This paper presents an overall image processing approach of defect inspection of patterned TFT-LCD panels for the real manufacturing process. A prototype of AOI(Automatic Optical Inspection) system which is composed of air floating stage and multi line scan cameras is developed. Adjacent pattern comparison algorithm is enhanced and used for pattern elimination to extract defects in the patterned image of TFT-LCD panels. New region merging algorithm which is based on border expansion is proposed to identify defects from the pattern eliminated defect image. Experimental results show that a developed AOI system has acceptable performance and the proposed algorithm reduces environmental effects and processing time effectively for applying to the real manufacturing process.

All over the world, energy environment dramatically changes because of highly oil price, global warming and reduction of greenhouse gas. The power sector is effected directly indirectly by these factors. Especially, the power expansion planning of power sector should adapt itself to new surroundings. This paper presents the new system of the power expansion planning that reflects Genco's needs, power market and variable conditions. This presented system would provide regulator and Gencos with useful information about a power planning.

The outage cost has very important position for determination of the optimal level or optimal range of reliability in power system expansion planning. Establishing the worth of service reliability is a very difficult and subjective task. This paper addresses the role, need and assessment algorithm and methodology of the outage cost on power system expansion planning. Furthermore outage cost has been assessed using macro approach for our country 15years(1986-2001) in the case study.

This paper describes the minimum cost expansion planning which is based on the economical aspect under the various conditions on the power system expansion planning. It presents not only linear cost characteristics analysis but also stepwise cost characteristics analysis which satisfies practical condition in the power system. The latter analysis must be handled by integer programming (IP), because the relation between the cost and the capacity has stepwise characteristics. In order to proceed the latter analysis, the solving procedure is illustrated in detais by using branch and bound method which includes the network flow theory and maximum flow-minimum cut theorem.

For evaluating the response fluctuation of the actual environmental acoustic system excited by arbitrary random inputs, it is important to predict a whole probability distribution form closely connected with evaluation indexes Lx, Leq and so on. In this paper, a new type evaluation method is proposed by introducing three functional models matched to the prediction of the response probability distribution from a problem-oriented viewpoint. Because of the positive variable of the sound intensity, the response probability density function can be reasonably expressed theoretically by a statistical Laguerre expansion series form. The relationship between input and output is described by the regression relationship between the distribution parameters(containing expansion coefficients of this expression) and the stochastic input. These regression functions are expressed in terms of the orthogonal series expansion and their parameters are determined based on the least-squares error criterion and the measure of statistical independency.

본 연구는 이젝터 팽창기를 적용한 냉동기에서 팽창한 냉매가 액기분리기에 포집된 후, 이 중 포화기체의 일부는 이젝터로 재흡입되고, 포화액체는 증발기에 유입되어 증발된 후 액기분리기의 잔여 기체와 혼합되어 압축되는 공정을 고안하여 특성을 해석하였다. 본 공정의 특성은 이젝터에서 등엔트로피 팽창 후 액체량의 증가로 냉동능력이 증가하고, 압축기에 유입되는 기체의 압력이 상승하게 되어 압축일이 감소함으로써 효율이 증가하게 된다. 냉매 R134a를 적용하는 냉장고 시스템과 본 고안 시스템을 비교한 결과, 이젝터에서 압력이 65% 저하될 때 COP는 27.8%가 증가된 최대값이 되었다. 다른 냉매의 경우 R401A가 75% 압력강하에서 40.1%의 COP 증가를 보였다. 이젝터의 디퓨져에서의 압력 상승율이 20%~60%까지 변화될 때, COP 증가율은 2.6%~3%로 영향이 매우 적었다.

During the last year, we had a very severe situation with the strike of physicians working in medical facilities. From that time, many politicians and scholars insisted on the expansion of public hospitals to enhance the public role in the medical care sector. They think that private medical facilities work for profit motivation and that the high proportion of private to whole facilities is an obstacle to the public function of medical care under social insurance system. They found that one of the reasons for failing to prevent the physicians' strike was the high proportion of private facilities. Others insisted that the strike was not a good reason for the expansion of public hospitals. The physicians' strike was a very rare case, and it is not a good basis for generalization of the discussion of public hospitals. Last year almost all apprentice physicians in public facilities took part in the strike, and consequently the public hospitals also lost the role of public function. They view this increasing involvement of government in the medical sector as improper and the cause of inefficiencies. In this paper we review the debate over the expansion of public facilities. To clarify the debate, we review traditional criteria for the role of government in a market system and to apply these criteria to medical care. There are two traditional areas where government Is acknowledged to have a role in a market system: market imperfections and market failure. Where market imperfections and market failure exist, there may be a role for government. The justifications for government intervention are consumer protection and the existence of externalities. One of externalities is to provide medical care for the poor. The appropriate measures to provide medical owe to the poor can be sought in both demand and supply side subsidies. National health insurance is a method of demand subsidies and establishment of public hospitals is a method of supply side subsidies. Under the National Health Insurance System, the expansion of public hospitals is not an appropriate subsidy policy.

Korea's social health insurance system was introduced in 1977, which has made a universal coverage possibly by July 1989. Korean government had pursued a single objective for the last decade to put the whole population under the coverage of medical security, and the objective was achieved within 12 years. The rapid accomplishment is primarily due to such factors as limited benefits, high copayment rate, low contributions as well as rapid economic growth. There are several sources of pressure for the implementation of social health insurance such as health professional group, labor unions, politicians, international organizations etc.. However it is important to look at the feasibility of social health insurance. Among other things, it is necessary to identify the administrative infrastructure of insurance system and to assess income for source of fund. As many developed countries, Korea began to apply health insurance to the employees of the large firms, and the expansion based on employment status. Thus the several funds system was inevitable according to the gradual expansion strategy. However many persons had criticized several funds system in respect with equity and efficiency aspects. In the short history of the Korean health insurance, whether one fund or sever or funds had been the most controversial issue. In Febrary 1999, the National Assembly passed the act of one fund system. From July 2000 separate funds will be unifed under new health insurance scheme. In this study we will analyze the policy making process on implementation, expansion and integration of health insurance system of Korea. And also analyse problems related to policy making.

본 연구는 국내 소방산업 글로벌화를 위한 융합형 제도와 정책의 발전방안에 대한 것으로, 소방산업 진흥을 위한 정책시행 현황과 소방산업의 환경분석을 통한 현행의 문제점을 분석하였다. 결과적으로 소방산업 진흥법률 고도화 방안 및 소방산업 해외 진출 활성화 방안을 제시하였으며, 특히 소방산업 해외 진출 활성화 방안은 소방산업 기술진흥 정책 전략방안 및 해외 시장진출 지원 활성화 방안으로 분류하여 도출하였다. 해외 시장진출 지원 활성화 방안은 소방산업체 해외전시회 지원 다변화, 해외시장개척단 파견 확대, 아시아 신흥시장 진출 확대의 3개 세부방안으로 논의되었다. 특히 아시아 신흥시장 진출확대 방안을 통하여 국내 소방제도의 우수성 확립, 국내 소방산업체의 해외 진출 인프라 마련 및 국내 소방검사제도 구축 유도의 전략적 성과를 도출할 것이다.
