This study analyzed the policy dilemma for ICT SMEs venture companies that changed after COVID-19 based on the results of the cognitive map analysis for ICT SMEs venture policies. First, as a result of analyzing the cognitive map of ICT SMEs venture companies that have changed since COVID-19, ICT venture companies are expanding support for ICT venture companies due to the threat of COVID-19. However, in order to convert COVID-19 into an opportunity factor, it also shows a policy direction to achieve innovative growth by creating a new market through non-face-to-face industry revitalization based on digital transformation (digital new deal). As a result of the study, the policy measures of supporting DNA-centered convergence innovation technology, digital transformation (digital new deal), fostering ICT startups (K-Global project), and expanding support for ICT SMEs did not have a policy dilemma. However, although many support has been expanded for ICT SMEs due to COVID-19, it is difficult to find and foster ICT start-up companies, and globalization problems are occurring due to the decrease in exports to COVID-19, making it difficult to create new markets. There is a negative (-) perception of causality that ICT SMEs venture companies may face risks as jobs decrease and innovative growth cannot be led to the revitalization of the non-face-to-face industry. Therefore, it was found that both the flow of causal relationship between the expansion of support for ICT SMEs and the high growth of ICT SMEs is not + and has a policy dilemma in part.
Startups lack resources and manpower to build internal capabilities to strengthen market competitiveness; external cooperation such as joint research and networking plays is important. In this study, we analyzed the effect of startups' industry-university cooperation on organizational learning capability and innovation performance. Empirical results demonstrate the mechanism by which government R&D investment strengthens organizational learning capability and creates innovative results by promoting cooperation between startups and universities. First, industry-university cooperation strengthened organizational learning capability. An empirical analysis shows that startups increase internal capabilities through external cooperation. Second, startups' organizational learning capability had a significant effect on innovation performance. We analyze how organizations with high learning capabilities positively develop corporate innovation performance by having a culture of discovery and sharing new ideas. Finally, industry-university cooperation had different effects on organizational learning capability and innovation performance according to the previous experiences of startup founders. In particular, small- and medium-sized (startup) businesses and individual-based experience groups positively affected the creation of organizational learning capabilities and innovation performance through industry-university cooperation. Small- and medium-sized businesses and individual founders have a relatively small cooperative network with the outside world compared to founders of large companies, universities, and research institutes; therefore, they strengthen organizational learning capabilities through cooperation with universities. This study demonstrates that government should create policy inducements for cooperation with universities to maximize the R&D performance of startups. Criticism exists that lending support to startups and universities will hinder innovation performance; nevertheless, government investment plays a role in expanding intangible resources such as accumulating technologies, fostering high-quality human resources, and strengthening innovation networks. Therefore, the government should appropriately utilize the its authority to strengthen investment strategies for startup growth.
Purpose - In recent times, the international trade environment has been changing rapidly, centering on the online market. In the post-COVID-19 era, small and medium-sized trading companies are facing the problem of not being properly provided with overseas market research, market trend analysis, and trade-related information. Cloud-based digital trade is being sought as an alternative to solve these problems; however, there is a lack of research on the intention to switch to digital trade among small and medium-sized trading companies. Therefore, this study empirically analyzes the intention to switch to digital trade based on the migration theory, and through this, attempts to identify each factor that affects the intention to switch to digital trade. Design/methodology - In this study, in order to identify factors influencing intention to switch to digital trade and innovation resistance of small and medium-sized trading companies, through previous research on migration theory and the PPM (Push, Pull, Mooring) model, each variable was selected for the purpose of the study. Based on this, a research model was established for the factors affecting switching to digital trade of small and medium-sized trading companies and empirically analyzed. In addition, considering the differences in the innovation propensity and maturity of information infrastructure of trading companies as the recipients of innovation, this study analyzes the moderating effect of the mooring effect and seeks ways to establish specific strategies according to the degree. Findings - As a result of empirical analysis, the pull effect was found to have the greatest influence on intention to switch to digital trade. However, the pull factor was found to have an effect on user resistance, and it was confirmed that it was a factor simultaneously inducing positive and negative consumption behaviors among users. In addition, it was found that the higher the company's innovation propensity, the higher the pull effect's influence on the intention to switch, and analysis showed that the push effect had no influence. In addition, companies with high information infrastructure maturity were expected to have a relatively high level of intention to switch compared to companies with low information infrastructure maturity, and the difference between the two groups was found not to be statistically significant. Originality/value - This study is a timely study in that it demonstrated the effect on the switching to cloud-based digital trade for small and medium-sized trading companies and that the cloud system related to digital trade is in full swing. There are academic implications in that it revealed that the pull effect is an important factor in the intention to switch to cloud service. Practical implications were presented in that small and medium-sized trading companies suggested ways to increase the value of the cloud system for switching to digital trade and a way to increase the switching ratio by minimizing the mooring effect. In addition, the study argues that active institutional support from the government is needed to activate cloud service.
This study aims to achieve the following goal. Goal is to do the comparative analysis through the in-depth investigation of global technology commercialization agencies and program. In the era of global competition, The change to the innovation-driven economy through the creation and diffusion of technology is accelerating in the world. For the global technology and market changes and efficient information management, systematic support system for local SMEs is required. To this end, we researched and analyzed the level of technology and commercialization trends in major foreign countries, and major domestic and international institutes, and technology commercialization programs. Based on this, we draw the domestic SMEs' expansion strategy and information support plan to enter the global market.

Universities contribute to the development of the country and society by cultivating professional manpower with knowledge and qualifications as democratic citizens through education and research activities. To this end, the government is improving the basic capabilities of universities and supporting autonomous innovation through university financial support projects. Since the financial support project differentially supports the government's finances limited to universities with a comparative advantage through fair evaluation, the role and function of the university library, a basic educational facility and core institution that supports education and research, is important. However, university libraries have not been able to actively participate in the government's financial support projects due to financial and manpower shortages, poor environments such as facilities, facilities, and spaces, and low participation rates for students. Therefore, this study investigated and analyzed the program operation cases of 18 university libraries in which libraries participated among 45 universities selected for the ACE project (2010-2016), derived problems and implications, and questioned the roles and achievements of university libraries. Based on the results, strategies and measures to be considered by university libraries in preparation for the government's university financial support projects were proposed.
The purpose of this study was to propose an education cooperation model for Human Resources Development (HRD) in Asia-Pacific region in response to environmental changes in business and industry. In order to carry out the model, this study reviewed the key features of human resources in the APEC which is a symbolic regional integration entity in Asia-Pacific region, shaped critical issues related with HRD in this region and then analyzed the trends of education cooperation projects conducted by the APEC in terms of topics, implementation methods and proposing economies of the projects. In result, this study proposed a triangular education cooperation model for HRD consisting of three elements: Voluntary Partnership, Information on Needs and Support for Cooperation. These interconnected and interdependent elements were designed to encourage actors to participate in education cooperative activities with their own willingness, produce and manage research-based information required for sustainable cooperation and support communication and connectivity among actors for effective activities. Also, this study expected that this model would make a commitment to narrowing educational divides, enhancing global-standard skills development, facilitating public and private partnership and organizing the foundation of future education for cultivating creative talents in the era of innovation for APEC members.
This study aimed at understanding trends of living lab studies and deriving implications for directions of the studies by utilizing text mining. The study included network analysis and topic modelling based on keywords and abstracts from total 166 thesis published between 2011 and November 2019. Centrality analysis showed that living lab studies had been conducted focusing on keywords like innovation, society, technology, development, user and so on. From the topic modelling, 5 topics such as "regional innovation and user support", "social policy program of government", "smart city platform building", "technology innovation model of company" and "participation in system transformation" were extracted. Since the foundation of KNoLL in 2017, the diversification of living lab study subjects has been made. Quantitative analysis using text mining provides useful results for development of living lab studies.
Regarding a long-term strategic plan in the food and agriculture sector, R&D policies and investment trends in major overseas countries are reviewel. The importance of efficient resource management is emphasized along with continuous government support for R&D in the agri-food industry. In response to facing social issues such as climate change, food security, food safety, health, and environment, research and innovation agenda is mainly focused on harmony between economy and environment, human nutrition and health as well as animal and plant health, and an integrated ecosystem approach. Particularly in the food sector, public investment is generally made in food safety, nutrition and health, and private investment for food processing and manufacturing. Public-private collaboration is carried out in order to enhance the efficiency of R&D innovation and development strategies in the agri-food industry.

This study examined the longitudinal effects of media usage by early school-age children and of maternal parenting stress on children's school adjustment. The study focused on the mediating effect of executive function difficulty. Longitudinal data to examine the hypothetical model were drawn from the eighth (2015) through tenth (2017) waves of the Panel Study of Korean Children (PSKC) collected by the Korea Institute of Child Care and Education (KICCE). A total of 581 children (293 boys and 288 girls) and their mothers were included. Confirmatory factor analysis, structural equation model, and bootstrapping analysis were applied using SPSS 25.0 and Amos 26.0. The results are as follows. First, no significant correlation was found between early school-age children's media usage and maternal parenting stress. Second, neither media usage by early school-age children nor maternal parenting stress were found to directly affect children's school adjustment. Third, media usage by early school-age children and maternal parenting stress were shown to indirectly affect children's school adjustment via executive function difficulties. In other words, higher levels of media usage by early school-age children and maternal parenting stress during the first grade lead to greater executive function difficulties after a year, which, in turn, lead to a lower level of school adjustment in the third grade. This study indicates the need to develop practical support for the psychological wellbeing of mothers while they are performing their role as a parent and for children in maintaining suitable levels of media usage during early childhood.
Purpose - This study analyzes the effects that the response to the technical barriers to trade (TBT), which are used by various countries as means to restrict imports, exerts on exports at a time when protectionism is emerging in the face of a global economic downturn. TBT has been widely used in developed countries for the safety and protection of their people. Recently, the use of TBT as a tool of protectionism has increased considerably in developing countries as well. Therefore, this study analyzes the South Korean SMEs' response and export performance. Design/methodology - To analyze SMEs' response to TBT and their export performance, this study conducted empirical analysis through statistical analysis. To this end, the research established a theory based on previous research and designed its hypothesis and research model. To verify the hypothesis and research model, factor analysis addressing validity and reliability was performed using SPSS 25 and AMOS 26, and the structural equation model was analyzed. Findings - This study found the causal relationship between the independent variable, the mediating variable, and the dependent variable adopted against the theoretical background to have little or no effect, in contrast with previous studies. In a break from previous studies, all hypotheses were rejected for innovation strategic competencies, one of the sub-factors of the independent variable, which is believed to be a result of the lack of practical research related to TBT. Originality/value - Previous studies performed analysis using trade statistics or macro data. A number of such studies analyzed the relationship between technical regulation and trade volume. This study differs from previous studies in some respects, because it analyzed the export performance of companies by establishing a hypothesis and implementing a research model with the factors analyzed in previous studies. In addition, a new attempt has been made by classifying the TBT response factors into technology competencies, human resource competencies, and innovation strategic competencies, and utilizing technology innovation and the export support system as mediating effects.
