조건부가치측정법(CVM)을 이용한 일반형 화물자동차 안전운송원가 지불의사(WTP) 추정 (Estimation of Willingness to Pay (WTP) of the Cost of Safe Transportation for Freight Cars Using the Contingent Valuation Method (CVM))

  • 국토교통부에서 화물 차주의 과로, 과적, 과속을 근절하려는 목적으로, 2020년도부터 '화물자동차 안전운임제'가 시행 되었다. 컨테이너 및 BCT(시멘트) 품목의 '화물자동차 안전운임'은 금액이 구체화 되었고, 위반시 과태료를 부과하며 강제성 있게 시행되었으며, 2021년에는 각 항목별 조정율이 적용되어 보완되어가고 있지만, 일반형 화물자동차(카고) 및 철강재 품목의 '화물자동차 안전운송원가'는 아직 원가 구성 항목 및 금액이 논의 중이어서 권고 형태로만 적용 중이다. 본 연구는 일반형 화물자동차 최대적재량 톤수별 독차 운임에 대하여, 화물 운수 실무자들의 지불의사를 추정하는 것이 목적이다. 화주, 운수사(주선사, 운송사), 차주(지입, 개인)를 대상으로 조건부가치측정법(CVM) 중개방형 직접질문법으로 설문조사를 실시하였고, 각 응답자로부터 수집된 데이터를 활용하여, 토빗(Tobit) 회귀분석을 하였다. 분석을 통해 지불의사에 영향을 주는 유의 변수(현재 운송료 만족도 등)들을 확인하였다. 그리고 추정된 결과를 활용해 화물 운임의 평균값, 중앙치를 도출하여 화물차 톤수별 지불의사금액를 각각 확인하였다. 본 연구의 결과가 '화물자동차 안전운송원가' 심의·의결 기관인 '화물자동차 안전운임위원회'에 참고 자료로 활용되어, 제도가 원활하게 정착되어 도입 될 수 있기를 기대한다.

Turn Label 기반 최적경로탐색 알고리즘 개발 (Development of A Turn Label Based Optimal Path Search Algorithm)

  • 지금까지의 최적경로탐색 알고리즘은 노드표지와 링크표지를 적용하는 방안이 소개되었다. 노드표지는 2개의 노드를 최적경로 탐색과정에서 동시에 고려한다. 링크표지는 2개의 링크를 탐색과정에서 동시에 고려한다. 본 연구는 2개의 회전을 탐색과정에서 동시에 고려하는 회전표지기반 최적경로탐색기법을 제안한다. 회전표지기반 최적경로탐색은 2개의 회전을 탐색과정에서 고려하기 때문에 Bellman(1957)의 최적원리에 근거한 동적프로그래밍의 최적해가 보장된다. 한편 회전표지기반 최적경로탐색은 링크표지의 극한 접근 개념을 동일하게 적용하기 때문에 링크표지를 적용하는 장점을 수용할 수 있다. 따라서 네트워크의 확장없이 노드는 복수의 방문이 허용되면서 링크는 방문이 허용되지 않는 합리적 순환통행을 반영하는 것이 가능하다. 특히 2개의 연속회전에서 나타나는 추가적인 비용구조를 반영하는 특성이 포함되어 통행비용함수의 구조를 보다 유연하게 표현하는 것이 가능하다. 교통카드 단말기로 구성된 수도권 도시철도 네트워크를 대상으로 시행된 사례연구는 연속된 보행환승이 나타나는 통행에 대한 심리적 저항감을 나타내는 파라메타를 Turn Label 최적경로탐색에 도입하여 연구의 현실적 확장성을 검토하였다. 연속회전에 대한 심리적 저항값이 커지면서 통행시간 및 거리가 늘어나도 연속된 환승을 우회하는 방안으로 시뮬레이션 결과가 도출되어 Turn Label의 비용구조를 반영하는 것이 확인되었다. 향후 도로교통망 및 대중교통망의 통행비용함수에 대해 다양성을 확보하기 위한 추가적인 연구의 진행이 필요하다.

비용에 근거한 공항사용료 결정에 관한 연구 -항공기 착륙료중심- (Aircraft Landing Charge Based on Costs)

  • 본 연구의 목적은 항공기 착륙료를 이착륙 서비스 지원에 투입된 비용을 각 운항 별로 유발한 비용수준에 따라 공정하게 배분하는 방법으로 산정하여 각 사용자에게 부담하도록 함으로써 현재 적용되고 있는 평균 비용에 근거한 요율 산정이나, 일부 학자들이 주장하고 있는 한계 비용에 의한 가격 결정 방법의 한계점을 보완할 수 있는 가격 결정 모델을 개발하는 데 있다. 원가회계 이론을 적용하여 각 이착륙 서비스 별 비용을 배정하는 방법을 적용하되 항공기 중량과 혼잡수준을 원가를 차별화 시키는 변수로 고려 한다. 시설 제공에 투입된 비용은 평균 비용의 원리를 적용하고 시설 운영 비용은 한계 비용원리를 적용하여 각 운항서비스 별 총비용을 산정하여 착륙료를 부과함으로써 한계 비용에 의한 가격이 되도록 하면서도 합리적인 방법으로 총 비용을 회수 할 수 있도록 하는데 그 가치가 있다. 또한, 원가 원가 회계 원리를 적용하여 모델을 도출함으로써, 각 공항의 회계 자료를 이용하여 실제적으로 착륙료 계산이 가능한 모델을 제시할 수 있다는 장점도 있다.

강원도 지역 가임기 여성의 분만서비스 접근성 분석 (The Spatial Accessibility of Women in Childbearing Age for Delivery Services in Gangwon-do)

  • Background: This study purposed to analyze the spatial accessibility of women in childbearing age to the healthcare organizations (HCOs) providing delivery services in Gangwon-do. Methods: Network analysis was applied to assess the spatial accessibility based on the travel time and road travel distance. Travel time and travel distance were measured between the location of HCOs and the centroid of the smallest administrative areas, eup, myeon, and dong in Gangwon-do. Korean Transport Database Center provided road network GIS (Geographic Information System) Database in 2015 and it was used to build the network dataset. Two types of network analysis, service area analysis and origin-destination (OD)-cost matrix analysis, applied to the created network dataset. Service area analysis defined all-accessible areas that are within a specified time, and OD-cost matrix analysis measured the least-cost paths from the HCOs to the centroids. The visualization of the number of the HCOs and the number of women in childbearing age on the Ganwon-do map and network analysis were performed with ArcGIS ver. 10.0 (ESRI, Redlands, CA, USA). Results: Twenty HCOs were providing delivery services in Gangwon-do in 2016. Over 50% of the women in childbearing age were aged more than 35 years. Service area analysis found that 89.56% of Gangwon-do area took less than 60 minutes to reach any types of HCOs. For tertiary hospitals, about 74.37% of Gangwon-do area took more than 60 minutes. Except Wonju-si and Hoengseong-gun, other regions took more than 60 minutes to reach the tertiary hospital. Especially, Goseong-gun, Donghae-si, Samcheok-si, Sokcho-si, Yanggu-gun, Cheorwon-gun, and Taebaek-si took more than 100 minutes to the tertiary hospital. Conclusion: This study provided that the accessibility toward the tertiary hospital was limited and it may cause problems in high-risk delivery patients such as over 35 years. Health policy makers will need to handle the obstetric accessibility issues in Gangwon-do.

Multi-objective optimization of stormwater pipe networks and on-line stormwater treatment devices in an ultra-urban setting

  • In a highly urbanized area, land availability is limited for the installation of space consuming stormwater systems for best management practices (BMPs), leading to the consideration of underground stormwater treatment devices connected to the stormwater pipe system. The configuration of a stormwater pipe network determines the hydrological and pollutant transport characteristics of the stormwater discharged through the pipe network, and thus should be an important design consideration for effective management of stormwater quantity and quality. This article presents a multi-objective optimization approach for designing a stormwater pipe network with on-line stormwater treatment devices to achieve an optimal trade-off between the total installation cost and the annual removal efficiency of total suspended solids (TSS). The Non-dominated Sorted Genetic Algorithm-II (NSGA-II) was adapted to solve the multi-objective optimization problem. The study site used to demonstrate the developed approach was a commercial area that has an existing pipe network with eight outfalls into an adjacent stream in Yongin City, South Korea. The stormwater management model (SWMM) was calibrated based on the data obtained from a subcatchment within the study area and was further used to simulate the flow rates and TSS discharge rates through a given pipe network for the entire study area. In the simulation, an underground stormwater treatment device was assumed to be installed at each outfall and sized proportional to the average flow rate at the outfall. The total installation cost for the pipes and underground devices was estimated based on empirical formulas using the flow rates and TSS discharge rates simulated by the SWMM. In the demonstration example, the installation cost could be reduced by up to 9% while the annual TSS removal efficiency could be increased by 4% compared to the original pipe network configuration. The annual TSS removal efficiency was relatively insensitive to the total installation cost in the Pareto-optimal solutions of the pipe network design. The results suggested that the installation cost of the pipes and stormwater treatment devices can be substantially reduced without significantly compromising the pollutant removal efficiency when the pipe network is optimally designed.

Aircraft application with artificial fuzzy heuristic theory via drone

  • The drone serves the customers not served by vans. At the same time, considering the safety, policy and terrain as well as the need to replace the battery, the drone needs to be transported by truck to the identified station along with the parcel. From each such station, the drone serves a subset of customers according to a direct assignment pattern, i.e., every time the drone is launched, it serves one demand node and returns to the station to collect another parcel. Similarly, the truck is used to transport the drone and cargo between stations. This is somewhat different from the research of other scholars. In terms of the joint distribution of the drone and road vehicle, most scholars will choose the combination of two transportation tools, while we use three. The drone and vans are responsible for distribution services, and the trucks are responsible for transporting the goods and drone to the station. The goal is to optimize the total delivery cost which includes the transportation costs for the vans and the delivery cost for the drone. A fixed cost is also considered for each drone parking site corresponding to the cost of positioning the drone and using the drone station. A discrete optimization model is presented for the problem in addition to a two-phase heuristic algorithm. The results of a series of computational tests performed to assess the applicability of the model and the efficiency of the heuristic are reported. The results obtained show that nearly 10% of the cost can be saved by combining the traditional delivery mode with the use of a drone and drone stations.

  • During the last 20 years organic semiconductors have attracted considerable attention due to their interesting physical properties followed by various technological applications in the area of electronics and opto-electronics. It has been a long time since organic solar cells were expected as a low-cost energy-conversion device. Although practical use of them has not been achieved, technological progress continues. Morphology of the materials, organic/inorganic interface, metal cathodes, molecular packing and structural properties of the donor and acceptor layers are essential for photovoltaic response. We have fabricated solar cell devices based on zinc-phthalocyanine(ZnPc) as donor(D) and fullerine($C_{60}$) as electron acceptor(A) with doped charge transport layers, $Alq_3$ as an electron transport or injection layer. We observed the photovoltaic characteristics of the solar cell devices using the Xe lamp as a light source.

세계민항계의 최적 동향과 우리나라 복수민항체제의 발전방향 (The Recent Trend in the World Air Transport Market and a Two-Airline Policy in Korea)

  • Deregulation privatization regionalism and globalization are the specific examples of the recent trends in the world air transport market. As encouraged by the international trends and the domestic policy of promoting market mechanism Korean has been driving a two-airline policy since 1989. But due to the absence of experience and philosophy about the airline co-mpetition both Korean government and the two airlines have been criticized for failing to set fair-competition rules and for struggling to secure air service rights regardless of national interest. Therefore this study shows the costs and benefits of a two-airline policy in a small count-ry reviews the empirical studies about the cost structure of American and Canadian airlines and analyzes the economic consequences of allocating air service rights between two airlines. The policy recommendations are (1) removing government restrictions and expanding ai-rport facilities to develop the domestic market (2) retaining the two-airline policy in the in-ternational market (3) increasing traffic density rather than expanding network for the small airline (4) improving comparative advantage through a global alliance and a technological innovation for the big airline and (5) building an official committee for co-ordinating the two airlines' interests.

Numerical study of effect of membrane properties on long-cycle performance of vanadium redox flow batteries

  • Fundamental understanding of vanadium ion transport and the detrimental effects of cross-contamination on vanadium redox flow battery (VRFB) performance is critical for developing low-cost, robust, and highly selective proton-conducting membranes for VRFBs. The objective of this work is to examine the effect of conductivity and diffusivity, two key membrane parameters, on long-cycle performance of a VRFB at different operating conditions using a transient 2D multi-component model. This single-channel model combines the transport of vanadium ions, chemical reactions between permeated ions, and electrochemical reactions. It has been discovered that membrane selecting criterion for long cycles depends critically on current density and operating voltage range of the cell. The conducted simulation work is also designed to study the synergistic effects of the membrane properties on dynamics of VRFBs as well as to provide general guidelines for future membrane material development.
