SMEs need a strategy to respond to rapid changes in the global business environment of the Fourth Industrial Revolution. In order to overcome such a business environment, SMEs must concentrate on the core competency. Because of the structural characteristics of SMEs, government support is very important, as it is difficult for SMEs to carry out the entire supply chain role. The support of GRIs is very important for ensuring competitiveness through technological innovation of SMEs. Recently, the construction of SMEs network for business expansion is demanded. SMEs can form networks to induce synergistic effects. In order to secure the competitiveness of SMEs by utilizing the advantages of mutually cooperating networks, the necessity of cooperation of SMEs is increasing. The government has proposed various support programs to support network cooperation. In this research, in order to derive an effective strategy of the SME support program, we analyzed the difference in necessity and satisfaction of the GRIs support program. We analyze the differences between government policies and perceptions for SMEs and to derive strategies for supporting SMEs in a systematic approach for the development of SMEs. In a situation where research to revitalize SMEs is insufficient, in consideration of the market demand of SMEs, we grasp the problems of the current system and try to guide improvement strategies. Also, we suggest policies that can derive and utilize support strategies for SMEs. From a long-term perspective, research related SMEs must be conducted and a sustainable support program for SMEs must be developed.

Despite the fact that Daejeon has excellent technology infrastructures such as government-funded research institutes, Daedeok Innopolis, and KAIST, the infrastructure for initial investment and growth support for technological start-ups is not sufficient. In particular, the amount of venture capital supply in Daejeon is relatively low compared to other innovation infrastructures. The purpose of this study is to suggest the implications of the venture capital ecosystem in Daejeon area through the analysis of what evolution process has been undergoing and what improvements and complementary points are needed in the future. First, the role of public finance system should be strengthened in order to stimulate angel investment and private capital inflows to start-up companies. Second, in order to cultivate investment professionals in the region, it is necessary to grant local funds to local institutions, and to run investment expert training courses in universities. Third, cooperation between related agencies is needed to add accelerator functions to existing incubators and to foster new accelerators. Fourth, in order to expand the role of local governments, it is necessary to establish funds, to open innovation mindset of public officials, and to communicate effectively with the central government. Fifth, basic venture ecosystem infrastructures such as inflow of excellent manpower, prevention of technology deception, improvement of rechallenge environment should be expanded. Sixth, it is necessary to reorganize the step-by-step start-up financing policy of 'Establishment - Growth - Exit - Rechallenge'. This study is meaningful in that it has grasped the current status of venture start-up financial ecosystem in Daejeon, which is changing rapidly. In particular, it is different in that it identifies financial difficulties venture companies in Daejeon and finds ways to utilize existing financial ecosystem efficiently.
In the face of revolutionary changes in industry, the relationship between labor and income needs to be reconceptualized in the period of social revolution. The absolute decrease in labor due to the absence of labor is caused by automation, smartization, AI, robot labor, etc., which we must accept whether we want to or not. However, while gross social product and capital of the state or society increase, individual income is likely to decrease. During this transformation period, the state or politics must prepare for the problems caused by the decline in individual income. Until now, there have been various levels of discussion on social welfare or social security from the perspective of welfare or assistance. Attempts or studies at the experimental level have been conducted at the level of many countries or local governments and have found positive and negative effects. There is no basic income system that is widely implemented at the national level, and various discussions are taking place from a future-oriented perspective. Therefore, I propose to look at it from a new perspective based on the perspective so far. We explored that it is part of a positive approach to examine the importance and necessity of basic income in terms of working hours, quality of labor, income, quality of life, value of spare time, and work-life balance. The goal is to actively accept the absolute lack of working hours, replacement of mechanical labor, and polarization due to changes in the industry paradigm, and to look at the problems that come from a positive perspective. If we are going to accept it anyway, we should not look at these issues as short-sighted, but prepare them preemptively and establish a primitive plan from a long-term and overall perspective. Smartphones have changed the world over the past decade and have been lost, but wouldn't there be a lot of new discoveries? Shouldn't we think of it as a great opportunity to improve the quality of life through technological changes?

It is the Third Italy's industrial districts that is emerging as effective strategies for regional economic development since 1970' s. Compared with mass production system, it's production system is characterized the cooperative networks of a number of enterprise specialized in specific sector or process. This work will analysis the course of growth and industrial characteristics of Modena engineering industrial district and Mirandola bio-industrial district as the exemplary industrial district, so elucidate new principle of building industrial space named development of industrial districts. This work point out three characteristics which these industrial districts have. First, these districts have the production system based vertical dis-integration and specialization among enterprise like general industrial districts in Third Italy. This factor make Modena and Mirandola's production system coupled with specialized enterprise in coping with various demand of consumer. Second, technological innovation is very important factor in growing industrial districts. This factor contributes these two districts to have developed as the competitive industrial clusters in the world. Last point is the difference of local governance by the two city governments. Modena city government has made a lot of industrial spaces but in Mirandola the leading enterprise has contributed to shape the industrial district.

Recently, product design innovation to improve user experience has been perceived as a core element of enterprise competitiveness due to the fierce market competition and decrease of the technological gap between companies, but there is insufficient services to support the product experience evaluation of small and medium-sized companies (SMCs). The aim of this study is to develop a web-based product user experience evaluation and certification system supporting product design practices for SMCs. For system interface design, we conducted systematic functional requirement elicitation methods such as user survey, workflow analysis, user task definition, and function definition. Then main functions, information structure, navigation method, and detailed graphic user interfaces were developed with consideration of user interactions and requirements. In particular, it provides the databases for evaluation efficiency to support the evaluation process above a certain level of performance and efficiency, and knowledge databases to utilize in the evaluation and product design improvement. With help of the developed service platform, It is expected that the service platform would enhance SMCs' product development capability with regard to the user experience evaluation by connecting the consulting firms with SMCs.

Korea has risen to one of the most newly industrialized countries boasting its consecutive successful economic growth. The economic growth brought the Korean people more money and free time. Koreans all want to spend more time on leisure activities and travels. In this "mass Tour Age", because of its diverse functions and excellent facilities, resort condominium has been got much more attention. Instead of analyzing whole condominium operations, we put more emphasis on the room reservation system for the efficiency of operation. The purpose of this study is to identify the problems of current condominium operations and to suggest innovative new solutions. To accomplish the purpose, we analyzed the current room reservation system of condominiums in Korea. After reviewing the current reservation system, we provide a couple of suggestions. In order to improve reservation process, future demands should be forecasted as accurately as possible, or be based on everything from sophisticated technological system. I wish this study can help innovate the current reservation problems of the resort condominium industry for continuous improvements of the industry.

The advancement of Information and Communication Technology (ICT) is accelerating innovation across society, and the defense sector is no exception as it adopts technologies aligned with the Fourth Industrial Revolution. In particular, the Army is making efforts to establish an advanced Army TIGER 4.0 system, aiming to create highly intelligent and interconnected mobile units. To achieve this, the Army is integrating cutting-edge scientific and technological advancements from the Fourth Industrial Revolution to enhance mobility, networking, and intelligence. However, the existing addressing system, IPv4, has limitations in meeting the exponentially increasing demands for network IP addresses. Consequently, the military considers IPv6 address allocation as an essential process to ensure efficient network management and address space provisioning. This study proposes an approach for IPv6 address allocation for the future military, considering the Army TIGER system. The proposal outlines how the application networks of the Army can be differentiated, and IP addresses can be allocated to future unit structures of the Army, Navy, and Air Force, from the Ministry of National Defense and the Joint Chiefs of Staff. Through this approach, the Army's advanced ground combat system, Army TIGER 4.0, is expected to operate more efficiently in network environments, enhancing overall information exchange and mobility for the future military.

The purpose of this study is to research the countermeasures and expected effects through the use of drones in the field of disaster prevention as a drone-based smart quarantine performance method. The environmental, market, and technological approaches to the review of the current quarantine performance task and its countermeasures are as follows. First, in terms of the environment, the effectiveness of the quarantine performance business using drone-based control is to broaden the utilization of forest, bird flu, livestock, facility areas, mosquito larvae, pests, and to simplify and provide various effective prevention systems such as AI and cholera. Second, in terms of market, the standardization of livestock and livestock quarantine laws and regulations according to the use of disinfection and quarantine missions using domestic standardized drones through the introduction of new technologies in the quarantine method, shared growth of related industries and discovery of new markets, and animal disease prevention It brings about the effect of annual budget savings. Third, the technical aspects are (1) on-site application of disinfection and prevention using multi-drone, a new form of animal disease prevention, (2) innovation in the drone industry software field, and (3) diversification of the industry with an integrated drone control / control system applicable to various markets. One of the most lasting and influential projects for radical reform of Korean universities is a discourse on networking national and public universities. The discourse, proposed with a level equalization of universities as its ideological basis has raised various discussions and suggestions in the past 20 years. It was proposed as a fundamental solution to the 'disastrous' hierarchical structure of universities and 'hellish' entrance exam competition. This paper aims at reexamining the efficacy of its ideological proposition and its practicability at the present time in reference to such foreign cases, which have worked as model cases for this discourse: the reformation of the University of Paris and the California master plan for higher education in the 1960s. The two different contexts, however, should be considered in applying the cases to Korean university reform. 1) The foreign cases of united universities were formed 'naturally' in the expanding phases of higher education while the Korean project pursued 'artificially' in the midst of reconstructing process. 2) The foreign cases had an overall influence on education in general as most of the universities in those countries were public or national, while the effect of Korean project will be very limited as most of the university students attend private universities. Besides those differences, the new situations surrounding universities such as globalized competitiveness and technological innovation is making the idea of standardization of universities obsolete. Korean university reform should not be centered on the integration of universities but on their characterization and enhance the specific strengths of each group of universities.
