Despite growing recognition of the significance of industrial clusters to regional economic success, there has been only limited attention paid to the effectiveness of cluster policies in old industrial regions. Many of these regions still retain functioning industrial clusters, or have clusters which are adopting new strategies as part of a process of regeneration. This paper argues that the effectiveness of cluster policies in old industrial regions depends upon the extent to which they recognise the evolutionary nature of industrial clusters. It reviews the literature on the transformation of old industrial regions in Europe, and examines how cluster policies have risen to prominence as a policy tool. These strands ate brought together in an exploration of cluster policies in old industrial regions. A brief case study is presented of the evolution of the steel industry supply chain in north east England. The conclusions focus upon the data requirements that form a starting point for informed policy intervention into presses of cluster evolution.

This study analyzed the policy dilemma for ICT SMEs venture companies that changed after COVID-19 based on the results of the cognitive map analysis for ICT SMEs venture policies. First, as a result of analyzing the cognitive map of ICT SMEs venture companies that have changed since COVID-19, ICT venture companies are expanding support for ICT venture companies due to the threat of COVID-19. However, in order to convert COVID-19 into an opportunity factor, it also shows a policy direction to achieve innovative growth by creating a new market through non-face-to-face industry revitalization based on digital transformation (digital new deal). As a result of the study, the policy measures of supporting DNA-centered convergence innovation technology, digital transformation (digital new deal), fostering ICT startups (K-Global project), and expanding support for ICT SMEs did not have a policy dilemma. However, although many support has been expanded for ICT SMEs due to COVID-19, it is difficult to find and foster ICT start-up companies, and globalization problems are occurring due to the decrease in exports to COVID-19, making it difficult to create new markets. There is a negative (-) perception of causality that ICT SMEs venture companies may face risks as jobs decrease and innovative growth cannot be led to the revitalization of the non-face-to-face industry. Therefore, it was found that both the flow of causal relationship between the expansion of support for ICT SMEs and the high growth of ICT SMEs is not + and has a policy dilemma in part.
Digital twins between "BIM Digital Model-Physical Prototype Model" will be built for Noise Barrier tunnel(NBT) that meet the definition of N.G smart city facilities derived from previous studies to build a data flow that connects data at each stage of design, construction, and operation. In this process, BIM design automation tools are created and utilized, and consistent transmission of member and attribute data is performed by converting them into IFC format. Through this, the purpose is to improve the labor-intensive environment required from the design stage of the NBT and to consistently maintain the information required for subsequent production and construction. This includes achieving changes in the construction industry based on digital transformation by unifying various data formats used differently for each industry from design to operation. In addition, it demonstrates that information exchange in the maintenance and management stages is possible based on the data exchange of the established digital twin and aims to improve the existing labor-intensive environment and expand operability between digital and physical information. As suggested in previous studies, the implementation of digital twins in these N.G smart city facilities includes the possibility of building an environment that adds to the possibility of high value-added product platforms as well as the function of big data platforms targeting existing smart cities.

The dispute between SK and Netflix, which has been going on for more than three years, ended in the direction of dropping the lawsuit and establishing a cooperative relationship between the two companies. However, as Internet traffic usage is likely to increase further in the future due to digital transformation and activation of generated AI, conflicts between domestic mobile carriers and global CP operators over network usage fees can arise at any time. In this study, the issues of the dispute related to network usage fees that occurred between SK and Netflix were examined, and different implications were drawn for each issue. The cost and scope of network usage considerations are an issue that must be determined entirely by negotiations between operators. However, if a dispute occurs between operators, user damage such as speed delays may occur, so it is necessary to prepare a policy alternative. As the domestic media industry has grown cooperatively with global CPs, it is considered important to form a reciprocal relationship between domestic mobile telecommunication operators and global CP operators regarding network usage fees in the future.
In addition to the 4th Industrial Revolution and Industry 4.0, the recent megatrends in the ICT field are Big-data, IoT, Cloud Computing, and Artificial Intelligence. Therefore, rapid digital transformation according to the convergence of various industrial areas and ICT fields is an ongoing trend that is due to the development of technology of AI services suitable for the era of the 4th industrial revolution and the development of subdivided technologies such as (Business Intelligence), IA (Intelligent Analytics, BI + AI), AIoT (Artificial Intelligence of Things), AIOPS (Artificial Intelligence for IT Operations), and RPA 2.0 (Robotic Process Automation + AI). This study aims to integrate and advance various machine learning services of infrastructure-side GPU, CDA (Connected Data Architecture) framework, and AI based on mass distributed Abyss storage in accordance with these technical situations. Also, we want to utilize AI business revenue model in various industries.
The purpose of this study is to investigate the factors that influence the intention to continuously use the RPA program used in the financial industry for those working in the financial industry. In particular, the purpose of this study is to understand the will to accept and the perception of acceptance conflict by considering the characteristics of individuals in the relationship between work and information technology. As a result of the study, it can be confirmed that the RPA system based on intelligent process automation including artificial intelligence should be further strengthened in the transformation of a digitalized enterprise rather than the RPA based on simple task automation that is currently most used. In general, the phenomenon of cognitive dissonance was prominent for the adoption of new technology, but the phenomenon of cognitive dissonance did not appear for the continued use of RPA in the financial industry. An approach to calculating expected damage of breakwater assisted by artificial neural network was developed. Wave height in front of a breakwater was predicted by a trained artificial neural network with inputs of wave height in deep ocean and tidal level. Prediction results by the neural network can be comparable to that by professional numerical model for wave transformation. Using the wave prediction neural network, it was very easy and fast to obtain a number of significant waves at breakwater and finally analysis time for expected damage can be shortened. In addition, the effect of considering tidal level in the calculation of expected damage was revealed by comparing the expected damages with and without tidal variation. Therefore, it was pointed out that tidal variation should be considered to improve prediction accuracy.

In the era of industry 4.0 with the robust digital transformation, especially under the trigger of the Covid-19 pandemic, the process of transforming businesses to achieve the desired business performance depends much on the mindset transformation of each member of the organization, beginning with the thoughts of leadership and stakeholders. This study will evaluate the relationship between leadership's strategic reasoning perspectives on employee engagement or commitment and the company's reputation, thereby directly or indirectly affecting organizational performance. The study examines data from 382 companies out of 500 samples in typical industries in Vietnam using the exploratory factor analysis (EFA) and partial least squares structural equation modeling (PLS-SEM) techniques. The results show that holistic thinking is closely related to employee retention and corporate reputation, thereby increasing the business outcomes of the organization, whereas there was no evidence to support analytical thinking in this study. As a consequence, transforming the business to achieve the desired business performance is heavily reliant on changing the mindset of each member of the organization, beginning with the top leaders and influencers of the business. This will assist Vietnamese leaders in gaining a comprehensive understanding of corporate governance and controlling the relationships between organizational constructs.
The purpose of this study is to analyze the tech fatale fashion image in female models of mobile advertisements and to find the fashion characteristics. The tech fatale emerging as new culture code is a compound word of the femme fatale and technology. It is characteristics of the femme fatale, the post digital culture and the female leadership. The findings of the study were as follows : The tech fatale types were the independence, the transformation and the tradition. The meanings of tech fatale were the imagination, the public, the duality, the game, the purity and the recurrence. The most important thing in digital transformation is SW technology. However, many companies are having difficulty securing SW technology and manpower. In particular, it is reported that the shortage of SW manpower will increase further. The government is carrying out manpower training policies and many support projects to resolve SW manpower supply and demand policies, but accurate predictions of demand and supply of the software industry are essential for these policies to be effectively established. Therefore, this study developed a simulation using a system dynamics methodology that can perform dynamic structural analysis to resolve the supply and demand imbalance in the software industry. System dynamics is appropriate to find the cause and policy alternatives from a dynamic perspective on the imbalance in manpower supply and demand in the software industry. In detail, the U.S. Bureau of Labor Statistics (BLS) methodology was used to develop a prediction model for manpower demand and supply in the software industry, and scenario analysis was performed to derive policy implications.
