通信人力의 需給均衡化에 關한 硏究 - 地域 및 海域別 無線通信을 중심으로 - (A Study on the Balancing of the Demand and Supply of Radio Operators)

  • GMDSS-the Global Maritime Distress and Safety system which is utilizing the new technologies such as satellite communication system, DSC and NBCP-is effectuated not only by the amendment of SOLAS but also by the conference of RR and IMO's MSC, and will be the major factor of the variation of the demand and supply of Radio Operators. To cope with the GMDSS voluntarily, regulations relating to the radio installation, the posting of Radio Operators, the bounds of duty, etc. must be established and the demand and supply of Radio Operators which take charge of the system must be accomplished pertinently. In this study, the authors suggested some practical schemes to improve the effect of policy as follow. 1. The Ministry of Communication must supervise strictly the arrangement of Radio Operators, especially relating tot he legally qualified complement of Radio Station, and must review the official certification system to upgrade the quality of Radio Operators. 2. The Ministry of Communication must take overall charge of the qualitifications and technical standards of Radio Operators, the extent of their engagement, etc. which are provided by International Regulations. 3. Relating Administrations must cooperate with Shipping Companies in onboard-training to foster and ensure the manpower of Radio Operators. 4. Institutional devices to drive the resolute investment in education and training for mariners, especially for the ship's officers, must be prepared. 5. The Communication Administration and the Korea Maritime and Port Adminstration(KMPA) must cooperate mutually in the balance of the demand and supply of Radio Operators and use make their best to realize more harmonious policies on the demand and supply of manpower.

시간단위 전력사용량 시계열 패턴의 군집 및 분류분석 (Clustering and classification to characterize daily electricity demand)

  • 전력 공급 시스템의 효율적인 운영을 위해 전력수요예측은 필수적이다. 본 연구에서는 군집분석과 분류분석을 이용하여 일 단위 시간별 전력수요량 시계열 패턴의 유형을 살펴보고자 한다. 전력거래소에서 수집된 2008년 1월 1일부터 2012년 12월 31일까지의 일 단위 시간별 전력수요량 데이터를 추세성분, 계절성분, 오차 성분으로 구성된 시계열 자료로 변환하여 사용하였다. 추세성분을 제거한 시계열 자료의 패턴을 구분하기 위한 군집 분석방법은 k-평균 군집분석 (k-means), 가우시안혼합모델 혼합 모델 군집분석 (Gaussian mixture model), 함수적 군집분석 (functional clustering)을 고려하였다. 주성분분석을 통해 24시간 자료를 2개의 요인로 축소한 후 k-평균 군집분석과 가우시안 혼합 모델, 함수적 군집분석을 수행하였다. 군집분석 결과를 토대로 2008년부터 2011년까지 총 4년간 데이터를 4가지 분류분석방법인 의사결정나무, RF (random forest), Naive bayes, SVM (support vector machine)을 통해 훈련시켜 2012년 군집을 예측하였다. 분석 결과 가우시안 혼합 분포기반 군집분석과 RF를 이용한 군집예측 결과의 성능이 가장 우수하였다.

  • 여전히 한국의 게임 산업계에는 기업이 필요로 하는 인력과 대학에서 공급하는 인력 사이에 질적 불일치가 상존하고 있다. 게임산업계에서의 인력 수요와 공급의 질적 차이를 줄이고자 한국콘텐츠진흥원에서는 맞춤형 인력양성사업을 추진하고 있다. 본 연구는 K대학의 게임 프로그래밍 계약학과 학생들을 위한 맞춤형 인력양성 교육과정 개발에 대한 사례 연구로, 35개 업체를 대상으로 설문조사하여 산업계의 요구에 맞는 맞춤형 인력양성 교육과정을 도출함과 동시에 성공적인 교육과정 운영을 위한 방법들을 제안하였다. 본 연구는 게임업계에서 요구하는 인재상을 확인하고, 게임산업계 맞춤형 인력을 양성을 위한 교육과정 설계의 가이드라인을 제공하게 될 것이다.

국내 LNGC 항해사의 교육 및 훈련 실태 조사와 개선방안의 제시 (Status of National LNGC Deck Officer's Education/Training and Proposal of Improving Measures)

  • 최근 액화천연가스(Liquefied Natural Gas, LNG)에 대한 수요가 우리나라는 물론이고 전 세계적으로 증가하면서 LNGC(LNG Carrier)에 대한 발주 또한 증가하고 있다. LNG는 위험 화물로써 사고 방지를 위해 그 운송 및 관리에 있어서 특별한 전문지식이 요구되는데 이를 운송, 관리하기 위한 항해사의 수요가 폭발적으로 증가할 것으로 예상된다. 따라서 이러한 위험 화물인 LNG를 운송하는 LNGC항해사들에게는 보다 전문적이고 체계적인 교육 및 훈련이 절실하게 요구되고 있다. 본 논문은 국적 LNGC 항해사의 교육 및 훈련 실태를 조사함으로써 전문적이고 체계적인 교육 및 훈련이 이루어지도록 하는데 있다. 이를 위해 IMO 규정, IMO 규정에 따른 한국해양수산연수원 교육, 국적선사 및 일본의 "T"회사 LNGC 교육 프로그램을 상호 비교분석하였다.

신규간호사의 정맥주입요법 교육 현황과 교육요구도 분석 (The Current Status of Intravenous Infusion Therapy Education for New Nurses and Their Needs for the Education)

  • Purpose: The purpose of this study is to investigate new nurses' needs for intravenous infusion therapy training by analyzing the current training status. Methods: This study examined the needs for intravenous infusion therapy training with 159 new nurses. The measurement tool consisted of 93 items developed based on intravenous therapy-related studies, and was evaluated on a 4-point Likert scale. For data analysis, SPSS/WIN 25.0 was used, and frequency, percentage, average, standard deviation, paired t-test, were performed. Results: The demand for intravenous therapy education was analyzed using a questionnaire composed of 8 areas, 16 sub-areas, and 93 items. According to the findings, post-ward placement intravenous therapy education(83.7%) is conducted more often than in preliminary education (72.2%). The demand for intravenous infusion therapy education did not differ significantly in preliminary and post-ward placement education (t=-.89, p=.376). While therapy skills were preferred in preliminary education, there were high demands for education content related to blood transfusion, central venous catheter, and drug use in continuing education. As for preferred teaching methods, lecture (38.2%) and simulation (26.7%) were most answered for preliminary education, while a range of methods were preferred for continuing education including lecture (31.1%), clinical practice (20.6%), preceptor training (19.8%), simulation (16.8%), and self-study (11.6%). Conclusion: For efficient training, it is required to provide different education contents and methods for each stage.

훈련용 비행인프라 표준 모델 구축 (Establishment of Standard Model for Training Flight Infrastructure)

  • 우리나라는 국토 면적의 대부분이 산악 지역으로 이루어져 공항을 운영할 만한 지역, 즉 공항이나 비행장을 운영할 수 있는 개활지가 부족하여 공항 개발이 활발하지 못하였다. 하지만 현재와 같은 항공운송산업의 발달, 항공수요의 급증에 따른 환경 속에서, 안전하고 원활한 비행훈련을 위해 훈련용 비행장 인프라 구축은 더욱 적극 검토되어야 할 것으로 본다. 본 연구에서는 적정한 수준의 훈련 인프라 구축을 위해 국내 훈련비행장 운영실태 분석과 해외 훈련전용 비행장 사례를 검토하여 우리에게 필요한 훈련전용 비행인프라 구축시 적합한 표준 모델을 제시하고자 한다. 그리고 이를 통해 훈련비행 인프라의 적정 규모와 운영 효율성 부분에 대한 시사점을 제시하고자 한다.

A Study on Airline Cabin Crew Safety Training Programs and Managers

  • As our whole society has become increasingly aware of safety and emphasizes the importance of preventing safety accidents, the airline cabin service sector is also facing a strong demand to improve practical system for aviation safety education. In this regard, the development of appropriate safety education programs and the getting of human resources who can develop and operate such programs are becoming key issues. This study aims to provide academic and practical implications for safety education and training in airline cabins by reconfirming the importance and direction of safety education in the context of airline cabin services, and by specifying and establishing qualification requirements for personnel who develop and operate such safety programs. To this end, we review the content that should be included in safety training programs, the qualifications required of developers, managers, instructors, and examiners who develop or operate such programs, and how safety training programs can be continually improved as relevant conditions change in the future. In addition, we have also suggested ways to train appropriate managers, instructors, and examiners, including improving the compensation system for them, and how to effectively manage trainees. In order to secure a higher level of aviation safety in the future, it will be necessary to continue research on the development of more diverse and high-quality aviation safety education programs and the training of related personnel.

농작업 안전보건관리 전문가 양성과정의 교육과정 개발 (Development of Curriculum for Agricultural Work Safety and Health Management Specialist Training Course)

  • This study aims to develop a curriculum for nurturing experts who perform agricultural safety and health management tasks. This study was conducted in three stages. First, job definitions and job models of agricultural safety and health managers were derived through job analysis using the DACUM technique. Second, job demand analysis was conducted by conducting a survey on the difficulty, importance, and frequency of each task. Third, IPA analysis was performed as the first priority tasks of job demand analysis to present the courses and subjects of the training course for safety and health managers in agricultural work. The job of the agricultural safety and health manager was defined as "to conduct guidance and advice on safety and health education, risk factors, and evaluation and management of harmful factors to protect farmers' professional health and safety." The job model consisted of 4 tasks, 31 core tasks, and 67 detailed tasks. As a result of job demand analysis, there were 39 tasks in the 1st priority, 22 in the 2nd priority, and 6 in the 3rd priority. As a result of the IPA analysis, there were 13 'capacity development focused areas', 4 'capacity development effort areas', 11 'low priority areas', and 3 'continuous maintenance areas'.

교육 수요 조사를 통한 스마트 수산 양식 분야의 융합형 인재 양성 교육 프로그램 개발 방향 설정을 위한 탐색적 연구 (An exploratory study on establishment of a development direction on education training program for cultivating convergence human resources in smart aquaculture through a demand survey)

  • The objective of this study is to develop education programs for cultivating smart aquaculture experts through a education demand survey of industries, high school students, university (graduate) students and field workers. The industry demand analysis was conducted as an in-depth interview on representives from seven companies. Education demand surveys were conducted on 96 students and field workers in the Jeonnam region. Results on the demand survey were analyzed using frequency analysis and cross-analysis. The company representatives responded that they want to participated in internship and retraining programs to proactively secure manpowers with convergence capabilities about smart aquaculture. Seven companies preferred manpowers with basic competencies on ICT (Information and Communications Technologies) or aquaculture. The most respondents in the demand survey want to participate in the education program for experience on advanced technology, self-development and enhancement of work capability. On the other hand, some respondents said that the education is time-consuming and that the education program does not fit their level. Thus, the education program should be developed in a way to minimize the spatial and temporal limitations of education targets and to improve understanding of non-majors by reflecting the demands of human resources in the industrial field.

So followings are recommended: 1) The import restriction policy should be continued to expand the demand for the 10callT manufactured facilities, 2) Training of local people and import of advanced technologies should be encouraged 3) The capacities of the local manufacturing industry should be expanded to meet the: increasing demand for the facilities, 4) Further incentives should be affered to the freezing & cold storage sector for the repla¬cement of the worm-out facilities 5) The marketing channel of marine products should be reorganized into ""cold-chain system"" by providing a legislative supports."
