A comparative Analysis of Overseas Cases to Enhance Effectiveness of CEO's Safety and Health Duties - Focusing on Serious Accidents Punishment Act(SAPA) and Singapore's New System - (경영책임자 안전보건의무 실효성 제고를 위한 해외사례 비교분석 - 중대재해처벌법과 싱가포르 신설 제도를 중심으로 -)

  • Although corporate punishment-related systems are being implemented in several countries, such as South Korea's Serious Accidents Punishment Act (SAPA), related research has mainly focused on legal issues. This study aimed to compare and analyze the SAPA and Singapore's Workplace Safety and Health Act (WSHA) and Code of Practice on Chief Executives' and Board of Directors' Workplace Safety and Health Duties (WSHD). In addition, it was attempted to draw implications to enhance the effectiveness of the CEO's safety and health duties. For this study, a comparative analysis was conducted in 3 steps. In step 1, similar overseas systems were investigated. In step 2, the system contents were classified into four viewpoints (DUTY, RESOURCE, Other factors, and Main contents), and comparison items were derived from each viewpoint. In step 3, the viewpoints were compared, and implications were derived. The following three implications were derived through comparative analyses. 1) In WSHD, additional explanation and calibration of measures clarify the CEO's role, and 2) It is easy to use for the CEO's duties by providing the resources directly. 3) Penalties for violating the proposed duties are entrusted to the existing higher-level laws. Considering this, providing detailed content and related information for the CEO would possibly improve the SAPA to fulfill his/her duties through announcements from related organizations in the future.

Comparative Study of Causality based quantitative Economic Impact Analysis Models for Utilizing Spectrum Resource (전파자원 활용을 위한 인과 관계 기반 정량적 경제 파급 효과 분석모형 비교 연구)

  • In this paper, we conducted a comparative study on the methodology for impact analysis as the economic grounds for formulating policy and investment plan concerned with utilizing spectrum resource. In order to provide numerical results for objective comparison and selection among policy and investment planning, methods to be analyzed are focused on quantitative methodology based on mathematical models, consequently the utility and limits of econometric model, input-output analysis, computable general equilibrium and system dynamics are compared from various viewpoints including analysis cost. Besides, we compared the methodologies in the standpoint of utilizing spectrum and discussed the recent findings of mixed models combining multiple methodologies to exploit the advantages of each methodology and to offset the limit. Results of the research can be used as reference indicators to select the method that conforms to the purpose and priority of analysis verifying the efficiency of execution of policies and investment plans.

A Comparative Study on Elderly Suicide Rates in Korea and the United States and Its Implications (한·미 노인자살률의 비교 연구와 정책적 시사점)

  • Any comparative study has not been done between Korea and a certain country about the social economic factors of elderly suicide rates, even though there has been comparative studies among several nations. Therefore, this study is going to reveal how the macro-social economic factors are related to elderly suicide rates based on Korea and the United States, which show great gap of elderly suicide rate and have completely different aspect of increasing and decreasing rate of elderly suicide, as members of OECD. For this, trend analysis has been done between elderly suicide rates of both Korea and the United States for the past twenty years(1990-2009) and social economic factors, and correlation analysis also has been done at the same time. After all, this study is going to suggest policy implications for the prevention of elderly suicide in our society based on the results of the analysis.

  • This paper aims to explore the historical characteristics of CESE (Comparative Education Society in Europe) and BAISE(British Association of International and Comparative Education) through the analysis of their theoretical discourses which have impacted on Korean Society of Comparative Education. Inaugurated in 1963 by UK scholars, CESE is an ongoing international educational society beyond Europeanization. It seems intellectually struggling for setting up its peculiar comparative methodology discriminated from Americanization of method in general, because a long tradition that Europe is the center of the world has been shrunk by the emergence of WCCES led by US. While BAICE, inaugurated in 1997, is floating an international association with international students coming from overseas countries, tackling the global issues actively and making more balances with a critical equilibrium theories.

  • Comparative analysis study of the flow characteristics and the experiment was done to try to present the orientation of the solenoid structure to be produced in the future. The comparative analysis of the analysis and experimental values was performed using the experiments and ANSYS CFD. 3D modeling of the structure are designed by the CATIA V5R18, meshing process of the flow section was used by ICEM CFD program. Flow rate was indicated by using the experimental values appear in $0-10{\ell}/min$, the result of the flow analysis, was $0.18{\ell}/min$ Max. It was possible to suggest a solenoid structure more efficient through comparative analysis of experimental values and flow analysis.

A Comparative Analysis of Travelers' Online Reviews among China, USA, and South Korea using Sentiment Analysis in the Era of the COVID-19 Pandemic (코로나19 팬데믹 상황에서 감성분석을 이용한 미국, 중국, 한국 여행자의 온라인 리뷰 비교 분석)

  • In this study, we performed a comparative analysis of the sentiment value for the tourists in USA, China, and Korea on the COVID19 pandemic era to explore and find out the features of the tourists by using online reviews. We collected a total of 243,826 online hotel reviews for metropolitan city and vacation spot in the three countries to compare the features between the business and the vacation trips. We collected the online reviews into the tow groups from Jan. 1, 2019 to Nov. 31, 2019 for before COVID19 pandemic and from Apr. 1, 2020 to Deb 28, 2021 for during COVID19. Online reviews were categorized into 6 dimensions using LDA model. Sentiment analysis were presented for 6 dimensions by utilizing a lexicon base. We proposed an approach to analyzing the importance of each attribute by applying 6-dimensional sentiment values to conjoint analysis. Our empirical analysis showed that the proposed approach could explore and find out the changed features of travelers during the COVID19 pandemic.

Genomic Approaches for Understanding the Characteristics of Salmonella enterica subsp. enterica Serovar Typhimurium ST1120, Isolated from Swine Feces in Korea

  • Salmonella enterica subsp. enterica serovar Typhimurium, one of the most common foodborne pathogens, is transmitted mainly through contaminated food derived from infected animals. In this study, S. Typhimurium ST1120, an isolate from pig feces in Korea, was subjected to whole-genome analysis to understand its genomic features associated with virulence. The genome of ST1120 was found to have a circular chromosome of 4,855,001 bp (GC content 52.2%) and a plasmid of 6,863 bp (GC content 46.0%). This chromosome was predicted to have 4,558 open reading frames (ORFs), 17 pseudogenes, 22 rRNA genes, and 86 tRNA genes. Its plasmid was predicted to have three ORFs. Comparative genome analysis revealed that ST1120 was phylogenetically close to S. Typhimurium U288, a critical isolate in piggery farms and food chains in Europe. In silico functional analysis predicted that the ST1120 genome harbored multiple genes associated with virulence and stress resistance, including Salmonella pathogenicity islands (SPIs containing SPI-1 to SPI-5, SPI-13, and SPI-14), C63PI locus, ST104 prophage locus, and various antibiotic resistance genes. In accordance with these analysis results, ST1120 showed competence in invasion and survival abilities when it was added to host cells. It also exhibited robust resistance against antibiotics in comparison with other S. Typhimurium strains. This is the first report of the complete genome sequence of S. Typhimurium isolated from swine in Korea. Comparative genome analysis between ST1120 and other Salmonella strains would provide fruitful information toward understanding Salmonella host specificity and developing control measures against S. Typhimurium infection.
