TFP Measurement to Analyze the Effectiveness of Government Supported R&D Projects for SMEs (정부지원 R&D사업의 효과성 분석을 위한 중소기업 TFP 측정)

  • This study analyzes the effectiveness of government supported R&D program for SMEs by measuring TFP improvements. We estimate TFP for Korean companies from 2011 to 2018 using Levinsohn and Petrin (2003) method which reduces endogenous problem. Then government R&D beneficiary companies were extracted from the NTIS and linked to TFP estimates. The empirical results are as follows. First, as a result of estimating production function, the contribution of TFP to value-added is more important than in the past. Second, the TFP gap between large firms and SMEs continues to wide and there is no sign of easing.(from 3.72 times in 2011 to 5.23 times in 2018). Third, SMEs beneficiaries show higher TFP level than non-beneficiaries. However their TFP was on the decline until government support. After government supported R&D program, it reverses upward. Fourth, although one-year TFP improvement of beneficiaries is bigger than non-beneficiaries, it is smaller than the control group through PSME. Because SMEs participating in government R&D programs had showed downward trend of TFP until R&D program, it is necessary to examine whether there is a fundamental discordance between the demand of SMEs for R&D program and governments policy goal. More sophisticated program design will be required to escape the recognition that government R&D programs for SMEs are just charity.

Development of Performance Indices for Agro-food Distribution Corporations Based on the AHP Method (AHP기법을 이용한 농식품 유통법인 경영진단지표 개발)

  • Purpose - This study aims to develop diagnostic indices for managerial performance of agro-food distribution corporations. In particular, weights of diagnostic indices were estimated using the AHP method. Management diagnosis on agro-food distribution corporations is expected to increase their competitiveness in the domestic market as well as in international markets. Research design, data, and methodology - It develops weights or importance of the diagnostic indices based upon the survey of 21 experts in food distribution management. The survey was carried out using e-mail. Management diagnostic indices were developed based upon four BSC(Balanced Scorecard) perspectives of finance, learning/growth/leadership, customer, and internal process/technology. Results - Diagnostic indices on financial perspective consist on profitability, productivity, growth, stability and activity. Learning and leadership perspective indices consist of management will, CEO leadership, level of learning, innovation, and level of management information system. Customer perspective indices are branding, customer and channel management and internal process/technology indices consist of fourteen sub-indices representing technologies, efficiency, and dynamics. It was estimated that the weight of financial perspective index was 0.3, internal process/technology perspective index 0.248, customer category index 0.247, and learning, growth and leadership perspective index 0.205. This study also estimates weights of sub-indices for managerial diagnosis by four different perspectives. Estimated weight of profitability (0.085) is the greatest among financial perspective indices, followed by stability (0.072), growth (0.053), productivity (0.051), and activity (0.038). While estimated weights of leadership, capability, and information indices are 0.100, 0.061, and 0.044 respectively, weights of marketing, customer management, and quality and service indices are 0.104, 0.093, and 0.051, respectively. Among internal process/technology perspective, estimated weights of efficiency, technology, and innovation indices are 0.106, 0.088, and 0.054, respectively. Conclusions - The diagnostic indices for managerial performance of agro-food distribution corporations would be utilized by agro-food distribution corporations themselves, extension service institutions, and consultants. It is also expected that central and local governments use diagnostic indices developed in this study for the purpose of evaluating the effects of governmental support programs for agro-food distribution corporations. Futhermore researchers and consultants would modify diagnostic indices developed in this study, reflecting characteristics and situation of types of agro-food distribution corporations.

An Exploration of Compensation Satisfaction Determinants and Influence Analysis on Job Commitment for S&T Manpower (과학기술인력 보상 만족도 결정요인 탐색과 근속에 대한 영향 분석)

  • It is well known that compensation satisfaction of employees is closely related to work attitude, job commitment, and employees'intentions to stay on the job. These known facts can also be applied to the professionals engaged in science & technology as well. Many studies have concluded that the Korea's losing competitiveness in the area of science & technology was mainly attributed to the distorted compensation system. In this vein, this paper identifies the potential determinants that affect the compensation satisfaction of S&T professionals, and to empirically examines the determinants influences on job commitment and intention to stay. This was done by acquiring data from S&T professionals currently being employed in firms, universities, and institutions. Consequently, for professionals engaged in science & technology, the compensation satisfaction was demonstrated to be largely influenced by job accomplishment, monetary compensation, and social compensation in order. In conclusion, to improve compensation system for S&T professionals, firstly, it is recommended to enhance job accomplishment by endowing more discretionary authority to conduct research. Secondly, the relatively lower-valued labor forces in S&T area will necessitate more economic support and compensation. Finally, the social compensation should be strengthened by not only ameliorating social status, but also improving labor liquidity and job security.

  • In this age where the social environment is changing rapidly and unpredictably, interest in safety from crime is increasing in Korean society. As the desire to live a life free from the fear of crime increases, interest in the construction of safe cities is also rising nationwide. For this, it is important to develop precision-positioning technology and support-service and intelligent security-service technology based on spatial information. Therefore, this study analyzes cases of multiple CCTV collaboration technology from among the intelligent-security technologies, and evaluates the technology's guarantee system through the evaluation system of the Technology Guarantee Fund, and evaluates continuity based on innovation, spreadability, usability, and proposed commercialization in order to enable utilization and commercialization. As a result of analyzing multiple CCTV collaborative technologies through the evaluation system of the Technology Guarantee Fund, the technology with the highest outlook was given five points, and the others were rated as excellent in terms of spreadability, usability, and differentiation. For innovation, the score was three points lower than the other evaluation items, but we expect to overcome that by introducing the latest technology and converging it with other technologies, such as the Internet of Things.

  • The emission trading system is an essential policy for reducing greenhouse gas emissions and converting low-carbon society. EU ETS is a good benchmark that is ahead of Korea's emission trading system in terms of operating period and design know-how. Therefore, this study focused on the key design elements of EU ETS phase 4 such as total emission allowances issued (Cap), free allocation method, carbon leakage list, market stability reserve, and innovation supporting system. In addition, we analyzed the impact of key design elements and their changes during EU ETS Phase 1 to 4 on the design and operation of Korea emission trading system in the future. First of all, the expected impact on the design of Korea emission trading system is to increase three demands: preparing benchmark renewal plans, establishing criteria for selecting free allocation industries that reflect domestic industrial structure and characteristics and introducing two-stage evaluations for free allocation industries, and preparing specific plan to support innovation and industries using allowance auction revenues. The next three impacts on the operation of Korea emission trading system are the increased needs for objective and in-depth impact assessment of plan and amendments, provision of system stability and response opportunities by quickly confirming plan and amendments prior to the implementation, and coordination of the emission trading system governance and stakeholder participation encouragement.

Innopolis start-up's achievements and challenges over the past 16 years: the comparison before and after the quantitative expansion period (연구소기업 16년의 성과와 과제: 양적 팽창기 전후의 비교를 중심으로)

  • Innopolis start-up has become a representative model and path for commercialization of public technology. Along with the quantitative growth of innopolis start-up, the importance of innopolis start-up in national policies and institutional strategies related to public technology commercialization has also increased. However, over the past 16 years, innopolis start-up's establishment and growth have taken place in different ways at different times. This study aims to compare and analyze changes in innopolis start-up over the past 16 years, focusing on comparisons before and after 2014, when the establishment of innopolis start-up began to increase rapidly. Main findings are as follows. First, in the early stage of the quantitative expansion period, policy changes related to innopolis start-up were the main factors for the increase in innopolis start-ups. In addition, the rapid increase in the establishment of innopolis start-up after 2016 was largely influenced by changes in the start-up environment and institutional changes related to innopolis start-up. Second, the time of registration and size of the capital of innopolis start-up had a statistically significant effect on the sales for 3 years after registration. This result shows that with the rapid increase in innopolis start-ups, the need to build a customized support system for innopolis start-ups by size or growth stage has increased.

Innovation Technology Development & Commercialization Promotion of R&D Performance to Domestic Renewable Energy (신재생에너지 기술혁신 개발과 R&D성과 사업화 촉진 방안)

  • Renewable energy refers to solar energy, biomass energy, hydrogen energy, wind power, fuel cell, coal liquefaction and vaporization, marine energy, waste energy, and liquidity fuel made out of byproduct of geothermal heat, hydrogen and coal; it excludes energy based on coal, oil, nuclear energy and natural gas. Developed countries have recognized the importance of these energies and thus have set the mid to long term plans to develop and commercialize the technology and supported them with drastic political and financial measures. Considering the growing recognition to the field, it is necessary to analysis up-to-now achievement of the government's related projects, in the standards of type of renewable energy, management of sectional goals, and its commercialization. Korean government is chiefly following suit the USA and British policies of developing and distributing renewable energy. However, unlike Japan which is in the lead role in solar rays industry, it still lacks in state-directed support, participation of enterprises and social recognition. The research regarding renewable energy has mainly examinedthe state of supply of each technology and suitability of specific region for applying the technology. The evaluation shows that the research has been focused on supply and demand of renewable as well as general energy and solution for the enhancement of supply capacity in certain area. However, in-depth study for commercialization and the increase of capacity in industry followed by development of the technology is still inadequate. 'Cost-benefit model for each energy source' is used in analysis of technology development of renewable energy and quantitative and macro economical effects of its commercialization in order to foresee following expand in related industries and increase in added value. First, Investment on the renewable energy technology development is in direct proportion both to the product and growth, but product shows slightly higher index under the same amount of R&D investment than growth. It indicates that advance in technology greatly influences the final product, the energy growth. Moreover, while R&D investment on renewable energy product as well as the government funds included in the investment have proportionate influence on the renewable energy growth, private investment in the total amount invested has reciprocal influence. This statistic shows that research and development is mainly driven by government funds rather than private investment. Finally, while R&D investment on renewable energy growth affects proportionately, government funds and private investment shows no direct relations, which indicates that the effects of research and development on renewable energy do not affect government funds or private investment. All of the results signify that although it is important to have government policy in technology development and commercialization, private investment and active participation of enterprises are the key to the success in the industry.

How IT Drives Innovations for Public Service: Mobile Office for Seoul Metropolitan Railway (IT 기반의 공공서비스 혁신: 서울도시철도공사의 모바일 오피스 사례)

  • Recent increases in uncertainty and speed of market change are driving the adoption of new intelligent mobile office systems. Organizational information systems paradigm suggests that a right match between organizational characteristics and the use of technology is critical in producing desired results. Following such perspective this study developed the mobile office system case of Seoul Metropolitan Railway Transit(SMRT) in Korea. SMRT developed the mobile task-supporting environment that help the management of subway lines real-time without the restriction of time and space. They named the system as ST&F(SMRT Talk and Flash). They decided to develop the application systems in-houses they did not want to be overly dependent on external services in future changes and developments of the system. The new practice reduced the time for moving back and forth to 10% of their working time from previous 20%. The time used for paper works and administration chore also reduce to 10% of their working time from previous 30% on the average. The employees could use 80% of their time to concentrate on the completion of assigned task. The effects of this improvement resulted in the heightened efficiency of the use of human resources and the heightened level of railway safety. The case of SMRT shows that the mobile office system can be applied and extended to various business areas such as facility management and maintenance beyond such typical uses as sales and marketing support. Also, The result of case study will be a useful guideline on the construction and using of mobile office system.

A Study on effectiveness of transition of policy instruments for renewable energy: In the case of shift from FIT to RPS in Korea (재생에너지 정책수단 전환의 효과성 연구: 한국의 전환 사례 분석)

  • While the policy intervention of each country for the promotion of renewable energy is strengthened, Korea introduced Feed-in Tariff (FIT) in 2002 to directly support the development of renewable energy. But in 2012, the shift of policy instrument that from FIT to Renewable Portfolio Standard (RPS) is occurred. This is a unique background that is currently found only in Korea, and new answers that focus on the outcomes of the shift of policy instruments are needed in addition to the existing discussion of comparison of FIT and RPS. Therefore, this study analyzed the change of policy efficiency after the shift to RPS using Data Envelopment Analysis(DEA) and Malmquist Index. In the result of analysis, a difference in the improvement of policy efficiency after in shift to RPS is found among each renewable energy source. This result is because renewable energy companies voluntarily entered the market only for energy sources that have secured technology or price competitiveness, and this indicates that the performance of renewable energy after the RPS shift has been concentrated on specific energy sources. As a result of this study, considering that the goal of renewable energy policy is to expand distribution and to drive growth engines, multi-faceted analysis is required in consideration of technology and market in selecting policy instruments.

Policy Evaluation of the Large-scale Research Facility by Period: Focusing on PSL-II Accelerator (대형연구시설 정책의 시기별 평가: 3세대 방사광가속기를 중심으로)

  • PSL-II Accelerator is a large-scale research facility located in Pohang, which was established in 1988 and operated since 1995. It is a program to be promoted to contribute to basic science research in Korea by applying it to cutting-edge research in the field of basic and applied science. It is estimated that around KRW 787.9 billion was invested for construction and operation in the near-30-year period until 2016. Although there have been various evaluations of the need, importance and effectiveness of accelerator in relation to the accelerator policy, most of them emphasize the successful outcome of the present time and suggest the government's need for sustained support in the future or suggest policy implications for improving the policy in a comprehensive manner. And there was no systematic analysis of the results on a comprehensive review or the various policy evaluations of the accelerator policy. In this study, three stages of PSL-II accelerator program were evaluated, and five main criteria of policy activity were considered. The purpose of this study is to suggest the policy implications related to the principles of policy activity which is essential in construction and operation of similar large-scale research facilities in addition to PSL-II accelerator.
