To investigate statistics of flamelet in a turbulent premixed flame and to obtain components of their burning velocities in a vertical plane above a pipe-flow burner, the local motion of flamelets with respect to gas are measured by specially arranged diagnostics, composed of an electrostatic probe with four identical sensors and a two-color four-beam LDV system. With this technique, the three-dimensional local flame-front-velocity vector is measured by the electrostatic probe for the first time, and simultaneously the axial and radial components of the local gas-velocity vector in a vertical plane above the vertically oriented burner are measured by the LDV system. Two components of burning velocities of planar flamelets can be obtained from these results and are found to be distributed over different directions and to range in magnitude from nearly zero to a few times the planar, unstrained adiabatic laminar burning velocity measured in the unburnt gas. It may be concluded from these results that turbulence exerts measurable influences on flamelets and causes at least some of them to exhibit increased burning velocity.

The ecosystem of the Library has been radically changing in the advent of ubiquitous information service technology. We are already aware of the digital library due to popularizing digital information resources and we are impressed with Library 2.0 and Social Semantic Digital Library of user-centered, service-oriented library. We summarize the ultimate goal of the evolution of library systems as knowledge services and propose a logical model of library system for the realization of knowledge services. This local model can be applied for a library framework to harmonize the diverse knowledge resources, active users with participation and collaboration, the innovation of library business and ubiquitous information service technologies to achieve the missions of library in knowledge-intensive society.

The study aims to assess the impact of foreign direct investment (FDI) and international trade (export and import) on Vietnam's economic growth for the 2000-2018 period. Secondary data is taken from the General Statistics Office of Vietnam. Ordinary least-square method is used in analyzing the impact of FDI, export and import on economic growth of Vietnam. Empirical test results show that FDI and international trade are related to Vietnam's economic growth. However, each economic variable has a different impact. FDI has a positive and statistically significant influence on economic growth of Vietnam. Export also has positive and statistically significant impact to the economic growth, while import has a negative but not statistically significant effect. The result is useful for the policy makers of Vietnam on foreign economic relations. In order to improve the effect of FDI and international trade on growth of the economy, the government of Vietnam should: (1) continue applying preferential policies to attract FDI; (2) select foreign investors aiming to quality, efficiency, high technology and environmental protection; (3) continue pursuing export-oriented policy; (4) enhance the added value of exported goods and control the type of imported goods; (5) further liberalize trade through signing and implementation of international trade commitments.

In this paper, broadband wireless smart city network coverage was implemented targeting a city (Wonju) using the wireless mesh network. Through this, we could provide wireless network that can easily add network and be repaired easily and have high economic effect. In order to implement broadband wireless smart city network coverage, wireless mesh network has been designed through pre-survey of the region and appropriate selecting of equipment. In addition, the designed network is examined, evaluated and compared with existing network though simulation. The aim of this paper is to prove high cost saving effect of wireless mesh network and its superior performance and to suggest future oriented integrated network of Green IT though research.

This study examined the main concepts of SOA and Web Services, and conducted technical analysis of major Web Services protocols such as SOAP, REST, SRW/U, and OAI-PMH that realize SOA, and suggested examples of SOAP and REST based Web Services establishments in foreign and domestic libraries respectively. In addition, it introduced application examples of Library 2.0 using Web 2.0 technology in foreign and domestic libraries and suggested how to apply SOA based Web Services protocol in Library 2.0. Finally, it proposed how to put Library 2.0 into practice applying meta-searching system integrating library OPAC, online bookstores, web portal sites and library union catalogs using REST based Open API.

According evolution of computer technology, computers execute complex and several tasks. Because of the complexity of program and restriction of programming language, applications are implemented using one more programming language. But it is no general methodology for using several languages and implementing it. This paper classified usages of programming language integration and methodology for implements programming languages integration through HLID(Heterogeneous Language Integration Degree) for solving above problem. And using HLID, it designed and implemented Java Preprocessor that improvement JNI-current implementation for integration between object-oriented language Java and procedural language C.

According as information-oriented society is propelled, development of various information security systems is achieved, and introduction of information security system is increasing for service offer securing from nation and public institution. In particular, government information system is increasing interest about security assessment service of government information system because verification about security is weighed first of all. Accordingly, study about various security assessment services is preceded in domestic and overseas. In this paper, analyze security assessment service of Britain and Canada, and we proposed about pre-qualification introduction plan of government information system that can offer user of nation and public institution reliability.

Korea has achieved the current economy growth based on the industrial structure which was focused on large companies. However, small businesses can be of great importance in the national economy and also the information for small businesses can promote improvement in productivity and reinforcement of the capability at a time. Currently the national policy for strengthening information capabilities of small businesses is being confronted with various difficulties including a decrease in a national budget. In this paper I will examine the present policy related to the information for small businesses and draw several issues of it. Based on them, finally I will suggest a new policy direction with three categories, which are diversification of the consumer-directed support policy, efficiency of the performance-oriented support policy and long-term dynamic force for growth.

The Korean Health Insurance (KHI) has been introduced since 1977 and it took only 12 years that KHI had accomplished the total coverage of Korean population. The remarkable success of KHI can be compared with other OECD countries which had taken some 30 years to over 100 years to establish the total coverage of the population. Life expectancy at birth and the infant mortality rate in Korea in 2005 both surpassed the average figures of the OECD countries, The main reason for the success of KHI can be delineated with the three characteristics in KHI development; low premiums, low benefits, and low fee-schedule charges. However, these three characteristics of KHI, which had been the key for the rapid development of the system, have become terrible disadvantages for the stable development of KHI. The dissatisfaction and discontent of health care providers are ever increasing. The population is reluctant to pay more premiums though it seems essential for the better care coverage. The health care system has been heavily distorted toward high technology-oriented expensive care. There should be several factors seriously tackled for the secure development of KHI in the future. This paper will review a brief history of KHI development, and I would like to make a suggestion of health insurance for children.

Nowadays, as the importance of SOA-based software is recognized, the market of SOA-based software is getting bigger. In response to this, the requirements about high reliability and quality SOA-based software is getting increased. In this paper, we clearly suggested the evaluation method by giving a specific evaluation example to evaluate the functionality quality of SOA-based software. We expect that this study can raise the objectivity and the utilization by inducing the functionality quality improvement of SOA-based software and developing the strategic technology accepting the international standard.
