This study is to present effective and rational strategies by comparing and analyzing plans of some nations such as the United States, Britain, Germany and Japan against terrorism. Nations mentioned above have made alliance to prevent the possible terrorism after 9.11 attack and performed various tasks efficiently. The result of this study is summarized as follows. First, it is required that there should be an integrated system which works properly. Each nation has not distinguished natural disaster from man-made one based on the damage and the abilities of authorities to deal with. On the other hand, South Korea tells two disasters according to causes and runs distributed systems in which each government division performs its duties to manage each disaster. Accordingly, in economic terms, it is much more effective to provide integrated counter terrorism, not distributed one. Second, information sharing must be stimulated. To take actions quickly when an accident occurs, the government needs to have united and integrative systems, which make it prepare for various types of terrorism well. In addition, it is necessary for a government-related organization to tie up with other channels for collecting, analyzing and sharing information. For this, integrative systems for terrorism should be taken into consideration.
Many countries throughout the world have enacted laws on terrorism in the light of the changes that time has brought to them, geographical features, cultural values, and environmental elements. Especially some advanced European nations prescribe the definition of terrorism, the purpose of terrorism, the behavior of terrorism, and the types of crimes related to terrorism and so on for the following reason that it is more vital for the authorities concerned to investigate and punish terrorists after the rise of terrorism. In this regard, this paper analyzes legislative countermoves against terrorists of advanced countries such as France, Germany, and England and through this sheds light on the need of future anti-terrorism bills. The legislative basic guidelines directly to manipulate future terrors based on theories derived from this study could be summarized as follows. In the first place, providing laws on direct investigative power and harsher punishment to those involved in terrorism is a prerequisite for social security and thus the presidential directive of the state anti-terrorism action guidelines just deals with administrative measures without any effective response to terrorism. Hence it is urgent to make anti-terrorism bill concerning investigation and punishment of terrorists. In the second place, it is associated with the objectives of terror. The expression "all sorts of" stated in Korean law is so quite unclear that it can not fulfill the required conditions for naming it "crime". Comprehending provisoes of the crime that meets the purpose of the terrorists is necessary in order to investigate and inflict punishment on them. Therefore, it is advisable to establish specific and precise principles such as political, social, ideological, and religious purpose of terrorists in the bill. In the third place, to meet the flow of times of technicalization, informatization, such provisoes as destruction of electronic data system, crimes related to nuclear materials, purchases of weapons by terrorists, tax administration for prohibition of sale, and arson should be considered in terror bill. In the fourth place, nonselective attack toward unspecified individuals has become a serious issue in our society. Terrorists leave poisonous foods or beverages to crowded place or dump toxic chemicals into river intentionally. Therefore more strict regulations must be included in terror bill to prevent possible terrorist attacks.
In March 2015, the North Korean UAVs (Unmanned Aerial Vehicles) were found and countries around the world have actively developed UAVs. UAVs or Drone have become commercialized and more civilians use UAVs for leisure. The positive possibilities of UAV use expand. However, there could be the negative sides of UAV use. The UAVs could be used for the purpose of various crime, cybercrime, and terrorism. For instance, hacking devices attached drone could be infiltrated into the sensitive networks to steal personal informations and public data. This could be a new dimension of cybercrime. As the number of internet users and cyberspace rapidly expands, problems of crimes could be worsened both quantitatively and qualitatively. By contrast, defensive measures against such threats are limited. Especially, the Korean society is vulnerable despite its well-advanced internet and computer network technology. This article investigates the current UAV types and its developments, discusses various possibilites of UAV-related crime, cybercrime, and terrorism, and proposes responses.
Purpose: The purpose of this study was to analyze the current state of drone terrorism response at such critical national facilities and derive improvements, especially to identify problems in laws and systems to effectively utilize the anti-drone system and present directions for improvement. Method: A qualitative research method was used for this study by analyzing a variety of issues not discussed in existing research papers and policy documents through in-depth interviews with subject matter experts. In-depth interviews were conducted based on 12 semi-structured interviews by selecting 16 experts in the field of anti-drone and terrorism in Korea. The interview contents were recorded with the prior consent of the study participants, transcribed back to the Korean file, and problems and improvement measures were derived through coding. For this, the threats and types were analyzed based on the cases of drone terrorism occurring abroad and measures to establish anti-drone system were researched from the perspective of laws and systems by evaluating the possibility of drone terrorism in the Republic of Korea. Result: As a result of the study, improvements to some of the problems that need to be preceded in order to effectively respond to drone terrorism at critical national facilities in the Republic of Korea, have been identified. First, terminologies related to critical national facilities and drone terrorism should be clearly defined and reflected in the Integrated Defense Act and the Terrorism Prevention Act. Second, the current concept of protection of critical national facilities should evolve from the current ground-oriented protection to a three-dimensional protection concept that considers air threats and the Integrated Defense Act should reflect a plan to effectively install the anti-drone system that can materialize the concept. Third, a special law against flying over critical national facilities should be enacted. To this end, legislation should be enacted to expand designated facilities subject to flight restrictions while minimizing the range of no fly zone, but the law should be revised so that the two wings of "drone industry development" and "protection of critical national facilities" can develop in a balanced manner. Fourth, illegal flight response system and related systems should be improved and reestablished. For example, it is necessary to prepare a unified manual for general matters, but thorough preparation should be made by customizing it according to the characteristics of each facility, expanding professional manpower, and enhancing response training. Conclusion: The focus of this study is to present directions for policy and technology development to establish an anti-drone system that can effectively respond to drone terrorism and illegal drones at critical national facilities going forward.
In modern society, the development of Information and Communication Technology has given people a lot of opportunities. But on the other side cyber attack also gives enormous damage to people. Recently Korea has become the target of cyber attack. The threat of it is growing. Especially North Korea has committed hostile actions against South Korea. North Korea has recently attacked the computer networks of South Korea's important national facilities. The types of North Korea's cyber attacks include the followings. First, if we see it with the viewpoint of software, it tries to destroy or control the Internet, infects the networks with viruses, worms, Trojan Horse and Distributed Denial of Service. I suggest the following to solve the problem. First, South Korea should unify the organizations to respond to the attacks of North Korea, as North Korea has a unified organization for the cyber attack. Second, they should think about the establishment of "Cyber Terrorism Prevention Act" to systematically respond to the software attacks.

Recently terrorism targets unspecified masses and causes massive destruction, which is so-called Super Terrorism. Many countries have tried hard to protect their citizens with various preparation and safety net. With inexpensive and advanced technologies of sensors, the surveillance systems have been paid attention, but few studies associated with the classification of the pedestrians' trajectories and the difference among themselves have attempted. Therefore, we collected individual trajectories at Samseoung Station using an analytical solution (system) of pedestrian trajectory by LiDAR sensor. Based on the collected trajectory data, a comprehensive framework of classifying the types of pedestrians' trajectories has been developed with data normalization and "trajectory association rule-based algorithm." As a result, trajectories with low similarity within the very same cluster is possibly detected.
Today, the rapid advance of scientific technologies has brought about fundamental changes to the types and levels of terrorism while the war against the world more than one thousand small and big terrorists and crime organizations has already begun. A method highly likely to be employed by terrorist groups that are using 21st Century state of the art technology is cyber terrorism. In many instances, things that you could only imagine in reality could be made possible in the cyber space. An easy example would be to randomly alter a letter in the blood type of a terrorism subject in the health care data system, which could inflict harm to subjects and impact the overturning of the opponent's system or regime. The CIH Virus Crisis which occurred on April 26, 1999 had significant implications in various aspects. A virus program made of just a few lines by Taiwanese college students without any specific objective ended up spreading widely throughout the Internet, causing damage to 30,000 PCs in Korea and over 2 billion won in monetary damages in repairs and data recovery. Despite of such risks of cyber terrorism, a great number of Korean sites are employing loose security measures. In fact, there are many cases where a company with millions of subscribers has very slackened security systems. A nationwide preparation for cyber terrorism is called for. In this context, this research will analyze the current status of Korea's cyber security systems and its laws from a policy perspective, and move on to propose improvement strategies. This research suggests the following solutions. First, the National Cyber Security Management Act should be passed to have its effectiveness as the national cyber security management regulation. With the Act's establishment, a more efficient and proactive response to cyber security management will be made possible within a nationwide cyber security framework, and define its relationship with other related laws. The newly passed National Cyber Security Management Act will eliminate inefficiencies that are caused by functional redundancies dispersed across individual sectors in current legislation. Second, to ensure efficient nationwide cyber security management, national cyber security standards and models should be proposed; while at the same time a national cyber security management organizational structure should be established to implement national cyber security policies at each government-agencies and social-components. The National Cyber Security Center must serve as the comprehensive collection, analysis and processing point for national cyber crisis related information, oversee each government agency, and build collaborative relations with the private sector. Also, national and comprehensive response system in which both the private and public sectors participate should be set up, for advance detection and prevention of cyber crisis risks and for a consolidated and timely response using national resources in times of crisis.

Cyber attacks can be classified by type of cyber war, terrorism and crime etc., depending on the purpose and intent. Those are mobilized the various means and tactics which are like hacking, DDoS, propaganda. The damage caused by cyber attacks can be calculated by a variety of categories. We may identify cyber attackers to pursue trace-back based facts including digital forensics etc. However, recent cyber attacks are trying to induce confusion and deception through the manipulation of digital information or even conceal the attack. Therefore, we need to do the harm-based analysis. In this paper, we analyze the damage caused during cyber attacks from economic and political point of view and by inferring the attack intent could classify types of cyber attacks.
With advances of information technology (IT) and the Internet, it became much easier to search and collect information through many different types of web search engine. Such information only restricted to the intelligence services became available to the public, and the increased open source changed the intelligence collection activities of governments. Open Source Intelligence (OSINT) was introduced to organize and analyze the large volumes of information. OSINT is actively used after the 9/11 terrorist attack, and the United States government invest a huge amount of budget to conduct research and develope technology about OSINT. Although many Western countries recognize the importance of OSINT and deal with open source as priority, South Korea has not fully understand the important role of OSINT. Therefore, this study introduces the fundamental principles of OSINT and provides practical examples of OSINT usage. OSINT is an effective source to prevent terrorist attacks as well as a variety of crimes. Extensive discussion and suggestions for future usages are provided.
