This study aims to discuss issues related to small libraries by analyzing laws and municipal ordinances. It conducts an extensive literature review on the history and present conditions of small libraries and explores the characteristics of small libraries as a social movement. Based on the analysis of the Libraries Act, the legal status of small libraries are argued and other related regulation are also discussed. 114 municipal regulations which are related to small libraries are analyzed into five categories including general conditions, related laws, definitions, facilities, and workforce. As a result, the alternative strategies for legal issues on small libraries are provided in the three different aspects.

This study purposes for the based data for establishing the mid- to long term development direction of Anyang municipal libraries by conducting a survey of residents in Anyang city and focus group interviews with local experts. Based on the results of the survey and FGI analysis conducted in this study, the main implications and discussions for establishing mid- to long term development plans for Anyang municipal libraries in the future are summarized as follows. First, the services used by users are extremely limited compared to the utilization rate of library, and the utilization rate of library programs is low, therefore Anyang municipal libraries need to actively promote various services operated by the library, provide information, and make efforts to improve service use procedures simply. Second, library satisfaction is relatively high, but as a result of analyzing the reasons for some dissatisfaction, active budget investment for purchasing new library materials and ways to increase library accessibility are necessary. Third, due to the low awareness of the operation of specialized libraries, it is necessary to develop specialized, unique library services to Anyang municipal libraries through benchmarking of other best practices. Fourth, in the future, Anyang municipal libraries need to strengthen functions as a complex cultural center along with the functions as an information center, a lifelong education center, and a living convenience center. Lastly, it is required to construct a control tower that can systematically lead the operation of Anyang municipal libraries in the long term through the reorganization of the organizational system.

The purpose of this study is to propose effective plans for Anyang municipal library to use online media in preparation for the post-covid-19 era. For this purpose, the main implications were summarized by analyzing the operation cases of 5 excellent libraries that received government awards in the libraries' operation evaluation in 2021. And based on the analysis, strategies that can help Anyang municipal library use online media to operate library effectively even after COVID-19 were derived. This study is meaningful in that it is an empirical study that summarizes the online media usage strategy of the Anyang municipal library in preparation for the post-COVID-19 era based on actual cases of excellent libraries in the COVID-19 period.

The purpose of this study is to propose a rational operation plan for opening hours of public libraries in accordance with the 52-hour workweek of public institutions. The subjects of the study were six Gimhae Municipal Libraries. For the efficient operation of the Gimhae Municipal Library, the survey was conducted for the library users and staff. As a result, two proposals were made for the closed days and opening hours of the Gimhae Municipal Library. In order to balance work and life and to operate an efficient library, it is necessary to balance the cultural welfare of the citizens and the welfare of employees.

Public library effectiveness is determined by a complexity of the internal and external environments of the library. The purpose of this article is to investigate community environments and library resources as determinants of the output measures of the 15 municipal libraries in Seoul and to cope with changes in the environments for the improvement of their performance. This study is based on the hypotheses that the library's output would be proportioned to the size of budget and library collection, and to the relationships between the characteristics of the library and of the community in which the library develops. The variables identified in this .study are population density, family size, institutions (social, cultural, financial and educational), presence of the mass media, size of service area, and economic level of the community. The output measures employed for analysis are: number of professional staff, expenditures, number of books in the collection, number of books added annually, total circulation, number of library visits, circullation per capita, library visits per capita, .and registration as a percentage of population. The recommendation made in this study is the innovation of the 15 libraries in organization.

The purpose of this study is to derive the operation strategies for establishing the mid-to-long-term comprehensive library development plans considering the identity and specificity of Anyang City. For this purpose, this study proceeded as follows. First, to understand the internal and external environment and regional characteristics of Anyang City, various literature and statistical data related to Anyang City were collected, analyzed, and organized. Second, the operation status of Anyang municipal libraries was analyzed with data such as 「National Library Statistics System」, 「Gyeonggido Public Library Yearbook」, and various library-related laws. Third, a survey with open-ended questions was conducted for twenty-six librarians working in Anyang municipal libraries to collect opinions on the identity of Anyang and the overall operations of the libraries. Lastly, by reflecting the current status analysis, the latest library trends, policies, and sociocultural environments, detailed operation strategies that can serve as a basis for establishing mid-to long term development plans for Anyang municipal libraries in the future were proposed. The above operating strategies were proposed by dividing into six areas such as (1) the plans for organizational system and manpower composition, (2) the facility plans for balanced regional development, (3) the collection development and preservation direction, (4) the special subject materials service plans, (5) the for establishing cooperation system, and (6) the public relations plans.

The purpose of the study is to examine citizens' perception regarding establishing a new public library in Jung-gu, Daegu. The study conducted a survey and the participants(N=300) were recruited using a quota sampling method(174 residents of Jung-gu and 126 others in Daegu who may use public libraries in Jung-gu). The respondents highly recognized both the present and future value of public libraries and the impact to themselves and their families, but they perceived that they currently have very few public libraries in Jung-gu, Deagu. Thus, they damanded that new public libraries be built in Jung-gu, and had high willingness to use the public libraries. The study also found that respondents' basic direction regarding building a new public library in Jung-gu and their preference on library location, collection, services, etc. The study finally earned the validity in establishing a new municipal library in Jung-gu, Daegu from the results. On the basis of the findings, the study suggested planing the detailed guidelines and directions for further library construction and operation.

This study reports a field study that examined the citizens' needs and perceptions of library services at a municipal public library system of Mapo-gu, in an attempt to develop a comprehensive service plan that can satisfy the diverse public needs in the changing social environment. We administered a self-reported questionnaire to 800 library users and 300 non-users in the area to examine their reading habits, library use, and perceptions of library services and programs. As a result of the analysis, 53.7% of Mapo-gu residents used one or two libraries among all 16 municipal libraries, and the primary criterion for selecting the main library was accessibility(63.9%). And only 53.8% of library users had experience participating in the library programs. The respondents also showed strong perception that the library is an essential place for the community and the children. Study results indicate that the library system should further expand the collection size, diversify information contents, improve the physical space including library facilities, and build more libraries. In order to fulfill the role of public libraries as the central place of the community, the municipal city should further invest in enhancing accessibility, spatial innovation, and diversifying service contents and media.

This study examines the structure and contents of the various programs offered by the Cologne City Library in Cologne, Germany, and discusses its implications for the role of the changing public libraries in the era of the Fourth Industrial Revolution. The Cologne Municipal Library, which has continuously played a leading role in the education of German libraries since its opening, has been transforming itself to become a center for producing information and knowledge and developing culture in accordance with the dynamic era of the Fourth Industrial Revolution. Currently, the Cologne Municipal Library plays a role as a multi-cultural space in the community where local members can experience various cultures, such as movies, music and games, and create a culture, beyond the traditional functions of library collection and preservation. The program of the City Library in Cologne, Germany, will help to redesign the functions and roles of public libraries in Korea in the future, and plan library contents for local members.

With a purpose of investigating the current status of resource organization for infants and young children's resources, this study examined 8 municipal libraries in J city and suggested recommendations for improvements. To do that, interviews were conducted with 8 children's librarians and 25 users, who were parents visiting the libraries. All libraries examined were using KDC to classify young children's resources, but books were shelved by the alphabetic order of publishers' names. This arrangement strategy was regarded very convenient in re-shelving materials from the perspective of librarians, but users had difficulties in finding books because of the separation of the classification system and the arrangement system. Also, the online public cataloging system did not provide accurate and sufficient information to locate a book. Based on the results, this study suggested two ways for improvements: (1) classifying and arranging books by KDC, (2) developing a new classification system customized to infants and young children.
