System Integration Test Design to Ensure Reliability of Complex Guided Missile System (복합 유도무기체계의 신뢰성 확보를 위한 체계 통합 시험 설계)

  • In this paper, we have proposed a methodology which can make effective test for system integration of complex guided missile system. System integration test play a significant role in the development of weapon system, providing the means to detect and isolate faults on first linkage between sub-systems. Integration tests for domestic weapon system has executed not a technology-intensive method based on tool but labor-intensive method based on experience. Higher cost, longer period, and more resource are required to execute system integration test for complex guided missile system comparing with past weapon systems, because recently weapon systems have more complex and more networked functions. Because the proposed design method for system integration test decreases number of test case, it lead to a decrease of cost, period, and resource for integration test of weapon system. The proposed configuration for system integration test will ensure reliability through detection and isolation of fault on linkage between sub-systems.

Contract Awarding Process and its Reasonable Improvement for Defense Acquisition (공공사업 경쟁입찰에서 낙찰자 결정방법분석 및 국방획득사업의 합리적인 사업자결정 방안)

  • The current contract awarding process regulated by laws and ordinances is analyzed and more reasonable processes are suggested. To this end, the principle of economic analysis is described with emphasis on the cost-effectiveness analysis, and the laws and ordinances regulating the process are thoroughly examined. The current contract awarding rule is based on the weighted sum of effectiveness score and cost score. This may not conform to the framework of economic analysis where effectiveness is supposed to be measured as an output and cost measured as an input. An improvement is attempted to the defense acquisition system and it is recognized that the economic analysis and policy consideration should be performed separately. Concept of statistical testing is introduced to see if the results of the cost effectiveness analyses show the significant difference between the alternatives. It is suggested that the contract awarding process can be improved by performing significance test followed by the aggregation of the two analyses. A minor improvement is also suggested on the application of current rules.

The Investment Scheme of the Maintenance Planning with Limited Investment Budget in the Distribution Systems for Minimizing the Interruption Cost (제한된 투자 예산으로 정전비용 최소화를 위한 배전계통 유지보수 계획의 투자 방안)

  • The reliability of a power system has close relationship with the maintenance of the distribution systems. This paper presents the method of the maintenance planning of the distribution systems by minimizing the interruption cost. The interruption cost for the equipment failures is formulated using time varying failure rate and minimized by optimization of the object function. The proposed method provides the priority list for the investment of the maintenance subject to the limited investment budget by the economic analysis. In order to test the proposed method, the modified distribution system of a rural area is introduced for the testing system. Test results show that the proposed method is good enough by evaluating the improvement of the reliability of the power system.

Optimizing the mix design of pervious concrete based on properties and unit cost

  • This study focused on experimental evaluation of mechanical properties of pervious concrete mixtures with the aim of achieving higher values of strength while considering the associated costs. The effectiveness of key parameters, including cement content, water to cement ratio (W/C), aggregate to cement ratio (A/C), and sand replacement was statistically analyzed using paired-samples t-test, Taguchi method and one-way ANOVA. Taguchi analysis determined that in general, the role of W/C was more significant in increasing strength, both compressive and flexural, than cement content and A/C. It was found that increase in replacing percent of coarse aggregate with sand could undermine specimens to percolate water, though one-way ANOVA analysis determined statistically significant increases in values of strength of mixtures. Cost analysis revealed that higher strengths did not necessarily correspond to higher costs; in addition, increasing the cement content was not an appropriate scenario to optimize both strength and cost. In order to obtain the optimal values, response surface method (RSM) was carried out. RSM optimization helped to find out that W/C of 0.40, A/C of 4.0, cement content of about 330 kg/m3 and replacing about 12% of coarse aggregate with sand could result in the best values for strength and cost while maintaining adequate permeability.

A Study on the Low Cost Testing System Development of the Low Speed and High Torque Harsh Reducer (저속 고토크 가혹감속기의 저비용 테스트 시스템 개발에 관한 연구)

  • The goal of this research is to verify a performance test system for a low speed, high torque, and harsh reducer at low cost. The reducer rotates a cooling fan with a diameter of 10 meters, in a high temperature (50℃) cooling tower in a geothermal power plant. It requires about 500 kgf·m torque and 47.75 kW power to rotate the fan at a maximum power condition. An expensive dynamometer is commonly used for performance test of a motor or a reducer. In this paper, a low cost system is developed using a hydraulic pump as a load unit to generate torque instead of a dynamometer. We accurately calculated the required power, the flow meter, and the pressure of the pump, and selected to design and optimize the system at minimal cost. The system also applied another reverse reducer and a gearbox to increase the rotational speed and to reduce the torque from the low speed and high torque target reducer. This allows low-cost systems to be built using inexpensive components. The developed system was able to successfully measure the high torque and the low rotational speed of the target reducer at high temperature.

Multilevel Analysis of Factors Related to Cost and Length of Stay in Acute Myocardial Infarction Patients with Coronary Stenting: Based on Korean National Health Insurance Service's Customized Database in 2010 and 2015 (관상동맥 스텐트를 삽입한 급성 심근경색 환자의 진료비 및 재원일수 관련 요인에 대한 다수준분석: 2010년과 2015년 국민건강보험공단 맞춤형 데이터베이스 자료를 바탕으로)

  • Background: This study aims to analyze the cost and the length of stay (LOS) of acute myocardial infarction (AMI) patients with coronary artery stenting according to the characteristics of individuals and institutions. Methods: The data was collected from Korean National Health Insurance Service's customized database in 2010 and 2015. Chi-square test, t-test, analysis of variance, and multilevel analysis were performed. Results: The intraclass correlation coefficients for cost were 7.02% in 2010, 5.61% in 2015 and for LOS were 3.17%, 1.40%, respectively. The average costs were 9,067,000 won in 2010 and 9,889,000 won in 2015 (p<0.0001). However, the cost in 2015 was lower than the cost applying increased fee. The costs increased in aged 50-59 years, 60-69 years, and aged ≥70 years versus in aged under 49 years. The cost was higher in Charlson comorbidity index (CCI) 3 to 4 and ≥5 than in CCI 0. The costs were lower in male, medical aid recipients, metropolises, and local hospitals in other regions in 2010. LOS decreased from 8.1 days in 2010 to 7.4 days in 2015. It decreased in male, high income group, and the group of admission via emergency room. However, it increased in higher ages and medical aid recipients, and it also increased when CCI rose. The Internal Herfindahl Index was related to LOS in 2010. Conclusion: The variation of hospital level was small compared to the patient level. Therefore, it is important to implement applicable policies at the patient level in order to reduce cost and LOS of AMI patients.

Edge Detection Using Simulated Annealing Algorithm (Simulated Annealing 알고리즘을 이용한 에지추출)

  • Edge detection is the first step and very important step in image analysis. We cast edge detection as a problem in cost minimization. This is achieved by the formulation of a cost function that evaluates the quality of edge configurations. The cost function can be used as a basis for comparing the performances of different detectors. This cost function is made of desirable characteristics of edges such as thickness, continuity, length, region dissimilarity. And we use a simulated annealing algorithm for minimum of cost function. Simulated annealing are a class of adaptive search techniques that have been intensively studied in recent years. We present five strategies for generating candidate states. Experimental results(building image and test image) which verify the usefulness of our simulated annealing approach to edge detection are better than other operator.

  • Domestic construction materials market was about 65 trillion won and it occupied 45% level of total construction cost by 2007. In addition, due to the recent rapid rise of crude oil and iron ore price, fluctuation of raw material cost has a great influence to the cost of construction industry. This means that smooth performance is closely related to construction materials. And among them, because of high putting rate of metal materials, it can be seen that the fluctuation of metal material prices is an important variables. So in this study, for the pre-study to analyze the impact of metallic material prices to construction cost, the researcher analyzed a causal relationship between metal material prices and construction cost.

Study on Cost-shifting in Cost Reimbursement type of Defense Contracts (개산형 방산계약에서의 원가이전에 관한 실증연구)

  • Defense firms' excess profitability by shifting common overhead costs from non-defense sector to defense sector in the award of cost reimbursement type of defense contracts is a widespread conclusion in prior researches. In this paper, we reviewed cost-shifting incentives in defense-contracting firms and extended the analysis of McGowan and Vendrzyk(2002) by applying modified model to Korea Defense Contracts. We formulated six hypotheses to test the relation of cost-shifting and excess profitability regarding market openness, auditing system, ranking in defense contracts, and firm types(sole defense contractors, sole non-defense contractors, and defense and non-defense mixed contractors). But, we could not find any evidence that defense firms shifted costs from non-defense sector to defense sector for the period 1997-2002. The results suggest that the excess profitability of Korea defense firms may not be from the cost-shifting but from other reasons.

Optimal Siting of UPFC for Reducing Congestion Cost by using Shadow Prices

  • As competition is introduced in the electricity supply industry, congestion becomes a more important issue. Congestion in a transmission network occurs due to an operating condition that causes limit violations on the transmission capacities. Congestion leads to inefficient use of the system, or causes additional costs (Congestion cost). One way to reduce this inefficiency or congestion cost is to control the transmission flow through the installation of UPFC (Unified Power Flow Controller). This paper also deals with an optimal siting of the UPFC for reducing congestion cost by using shadow prices. A performance index for an optimal siting is defined as a combination of line flow sensitivities and shadow prices. The proposed algorithm is applied to the sample system with a condition, which is concerning the quadratic cost functions. Test results show that the siting of the UPFC is optimal to minimize the congestion cost by the proposed algorithm.
