  • The government-supported research institutes' system seems to face a turning point as the country's innovation system, shaped in the industrialization process, now reveals its own limitations. This makes the transformation of the innovation system unavoidable. Korea began to emerge as a leader in several technological areas including semiconductor, TFT-LCD, and handset, in a few cases even outpacing advanced countries. This has changed the very nature of the problems and questions to be resolved. This study analysed the structural limitations and challenges of government-supported research institutes focused ETRI. In a nutshell, The innovation system of government-supported research institutes seems to face a situation where the new innovation environment is conflicting and competing with the legacy of the past: governance, planning, budget, personnel, evaluation system. There are needs for change and thus tries to achieve a innovation system transition and build a new vision and management system including a new mode of working for post-catchup innovation.

  • Global polarization at different scales has been more intensified than ever before. So, more complicated geographies are associated with global poverty and inequality, and their subsequent problems such as famine, disease, environmental degradation, and asylum seekers. These problems are apparently confined to specific countries and regions. However, they are a consequence of historical-geographic (post)colonial interconnectedness. In this sense, since the early 1960s, international development cooperation has significantly contributed to resolve or alleviate them. Especially, in 2015, the Millenium Development Goals(MDGs) project is finished and Sustainable Development Goals(SDGs) are newly set up as a global project to end human poverty. It is assumed that donor's IDC to accomplish SDGs will be more complicatedly implemented because SDGs contain more expanded and diversified forms of project targets than before. They are both possibilities and limits in the sense of development geography.

  • The employment rate of a college has long been one of the most important elements in college survival strategies. Employment rates may not be key to colleges' survival in other countries, but they are fundamental to colleges in Korea as seen in the Korean government-led National Competency Standard (NCS), which has been underway since its introduction to colleges in Korea. Against this backdrop, if the engineering accreditation system can contribute to improving employment rate in this context, it can take root more quickly. The process conducive to improving employment rates can be classified as both direct and indirect methods. With dwindling school-age population having impacts on colleges and universities, the environment and the education directions of colleges have rapidly been shifting since the introduction of the NCS. Therefore, various survival strategies for colleges need to be developed. An indicator of employment rate of college graduates is among the most important things during this transition process. The Department of Mechanical Engineering at Koje College has consistently shown good records during the past 5 years by matching the accreditation schemes and employment strategies. The department will help put in place the engineering technology education accreditation system at the college through its various innovative and effective programs. To formulate a better employment strategy, it is needed to reflect and consolidate the engineering accreditation scheme into the existing employment policy of college. In short, this paper examines both the engineering accreditation scheme and the employment policy in ways that helps produce a coupling matrix structure. This study looks into the measures for improving employment rates by better adjusting the engineering education methods under the accreditation scheme.

  • To revise and develop a 'Model' Curriculum for training the middle standing professionals equipped with professional technology and theories at the spot of the library, such process were executed as research on bibliographic material and literature, utilization of examination of various questionnaires, interviews with middle standing librarians at the spot of the library, a review on the operational state of the Professor's Association of Library Science of Junior Colleges, some consultation with the Research & Deliberation Committee on Curriculums, etc., and to review the present department of library science at the two-year course's short-term colleges or institutes in foreign countries, Germany which is thought to be similar to our nation's situations and its level of economy and Singapore which is considered to be a newly emerging nation were looked into typically. In particular, since studies on the curriculums of the Library Science Dept. of colleges had already preceded, thereby the framework of the 'Model' curriculum was already achieved, however to review how well such framework is applied to the spot of education and give some improvement on that, some unrelistic findings of different subjects in consideration with reality, while comparing those curriculum schedules of each Library Science Dept. with the 'Model' curriculum schedule, were supplemented or revised to be fit to reality. For some supplementing or revising proposals on the pre studied 'Model' curriculum, some tentative plans which focussed on each field respectively and some tentative plans which focussed on cultural subjects, required major subjects and elective subjects were suggested in duality to be referred to. On such a process of forming a harmony of educational theories and practice, it was planned to revise and develop curriculum in a sense emphasizing on practical exercise, and tried not to neglect on each of the fields of the curriculum centered on the areas of materials organization, linguistics, information resource, information science, library organization, & administration, etc. The study on curriculums should be performed flexible to be applied to the accelerating transition of sciences, and be good examples in instruction.

  • The purpose of this study was illumination of the stage costume by applying the study of a subject of human expression, which establishes identity of dramatic characters. This study was conducted by referring a variety of theses, an extensive national and international literature. The color symbolism that is depicted in Shakespeare‘s work manifests the transition period of old days, which was influenced by the Renaissance and the Religious Reformation. And color preferences and the meanings I attach to them in his play, definitely reveal the Middle Ages Christian way of thinking which was obsessively dominated their mind. I also determine that the color preferences and use in Elizabeth Era also distinctively separate the social status, which were also influenced by its social conditions. Besides this, colors that were depicted in Shakespeare's work also shown many similarities from Italian Commedia dell‘arte, which were in vogue all over the Europe. Customary color symbolisms which from natural color experiences were also applied in "The Tempest". "The Tempest" was presented on the first day of November in 1611 for the first time. Following this, many plays and films have been produced in foreign countries and Korea. With an analysis of "The Tempest", costume designs for Miranda and Ferdinanad were illustrated at the end. The costumes for Miranda and Ferdinand were mainly considered to express pure love and vigorous youth of two lovers, symbolizing the image of the theme love, forgiveness, and reconciliation.

  • The smart phone industry has shown its continuous growth even under global economy crisis and its ecological surrounding is rapidly shifting. In order to retain its global competitive advantage, it is necessary to comprehend and implement a preemptive policy regarding ecological transition of smart phones. Many developed foreign countries including the United States and Europe endeavor to maintain competitiveness in the new ecology of smart phones. Korea, which was once the most leading country in the IT industry, has accepted the fact that it lost an opportunity to take competitive advantage in the market and now it is striving to regain its past reputation. This study aims to examine the new potential category of services and products in this rapidly changing smart phone market and also suggested necessary additional efforts from the government side. We expect this study help the government establish proper ecological policies under Korea's smart phone environment.

  • The purposes of this paper is to introduce a technique for construction of nuptiality tables using proportion single of synthetic cohorts between times at two consecutive censuses, and to observe patterns of change in marriage habit of Korean through the nuptiality tables for single population from 1925 to 1980. In this paper abridged gross and net nuptiality tables for single population of Korea have been constructed for the four quinquinial period: 1925-1930, 1955-1960, 1970-1975, and 1975-1980. Significant time trend has been observed in the nuptiality rates among the single population. The major findings observed in each table are as follows; (1)During 1925-1930, the rates are initially small, but increase rapidly until they reach a maximum at ages 25-29 for bachelors and 20-24 for spinsters, following which they are still in high level. (2)During 1955-1960, the age pattern of nuptiality begins to change; for female population, the rates increase rapidly in the same pattern as in l925-l930 untill they reach the highest level at ages 25-29, after which they gradually decline. During the period, however, there were an unprecedented high level of marriage rates for male population at a relatively later ages. (3)During 1970-1975, Korea had experienced a transition in marriage habits; at this times, nuptiality rates for both sexes showed the same pyramid shaped patterns as in western countries as age increases. The mean ages at marriage for both sexes also reached the highest level of 27.5 years for males and 24.1 years for females. (4)During 1975-1980, the age patterns of nuptiality showed almost the same patterns as in 1970-1975. In the later age group, however, age-specific marriage rates for both sexes greatly declined compared to the level of 1970-1975, while the rate in age group of 20-24 for male population greatly increased.

  • Recently, the importance of efficient resource management has been highlighted due to the uncertainty of its security. Developed countries promote the legislative provision and transition of industrial structure to maximize the efficiency of resource use through supporting the sustainable resource management at national level. Meanwhile Korea has very sensitive industrial structure along with the international resource supply and demand conditions. It is acutely necessary to improve the resource productivity with the various action plans such as the increase of recycling rate and the establishment of methodical resource management system. Especially, the study on the direction of each flow stage and the concrete action plans for using resource efficiently in the life-cycle of resource will be required. Therefore, this study suggests the future direction of each flow stage(production stage and circulatory stage), and the concrete action plans to improve the present problems of resource management in Korea.

  • Like most OECD countries, Korea is experiencing a decline in population and demographic changes, deterioration of public facilities, and limited investment in public facilities maintenance due to low economic growth and increased welfare budgets. In this case, not only the inconvenience of using the public facilities can lead to the occurrence of an accident due to the damage of the facilities. However, as the importance of the management of public facilities has not been recognized yet, new policies are being promoted. Korea is expected to reduce the total population since the late 2020s, and there will be a large difference in population reduction between the cities, towns, and towns within the same administrative districts. Therefore, it is necessary to change the management policy regarding the change in demand of public facilities due to population change such as population decrease and aging. Accordingly, this study analyzes the management policies and actual conditions of public facilities in Korea, and suggests the implications for public facilities management by analyzing Japan's public facilities management policies that faced population change and deterioration of public facilities before Korea. The key change in Japan's public facilities management policy is the transition from new to maintenance, which has managed public facilities in terms of existing safety management and asset management.
