An Analysis on the Spatial Pattern of Local Safety Level Index Using Spatial Autocorrelation - Focused on Basic Local Governments, Korea (공간적 자기상관을 활용한 지역안전지수의 공간패턴 분석 - 기초지방자치단체를 중심으로)

  • Risk factors that threaten public safety such as crime, fire, and traffic accidents have spatial characteristics. Since each region has different dangerous environments, it is necessary to analyze the spatial pattern of risk factors for each sector such as traffic accident, fire, crime, and living safety. The purpose of this study is to analyze the spatial distribution pattern of local safety level index, which act as an index that rates the safety level of each sector (traffic accident, fire, crime, living safety, suicide, and infectious disease) for basic local governments across the nation. The following analysis tools were used to analyze the spatial autocorrelation of local safety level index : Global Moran's I, Local Moran's I, and Getis-Ord's G⁎i. The result of the analysis shows that the distribution of safety level on traffic accidents, fire, and suicide tends to be more clustered spatially compared to the safety level on crime, living safety, and infectious disease. As a result of analyzing significant spatial correlations between different regions, it was found that the Seoul metropolitan areas are relatively safe compared to other cities based on the integrated index of local safety. In addition, hot spot analysis using statistical values from Getis-Ord's G⁎i derived three hot spots(Samchuck, Cheongsong-gun, and Gimje) in which safety-vulnerable areas are clustered and 15 cold spots which are clusters of areas with high safety levels. These research findings can be used as basic data when the government is making policies to improve the safety level by identifying the spatial distribution and the spatial pattern in areas with vulnerable safety levels.

  • Large and small marine accidents which are related to vessel's navigation are happening continuously and these maritime accidents have caused loss of lives and properties, and serious maritime environmental pollution damage. It is also true that maritime pollution damage is increasing due to these accidents, probability of growth of seaborne volume and complicated maritime traffic environment. Korea, recently, is developing an evaluation index which can assess sea risk through the evaluation of maritime traffic environment and provide danger and general information with relation to maritime traffic environment on target sea area to evaluate maritime traffic safety. In this paper, we intend to confirm the validity of maritime traffic safety on the basis of vessel navigator's risk consciousness and various sailing conditions by using the ship handling simulator. To confirm the validity of sailing vessel's maritime traffic safety, we use analysis of variance. By using analysis of variance, we analyze vessel navigator's characteristics, distance, speed and encounter type between vessels. Through multiple comparison of each factor's risk difference, we can confirm the change of numerical value of risk difference in statistical aspect.

A Study on the Improvement of Risk Assessment Items and Index for Sunken Ship (침몰선박 위해도 평가항목 및 평가지수 개선에 관한 연구)

  • In this study, we have conducted a survey of AHP technique through the ocean experts to derive new items and revise assessment items and indices for risk of sunken ships based on the survey results. As a result of the survey, two new items such as accident cause and tidal current are derived. And it shows that existing items such as toxic liquid substance, remaining oil and explosive gas which were evaluated as one group are desirable to be evaluated respectively. Accordingly, we analyze the indices of the new eleven assessment items adjusted from the existing seven assessment items. As a result, the indices are ordered by toxic liquid substance, possibility of leaking, explosive gas, carrying capacity of fuel oil, sensitivity of sea environment, marine traffic environment, cause of accident, tidal current, keel clearance, ship type, and ship size. Especially, as compared with the indices of existing assessment items, the indices of sensitivity of sea environment and possibility of leaking are higher and the index of keel clearance is lower.

Decision Making Process for Wind Barrier Installation Considering Car Accident Risk (차량사고 위험도를 고려한 방풍벽 설치기준)

  • This study presents a decision making process for installation of wind barrier which is used to reduce the wind acting on running vehicle on expressway. At the first stage of this study, the lateral deviations of running vehicles under side winds were computed from the commercial softwares, CarSim and TruckSim, and then the critical wind speeds for car accident were evaluated from predefined risk index. To determine whether it is needed to install wind barrier or not, cost and benefit from wind barrier are calculated during lifetime. In obtaining car accidental risk, probabilistic distribution of wind speed, daily traffic volume, mixture ratio in the volume, and duration time for wind speed range are considered. It is recommended to install wind barrier if benefit from the barrier installation exceed construction cost. In the numerical examples, case studies were shown for risk and benefit calculation and main risky regions on Korean highway were all evaluated to identify the number of installation sites.

  • In order to secure pedestrians' right to walk, we have up-cycled second hand mobile phones to overcome limitations of the existing survey methods, analysis methods, and diagnosis to reduce pedestrian traffic accidents. Second hand mobile phones were up-cycled to produce mobile CCTVs and installed in areas where pedestrian deaths rate is high to secure image data sets for the period of more than 24 hours. It was analyzed by applying image visualization technology and clouding reporting technology, and more precise and accurate results were derived through modeling based on artificial intelligence learning and GIS-based diagnostic guidance. As a result, it was possible to analyze the risk factors and number of pedestrian safety, and even factors that were not known in the existing method could be derived. In addition, the traffic accident risk index was derived by converting data into one year to verify whether second hand mobile phone up-cycling mobile CCTV will be an objective tool for finding pedestrian risk factors. Up-cycling mobile CCTV of second hand mobile phones newly applied through research can be used as a new tool to find pedestrian risk factors, and it can be used as a service to protect the safety of the traffic vulnerable other than pedestrians.

  • The number of traffic control equipment installed to prevent traffic accidents increases every year due to continuous installation by the National Police Agency and local governments. However, it is installed based on qualitative judgment rather than engineering analysis results. The purpose of this study was to present additional installations in the future by presenting the installation criteria considering the severity of accidents for each road type and calculating the appropriate number of installations. ARI indicators that can indicate the severity of traffic accidents were developed, and road types were classified through analysis of variance and cluster analysis, and accident information by road type was analyzed to derive ARI of clusters with high traffic accident severity. The ARI values required to determine the installation of equipment for each road type were presented, and 5,244 additional installation points were analyzed.

  • Recently, buildings have become larger, more complex, and various construction methods have been tried. As a result, the use of construction equipment continues to increase, as well as safety accidents. According to the Ministry of Employment and Labor's report on industrial accidents, the rate of deaths caused by construction equipment among construction accidents has been increasing steadily since 2009. In the safety field of other industries such as crime and traffic, research has been continuously conducted to develop quantitative indicators due to demands for development of evaluation indicators or risk index development. On the other hand, construction equipment has been studied to analyze disaster cases and come up with improvement measures, but there is no research related to risk index. Therefore, the research will develop a quantitative index that can determine the risk level of construction equipment in the field based on the accident case and verify the possibility of use in the field.

A Study on the Safe Route through the Analysis of the Density of the Gill Netters in the West Sea (자망어선 밀도 분석을 통한 서해안 안전항로에 관한 연구)

  • This study attempted to present the monthly distribution of the inshore gill netters for the prevention of propeller failure caused by the damage of fishing gear by the merchant vessels in the West Sea. This study was conducted using the transmitting device of fishing location (V-Pass) data for 1 year in 2014. The grid intervals are $30minute{\times}30minute$ ($latitude{\times}longitude$) based on the section of the sea. A total of 56 sections were analyzed by constructing a grid. The results revealed that the section no. 194 with the highest density index showed no fishing gear damage accident. But the section no. 193 with a relatively lower density index showed more frequent fishing gear damage accident. It is because the section no. 193 is included in the main route of the merchant vessels. Based on this analysis, it is found that the fishing gears are not damaged in proportion to density index but risk of damage exists according to the main routes of merchant vessels. Therefore, for the safe navigation of the merchant vessels, notifying the waters of $34.5^{\circ}{\sim}35.5^{\circ}$ at latitude and $125.67^{\circ}{\sim}126^{\circ}$ at longitude, as a navigational warning area from May through September, will prevent marine accident, such as propeller failure and fishing gear damage. Accordingly, when the merchant vessels navigate in the section no. 193 and 203, the area of $34.5^{\circ}{\sim}35.5^{\circ}$ at latitude and $125.5^{\circ}{\sim}125.67^{\circ}$ at longitude is recommended for the safe navigation.

Heavy Snow Vulnerability in South Korea Using PSR and DPSIR Methods (PSR과 DPSIR을 이용한 대한민국 대설 취약성 분석)

  • Recently, the risk of snow disasters has been increasing South Korea. The damages of heavy snow were categorized into direct and indirect. Direct damage is usually the collapse of buildings as houses, greenhouse or barns. Indirect damage is various, for example, traffic congestion, traffic acident, drop damage, and so on. In South Korea, direct damage is severe in rural area, mosty collapse of greenhouse or barns. However, indirect damage such as traffic accident is mostly occurred in urban area. Therefore, the regional characteristics should be considered when vulnerability is evaluated. Therefore, in this study, the PSR and DPSIR method were applied by regional scale in South Korea. The PSR evaluation method is divided into pressure, state, and reaction index. however, the DPSIR evaluation method is divided into Driving force, Pressure, State, Impact, and Response index. the DPSIR evaluation method is divided into Driving force, Pressure, State, Impact, and Response index. Data corresponding to each indicator were collected, and the weight was calculated using the entropy method to calculate the snowfall vulnerability index by regional scale in South Korea. Calculated heavy snow damage vulnerabilities from the two methods were compared. The calculated vulnerabilities were validated using the recent snow damage in South Korea from 2018 to 2022. Snow vulnerability index calculated using the DPSIR method showed more reliable results. The results of this study could be utilized as an information to prepare the mitigation of heavy snow damage and to establish an efficient snow removal response system.
