Purpose - The Northeast Asian Logistic Hub strategy was established to create a national competitive advantage in northeast Asia. Countries in this region are competing fiercely to become the central base distribution port as the volume of container shipping continues to increase due to the northeast Asian (especially Chinese) economic growth. The primary method by which shippers are improving their customer service and distribution is enhancing profits by minimizing call ports on the key route through strategic affiliations and the use of large vessels. Each nation is planning large-scale investments in the construction of sea ports that can accommodate large vessels. This paper proposes ways by which the logistical strategies of domestic corporations can keep pace with changes in government policy concerning the Northeast Asian Business Hub policy. It examines the logistics system in the Northeast Asian region, analyzes the government's Northeast Asian Business Hub policy, and suggests logistical strategies for domestic corporations through an analysis based on a questionnaire designed to grasp domestic firms' needs and goals. Research design, data and methodology - The purpose of this study is to determine how shipping companies establish partnerships with third-party logistics providers and draws out the implications of the results. The survey methods used were personal interviews and questionnaires distributed to a sample population through e-mail, fax, mail, and telephone. A total of 600 questionnaires were distributed, of which 165 were returned. Among these, ten were excluded due to insufficient content; ultimately, 155 were used for the sample. The statistical data collection process was analyzed through data coating and a statistical package program. Results - This study argues that greater flexibility in policies, administration, and systems will be needed to significantly improve established business practices. In this dissertation, we primarily identify that in order to become a center of northeast Asian logistics, Korea must adopt a new paradigm and abandon the existing systems that are based on the economic and social systems that have stemmed from bureaucracy, inflexibility, chauvinism, and equalitarianism. Flexible policies, administration, and systems will be necessary to improve business practices. Domestic corporations must establish a strategic logistics hub and related network while simultaneously pursuing value-added logistics businesses by increasing their manpower and building a logistics information system. This will strengthen their competitive edge and lead to system improvements. Conclusions - Domestic corporations must adopt a new paradigm and use more reasonable business laws, systems, and policies that are based on market-driven flexibility and transparency. Moreover, social norms and regulations should be established to help ensure political and social security. Korea must also develop a culture of tolerance for foreign companies. Finally, the paradigm defining the policy governing the development of the capital city and its satellite cities in this context must be changed.
Purpose - This study used empirical methods to investigate the consciousness structure of vendors in the S marketing area, which is a commercial revitalization district in the country, and examined its effect on their business activities. Based on the results derived through the performance of an actual proof analysis, this study aims to facilitate the promotion of changes in the consciousness structures of traditional market vendors, with a view to allowing them to adapt to the current economic realities in the country. Further, this study aims to provide suggestions that would improve the efficiency of the commercial revitalization program of the government. Research design, data, and methodology - This study examined all the stores in the S marketing area using a questionnaire survey conducted over three weeks beginning on July 4, 2012, and involved the performance of a data analysis on 1,859 samples. The questionnaire consisted of two parts. The first part addressed the market revitalization and the second part addressed the store management strategies. Questionnaire responses were calibrated based on a Likert scale. Statistical analysis was conducted using PASW version 18.0. Results - The results of the analysis of the consciousness structure of merchants in the S marketing area have led to the discovery that they have a medium level of satisfaction with market revitalization. There was a difference in the perceptions of the concept of store management between merchants and customers. Merchants have poor strategies for store management, which do not go much beyond an imitation of the practices of large domestic discount stores. Conclusions - The appearance of big discount stores and the accompanying changes in people's consumption patterns have led to a decline in local market areas. The government has sought new ways to secure autogenic power for local markets. To create regional economies, the government enacted a revised "Law for creating traditional markets and shopping streets" in 2010 and introduced a commercial district revitalization program. This program, which originally supported only the S marketing area, has subsequently expanded into neighboring shopping districts so that the whole of the regional market can be revitalized. However, since the revitalization of the traditional market and the government support required for it were mostly limited to facilities, the result has not proved to be effective. Although there are several reasons why the government investment was characterized by poor efficiency, traditional market vendors' consciousness structure, which did not adapt well to the vagaries of time and its consequent changes, was a major cause. Only when vendors have a true merchant spirit can they have a real service focus that will enable them to clearly understand the distribution organization. This will have the effect of bring about complete customer satisfaction and will ensure the survival and development of traditional markets.
Korea's Export Support Policy has shifted from conglomerate to SMEs since the 1998 IMF financial crisis. Therefore the SME export result in 2011 has reached the quantitative growth of more than US$ 100 billion for the first time. However, the trend has remained stagnant since 2013. Such a stagnant is judged to exist on the part of the Export Support Policies that fail to significantly enhance export competitiveness. Therefore, in order to expand the base of the export capabilities of SMEs and enhance the export competitiveness, the researcher has analyzed the problems of the Export Support Policy focused from the major prior studies since 2010 and derived the efficiency improvement methods. The results of this study are as follows: First, it is necessary to select or combine the following measures. they are the coordination or combination of the functions of the export support institutions, the operation of the single export support institutions, the utilization of the cooperative support system between the support institutions, the use of the private enterprises. First, it is necessary to review the following measures: they are the functional adjustment and integration among export support agencies, the adjustment of support organizations by export stage, the role coordinating between the Small and Medium Business Administration and the Local Government. Secondly, it is necessary to build a customized support system for enterprises. Thirdly, in order to secure the manpower and expertise of the support organization, it is necessary to review the utilization of the retired manpower the from the trade companies or the youth intern system. Fourthly, it is suggested that the balanced performance index is required for the export support programs with a certain scale and need to increase the portion the external evaluation together with the quantitative and qualitative evaluation.

When tsunami waves propagate across open ocean they are steered by Coriolis force and refraction due to gentle gradients in the bathymetry on scales longer than the wavelength. When the wave encounters steep gradients at the edges of continental shelves and at the coast, the wave becomes non-linear and conservation of momentum produces squirts of surface current at the head of submerged canyons and in coastal bays. HF coastal ocean radar is well-conditioned to observe the current bursts at the edge of the continental shelf and give a warning of 40 minutes to 2 hours when the shelf is 50-200km wide. The period of tsunami waves is invariant over changes in bathymetry and is in the range 2-30 minutes. Wavelengths for tsunamis (in 500-3000 m depth) are in the range 8.5 to over 200 km and on a shelf where the depth is about 50 m (as in the Great Barrier Reef) the wavelengths are in the range 2.5 - 30 km. It is shown that the phased array HF ocean surface radar being deployed in the Great Barrier Reef (GBR) and operating in a routine way for mapping surface currents, can resolve surface current squirts from tsunamis in the wave period range 20-30 minutes and in the wavelength range greater than about 6 km. There is a trade-off between resolution of surface current speed and time resolution. If the radar is actively managed with automatic intervention during a tsunami alert period (triggered from the global seismic network) then it is estimated that the time resolution of the GBR radar may be reduced to about 2 minutes, which corresponds to a capability to detect tsunamis at the shelf edge in the period range 5-30 minutes. It is estimated that the lower limit of squirt velocity detection at the shelf edge would correspond to a tsunami with water elevation of less than 5 cm in the open ocean. This means that the GBR HF radar is well-conditioned for use as a monitor of small and medium scale tsunamis, and has the potential to contribute to the understanding of tsunami genesis research.
RIn this research, digital elevation models, true-ortho image and 3-dimensional digital complied data was generated and evaluated using unmanned aircraft vehicle stereoscopic images by applying photogrammetric principles. In order to implement stereoscopic vision, digital Photogrammetric Workstation should be used necessarily. For conducting this, in this study GEOMAPPER 1.0 is used. That was developed by the Ministry of Trade, Industry and Energy. To realize stereoscopic vision using two overlapping images of the unmanned aerial vehicle, the interior and exterior orientation parameters should be calculated. Especially lens distortion of non-metric camera must be accurately compensated for stereoscope. In this work. photogrammetric orientation process was conducted using commercial Software, PhotoScan 1.4. Fixed wing KRobotics KD-2 was used for the acquisition of UAV images. True-ortho photo was generated and digital topographic map was partially produced. Finally, we presented error analysis on the generated digital complied map. As the results, it is confirmed that the production of digital terrain map with a scale 1:2,500~1:3,000 is available using stereoscope method.

In this paper, we proposed the image hiding method which decreases calculation amount by encrypt partial data using discrete wavelet transform and linear scale quantization which were adopted as the main technique for frequency transform in JPEG2000 standard. Also we used the chaotic system which has smaller calculation amount than other encryption algorithms and then dramatically decreased calculation amount. This method operates encryption process between quantization and entropy coding for preserving compression ratio of images and uses the subband selection method and the random changing method using the chaotic system. For ciphering the quantization index we use a novel image encryption algerian of cyclically shifted in the right or left direction and encrypts two quantization assignment method (Top-down/Reflection code), made change of data less. Also, suggested encryption method to JPEG2000 progressive transmission. The experiments have been performed with the proposed methods implemented in software for about 500 images. consequently, we are sure that the proposed are efficient image encryption methods to acquire the high encryption effect with small amount of encryption. It has been shown that there exits a relation of trade-off between the execution time and the effect of the encryption. It means that the proposed methods can be selectively used according to the application areas. Also, because the proposed methods are performed in the application layer, they are expected to be a good solution for the end-to-end security problem, which is appearing as one of the important problems in the networks with both wired and wireless sections.
This study analyzed the climate regime shift using statistical change-point analysis on the time-series tropical cyclone (TC) frequency that affected Japan in July to September. The result showed that there was a significant change in 1995 and since then, it showed a trend of rapidly decreasing frequency. To determine the reason for this, differences between 1995 to 2012 (9512) period and 1978 to 1994 (7894) period were analayzed. First, regarding TC genesis, TCs during the 9512 period showed a characteristic of genesis from the southeast quadrant of the tropical and subtropical western North Pacific and TCs during the 7894 period showed their genesis from the northwest quadrant. Regarding a TC track, TCs in the 7894 period had a strong trend of moving from the far east sea of the Philippines via the East China Sea to the mid-latitude region in East Asia while TCs in the 9512 period showed a trend of moving from the Philippines toward the southern part of China westward. Thus, TC intensity in the 7894 period, which can absorb sufficient energy from the sea as they moved a long distance over the sea, was stronger than that of 9512. Large-scale environments were analyzed to determine the cause of such difference in TC activity occurred between two periods. During the 9512 period, anomalous cold and dry anticyclones were developed strongly in the East Asia continent. As a result, Korea and Japan were affected by the anomalous northerlies thereby preventing TCs in this period from moving toward the mid-latitude region in East Asia. Instead, anomalous easterlies (anomalous trade wind) were developed in the tropical western Pacific so that a high passage frequency from the Philippine to the south China region along the anomalous steering flows was revealed. The characteristics of the anomalous cold and dry anticyclone developed in the East Asia continent were also confirmed by the analysis of air temperature, relative humidity and sensible heat net flux showing that most regions in East Asia had negative values.
Human history shows diverse strategies for survival and prosperity. This study introduces the concept of the expansion of wealth as a key to explain choice and behavior of political entities. American scholar, -Bruce Bueno de Mesquita-, offers theoretical grounds for this concept in that the cores of selectorate theory is settled. The political entity consists of two groups, -the winning coalition that has power to replace leader and non-winning coalition that has not. Leaders implement policies serving for the welfare of winning coalition in return for their loyalty. Both internal problems caused by demographic changes and external ones of climate changes, epidemic disease, or invasion compel leader and winning coalition to adopt policies of expansion that they believe may lead to the acquisition of wealth needed to counter those problems. The process starts by occupying one spot where other entities reside and then connecting it to its own. The line between spots functions as a foothold to form a new line to other spots. By repeating this process, a space is created in which new laws and orders are instated. In the early stage of expansion, war is hardly avoidable. Once finished successfully, the political circumstance tilts to encourage economic activities in order to generate national revenues to strengthen political power of winning coalition. However, as scale of economic activities grows, so does political power of civic classes in production and trade. To gain financial support required to run the political entity, delegation of power or bestowing autonomy to non-winning coalition is inevitable. Thus, expansion is not the ultimate solution, only to prolong the political survival if succeed. Maritime power came to attractive option when overland expansion had become obstructed. It offered much greater advantages in terms of political risks and financial burdens in exploring new regions of precious commodities than overland expansion. Each political entity around world have been, for the first time in human history, connected by maritime means since 15th century. It is worthy of noting that land conditions propelled people out to sea. Political and economic situations created opportunities to exploit geographical position in pursuit of wealth. In the 21st century, we witness the operation of international winning coalition that presides over the rules of expansion. Competing for market is synonymous to the expansion in this era, the cause and aim of it has not been changed though. Energy and dollars are key factors of expansion since the end of the 2nd world war. No matter what the forms and conditions change, naval power is still the most relevant means for expansion as it retains unique characters of maneuver, flexibility, continuity, display and projection of power. The strategy for using naval power should be in line with two different approaches for expansion: Approaches to the international winning coalition by making contribution to world order, and approaches to the non-international winning coalition by enhancing military diplomatic activities. The former will serve our share of winning coalition while the latter will open chances to acquire further prosperity.
The purpose of this study was to identity scientific models included in the Earth domain of the $10^{th}$ grade science textbooks. Three earth science-related chapters in each of 11 trade books were analyzed. A framework was developed and used to classify a scientific model from three different perspectives: medium of representation, method of representation, and mobility of a model. Results showed that the science textbooks utilized domain-specific models in which the nature of sub-areas of earth science was embedded. That is, the unit of 'Change of the Earth' included many iconic models that represented the inaccessible inner structure of the earth and the movement of the tectonic plates. These were also two-dimensional pictorial and static models. In the chapter of 'Atmosphere and Oceans', symbolic and diagrammatic models were dominant in use, which included weather maps and contour line graphs of sea surface temperature and salinity. The unit of 'Solar System and Galaxies' showed the highly frequent use of iconic and analogical models for the large-scale celestial objects and their movements. Implications for earth science education and relevant research were discussed.
The purpose of this study is to examine the legal standards of agreements on the origin of liability and the relevant laws in Korea, to suggest implications for custom authorities and traders wishing to benefit from preferential tariff via FTA, citing the excluded cases of related FTA preferences (court cases and administrative judgments). In order to examine the provisions related to supporting evidence of the origin of liability in FTA, we examined FTAs agreed between Korea and EU, EFTA, ASEAN, U.S., and India relevant to FTA Special Customs Act, court cases and administrative judgements. If verifying the origin to protect the fair trade order impedes to promote utilizing FTA, solutions will need to be suggested. If FTA preference is exempted due to verifying the origin by the import customs authorities, the importer shall pay the income tax calculated in accordance with the general tax rate. This is because the certificate of origin confirmed during verification process is different from the actual origin. In most agreements, the exporter (the producer) shall issue the certificate of origin and since the importer has no other option than obtaining the certificate of origin from the exporter, it may face consequences such as declined credibility from the custom authorities in addition to being disqualified for FTA preferential, if the certificate of origin received from the exporter has flaws. On the other hand, the exporter cannot help but being punished by the customs authorities due to issuing defective origin certificates, but it doesn't have conventionary liabilities for damages incurred to the importer. As a result, importers are forced to pursue legal proceedings to claim damages to exporters or to give up FTA preference. As FTA is increasingly utilized, the number and amount of origin verification in Korea has continuously been increasing while administrative judgements indicates other FTA exporters doesn't seem to gain any support in utilizing FTA like Korea does. It has been 8 years since full-scale supports in FTA launched and now is the time to introduce more efficient and intensive FTA support system In this regard, it is desirable to conduct comprehensive verification on export Next, an institutions that assures FTA-based exports should be established in order to compensate the importer's damages that may occur from disqualified certificate of origin issued by the exporter.

1. (시행일) 이 약관은 2016년 9월 5일부터 적용되며, 종전 약관은 본 약관으로 대체되며, 개정된 약관의 적용일 이전 가입자도 개정된 약관의 적용을 받습니다.
