SWIFT has designed Trade Services Utility(TSU) to meet the new paradigm of electronic trade. The Trade Services Utility is a matching and workflow application that sits on the SWIFT network. The TSU is designed to help banks offer advanced supply chain services to their corporate customers who are involved in open account trading. Nowadays, the Bank payment obligation(BPO) can optionally be included in a baseline by mutual consent. The BPO is an irrevocable and conditional obligation of an obligor bank(buyers bank) to pay a specified amount to seller's bank according to an established baseline of a single TSU transaction. Therefore, SWIFT enables its customers to automate and standardise financial transactions, thereby lowering costs, reducing operational risk and eliminating inefficiencies from their operations. Whereas, Banks can use the core functionality of the Trade Services Utility to offer competitive services that complement existing services. But SWIFT need to come up with the measures of activating the TSU BPO. So, this paper is to introduce TSU BPO and check the measures for the activation of the TSU BPO under the electronic trade environment.

본 연구는 SWIFTNet TSU 선행연구의 고찰과 함께 지원업무의 내용을 살펴본 후, 이를 토대로 전자무역에 활용하기 위한 전략점 시사점을 분석하였으며 그 결과 얻어진 내용은 다음과 같다. 첫째, SWIFTNet TSU BPO의 거래를 개시할 때에 은행과 수입업자가 교환한 거래약정서에서 은행의 채권보전에 관한 규정을 설정하는 조치가 필요하다. 아울러 송금방식의 결제보다 비용은 더 들어가지만 SWIFTNet TSU BPO는 수출자에게 자금공여를 해주는 장점을 가지므로 수입자의 입장에서는 수출자와 매매계약을 할 때 제품 가격 인하의 주도권을 확보할 수 있다고 보았다. 둘째, SWIFTNet TSU BPO도 단일화된 공유기반의 플랫폼을 구축함으로써 보안성과 안정성 및 편리성을 갖추어야 한다. 이를 위하여 은행은 업무처리에 대한 서비스를 제공하기 위한 새로운 시스템을 구축할 필요가 있다. 나아가 SWIFTNet TSU BPO가 완전한 글로벌 시스템으로 완성되기 위해서 전세계의 무역거래자들이 만족할 수 있는 획기적인 결제 솔루션으로 거듭나야 하며 전자무역 결제시스템을 위한 기술적 표준화가 선결되어야 한다. 셋째, SWIFTNet TSU BPO를 은행결제와 다른 부가가치의 무역서비스 기능과 융합시키며 신속성, 외환결제 리스크 경감, 편리성, 비용절약 측면에서 우위성을 갖고 있으므로 여러 국가에서 더욱 편리하게 사용할 수 있도록 은행과 수출입업자, SWIFT의 협력 강화가 이루어져야 한다. 넷째, 무역유관기관들은 빠른 시일안에 은행지급확약통일규칙(URBPO)에 관한 지식의 습득이 요구되며 제도적으로 신속하게 확산될 수 있도록 글로벌 차원의 노력이 필요하다. 이와 함께 참여은행들에게는 거래 수수료에 대한 충분한 보상도 이루어져야 한다.

본 연구는 최근 전자무역의 대금결제에서 부각되고 있는 SWIFTNet TSU BPO를 탐색하기 위하여 먼저 SWIFT에서 진행되고 있는 SWIFTNet TSU BPO의 개관과 운영 메커니즘 검토를 통하여 업무 절차의 효율성 제고를 위한 진행 사항과 추이를 살펴보았고 아울러 기존 결제 업무의 분석과 함께 이를 위한 원활한 정보화의 개선 방향을 제시해 보았다. 이러한 분석 결과 얻어진 내용은 다음과 같다. 첫째, 은행지급보증통일규칙(URBPO)을 통한 지속적인 법적 보완이 이루어져야 하며 SWIFT와 은행은 무역거래당사자의 욕구를 충족시키기 위해 제도적 개선이 요구된다. 둘째, SWIFTNet TSU BPO도 보안성과 안정성 및 편리성을 갖추고 단일화된 공유기반의 플랫폼을 갖추어야한다. 즉 지속적인 시장의 변화에 발맞추어 전자결제의 국제적 환경에 부합하는 서비스를 개발해야 한다. 셋째, SWIFTNet TSU BPO가 전 세계의 수출입업자들이 만족할 수 있는 글로벌 결제 솔루션으로 거듭나기 위해서는 기술적 표준화가 선결되어야 한다. 이와 함께 은행은 여러 형태의 협력적 제휴를 강화하고 무역업체의 업무 시스템과 연결되어 운영 효율성을 높이는 방향으로 나아가야 할 것이다. 끝으로 향후 연구 과제는 본 연구에서 도출된 결과를 확장하여 더 다양하고 실효성 있는 환경변수를 살펴볼 수 있는 분석틀을 발전시켜야 하겠다.

The purpose of this study aims to the implications by the introduction of TSU/BPO system as a instrument of trade settlement. Jointly with financial messaging provider SWIFT, the ICC Banking Commission has developed the URBPO to take into account the legitimate expectations of all relevant sectors. Once the goods have been shipped, the seller's bank uploads the shipping and logistics data to the TSU to be checked against the baseline. URBPO is the first ever set of standards in supply chain finance that governs BPO transactions worldwide. BPO enables banks to reduce the risks associated with international trade to the benefit of both buyers and sellers. A BPO is an irrevocable undertaking given by an Obliger Bank to a Recipient Bank to pay a specified amount under the condition of a successful electronic matching of data or acceptance of mismatches. The BPO should be viewed as an exercise in collaboration between trading partners and their banks. Drawings upon global standards and incorporating the benefits offered by letters of credit, the new instrument has the potential to benefit all parties in a trade transaction-and bring trade settlement into the 21st century.

Over the past four years, as the COVID-19 pandemic has struck the world, cold chain of COVID-19 vaccination has become a hot topic. In order to overcome the pandemic situation, it is necessary to establish a cold chain that maintains a low-temperature environment below approximately 203K (-70℃), which is the appropriate storage temperature for vaccines, from vaccine suppliers to local hospitals. Usually, cryocoolers are used to maintain low temperatures, but it is difficult for small-scale local distribution to have cryocooler due to budget and power supply issues. Accordingly, in this paper, a cryogenic TSU (Thermal storage unit) system for vaccination cold chain is designed that can maintain low temperatures below -70℃C for a long time without using a cryocooler. The performance of the TSU system according to the energy storage material for using as TSU is experimentally evaluated. In the experiments, four types of cold storage materials were used: 20% DMSO aqueous solution, 30% DMSO aqueous solution, paraffin wax, and tofu. Prior to the experiment, the specific heat of the cold storage materials at low temperature were measured. Through this, the thermal diffusivity of the materials was calculated, and paraffin wax had the lowest value. As a result of the TSU system's low-temperature maintenance test, paraffin wax showed the best low-temperature maintenance performance. And it recorded a low-temperature maintenance time that was about 24% longer than other materials. As a result of analyzing the temperature trend by location within the TSU system, it was observed that heat intrusion from the outside was not well transmitted to the low temperature area due to the low thermal conductivity of paraffin wax. Therefore, in the TSU system for vaccine storage, it was experimentally verified that the lower the thermal diffusivity of the cold storage material, the better low temperature maintenance performance.

지금까지 전자결제 상용화 서비스를 제공하기 위한 다양한 시도는 있었으나, 실제로 상용화 서비스로 이용되고 있는 전자결제 모델은 거의 없고, 그 중에서 SWIFT의 TSU(Trade Service Utility) 만이 실현가능성이 가장 높은 것으로 평가받고 있다. 한국의 경우에는 전자무역촉진3개년사업을 통하여 e-L/C 유통관리시스템이 구축되었는데, 이는 세계 최초의 전자신용장서비스에 해당된다. SWIFT신용장을 전자신용장이라고 보는 견해가 몇몇 학자들에 의해 주장되고 있는데, 이는 신용장의 발행에서 통지에 이르기까지의 일련의 과정이 SWIFT 방식을 통해서 이루어지고 있는 현상에서 SWIFT를 통해 통지되는 신용장을 SWIFT신용장이라고 부르는 것에 지나지 않는다는 점에서 그릇된 견해라고 할 수 있다. 왜냐하면 완전한 전자신용장 시스템은 SWIFT망과 접속되어 유기적으로 연동될 수 있도록 되어야 할 뿐만 아니라 해외의 은행과 은행의 고객 간의 전자신용장 업무도 유기적으로 연결되어야만 가능한 것이기 때문이다. 본 논문의 연구 목적은 국내외 전자결제 관련 인프라 현황을 살펴보고, 향후 국제적으로 도입될 전자결제 인프라를 모색해봄으로써 우리나라 전자신용장 유통시스템의 구축과 상용화에 조금이나마 일조하고자 함이다.

CLA 이성체 mixture와 trans-10,cis-12 CLA는 살아있는 TSU-Prl 세포 수를 감소시키는 반면 LA와 cis-9,trans-11 CLA는 세포 수에 아무런 효과가 없었다. 세포 수를 감소시키는 CLA 이성체 mixture와 tran-10, cis-12 CLA는 apoptotic cell death를 유도하는 것을 관찰하였고, 특히 trans-10,cis-12 CLA는 Bcl-2/Bax 비율을 감소시켰다. Trans-10,cis-12 CLA에 의해 Bax와 Bcl-2 mRNA의 수준이 변하지 않았으므로 이 지방산에 의한 Bcl-2의 변화는 mRNA 전사 후에 일어나는 단계에서 일어난다고 결론지을 수 있다. 이로써 CLA에 의한 세포증식 억제는 부분적으로 TSU-Prl 세포의 apoptosis를 유도함으로서 이루어지는 것이라 할 수 있다.

This study is to find out the definition of the science of architecture which agree with the ideal of architecture form the roots of Lao-tsus Tao-te-ching. The science of architecture is that of which the architect wants to realise the ideal of architecture in the realities of life. Lao-tsu says that the roots of man and universe is nothing and doing of nothing. Nothing makes sense with constant-nothing and constant-existance, and is named with bright. And becomes the light. We can say that the definition of the science of architecture of nothing. And architecture of nothing is the foundation of the architecture for man. When the architecture of nothing for man agrees with the realities, the action becomes doing of nothing. And it is the very architecture of doing of nothing.
