Because of global warming, the new environment energy policy was already announced. The role of Green-railways is increasing in the field of railway. The government announced a policy direction of science & technology basic plan. The field of railway transportation proposed various railway transportation policy and plans. In this paper, I presented technical trend analysis for railway policy and railway operation field. Technical trend analysis at home and overseas are classified into railway industry technology, railway transportation system technology, railway operation efficiency technology, railway logistics technology.

Floating solar photovoltaic (hereinafter PV) power generation is emerging as a proper alternative to overcome various environmental limitations of existing offshore PV generation. However, more government-led policy design and technical and institutional development are still required. Based on the policy agenda setting theory and technological innovation theory, this study contains the research questions concerning the co-evolution of technology and the floating solar PV policy. This study primarily evaluates the technological and institutional development level of floating solar PV policy through a survey of domestic floating solar PV experts. Secondly, we also analyze the kind of policy agenda that should be set a priori. Analyzing the priorities to be considered, the first environmental enhancement needs to be considered from both the technical and institutional aspects. The second candidate task for the policy agenda is residents' conflict and improvement of regulations. Both candidate tasks need to be actively considered in the policy agenda from the institutional point of view. The third is publicity, profit sharing, follow-up monitoring, and cost. Among them, public relations and profit sharing are tasks that need to be considered in the policy agenda from the institutional point of view. On the other hand, the cost of follow-up monitoring should be considered as a policy agenda in terms of technology, system, and common aspects. Finally, there are technical standards. Likewise, technical standards need to be considered in the policy agenda in terms of both technical and institutional commonality.

The Korean government has provided various policy devices to boost technology transfers between academia and industry since the establishment of the Technology Transfer Promotion Act in 2000. Along with the enactment of the law, the Korean government mandated the establishment of a technology transfer office at national and public universities and encouraged technology transfer activities. Despite the quantitative expansion of technology transfer offices (TTOs), operational inefficiency was brought up. As a supplementary policy, the Korean government implemented a line of projects to support the labor and business expenses of leading TTOs. This research questions whether the project greatly affected the technical efficiency of TTOs. We analyze publicly available university panel data from 2007 to 2015 using a one-step stochastic frontier analysis. The results suggest that the program was marginally effective at shifting the technical efficiency distribution to the right on average, but it failed to maximize its impact by diversifying the policy means based on targets. The marginal effects of the program on technical efficiency differ according to the research capability and size of each school. We also compare technical efficiency against the licensing income at the start and end of the program. Technical efficiency increased for the leading TTOs, and both measures show improvements for unsupported TTOs. Our empirical results imply that diversifying the program for universities with different characteristics may have improved the effectiveness of the policy.

The purpose of this study is to present scientific and technical information management policy for efficient support for technical cooperation with Russia and China. Bearing this purpose in mind, the main function, of Korea's scientific and technical information managing organizations related to Russia and China and the status of information management were examined, then the realities of, and controversial points on, technical cooperation have been investigated and analyzed. On the basis of this, this paper tried to present measures concerning the establishment of scientific and technical information managing policy, the securing of budget, the enforcement of scientific and technical information managing operations and the promotion of a comprehensive organization for scientific and technical information management.

This study examines the approach of socio-technical systems and strategic niche management. It reviews the characteristics of that approach such as multi-level perspectives, the views on technology, and policy orientation. It applies the approach to the long-term vision making in science and technological innovation, socio-technical planning, participatory R&D, and science communication in Innovation policy areas and suggests some policy implications.

Today the regulation of socio-economic development has been the subject of active scientific debate. The modern paradigm of regulatory policy in foreign countries involves a change in the role and strategy of the state, which determines the relevance of this topic. The aim of the article is to study the current state of regulatory policy research. The article is based on a bibliographic analysis of the study of regulatory policy. The study is based on the data search functions of the Scopus platform. It uses a set of VOSviewer program, online visualization of keywords in the titles of scientific journals and citations of publications. The study led to the conclusion that the number of publications that directly study the nature and features of regulatory policy is insignificant, but constantly growing. In our opinion, further research should determine the essence of regulatory policy as a separate category, a description of its features and factors of formation. It is also necessary to develop a common concept that governments should be actively involved in ensuring the quality of regulation, rather than responding to the shortcomings of regulation, which is evolving into regulatory governance.

This paper presents theoretical discussions on socio-techical system transition, by shedding light on the STS context. With a rising attention paid by STI policy researchers, the socio-technical system perspective seems particularly promising in applying to the pursuit for the sustainable development. The normative strand in STI policy research has been strongly influenced by the STS tradition that emphasizes active and participatory roles not only of academian but also of science and technology. Throughout reviewing the development of the socio-technical system perspective, its theoretical components of environment, drivers and dynamics are discussed, often being linked to older perspectives. STI policy involves in socio-technical transition in a manner of transition management and governance, which is the final part of this paper.

Main target of fishing policy was enlargement of fishing catches in Korea after 1960s. This has caused sustainable decrease of the amount on the fisheries resource. In the result, fishing managements in Korea have suffered from aggravation of management. In this research, it is estimated the technical efficiency on Korean Off-shore Stow Nets Fishery that was made publication by Farrel in 1957. According to the analysis, Its were excessive to the gap of technical efficiency among Korean Off-shore Stow Nets Fishing boats. The gaps were excessive not only among each fishing managements but also by tonnage class and by region. Then we can recognize we need the change of Fishing Policy. That is, we should change for main target of fishing policy from enlargement of fishing catches to the policy of Price. And we should consider the supply of standard tonnage boats and specialization of fisheries by regions.

Korea has good mutual relations with Russia and China in many fields, not just in science and technology, but also in trade. That is, it stands on a point of time in which an epoch-making turning point for mutual interests could be realized depending on how to join Russia's high technology with Korea's industrial technology with capital, or how to connect Korean -Chinese mutual concern and each other's advanced technology. The purpose of this study is to present scientific and technical information management policy for efficient su n.0, pport for technical cooperation with Russia and China. Bearing this purpose in mind, the concept of technical cooperation along with scientific and technical information management policy was closely examined. The correlation between the progress of technology and the type of scientific and technical information was examined, while the flow of scientific and technical information accompanying technical cooperation was studied. The methodology adopted for this study includes document research, empirical analysis and fact-finding survey. For document research, the writer analyzed the contents of scientific and technical information managing operations and the types of information to be utilized in the course of technical cooperation by examining domestic and foreign documents on international technical cooperation. For empirical analysis, the contents of actual results of scientific and technical information managing operations for technical cooperation with Russia and China were put in order and analyzed, while contents of survey conducted by organizations related to these countries for technical cooperation were synthesized and examined for fact -finding survey.
