The Data Sharing Economy and Open Governance of Big Data as Public Good

  • Data-driven markets depend on access to data as a resource for products and services. Since the quality of information that can be drawn from data increases with the available amount and quality of the data, businesses involved in the data economy have a great interest in accessing data from other market players and sharing data with other stakeholders. Despite the growing need for access to data and evidence of the economic and social benefits, data access and sharing remains below its potential. Individuals, businesses, and governments often face barriers to data access, which may be compounded by the reluctance to share, including within and across sectors. To address these challenges, this paper focuses on finding possible solutions for a better data-sharing economy. This paper 1) Discusses opportunities and challenges of open data and the data-sharing economy, limitations of private sector data, and issues with open government data. 2) Introduces open government data initiatives and open governance networks initiatives. 3) Suggests possible solutions, including the governance and management, the legal and policy frameworks, and the technical standards for open data with proposing an open data governance model for the data-sharing economy.

  • Time series satellite image data were used to discuss the possibility of the industrialization of the Kunsan area. The satellite observation was performed from 1979 to 1987 and it revealed a big change in the geographical features due to the rapid development of this area. From the previous experience regarding the industrialization of the coastal district of the Seto Inland Sea, the Kunsan area is very promising as an industrialized world trade center.

빅데이터 분석을 통한 조선시대 과실류 특성 연구 (A Study on Fruits Characteristics of the Chosen Dynasty through the Analysis of Chosenwangjoeshirok Big Data)

  • Using the big data analysis of the Choseonwangjosilrok, this research aimed to figure out the fruits' types, prevalence, seasonal appearances as well as the royalty's perspective on fruits during Choseon period. Choseonwangjosilrok included nineteen kinds of fruits and five kinds of nuts, totaling 1,601 cases at 72.8% and 533 cases at 24.2% respectively. The text recorded fruits being used as: tributes for kings, gifts from kings to palace officials, tomb offerings, county specialties, trade goods or gifts to the foreign ambassadors, and medicine ingredients in oriental pharmacy. Seasonally the fruits appeared demonstrating an even distribution. Periodic characteristics were observed in decreasing quantity chronologically. From fifteenth century to nineteenth century, the fruits with timely features were seen: 804 times at 36.6%, 578 times at 26.3%, 490 times at 22.3%, 248 times at 11.3%, and 78 times at 3.5% respectively. In fifteenth century: citrons, quinces, pomegranates, cherries, permissions, watermelons, Korean melons, omija, walnuts, chestnuts, and pine nuts appeared most frequently. In sixteenth century: pears, grapes, apricots, peaches, and hazelnuts appeared most frequently. In seventeenth century: tangerines and dates appeared most frequently. In eighteenth century, trifoliate orange was the most frequently mentioned fruit.

  • 최근 급격한 기술의 발달로 다양한 시스템에서 발생하는 데이터양이 증가하고 있으며, 많은 양의 빅데이터(big data)를 처리해야 하는 엔터프라이즈 서버(enterprise server)와 데이터 센터(data center)의 경우 비용이 증가하더라도 높은 안정성과 고성능의 저장 장치를 적용하는 것이 필요하다. 이러한 시스템에서는 고성능의 읽기/쓰기 성능을 제공하는 SSD(solid state disk)를 저장 장치로 사용하는 경우가 많다. 그러나, 페이지 단위로 읽기 쓰기를 하고 블록단위로 지우기 연산을 해야하고 쓰기 전 지우기 연산을 수행해야 하는 특징 때문에 중복 쓰기가 다발할 경우 성능이 저하되는 문제가 있다. 따라서 이러한 성능 저하 문제를 지연시키기 위해 SSD의 내부적으로 초과 제공(over-provision) 기술을 적용하고 있다. 그러나 초과 제공 기술은 성능 대신 많은 저장공간의 비용을 소모하는 단점이 있기 때문에 적정 성능 이상의 비효율적인 기술의 적용은 과대한 비용을 지불하게 만드는 문제가 있다. 본 논문에서는 SSD에서 다양한 초과 제공을 적용하였을 때 발생하는 성능과 비용을 측정하고, 이를 기반으로 시스템에 최적화된 초과 제공 비율을 예측하는 방법을 제안했다. 본 연구를 통해 빅데이터를 처리하는 시스템에서 성능의 요구사항을 만족하기 위한 비용과의 절충점(trade-off)를 찾을 수 있을 것으로 기대한다.

중소기업 해외진출지원에 관한 연구: 일본과 독일의 지원정책사례를 중심으로 (Overseas Expansion Support to Small and Medium Enterprises: The Case of Japan and Germany)

  • Purpose - This research analyzes overseas expansion support systems for small- and medium-sized enterprises in Germany and Japan. Germany and Japan have developed overseas expansion support policies for such enterprises. The study then explores the implications for Korea and its local governments. Research design, data, and methodology - We did a comparative analysis of Japan and Germany and their support for overseas expansion of small and medium companies. Data were mainly collected from the Ministry of Economy, Trade and Industry (Japan) and the Germany Trade and Invest (Germany) agency through statistics and literature surveys, and analysis studies. Results - First, human resources cultivation and funding support policies, which both Germany and Japan use as part of small- and medium-sized enterprise policies, should be modified to Korean circumstances and to reflect its own small- and medium-sized enterprise support needs. Second, both the German policies that support overseas expansion of small- and medium-sized enterprises and those of Japan's include the philosophy and methods that put an emphasis on these enterprises, despite the fact that there are big differences in the overseas policies in these two countries. Third, German and Japanese governments are embracing the idea that small- and medium-sized enterprises are key to their national economies and implementing policies based on the ratio occupied by these enterprises in the domestic consumption or GDP. In other words, Germany and Japan consider small- and medium-sized enterprises as central to their nation's industry, and assess them as economic industry that should definitely exist for the continued survival of big businesses, and not just as merely supplemental to big business. Fourth, whereas Germany emphasizes support to product exhibition in its overseas expansion support policies, Japan is providing integrated support containing foreign direct investment to small- and medium-sized enterprises. Fifth, there are differences in the overseas expansion support in Germany and Japan in terms of their support to big business. Whereas Germany considers support to big business unnecessary, Japan is implementing active support policies to areas corresponding to big business. Korea will have to benchmark the policies of Germany and Japan, and decide whether or not to give full support to small- and medium-sized enterprises, while excluding areas supporting big business. Conclusions - Based on this analysis of German and Japanese overseas expansion support policies, we need to choose the policies that will engender a solid outcome and derive modified policies for the circumstances of Korea. Additionally, we can use the comparison of the overseas support policies of Japan and Germany to choose small- and medium-sized enterprise overseas expansion support policies for Korea. However, we cannot provide specific overseas support policies by industry. This point will be referenced as a limitation of this study. In future research, we expect that some researchers will take an empirical approach to exploring Korean overseas expansion support through collecting cases of overseas support policies and interviewing policy authorities.

원산지관리시스템(FTA-PASS)과 전사자원관리시스템(ERP)의 연동 수준이 수출 성과에 미치는 영향 분석 (Determinants and Effects of FTA-PASS and ERP System Compatibility)

  • Korea is one of active countries in terms of FTA(Free Trade Agreement) around the globe. Local market is not big enough for Korean companies. This is why Korea is actively participating in FTA with various countries. Individual companies should conform to regulation, policy and system relevant to the agreement. Otherwise, it is not easy for companies to enjoy benefits of FTA. The Korean government is using various FTA programs to support domestic companies, in particular SMEs(Small and Medium-Sized Enterprises). FTA-PASS is a representative program. FTA-PASS is an official program of Korea Customs Service. Korean companies can use the program as free. However, some companies may have difficulties regarding the use of FTA-PASS. The program may cause of compatibility problem related their own ERP(Enterprise Resource Planning) systems. This study is designed to analyze determinants of FTA-PASS and ERP system compatibility. Furthermore this study aims to examine effects of the system compatibility on export performances. This study collected data from Koreas SMEs. In specific, the primary data was based on surveys distributed to 303 SMEs. Based on empirical findings, we could get important determinants to improve compatibility between FTA-PASS and ERP systems. For instance, the government support, product standardization, HS Code clearness and market stability could be considered important determinants. Also, according to empirical findings, a positive relationship between system compatibility an export performance was supported. Analyzing comprehensive determinants of system compatibility can be suggested as an important topic for future research.

글로벌 해운시장 현황 분석 및 시계열 모형을 이용한 부산 신항 컨테이너 물동량 예측에 관한 연구 (Analysis of Global Shipping Market Status and Forecasting the Container Freight Volume of Busan New port using Time-series Model)

  • 본 논문에서는 최근 국제 해운시장의 동향과 국내 해운시장의 위기설에 대한 국내외적 요인을 정성적으로 파악하고, 국내 해운시장의 위기 이후 감소한 부산 신항의 물동량이 다시 회복세를 보일 수 있는 특성요인을 파악하고자 부산 신항의 향후 물동량에 대해 정량적으로 분석하여 사전적 예측추이의 파악과 회복세 추이를 분석하였다. 빅데이터 분석 툴인 R을 활용하여 부산 신항 컨테이너 물동량을 분석한 결과, 부산 신항 컨테이너 물동량의 변동은 승법계절 ARIMA 모델 (1,0,1)(1,0,1)[12]로 추정하였을 때, 추정오차와 AICc, BIC기준으로 가장 최적의 ARIMA모형인 것으로 나타났다. 따라서 부산 신항 물동량 추정의 최적의 모델인 ARIMA (1,0,1)(1,0,1)[12]에 의해 향후 36개월간의 부산 신항 물동량을 추정치를 예측한 결과, 13,157,184 TEU, 13,418,123 TEU, 13,539,884 TEU, 4,526,406 TEU 등으로 약 2%, 2%, 1%정도 증가하는 것으로 나타났다.

키워드 네트워크 분석을 활용한 글로벌가치사슬(GVCs) 연구동향 분석 (A Study on Global Value Chains(GVCs) Research Trends Based on Keyword Network Analysis )

  • This research was conducted on 176 GVCs-related research papers listed in the Index of Korean Academic Writers. The analysis methodology used the keyword network analysis methodology of big data analysis. For the comprehensive analysis of research trends, the research trends through word frequency (TF), important topic (TF-IDF), and topical modeling were analyzed in 176 papers. In addition, the research period of GVCs was divided into the early stages of the first study (2003-2014), the second phase of the study (2015-2017), and the third phase of the study (2018-2020). According to the comprehensive analysis, the GVCs research was conducted with the keyword 'value added' as the center, focusing on the keywords of export (trade), Korea, business, influence, and production. Major research topics were 'supporting corporate cooperation and capacity building' and 'comparative advantage with added value of overseas direct investment'. According to the analysis of major period-specific research trends, GVCs were studied in the early stages of the first phase of the study with global value chain trends and corporate production strategies. In the second research propulsion period, research was done in terms of trade value added. In the recent third phase of the study, small and medium-sized enterprises actively participated in the global value chain and actively researched ways to support the government. Through this study, the importance of the global value chain has been confirmed quantitatively and qualitatively, and it is recognized as an important factor to be considered in the strategy of enhancing industrial competitiveness and entering overseas markets. In particular, small and medium-sized companies' participation in the global value chain and support measures are being presented as important research topics in the future.

Eco-System: 클라우드 컴퓨팅환경에서 REC 가격예측 시뮬레이션 (Eco-System: REC Price Prediction Simulation in Cloud Computing Environment)

  • 클라우드 컴퓨팅은 정보의 다양성과 빅데이터를 IT자원을 이용하여 처리할 수 있는 컴퓨팅 개념이다. 정부는 신재생에너지를 활용한 전력생산을 장려하기 위해 RPS를 시행하였고 시스템을 구축하여 지리적으로 분산되어 있는 빅데이터를 수집하여 운영하고 있다. RPS제도를 이행하는 발전사업자들은 의무할당량 중 REC 부족분을 타 발전사업자들로부터 REC를 구매하여 조달해야 한다. REC는 자율시장에 근거하여 거래되고 있고, 매매가격의 편차가 크기 때문에 RPS 빅데이터를 통해 형평성있는 REC가격을 예측할 필요가 있다. 본 연구에서는 부정확한 가격추이와 규칙을 정량적으로 표현하여, 클라우드 환경에서 퍼지기반으로 REC가격을 예측하는 방법을 제안한다. 클라우드 환경에서 RPS 빅데이터를 통한 상호연관성과 가격결정에 영향을 주는 변수들에 대한 분석이 가능하고 시뮬레이션을 통해 REC 가격을 예측할 수 있다. 클라우드 환경에서 퍼지로직은 매물수량과 매매가격을 이용하여 투명성있는 REC 가격을 예측하고 장기적으로 수렴된 가격을 제시할 것이다.

  • An element a ∈ R is strongly rad-clean provided that there exists an idempotent e ∈ R such that a - e ∈ U(R), ae = ea and eae ∈ J(eRe). In this article, we completely determine when a 2 × 2 matrix over a commutative local ring is strongly rad clean. An application to matrices over power-series is also given.
