This study examined the job competence of the staff at the center for teaching and learning(CTL) in university and to find out the level of job competence, which has been asked to the staff of the CTL. For that, the factor of the job competence, which is required of the staff of the CTL, was inquired through a literature review. Based on the job competence, this study examined the required job competence of the staff in Daejeon city and Chungnam province. The result suggests that the job competence required of staff are the basic job competence, planning-analysis job competence, management job competence for the project, and evaluation job competence. The first factor in basic job competence is the attitude to change and innovation. In the planning-analysis job competence, the first factor is an analysis and consultation of instruction. In managing the job competence for the project, the first factor is the management of human resources, and the first factor in evaluating the job competence is an evaluation of the effectiveness of the media. Therefore, to revitalize the CTL, there is a need to organize an expert pool, plan and support program that is suitable for professional development.

Many organizations have developed their own information systems not only for internal efficiency but also for effectiveness of external customer services. The infusion of powerful information networks into business environments is beginning to have a profound impact on the nature of governance between buyers and sellers in the market place. One of the most effective service tools for their customers is the use of information technology. The web technology is rapidly becoming one of the most effective online customer service tools toward strategic competitive advantage. In order to gain competitive edge, organizations must have effective web sites for customer services. A study on web service development phase has been conducted and present states of web usages by Korean, US., Japanese companies are surveyed. Cases of business web sites are empirically analyzed in order to compare the different levels of web site application in three countries. Conclusively, countries with longer experience with internet has more advanced level of web application such as business transaction and internet process innovation. In order to support effective web site planning, organizations have to understand their current position in Internet application and form strategies for e-business.

In metal forming technologies, the stamping process is one of the significant manufacturing processes to produce sheet metal components. It is important to design stamping process which can produce sound products without defect such as fracture and wrinkle. The objective of this study is to propose the feasible formability diagram which denotes the safe region without fracture and wrinkle for effective design of stamping process. To determine the feasible formability diagram, FE-analyses were firstly performed for the combinations of process parameters and then the characteristic values for fracture and wrinkle were estimated from the results of FE-analyses based on forming limit diagram. The characteristic values were extended through training of the artificial neural network. The feasible formability diagram was finally determined for various combinations of process parameters. The stamping process of turret suspension to support suspension module was taken as an example to verify the effectiveness of feasible formability diagram. The results of FE-analyses for process conditions within fracture and wrinkle as well as safe regions were in good agreement with experimental ones.
Purpose: The aim of this study was to identify the individual, job, and organizational factors affecting the individual innovative behaviors among tertiary care hospitals' nurses. Methods: The participants in this study were 230 nurses who have worked more than one year in tertiary care hospitals. Data were collected using self-administered questionnaires that included individual factors (self efficacy, and empowerment), job factors (knowledge and skills for evidence-based practice, and beliefs for evidence-based practice), organizational factors (perceived organizational support), and individual innovation behavior. The SPSS/WIN 25.0 program was used for data analysis which included descriptive analysis, t-test, ANOVA, Scheffé test, Pearson's correlation coefficient, and hierarchical regression analysis. Results: Individual innovative behavior had significant positive correlations with all of individual, job, and organizational factors. The results of hierarchical regression analysis showed that knowledge and skills for evidence-based practice (β=.28, p<.001), self efficacy (β=.25, p=.002), gender (female, β=.23, p<.001), and beliefs for evidence-based practice (β=.17, p=.016) were significant factors influencing on individual innovative behavior. Conclusion: These findings suggest that knowledge, skills and beliefs for evidence-based practice, and self efficacy were linked to individual innovative behaviors. Therefore, education and human resource management improving self efficacy, knowledge, skills and beliefs for evidence-based practice are needed to increase nurses' individual innovative behaviors in tertiary care hospitals.
The Korean Education Centers (KECs) are facing a growing demand for innovation in terms of roles and functions due to the new Korean wave. Thus, this study examined the organizational conditions of the KECs and the need for their changes in order to explore their development direction. For these purposes, a semi-structured interview was conducted with a total of 12 former and current KECs' directors. The major findings are as follows. Whereas the demand for changes in the KECs was growing due to the change of the generation of overseas Koreans and the increase in the demand for Korean language, it was difficult to switch their roles due to the Act on the Educational Support for Overseas Korean Nationals and lack of administration resources. Therefore, the Korean government should help the KECs transform their roles and responsibilities according to the changes in the local demands for Korean language education.

Rare earth elements, which are important components of motors, are in high demand and thus constantly get more expensive. This tendency is driven by the growth of the electric vehicle market, as well as environmental issues associated with rare-earth metal manufacturing. TC 298 of the ISO manages standardization in the areas of rare-earth recycling, measurement, and sustainability. Korea, a resource-poor country, is working on international standardization projects that focus on recycling and encouraging the domestic adoption of international standards. ITU-T has previously issued recommendations regarding the recycling of rare-earth metals from e-waste. ISO TC 298 expands on the previous recommendations and standards for promoting the recycling industry. Recycling-related rare earth standards and drafts covered by ISO TC 298, as well as Korea's strategies, are reviewed and discussed in this article.
On December 12, 2015, the Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) adopted the Paris Agreement, in which several developed and developing countries all committed to participating in the reduction of greenhouse-gas (GHG) emissions. South Korea has submitted an intended nationally determined contribution (INDC) proposal with a target to cut down 37% greenhouse gas business as usual (BAU) until 2030 in preparation for the 2030 GHG BAU. Under the post-2020 regime, which will be launched from 2021 as the agreement entered into force early, it is expected that efforts to support GHG reduction and adaptation to climate change in developing countries will be accelerated with the utilization of technologies and financial resources of developed countries. South Korea has established the Basic Plan for Climate Change Response and the Basic National Roadmap for Greenhouse Gas Reductions by 2030 to promote the response to climate change at the government level. The Ministry of Science and ICT, as the National Designated Entity designated by the UNFCCC, has come up with middle and long-term strategies for climate technology cooperation. South-Korea has an abundance of energy-consuming industries to support its export-oriented industrial structure; it is thus expected that achieving the GHG reduction target will incur a considerable cost. Moreover, in order to meet the reduction target (11.3%) of the intended nationally determined contribution proposed by South Korea, it is necessary for South Korea to actively promote projects that can achieve GHG reduction achievements, and financial resources are needed as leverage to reduce risks that can occur in the early stages of projects and attract private sector investment. This paper summarizes the theoretical discussions on climate finance and conducted a comparative analysis on the status of the funds related to climate change response in the UK, Germany, Japan and Denmark. Through this, we proposed the legal and policy tasks that should be carried forward to raise public funds that can be used for creation of new industries related to climate change as well as to reduce GHG emissions in South Korea. The Climate Change Countermeasures Act, which has been proposed by the National Assembly of South-Korea, stipulates the establishment of funds but there is no additional funding except for general account. In this regard, it is also possible to take measures such as the introduction of carbon tax or the collection and use of royalties through technology research and development projects for climate change, such as Industrial Technology Innovation Promotion Act. In addition, since funds are used in various fields such as domestic greenhouse gas reduction, technology development, and overseas projects, it is necessary to establish a system in which various ministries cooperate with the operation of the fund.
E-learning becomes an important part of education these days in Korea. Students had no choice but to accept the e-learning when the e-learning was used as a supplementary learning tool within a traditional class or a stand-alone distance education. This study focuses on the students' intention of e-learning acceptance for voluntary studies. In voluntary study, students have the rights to adopt the e-learning or not for their personal study. We used individual characteristics as the external variables of TAM to explain user acceptance of e-learning for voluntary studies and examined the effect of individual characteristics on user's beliefs. Research model and nine hypotheses were set up to identify the relationships among these variables based on investigations of previous researches. The theoretical model is tested with questionnaires from 420 users who accept e-learning for voluntary studies. We tested the measurement and research models by applying a structural equation modeling(SEM) approach, using the AMOS 5.0. Overall, the results provided support for the model as explaining acceptance of an e-learning system. Most path coefficients in the research model were found statistically significant. The results showed usefulness and enjoyment and subject norm were the factors affecting attitude of students using e-learning. In addition, usefulness and subject norm were the factors affecting intention of students using e-learning. The results show innovation and self-efficacy have a significant impact on user's perception of ease of use. Self-efficacy also have significant effects on user's perception of usefulness.
Recently the government aims to new markets, new jobs, and economic management based on technology, imagination, and creativity through the 'Creative Economy'. It has also been demonstrated in the creation of economic benchmarking of the developed countries that the performance of the creative economy in the border area with convergence of industry, science, culture and technology can achieve. In particular, women in science and technology play an important role in the case of developed countries. However, it is known that active supports and development policies for women scientists and engineers are insufficient, and the number of woman in science and technology is very low in korea. The ratio of women in her early and mid 30s in economic activity is low because of career break and difficulties from going back to work due to childbirth and parenting. The government should concentrate on the creative education and training, support for women in science and technology to develop the creative economy progressively. we present the investigation of the ICT industry status, role of women in economic participation, and the plan of creating jobs for women in the ICT industry in this paper.

As The Fourth Industrial Revolution and Intelligent Information Age came into full-scale, the policy of open government data has become a hot topic for each country. The United States, the United Kingdom, and other countries are shifting policy direction to "creating value" of open government data. Also, in the age of the digital economy where the data market is soaring, open government data is gradually being recognized as a new raw material for new business and start-ups. In addition, Korea ranked first in the OECD open government data evaluation twice in a row, and was highly evaluated in the international evaluation. However, domestic firms are still lacking in qualitative openness of government data, data is dispersed among institutions, lack of public-private data linkage, and development of app-oriented development. This study attempts to analyze major national policies for the creation of a data ecosystem that considers data lifecycle, from production to storage, distribution and utilization of data. First, the target countries were the leading public data countries among the OGP member countries, the USA, the UK, Australia and Canada. The results of this study are as follows. As a result of analyzing the results and comparing Korea's policies, it was concluded that most of Korea is superior in open government data policy. However, improvement of data quality, development of open data portal as an open platform, support for finding various users including apps and web development companies, and cultivation of open government data utilizing personnel are analyzed as policy issues. In addition, the direction of policy for the balanced ecosystem of Korea is presented together.
