Tracking Recent Terrorism Trends in Europe and North America (최근 북미 및 유럽지역의 테러리즘 동향연구: 2012-2017)

  • The purpose of this study is to provide a general trends in recent terrorism in North America and Europe over the last five years. In particular the terrorism which occurred after 2012 shows the transition in trends as terrorists attacks civilians and public places(soft target) rather than targeting national facilities or specific people. For instance, the Parris terror attack and Barcelona vehicle attack shows this changes clearly. The terrorists appeared to attack ordinary people in urban places with high population density. Although the trends are changing, there are still few studies focusing on the current situation, and most of the previous studies have focused on changing in strategies and counter-terrorism in each country after the 9.11 terror. Meanwhile, studies examining the trends of terrorism have been limited to analyzing few cases or using relatively monolithic data of Global Terrorism Data(GTD). While the types of terrorism that occur recent years including 'new terrorism' in many respects, it seems to be difficult to classify with GTD data and/or case studies. Therefore, it is necessary to construct new data that perhaps grasp the recent trend of terrorism from different perspectives. In this point of view, this Based on this, this study collects terrorism data from North America and Europe for the past five years, by using the National Intelligence Service's annual report on terrorism as a sampling framework and analyse the trends and changes. The result shows similarities in the methods of attack, and the type of weapon they used. As vehicle attacks has been raised in few years, damage area has been widen and casualties also have been increased.

  • Maritime terrorism at sea is the form of violent interference with shipping. Its global reach and negative impact on sea transportation, safety of navigation and marine environment, as well as the threat it poses to human lives and property, call for effective countermeasures at the international and national level at the same time. First, this paper gives a factual assessment of the phenomenon of maritime terrorism as well as a legal analysis of the international provisions to suppress such forms of violence at sea which is different from piracy. And also this paper attempts to address and identify issues relevant to the existing international regulations such as SUA Convention as the main source of international regulations applicable to acts of terrorism at sea, ISPS Code, PSI, etc. Finally this paper suggests the national countermeasures against maritime terrorism in light of above mentioned the definition, causes, types of maritime terrorism and concerning international regulations.

  • The threat of international terrorism has been increasing in international society. It could be no exception in northeastern Asian countries. First, north eastern Asian countries have exercised influences on many areas in international society such as politics, military and diplomacy. So international terrorism could occur in the countries. Second, as the north eastern Asian countries such as Korea, China, Russia and Japan have their own unique politics, religions, ethnic group and culture, terrorism have happened or could happen in their own countries. In this research, it will analyze the tendency of seven regional international conventions on anti-terrorism of international society. The result is as follows. It dealt with the following issues. 1. Reason and purpose of terrorism, 2. Contents of conventions on anti-terrorism, 3. Psychological and physical aspects of attacking types of terrorism, 4. Personal and physical aspects of damage of terrorism, 5. Hard targets and soft targets of victims of terrorism. It could be necessary for the north eastern Asian countries to review regional international convention on anti-terrorism based on this.

  • In recent years, the fear of terrorism due to 'Lone Wolf' terrorism is spreading in the United States and Europe. The lone wolf terrorism, which carries out terrorism independently, without an organization behind it, threatens social security around the world. In Korea, those who have explosive national/social dissatisfaction due to damage caused by national policies, and delusional mental disorders can be classified as potential 'Lone Wolf' terrorists. In 'Lone Wolf' terrorism, unlike organized terrorism, it is difficult to identify signs of terrorism in advance, and it is not easy to identify terrorist tools and targets. Therefore, in order to minimize the damage caused by 'Lone Wolf' terrorism, it is necessary to architect an independent monitoring and tracking system for the police's quick response. In this paper, we propose to architect response system that can collect information from organizations that can identify the signs of potential 'Lone Wolf' terrorism, monitor the continuity of abnormal behavior, and determine the types of 'Lone Wolf' terrorism that can happen as continuous abnormal behaviors.

  • These days, modern society is facing a 'turning point of paradigm' from industrial society to knowledge and information society. It indicates an entry to the high-speed network society centering on knowledge. Specifically, Korea has invested enormously to If Industry and finally other advanced countries are eager to export technologies of our country through benchmarking. However, because of our growth-oriented policy, Korea is not very good at dealing with the dysfunctions of information-centered society, and one of the representative problems is cyber-terrorism. Cyber terrorism which anonymous actors do to the uncertain number of people is one of the new types of terrorism. This study aims at political and legal speculations on cyber terrorism for protection of contents and find its countermeasures.

Efficient countermeasures against e-terrorism (e-테러리즘의 효율적 통제방안)

  • In e-terrorism, terrorists use cyber spaces including the internet in order to strike terror into the heart of a nation. It is revealed that recently happening terror cases use cyber spaces as a strategic tool. This research aims to investigate efficient countermeasures against various types of terror attacks made by terrorists and their cyber networking, in order to contribute to the prevention of terrors from a modern standpoint. Based on the results of the investigation, relevant problems are suggested such that terrors are not cases happening in a specific country only because they take place in cyber spaces, that hacking incidents frequently happen in Korea which is used as a footstool by foreign hackers, and that Korea has poor professional security manpower and foundational facilities in comparison with other advanced countries. Answers to the problems include cultivating cyber information manpower to cope with e-terrorism, making an appropriate budget, setting up networks to integrate and systematize anti-e-terrorism organizations, and intensifying the collection of information of cyber attacks and the analysis of the information.

  • Despite much discussions on cyber-terrorism in South Korea, several missing issues could be addressed. This paper attempts to deal with such missing but important issues. In South Korea, there has been little attentions on cyber-terrorism with the respects of national security strategy development under macro framework responding to future security environment. This article focuses on such issues. In other words, the purpose of this paper evaluates the meaning of national security threats raised from cyber-terrorism as a mode of security threats and proposes the matter of cyber-terrorism within the development of national security strategy in the future security environment. several issues in this discussion pass some important messages for the construction of national security strategic approach framework within the future security environment adding cyber-space. in the future environment, a new space called cyber is added as an important external condition which might determine the security of individuals, societies, and nations. Therefore, the fundamental strategic framework should be prepared. After that, the trend and direction of future technological advancement should be understood and the identity, nature, and types of threat should be analyzed. Also, after that, various responses and countermeasures are together constituted in the aspect of function and system regarding various anticipated threats of the future human society including cyber-terrorism.

  • While evolving information-oriented society provides a lot of benefits to the human life, new types of threats have been increasing. Particularly, cyber terrorism, happen on the network that is composed of a computer system and information communication network, and the mean and scale of damage has reached a serious level. In other words, it is hard to locate cyber terror since it occurs in the virtual space, not in the real world, so identifying "Who is attacking?" (Non-visibility, non-formulas), or "Where the attack takes place?" (trans-nation) are hard. Hackers, individuals or even a small group of people, who carried out the cyber terror are posing new threats that could intimidate national security and the pace and magnitude of threats keep evolving. Scale and capability of North Korea's cyber terrorism are assessed as world-class level. Recently, North Korea is focusing on strengthen their cyber terrorism force. So improving a response system for cyber terror is a key necessity as North Korea's has emerged as a direct threat to South Korean security. Therefore, Korea has to redeem both legal and institutional systems immediately to perform as a unified control tower for preemptive response to cyber terrors arise from North Korea and neighboring countries.

Introducing Best Model of Global Terrorism Database: The Case of START Center in the U.S. (국제테러리즘데이터베이스 구축: 미국의 START 센터의 모범사례의 소개)

  • Collecting international terrorism database is a challenging task not only for criminal justice personnel but also for criminologists in comparison to the case of common types of crime database. Yet, there has been growing interests and efforts in establishing a comprehensive terrorist events data base in the world. This current study has a goal to introduce an example world terrorism database case developed by START center in the United States. The START center developed the Global Terrorism Database (GTD) on the basis of by the Pinkerton Global Intelligence Service data (PGIS) originally collected by the Pinkerton. Furthermore, The START expended the GTD by collecting data from open source terrorist event data via internet and other resources. In this study, specifically, it describes the development and the nature of the GTD in general and the data collection efforts made by the STATA until today. Finally, this study provides a sketchy of the nature of the GTD data by showing the descriptive statistical analyses and time-series analyses result illustrating distribution of the world terrorism events. The limitation, policy implications and contribution of this study discussed in this paper.

Review on Prior Evaluation for Terrorism Risk of High-rise Buildings (초고층건축물의 테러 위험도 사전평가에 관한 연구)

  • Today's high-rise buildings are increasing concern about the safety and evacuation of people related to the fire and threat from outside. Terrorism breaking out in high-rise buildings, a symbol of the national economy results in a number of casualties, economic loss, social fear and damage to national status. That's why high-rise building has also emerged as a target of major terrorist attacks, compared to other types of buildings. We have 54 high-rise buildings in 15 regions over the country. The Ministry of Land, Infrastructure and Transport and Seoul Metropolitan Government have offered the guidelines to prevent terrorist attacks toward high-rise buildings. Since the 9/11 terrorist attacks, the U.S. Federal Emergency Management Agency (FEMA) has developed and taken advantage of the Risk Management Manual Series. According to this manual, pre-assessment is conducted for the prevention of terrorism and particularly in FEMA 455, risk of the surrounding areas, vulnerability, possibility from terrorist attacks are checked. After the check, experts classify the risk of terrorist attacks toward the high-rise buildings and according to the risk classification, architects, security experts and structure engineers can carry out terrorism prevention program for high-rise buildings. The U.K. NaCTSO has also offered the terrorism prevention guidelines. Therefore, the Ministry of Land, Infrastructure and Transport and Seoul Metropolitan Government should make more concrete guidelines for high-rise buildings such as what U.S. FEMA and U.K. NaCTSO implement, including prior evaluation technique for terrorism risk.
