Government R&D Support for SMEs: Policy Effects and Improvement Measures

  • Government R&D grants for SMEs have risen to three trillion Korean won a year, placing Korea second among OECD nations. Indeed, analysis results have revealed that government support has not only expanded corporate R&D investment and the registration of intellectual property rights but has also increased investment in tangible and human assets and marketing. However, value added, sales and operating profit have lacked improvement owing to an ineffective recipient selection system that relies solely on qualitative assessments by technology experts. Nevertheless, if a predictive model is properly applied to the system, the causal effect on value added could increase by more than two fold. Accordingly, it is important to focus on economic performance rather than technical achievements to develop such a model.

  • The Faster RCNN-based shellfish recognition algorithm is introduced for shellfish recognition studies that currently do not have any deep learning-based algorithms in a practical setting. The original feature extraction module is replaced by DenseNet, which fuses multi-level feature data and optimises the NMS algorithm, network depth and merging method; overcoming the omission of shellfish overlap, multiple shellfish and insufficient light, effectively solving the problem of low shellfish classification accuracy. In the complexifier test environment, the test accuracy was improved by nearly 4%. Higher testing accuracy was achieved compared to the original testing algorithm. This provides favourable technical support for future applications of the improved Faster RCNN approach to seafood quality classification.

  • The "fourth industrial revolution" is changing society as a whole. Public innovation is needed to enhance national competitiveness. Amid these times' demands, the "maker movement," a new form of DIY movement that has revived since 2000, is regarded as a "popular innovation activity" that can respond to changing needs. In particular, "Makerspace," a significant activity area for the maker's movement, is drawing attention as a place where "Maker" shares each other's knowledge and resources, and share results. Makerspace has recently expanded its functions into a 'public innovation platform' or (preparation) start-up preparation space for start-ups. South Korea has also supported various types of "Makerspace" since 2010 as a policy for fostering an innovation base. The Ministry of Small and Medium Venture Business has been pushing for expansion of Makerspace since 2018 and is providing support by dividing it into "general rap" and "professional wrap" and "zero to Maker" spaces for novice makers in the beginning and necessary stages of makers, while "professional rap" is divided into "Maker to Maker" spaces for professionals. This study is about Makerspace, space where makers are active among the topics related to manufacturers. Thus, in this study, significant domestic and international studies related to Makerspace have been investigated so far, and trends in related studies have analyzed. Based on this, the research needs and specifics of Makerspace, which has recently expanded its role and functions. In particular, the Commission intends to present the need for research on Makerspace and specific areas of study from a start-up management perspective to promote qualitative growth of Makerspace, which is changing into a popular innovation platform in the era of the fourth industry, and inducing a start-up management interest in new manufacturing industry types.

On Design and Implementation of Distributed Objects Translation System for Inter-Operability (분산 객체의 호환을 위한 객체 번역 시스템의 설계 및 구현)

  • Distributed programming can be greatly simplified by language support for distributed communication. Many web browsers now offer some form of distributed objects and the number and types of them are growing daily in interesting and innovative ways CORBA IDL and Java RMI, the representative of distributed object model, support different approaches for distributed computing environments. CORBA approach does not support the application generated by java RMI, even though it supports multiple programming languages. Object translation system between RMI to CORBA is designed and implemented for interoperability of distributed objects on the two different distributed programming environments. Suggested system is considered binding, inheritance, polymorphism, object passing, and callback which are key properties on the distributed objects. Translation System we suggested is implemented on the Window/NT(version 4.0) with Java Development Kit(version 1.1.6).

  • Although team cohesion can be a double-edged sword, empirical studies have focused positive effect of team cohesion. This study claims that team cohesion can be divided social task cohesion, so we can investigate positive effect of social cohesion and negative effect of task cohesion on technological innovation. Cohesion emphasize homogeneity, thus creativity supporting team climate alleviate negative effect of social cohesion and increase positive effect of task cohesion. This study has used materials collected from 205 NPD teams The results show negative effect of social cohesion(${\beta}$=-.19, p<.01), positive effect of task cohesion(${\beta}$ =.18, p<.05), positive interactive effect between social cohesion and creativity supporting team climate(${\beta}$=.14, p<.10) and positive interactive effect between task cohesion and creativity supporting team climate(${\beta}$=.16, p<.05) on technological innovation.

  • The purpose of this study is to verify the impact of government subsidies and technological innovation on the business performance of Chinese cultural industry enterprises. Therefore, this study takes 238 listed cultural industry enterprises in China from 2015 to 2020 as the object, collects 1175 samples, and uses Stata16 software for empirical analysis. The analysis results are as follows. First, government subsidies have a positive impact on the business performance of Chinese cultural industry enterprises. Second, government subsidies have a positive impact on the scientific and technological innovation of Chinese cultural industry enterprises. Third, scientific and technological innovation has a positive impact on the business performance of Chinese cultural industry enterprises. Fourth, scientific and technological innovation plays a partially mediating role in the relationship between government subsidies and business performance of Chinese cultural industry enterprises. Based on the research results, measures to improve the business performance of cultural industry companies are as follows. First, establish a modern cultural industry market system. Second, the government should expand financial and tax support for cultural industry companies. Third, promote the integration of cultural industries with scientific and technological innovation.

Comparative Analysis on the Effectiveness of Employment Subsidy for R&D Personnel and R&D Subsidy (연구인력 고용보조금 지원과 R&D자금 출연 지원의 효과성 비교 분석)

  • The prinary cause of the decreasing SME's competitiveness in technology is the intensifying human resource shortages. The government supports a part of labor costs for SMEs as a means of policy. There are two ways of supporting labor costs for R&D personnel. One is to hire R&D personnel first then support their partial labor costs. The other is to support labor costs first for R&D personnel in national R&D programs then hire R&D personnel. This study analyzes the effectiveness of two different ways by classifying sales, no. of employees, R&D expenditure, no. of researchers, and no. of MA/Ph.D. researchers. In terms of employing researchers with MA or Ph.D., the effectiveness on employment subsidy is significantly higher than that of R&D subsidy. Its effect has been relatively high in non-metropolitan areas and manufacturing industry.

Institutional and Technical Improvement Measures to Facilitate the Use of Smart Construction Safety Technology (스마트 건설안전 기술 도입 촉진을 위한 제도적⋅기술적 개선 방안에 관한 연구)

  • Efforts to reduce on-site safety incidents have expanded, leading to active research in this domain. However, a systematic analysis to improve the utility of technology is lacking. In this study, we conducted a survey on the various institutional and technical improvement measures to promote the application of smart construction safety technology over three years after the implementation of the "Smart Safety Equipment Support Project." The results showed that financial constraint was the primary obstacle in the adoption of this innovation. Fostering a flexible environment in the utilization of management fees and financial support of projects was determined to aid in the extensive application of the technology. Ensuring cost efficiency and user-friendliness were principally necessary for technical enhancements in the smart construction safety technology. Technologies, such as VR/AR safety education, real-time location tracking, wearable devices, and innovation on streamlining safety-related work efficiency, had been anticipated to contribute to on-site safety. Operating a smart safety control center was expected to be beneficial in the systematic securing of data and reduction of safety blind spots. Effective methods had been suggested to overcome the barriers that hindered the development and application of smart construction safety technology. This study facilitates in the technological improvements in this field.

  • This paper deals with a case which is focused on the policy development connected with IT, and verify its validity to enhance R&D capability for Korean steel industry. Korean steel industry, which is at a turning point from technological catch-up to technological frontier, should go ahead with open R&D system to be able to connect with other steel companies, universities and laboratories for its capability buildup. To meet such a challenge, IT should act a critical part in R&D capability enhancement. In this study we discuss not only IT-related support policies and validity of proposed policies through priority analysis, but also the role of government, company and academia within the framework of Triple Helix.

Enhancing Productivity and Quality in Korean Modular Housing through Smart Factory Integration

  • Purpose: Korea's construction industry has faced declining productivity and quality issues due to labor-intensive onsite construction and variables like weather, material price fluctuations, and labor shortages. The modular housing industry, introduced in Korea in 2003, offered benefits like reduced construction time and enhanced productivity through offsite manufacturing. However, its adoption remains limited due to high costs, quality concerns, and low consumer acceptance. Research Design, Data, and Methodology: This study explores the feasibility and impact of implementing smart factory technologies in the modular housing industry to overcome these barriers. Using survey data from 179 construction industry experts, the study employs frequency and regression analysis to identify key factors influencing the adoption of modular housing and the effectiveness of smart factories. Findings suggest that government-led educational programs and strong policy support are essential for successful implementation, enhancing productivity, reducing costs, and improving quality. Conclusions: The study emphasizes the need for standardization of modular housing, deregulation of relevant laws, and increased public awareness to stimulate market growth and innovation. Policy recommendations include financial support for modular manufacturers transitioning to smart factories, ensuring stable supply volumes, and promoting the benefits of modular housing to consumers. Integrating smart factory technologies can lead to significant advancements in the modular housing industry, contributing to the sustainable development and modernization of Korea's construction sector.
