대학에서의 TQM에 관한 연구 (A Study on TQM in College Education -The Models of TQM-)

  • Total Quality Management(TQM) in Higher Education Institution(HEI) has been popular since early 1980s. Implementation of TQM, however, has not been easy. The difficulties of the implementation is partially due to the lack of effective TQM models in HEIs. This paper proposed a new model based on PDCA cycle. The paper consists of four chapters. First chapter Introduces the status of TQM in HEIs and implementation problems. Second chapter delineates the models used in HEIs. In third chapter, a new model is suggested. Last chapter is the conclusions.

A Study on TQM of Health Care Sector

  • The study attempts to review TQM models used in the health care sector and the obstacles to the application of TQM in the sector. Even though the TQM models in the manufacturing and service sectors were successfully applied, the applicability of TQM in the health care sector is still in question. The reason is the unique characteristics of the medical sector such as medical and management practices. The most of the TQM models in the health care sector come from manufacturing industries. The importance of the professional groups is, however, more emphasized in the sector than in manufacturing sector. The role of the groups are idiosyncratic to the sector. They generate some obstacles to the application of TQM in the sector. The barriers include cultural obstacles of health care organization. It naturally follows that the TQM in the health care sector requires the change of the organizational culture of the sector. The culture embraces the norms, rules, regulations, compensation system, morale, practices, and common experiences. To change the culture needs long term effort and modification of the rules, regulations, compensation system, and practices. It also requires staffs' training in the problem solving methods. The TQM in the health care sector needs that the interested parties should change. Since doctors group and nurses group are controlled in the bureaucratic and authoritative manner, they should learn the problem solving techniques which require the interaction with other groups. The management also needs to learn management skills and get thorough training on them.

  • 본 연구는 대학도서관이 급변하는 경쟁사회에서 조직의 전략적인 경영에서 TQM(Total Quality Management)을 적용시키는데 있어서의 이론적인 배경과 개념, 개발에 초점을 두고 있다. 대학도서관에서의 TQM의 적용은 대학도서관이 급변하는 환경을 극복하기 위한 적극적인 대응 방법과 새로운 실제적인 전략을 수행 있도록 인식시키는데 있다. 대학도서관에서 TQM을 가지고 적용 가능한 구조를 도출하고, 대학도서관에서 TQM을 수행할 수 있는 효율적인 모델을 제시하고, 대학도서관 조직 경영에서 TQM의 기본적인 요소인 조직 문화, 직무 만족, 이용자 만족의 변수를 가지고 최고 경영자의 리더십의 영향 관계를 분석하고자 하였다.

한국형 모델 개발을 위한 국가품질상 국제 비교 연구 (A Comparison of Quality Awards Program in the Major G-20 for Developing a Korean National Quality Award Model)

  • To implement total quality management(TQM), firms and institutions have strategically used quality awards models. In this paper we analyzed the national quality awards of G-20 members such as United States, Europe, Japan, Canada, Australia and Korea. There are three main points to analysis; First, "which type of model is good for Korea?", even though Korea already has adopted MBNQA model. Second, "Are the core values really different from each models?". And third, "Is there any difference in the criteria structure and value points system?" This study aims to design a National Quality Award which is good for the Korean companies and organizations. After analyzing the current quality awards models, we propose some suggestion about core value setting Korean-specific criteria development and value points system change.

  • This paper investigates the effect of introducing MBNQA Model, a representative execution system of TQM with strong management innovation capability, and its Korean version, Korean Quality Award Model, to the Korean companies and analyzes the effect to find out whether the application has improved companies' management quality. The empirical result of this study not only provides the company planning to adopt those management innovation models to enhance their management quality with practical guidelines but also suggest a direction to the first class company.

작업장혁신의 고용효과 (Employment Effects of Workplace Innovation)

  • 본 연구는 작업장혁신 프로그램들의 고용효과에 관한 실증분석이다. 본 연구의 이론 모형과 가설은 혁신 일반의 고용효과에 관한 기존의 연구결과들을 발전시켜서 개발하였다. 사용 자료는 노사발전재단의 "일터혁신지수" 2013-14년 자료이다. 사용 자료는 횡단면 자료이고 통계모형은 OLS 모형이다. 본 회귀모형의 종속변수는 고용증가율이고 주된 독립변수는 작업장혁신 지수이다. 작업장혁신 지수는 TQM/6시그마, 제안제도, 다기능훈련 등을 합성하여 작성하였는데, 그 관행들의 도입 여부와 활용 정도(표준화값) 등 2 가지로 된 측정치들로 구성하였다. 분석 결과 작업장혁신 프로그램들의 도입 여부는 고용증가율에 통계적으로 유의한 영향을 미치지 못하고, 작업장혁신 프로그램들의 활용 정도는 고용증가율에 약하게 통계적으로 유의한 양(+)의 영향을 미치고 있었다. 이상의 분석 결과들은 작업장혁신의 도입이 고용에 통계적으로 유의한 영향을 미치지 못하고 있음을 말해주고 있는데, 그것의 활용도를 높일 경우에는 약한 수준에서나 고용에 긍정적인 영향을 미칠 가능성이 있음을 시사하고 있다. 그 밖에 정부 지원의 조직혁신 컨설팅을 받은 사업체(+), 임금수준(-), 1인당 훈련시간(+), 전년도 근로자수(-) 등이 고용증가율에 통계적으로 유의한 영향을 미치고 있다. 마지막으로 본 연구의 실증결과들을 요약하고, 연구의 한계와 향후 연구의 방향을 논의하였다.

Exploring Culture Dimensions and Enablers in Quality Management Practices : Some Findings

  • Although many adherents openly praise the importance of quality management practices (QMP) in organisations, others have identified significant costs and implementation obstacles. Some recent studies showed that QMP have failed due to the ignorance of quality cultures. How to improve the success rate of QMP in organisations has become a critical issue both in the academy and in practice. This paper discusses the common enablers of and cultural impacts on QMP. It explores the dimensions of national versus organisational culture, and identifies the main features of four quality culture models as advocated in the literature in relation to facilitating QMP in organisations. It was found that flat structures, decentralised functions, empowerment, flexibility, innovation, limited rules and regulations and teamwork favor the QMP implementation. For facilitating culture changes for QMP, values associated with low power distance, low uncertainty avoidance and collectivism would have to be nurtured. Further research is needed to incorporate the findings and develop a practical quality culture approach for real applications in industry.

A Methodology for Integrating Business Process and Simulation for Business Process Redesign

  • IDEF0 is the IEEE standard for functional enterprise modeling and has been used for business process modeling or process mapping in US and Europe. But it does not reflect the potential benefits of modeling and simulation of the dynamic aspects of an enterprise or a system. On the other hand, simulation tools concentrate mostly on the simulation of material flows and are difficult to include information flows and control flows. Additionally, the simulation models that include elements such as queues, event generators and process nodes is a visual interactive representation for the model builder, but is inconvenient for the domain expert. In an attempt to fill that void, we provide an integration of business process and simulation models in this paper. An enhancement of the IDEF0, called parameterized IDEF0, is proposed and its conversion mechanism to network simulation model is developed. Using this methodology, business process models for alternative systems can be evaluated and compared through simulation on time, cost, and quality metrics. As an application of the proposed methodology, economic evaluation of EDI (Electronic Data Interchange) for time-based BPR (Business Process Redesign) is demonstrated. In addition to BPR, the developed methodology may be further integrated with ABC (Activity Based Costing), TQM (Total Quality Management), and economic evaluation of information systems.

Peculiarities of Education Quality Assurance in Lithuania

  • Achievement of objectives of education and training is one of significant factors influencing quality of life. Higher education institutions use different work, teaching methods and tools; however they are inadequate in many cases. Today higher education institutions have problems concerning sustention and rise of certain level of education by giving the job for graduates, using of new technologies that help to present, manage, evaluate and control knowledge. The main objectives of quality management system (QMS) at higher education institutions are as follow: to assure continuous improvement of education quality; to demonstrate performance results and relevant facts to the interested parties (customers of college or university, social partners, administrative institutions) showing the abilities of education institution to prepare high qualification specialists that fully correspond to changing requirements of labour market. The QMS at education institutions should be designed as continuous process, considering that the quality of final product is the result achieved in primary processes. The process shall involve all interested parties. Parameters and indicators of education quality can help to analyze the efficiency and effectiveness of existing QMS. The results of quality audits should be also taken into account when designing and implementing QMS at organization. Literature review showed that for the assurance of education quality three different approaches prevail: total quality management (TQM); requirements of quality awards and assessment models; and QMS corresponding to the requirements of ISO 9001 standard. The case study of QMS design and implementation at Vilnius Law and Business College is presented in the paper. The peculiarities, difficulties and obstacles of QMS implementation in the higher educations institutions are analysed in more detail in this article.

철강 연주공정에서 데이터마이닝을 이용한 품질제어 방법에 관한 연구 (A Study on Quality Control Using Data Mining in Steel Continuous Casting Process)

  • The smelting and the continuous casting of steel are important processes that determine the quality of steel products. Especially most of quality defects occur during solidification of the steel continuous casting process. Although quality control techniques such as six sigma, SQC, and TQM can be applied to the continuous casting process for improving quality of steel products, these techniques don't provide real-time analysis to identify the causes of defect occurrence. To solve problems, we have developed a detection model using decision tree which identified abnormal transactions to have a coarse grain structure. And we have compared the proposed model with models using neural network and logistic regression. Experiments on steel data showed that the performance of the proposed model was higher than those of neural network model and logistic regression model. Thus, we expect that the suggested model will be helpful to control the quality of steel products in real-time in the continuous casting process.
