Purpose : When natural disaster occurs, the victims are evacuated to temporary shelters such as indoor gymnasiums or large space buildings until their homes are recovered. If someone in this temporary shelter is infected with an airborne infectious disease, it becomes easier for the disease to spread to the other people in the shelter than it would be under normal conditions. Therefore, temporary shelters need to provide not only water and food but also hygienic indoor conditions. Methods : In this study, the use of mechanical systems such as ultraviolet germicidal irradiation (UVGI) systems and air cleaners were simulated using numerical analysis to find out how these systems can control airborne infection in temporary shelters. An indoor gymnasium was selected as a temporary shelter for the numerical simulation model considering Korea's post-disaster response system. Influenza A virus was assumed as an airborne infectious disease and the diffusion of the virus was made by one person in the shelter. Results : The result of this study showed that the UVGI systems disinfected the virus more effectively than the air cleaners by creating a more stable airflow after the disinfection process. The air cleaners could remove the virus but since it created an unstable airflow in the temporary shelter, the virus was condensed to a certain area to show a higher virus concentration level than the source location. Implications : In the temporary shelter, it is necessary to use UVGI systems or air cleaners for hygienic indoor conditions.
The purpose of this study was to analyze the information about the disaster temporary shelter space planning guidance described in the U.S. shelter guidelines in terms of the habitability for disaster victims and to address the implications and potential impacts of its findings for the improvement of the shelter design standards and guidelines in Korea. The researchers reviewed four federal and non-governmental organization shelter field and design guidelines and attributes regarding the shelter space planning were classified in accordance with four habitability categories: Safety, Health, Convenience, and Comfort. Three major findings emerged from this study: 1)A total of 72 items about the shelter space planning were extracted from guidelines, and the majority of items are concerned with dormitory areas and sanitary spaces. Other items were about accessibility, children respite care area, signage, health service areas, food preparation and serving areas, parking and drop-off areas, registration and waiting areas, shelter manager and staff areas, lounge and storage areas, and household pets area. 2)Most of these items are strongly related to the convenience category(66.7%), followed by comfort(40.3%), safety(30.6%), and health(25.0%). 3)The habitability of the disaster temporary shelter can be established with considerations on the needs of disaster victims and vulnerable people, minimum occupancy space per person, separate sanitary spaces for the privacy, safe and convenient access routes to the shelter, and the provision of children areas for safety and comfort. The study findings will contribute to the development of the disaster shelter guidelines in Korea by suggesting shelter space planning indicators related to the habitability for the governmental and non-governmental organizations' immediate and systematic responses to the disaster.
Purpose: This study aims to explore the ways to improve the security of temporary shelters in case of nuclear power plant accidents. Method: In this study, we mainly rely on the case studies on previous nuclear power plant accidents-Chernobyl, Fukushima, and Three Mile Island (TMI) cases. Result: The current radiation emergency response plans for nuclear power plant accidents center around the evacuation procedure. As a result, the concept of "shelter in place" has been understood as a means of assisting resident evacuation. However, based on the case studies, we find that encouraging shelter in place, rather than simply emphasizing evacuation, would help minimize unnecessary casualties, especially in case of the accidents rated greater than or equal to INES 5. To facilitate better shelter in place, we recommend utilize apartments as temporary shelters and suggest some possible improvements to ensure those apartments could be equipped with technologies for high radiation protection. Conclusion: To ensure better shelter in place, we recommend using apartments as temporary shelters, and we seek to supplement the function of apartments by using shielding, positive pressure, and sealing technologies.
The study aims to identify the existing problems and suggests the implication for the planning of emergency shelter in terms of users' habitability. The results of the study show that the concept of shelters for disaster victims need to set up and be distinctively defined as emergency phase and temporary residency phase. In emergency phase, the various types of buildings and facilities should be considered as temporary shelters for disaster victims such as transitional shelters including the public facilities. Based on the results of the critical review, this research proposed an analytic framework emphasizing habitability for disaster victims including vulnerable people such as the disabled, the aged, women and children. The framework is composed of four dimensions: safety, health, convenience and comfortability. The manual guidelines for emergency shelters should reflect the barrier-free design or universal design for various types of disaster victims considering habitability to provide the positive opportunity and future hope for restoration after disaster. This research can be a basis for the planning and application of temporary shelters for disaster victims.
Development of temporary housing for victims whose house damaged is required. In this study is to plan temporary house space 'Mobile Energy Shelter House ; MeSH' that can be inhabited for a long time. And measure the indoor Environmental performance. 'Mobile Energy Shelter House : MeSH' was made by reflecting Passive Design, Universal Design. Also, thermal insulation that meets the 'Korea standard insulation' for use low energy. Winter season, measuring temperature, humidity, air velocity and radiation temperature when floor heating that temperature controllers ware installed is used. Confirmed the data for the 8:00pm to 8:00am because evening hours are expected as residents live. Average outdoor temperature was $-11.3^{\circ}C$ and Indoor temperature was from $16.09^{\circ}C$ to $20.63^{\circ}C$. Calculated the TDRi of the window surface for checked condensation risk. TDRi value was 0.185. Furthermore, PMV value was -0.08 to -0.85. It was satisfied to ISO comfort criterion ranged.
Most of the disaster relief items provided to sufferers and temporary evacuees that are supposed to be victims in Korea are not suitable for the shelter environment of temporary housing facilities, and are not satisfactory because they do not have the functions, proper size and types. The purpose of this study is to analyze the user needs of emergency rescue relief items by presenting problems about the use environment and to develop the variable air mattresses which are based on disaster prevention design. In order to secure objectivity such as usability, convenience, and durability, research data are limited. However, the difficulty of mass spreading of conventional fiber mat and the functional disadvantages of foam plastic mat are solved by adopting variable air mattresses. The variable air mattresses are expected to help rehabilitate people by helping victims of physical tiredness, illness worsening, poor sleep, and life instability that can happen during long-term shelter life.
Caused by the Cheonanham attack and the Yeonpyeongdo bombardment occurred a few years ago, and the recent North Korea's nuclear test, the war crisis between South and North Korea has been increasing. Accordingly, an interest in obtaining a temporary residential space, for the case of the outbreak of war, where people can reside safely over a period of time has been escalating. However, in the disaster relief planning guidelines of the National Emergency Management Agency, the standards on the temporary residential spaces in preparation for storm and flood or earthquake are included, but the standards on the ones in responding to war are not yet equipped. In particular, the standards on the underground temporary residential spaces that can accommodate massive victims should be developed in preparation. In this study, through a requirements analysis based on the survey of war victims and a comparative analysis between disaster-related laws and regulations, the direction of relevant system improvement for the utilization of temporary residential spaces in responding to war is established.

The purpose of this study is to analyze the efficiency of Korean child welfare facilities using the DEA analysis method and to present policies. The input variables for the analysis of this data were the number of employees, the number of facilities, and the number of gardens, and the output variables were the current sources. The results of the study are as follows. As a result of CCR analysis, inefficient facilities were found to be temporary protection facilities and comprehensive facilities. As a result of BCC analysis, inefficient facilities were identified as temporary protection facilities. As a result of SE analysis, inefficient facilities were found to be temporary protection facilities. The suggestion is as follows. First, adjustment of the capacity of temporary protection facilities is required. Second, it is necessary to strengthen the professionalism of workers in child welfare facilities. Third, strengthen the expertise of the child welfare facility manager.

This paper proposes a design plan of short-term temporary housing for the victims by disaster. Also construction workability and residential environment evaluated by mock-up. In particular, in the event of a disaster, victims have lived the auditorium or gymnasium of the nearby school which is an emergency shelter. However, there was a problem of livability. Therefore, it is the purpose of study to provide temporary housing that resides within 30 days. For this purpose, a composite panel with light weight and insulation select to produce mock-up. The mock-up complete in about an hour. This is because it is made only of the composite panels. The composite panels confirm to be easy to load and construct. And mock-up evaluates insulation and waterproofing performance in the laboratory. As a result, Mock-up has insulation and waterproofing performance. This suggests an alternative to short -term temporary housing.

This study aims to lay the foundations for domestic welfare through solving domestic problems. The major results of this study were as follows: First, there are many domestic violence facilities, but their poor financial condition and lack of human resources make it difficult to meet all need of shelter users. Second, people who use domestic violence shelters can't receive proper care and they go back to their homes in which violence still remains. It is like a vicious cycle making their situation worse and worse. Third, counseling given to abused women in shelters is arranged individually or in groups, but there are not enough programs providing proper care for them. On the basis of the realities mentioned above, this study was intended to pave the way to work out the improvement programs as follows: First, it is critical that the financial support from the government should be increased. Second, it is necessary to improve the training of personnel concerned with the handling of domestic violence cases. Third, it is important to make sure that children of abused women should be taken care of safely, and temporary jobs for the women should be secured. This will allow domestic violence shelters to serve their true purpose. Lastly, more adequate counseling services such as more instrumental 1366 phone lines, the development of various programs and the follow-up counseling should be reinforced.
