPP in major sports facility development through case study of the National Stadium project. A questionnaire survey and several interviews are conducted to solicit expert opinions from experienced practitioners. The purpose is to provide additional insights in risk management strategies and opportunities in China's PPP implementations in major sports facilities for policy makers and private sectors involved with investment decisions in future similar infrastructure development.

Selecting an appropriate railway system in urban railway project is an important step for an efficient public transport policy. This paper attempts to solve the railway system selection problems in the (pre)feasibility study or preliminary research of urban railway project, by the rough transportation demand forecasting and financial analysis. There are two stages in this paper: in stage one, we review the worthwhile and various criteria which presented in precedent studies; whereas in stage two, an structured selection criteria is proposed for determining the appropriate railway system in urban railway project. The utilization of the proposed criteria is demonstrated with the case of a newtown in the metropolitan area. The results show that proposed criteria can be used to make the rational decision for governmental financial condition and social benefit.

Korea Rail Network Authority ordered Urban Transit Magrev System on the alternative tender lines. The project was contained order with GS Construction and Yooshin Corporation as a result of competition as 5 consortium. Urban Transit Magrev System route was constructed in the whole Yeongjong-dong and Yongyu-dong, Jung-gu, Inchen. The main project is via transportation center in Inchen Int'l airport ~ Work complex ~ Water park ~ Yongyu-station and has Total continuation of 6.1kilometers, Station of 6 spot, Car base of a spot, go out line(a single line) of 380meters. Scale of construction is Major of Roadbed, Railroad, Building, Inspection and Repair facilities. The first Urban Transit Magrev System in Korea is a new symbol of Korea and has polished beauty and creative artistry based on functional perfection. It was designed in harmony with Inchen Int'l Airport improving the dignity of SOC design.

As a mass transportation system, a railway contains potential risks that may result in a high death rate and property losses. Accordingly, Railroad Safety Technology R&D Corps. is adopting the plan of the construction of Railway Safety Test Facilities as a part of the Railway Total Safety Project to enhance the railway safety, and carrying out researches on effective project management methods with Systems Engineering techniques. When a system or a service is realized, such as the Railway Total Safety Project, it needs to be verified by requirements and the process of verification is to check whether customers/stakeholders requirements have been properly transformed into a system or a service. Recently, building the standardized verification system up could be the solution to reduce possible system-failed risks. To support that, we propose the more effectual verification method of constructing the Railway Safety Test Facilities applying the systems engineering tool to the research.

To establish the national railway safety system, the railway total safety technology development project has been promoted by Ministry of Construction and Transportation (MOCT) since August 2004. The project has producted successful results in many areas of railway safety, however, it is required that the research field should be re-examined to meet the aim of the project. To do that, the precedence of the investment of research resources should be reviewed and determined. The risk of serious railway accidents such as train collision, derailment and level crossing accidents are estimated. From the estimation result and the statistics on the railway accidents over fast few years, the risk factors of railway accidents can be calculated.

Recently, with the policy balance development in the country, Ministries of the government as managers related each of regional projects have prepared pan-governmental support system to achieve Making Livable Area Policy. This study is analysis result of investigation in 2007 authorized cases of MLCP(Making Livable City Project) which Ministry of Construction & Transportation have propelling from city and rural-urban area of town, myeon and dong, to rural area of small village size. Areas chosen for MLCP have the active participation of inhabitants, and to promote successfully project, need to support system and originality for area. Such projects will finally increase the life quality, and make life-spaces wanting to live in the area.
