Technological adaption and innovative activities foster small and medium enterprises (SMEs) growth, especially women-owned SMEs in Pakistan, However, the impact of technological adaption and innovative activities on SMEs growth in the context of Pakistan has been examined by very researchers. This study aims to identify the effect of technology and open innovation policies on the growth of women-owned SMEs and the present trends and management challenges for successful full implementation of open innovation. The study considered a sample of 693 women enterprises located in different cities in Pakistan. Open innovation is measured through eight innovative practices, reflecting the exploration and exploitation of technology in SMEs. Study findings revealed that women enterprises were involved in several open innovation policies during the last five years. Moreover, the study indicated no significant differences between manufacturing and service SMEs regarding open innovation practices; however, women enterprises are more impressively engaged in open innovation practices. Findings also reveal that women-owned SMEs follow open innovation, mainly for market-related intentions, to compete with competitors and meet customers' demands. Thus, it is suggested that government policy relating to thriving SMEs owned by women should be innovation-oriented. The study contributes to the theoretical and practical implications. Further, the study is helpful for SMEs, researchers, practitioners, and decision-makers.
In this study, the effectiveness of the innovative company certification system, which is one of the important means of the SME innovation promotion policies, was examined in terms of technological innovation activity and performance. To this end, we used the results of 'SME Technology Statistical Survey' conducted by the Small and Medium Business Administration and the Korea Federation of Small and Medium Business in 2013~2015 to compare the innovative SMEs that have received the certifications such as Venture Certification, Innobiz Certification, and Mainbiz Certification with the general SMEs that did not. As a result, it was found that the innovative SMEs have comparative advantage in many detailed indicators related to the technological innovation activity and performance. However, the ratio of external use of R&D expenditure, the number of technology development attempts and the number of successes were not different according to the survey year, so it is necessary to strengthen the follow-up management of the system. On the other hand, the proportion of self-procurement R&D expenditure of the general SMEs was significantly higher than that of the innovative SMEs in all three-year surveys. Therefore, it is necessary to regulate the government funding for the innovative SMEs to be used as a complementary material, not as a substitute for their own R&D investment. In addition, the technological innovation activity and performance of a company were more influenced by the size of the company and the participating industry rather than by the certification, so it is necessary to consider it when establishing the technology innovation promotion policies.
In this paper, we study empirically the relations between financial constraints and dividend adjustment speed of innovative small and medium sized enterprises (SMEs) listed on Kosdaq Market of Korea Exchange. The main results of this study can be summarized as follows. Determinants suggested by the major theories of dividends, namely, residual dividend theory, dividend signaling theory, agency theory, catering theory, and transactions cost theory explain significantly the dividend payout policy of Kosdaq SMEs. Lintner's dividend adjustment model indicates that Kosdaq SMEs have long run target payout ratio, and that Kosdaq SMEs adjust partially the gap between actual and target payout ratio each year. In the core variables of Lintner (1956) dividend adjustment model, past DPS has more effect than current EPS. These results suggest that Kosdaq SMEs maintain stable dividend policy which maintain past DPS level without corporate special reasons. Dividend adjustment speed of innovative Kosdaq SMEs is more fast than that of uninnovative Kosdaq SMEs, and dividend adjustment speed of financial unconstrained innovative Kosdaq SMEs is faster than that of financial constrained innovative Kosdaq SMEs. Futhermore, dividend adjustment speed of innovative Kosdaq SMEs classified by Small and Medium Business Administration is faster than that of unclassified innovative Kosdaq SMEs. The former is linked with financial policies and services like credit guaranteed service, venture investment fund, insurance program, and so on. In conclusion, past DPS and current EPS suggested by the Lintner's dividend adjustment model explain mainly dividend adjustment speed, and financial constraints explain also partially. Therefore, if managers of innovative Kosdaq SMEs can properly understand of the effects of financial constraints on dividend smoothing, they can maintain constantly dividend policy. This is encouraging result for Korea government as it has implemented many policies to commit to innovative Kosdaq SMEs.
Despite the tremendous efforts to boost them, domestic SMEs lack competitive power and it intensifies bipolarization between the conglomerates and SMEs. Furthermore, degree of industry-academy collaboration still falls far behind of that of developed countries even with government' s various policies and continuous increase in investment to strengthen the SMEs' technology innovation capability. Although many internal factors are suggested to affect technological performance, focus of existing studies has been restricted to immediate impact of industry-academy collaboration on technology innovation and it is not known how internal factors are related. This research conducts empirical analysis on the impact of industry-academy collaborations and absorptive capacity on technological performance in Korean SMEs. Sample frame is SMEs with more than five employees located in the nation wide industrial complex and 1,077 questionnaires are collected with the help of Korea Industrial Complex Corporations. 940 sample data excluding those with insufficient response are used in analysis. Multiple regression analysis revealed that the industry-academy collaborations and innovative HRM system, on important dimension of absorptive capacity, are positively correlated to technological performance. Furthermore, there exists a positive interaction effect between industry-academy collaborations and innovative HRM system. These findings make contributions to the formation of SME innovation policy and management. When funding industry-academy collaborations, government should consider SMEs' internal effort for innovation, that is, the possession of innovative HRM system, as well as firm's technology capability. Also, as technological performance cannot be achieved simply with R&D investment, both quantitative and qualitative assessment of SMEs' technological capability should be done to evaluate the candidate SMEs. As for management, it is important for SMEs with limited internal resources and capabilities to fully employ external resources to achieve higher technological performance. The development of innovative HRM system will be particularly helpful not only for internal R&D, but also for adoption of technology and knowledge from outside.

To achieve the age of 30,000 dollars GNP, The business with speed will hold a more crucial point than the business with scale, and the mass consumption market will be transformed and changed into the niche market. Moreover, it will not be easy for the company without the peculiar and creative technology to survive in the severe competition. Under these circumstances, The innovative company which knows how to use this new paradigm will select the better position in the changing market. Innovation type SMEs are contributing in maintaining the international competitiveness of domestic economy by serving high-tech and the promotion of employment. Also, Innovation type SMEs have the most important economic leverage in our domestic economy. It's a source of the growth in domestic economy. Therefore, A lot of countries have been trying to support innovation type SMEs (with a small capital and high-tech). And many countries also try to protect and promote the innovation type SMEs. Especially the Korean government is also promoting innovation type SMEs in many ways, because the future of innovation type SMEs are not bright. This study explored the three innovative SEMs and studied 1) entrepreneur characteristics, 2) the industry environment, 3) competitive strategies, and 4) resources and capabilities of organization, which have been considered as the success factors for entrepreneurial firms. This study also holds that the characteristics of entrepreneurs is one of the most important factor to impact the success of innovative SMEs. Most of entrepreneurs have started their business with high education career and field experiences and have high intentions in developing new/high techonologies, challenging spirits, and clear vision and goals. The innovative SMEs with small kinds of products and services, narrow market, and small resources are more sensitively impacted by the environment especially. But the SMEs which entered into market early could have the comparative excellencies in their market to survive and grow in the future. They also have competitive advantages in the market using differentiation strategies by technology innovation. Technology innovation and differention strategies are one of the success factors in SMEs, They entered into the niche market using this weapons. The capabilities of changing organization to their changing environment, the open orgarnization culture, the continuous employment education, and the building the organic organization are also success factors of innovative SMEs. The SMEs with the simple organization structure can make fast decisions and operate with the autonomous and flexible ways. These only three cases will not shown successful factors of over 12,000 Innovation type SMEs in Korea and this study of Innovation type SMEs is insufficient from all aspects. But this study have many implications for the future research and the entrepreneurs ready for their business.
This study is to suggest the government's support direction for the small and medium sized enterprises (SMEs) by examining the relations among technology level, innovation factors, entrepreneur's characteristics, and start-up reasons. The management bottlenecks and the necessary fields of government's support are also investigated across the company's growth stages. Empirical analysis was conducted based on the 318 Korean SMEs' data receiving the Venture and/or Inno-biz certification. Results show that managing difficulties of the company have typical pattern according to the stage of growth. The characteristics of an entrepreneur such as age, education background and past experience affect the early stage of starting business. We also found that the technology level is closely connected with operational innovation activities and circumstances, entrepreneur's characteristics, start-up motives, and technological innovation activities.
The main objective of this study is to identify and analyze the factors affecting technology innovation of the innovative IT SMEs. A research model is established based on the previous studies on the technology innovation of SMEs. The model consists of independent variables (Adhocracy culture, R&D capability, IT capability, Leadership, and Appraisal & Reward), an intermediate variable (Knowledge management), and dependent variables (product/service innovation and process innovation). Major research results can be summarized as follows: IT SMEs pursuing technology innovation should: (1) pay attention to innovation oriented culture, IT capability, and evaluation & compensation systems of the company; (2) recognize that knowledge management is an essential activity performed by the company; (3) strengthen the R&D capabilities of the company by not only exerting internal efforts but establishing cooperative network with various parties; and (4) resolve the decoupling problem of the evaluation & compensation system.

This study analyzed the policy dilemma for ICT SMEs venture companies that changed after COVID-19 based on the results of the cognitive map analysis for ICT SMEs venture policies. First, as a result of analyzing the cognitive map of ICT SMEs venture companies that have changed since COVID-19, ICT venture companies are expanding support for ICT venture companies due to the threat of COVID-19. However, in order to convert COVID-19 into an opportunity factor, it also shows a policy direction to achieve innovative growth by creating a new market through non-face-to-face industry revitalization based on digital transformation (digital new deal). As a result of the study, the policy measures of supporting DNA-centered convergence innovation technology, digital transformation (digital new deal), fostering ICT startups (K-Global project), and expanding support for ICT SMEs did not have a policy dilemma. However, although many support has been expanded for ICT SMEs due to COVID-19, it is difficult to find and foster ICT start-up companies, and globalization problems are occurring due to the decrease in exports to COVID-19, making it difficult to create new markets. There is a negative (-) perception of causality that ICT SMEs venture companies may face risks as jobs decrease and innovative growth cannot be led to the revitalization of the non-face-to-face industry. Therefore, it was found that both the flow of causal relationship between the expansion of support for ICT SMEs and the high growth of ICT SMEs is not + and has a policy dilemma in part.
Public procurement for innovation is used as one of the major policy tools to stimulate innovation and promote growth of small and medium-sized enterprises (SMEs) in Korea. However, it is evaluated that this policy has not been so effective in promoting technological innovation among SMEs largely because it heavily depends on price competitiveness of SMEs products and services. In order to draw some policy implications, this study examines the PPI policies of selected countries as comparative references and conducts an empirical analysis on Korean Public Procurement Services (PPS) data for identifying challenges of the current policy in Korea. We conclude that in order to enhance technological innovations of SMEs, PPI policy in Korea should 1) focus more on the potential competitiveness of SMEs, 2) enlarge public demands especially on R&D services, 3) encourage private sector participation in the public procurement market, 4) improve the assessment criteria for public procurement market registration, and 5) restructure the responsible organizations.
Technological competitiveness of SMEs is an important factor of the country's industrial competitiveness. And technological competitiveness of SMEs in South Korea has been a long-term congestion. Through the study, we analyzed the correlation between SMEs technical support policy and technological competitiveness. As a result, the technological competitiveness of SMEs is positively related to R&D policy of funding, taxation and infrastructure. And on the other hand, R&D support policy positively effected the technological competitiveness of subcontractors, 5~49 people of small enterprises and innovation SMEs. We suggest that technology fund should be increased by expanding policy funds, investments and loans. Also, allocation of strategic R&D resources and supportive researching staffs are needed to strengthen high-growth innovative SMEs.
