Government Support Mechanisms and Open Innovation: An Empirical Look at Korean Manufacturing Firms

  • Purpose - The purpose of this study is to examine how a broad palette of government support measures and firms' membership in government-developed clusters are related to firms' openness in innovation processes. Design/methodology/approach - Empirically, this study analyzes the Korea Innovation Survey 2018 data on the innovation activities of 1,450 Korean R&D-active manufacturing firms in a three-year period from 2015 through 2017. Findings - The results suggest that firms engage in open innovation to a greater extent--as measured by the breadth of external collaborating partners and of the utilized external sources of knowledge--when they are provided with a broader palette of government support measures and are located in government-developed clusters. However, the effect of diverse government support measures is attenuated for firms located in these clusters. Research implications or Originality - This study contributes to the innovation literature by illuminating how firms' open innovation can be understood in a national innovation system. Moreover, it provides valuable implications for firms seeking to obtain government support and collaborate with others.

  • IT산업 기업 간의 치열한 경쟁 환경에서 기업 생존을 위한 기술혁신은 경쟁력 확보를 위한 필수요소가 되고 있다. 이러한 기술혁신은 기업의 생존을 위해 반드시 필요하며 다양한 요인들이 기술혁신의 성공을 거두기 위해 필수적으로 고려되어야 한다. 본 논문에서는 정부의 지원 수준이 기술혁신의 성패에 어떠한 영향을 미치는지를 로지스틱 회귀분석을 통해 살펴보았다. 결론적으로 정부지원 측면에서 IT제조업의 제품혁신 성공을 위해서는 직접적인 기술개발 및 사업화 지원을 위한 자금 지원이 필요하며, 공정혁신을 위해서는 기술인력 지원이나 교육연구 지원 등이 성공여부에 영향을 미치는 것으로 분석되었다.

  • The purpose of this study is to objectively grasp the effect of the engineering education innovation support project among the national engineering-related financial support projects by dividing the groups according to the participation of support projects from 2018 to 2020 and dividing the university performance. As a result of the research the engineering education innovation support project has been consistently producing excellent results of field-based engineering education such as field-oriented industrial-educational collaboration capstone design, technology commercialization, and development and operation of corporate-linked education. It was found that the results showed that the dropout rate of college were lowered. In the future, it needs to be prepared as a place for new and free trials, innovations, and opportunities so that the engineering education innovation support projects can become the mother of other business groups.

A Model of Startup Support by University: Focusing on the Case of Korea's H University

  • This is a case study on a university's support for entrepreneurs preparing startups. Previous studies have focused on startups within universities, but this study differs in its focus on support for external entrepreneurs. First, university startup support worked in the form of open innovation for those preparing to start a business. In other words, performance varied depending on the degree to which entrepreneurs accepted the support. Second, this study showed that, unlike previous studies, the process of preparing to start a business is nonlinear. Third, startups are largely divided into small and mediumsized businesses and innovative businesses, and a new hybrid business type was identified through university support. This study shows that university support for startups is not limited to the In-Out model, which uses university knowledge and technology, but an Out-In model is also possible. Additionally, startup support can be added as one of the entrepreneurial university's activities.

  • 지식기반 시대에서 IT제조기업 생존을 위한 기술혁신은 경쟁력 확보를 위한 필수요소가 되고 있다. 이러한 기술혁신은 다른 산업 영역보다 빠르게 변화하는 IT제조기업의 생존을 위해서는 더욱 필요하며 다양한 요인들이 기술혁신의 성공을 거두기 위해 필수적으로 고려되어야 한다. 본 논문에서는 IT제조기업의 기업 협력과 정부 지원이 기술혁신에 어떠한 영향을 미치는지 구조방정식(Structural Equation Model : SEM)을 이용하여 분석하였다. 그 결과, IT제조기업 협력과 정부의 지원은 기술혁신에 영향을 미치는 것으로 나타났다. 이는 정부의 IT제조기업에 대한 지원이 기업의 협력을 유도하고 보다 지속적인 관심과 육성이 필요함을 시사한다.

  • 본 연구는 정부의 R&D 지원과 벤처기업의 스톡옵션제도 활용이 벤처기업의 혁신, 즉 혁신역량 및 혁신성과에 미치는 영향을 분석하고자 하였다. 이를 위해 국내 벤처확인기업을 대상으로 진행된 벤처기업정밀실태조사 자료를 활용해 부분최소제곱 구조방정식모델링(PLS-SEM) 방법으로 실증분석을 실시하였다. 분석 결과, 정부 R&D 지원의 수혜 여부는 벤처기업의 혁신역량 강화에 정(+)의 영향을 미치는 것으로 나타났으며, R&D 지원은 벤처기업의 혁신성과에도 정(+)의 영향을 미치는 것으로 나타났다. 또한 벤처기업의 스톡옵션제도 활용은 기업의 혁신역량 강화에 정(+)의 영향을 미치고, 벤처기업의 혁신성과에도 정(+)의 영향을 미치는 것으로 나타났다. 벤처기업의 혁신역량은 정부의 R&D 지원 및 벤처기업의 스톡옵션제도 활용과 기업의 혁신성과 사이를 유의하게 매개하는 것으로 나타났다. 이러한 분석결과들은 벤처기업의 혁신에 있어서 정부의 R&D 지원과 스톡옵션 제도의 활용이 의미있는 역할을 할 수 있음을 보여주며, 아울러 혁신의 프로세스에서 벤처기업의 혁신역량이 중요한 의미가 있음을 보여준다. 따라서 벤처기업에 대한 R&D 지원의 기조를 꾸준히 이어나가면서 동시에 기업의 역량강화를 지원하는 다면적 정책수단을 투입할 필요가 있으며, 스톡옵션제도의 활성화를 위한 법적·제도적 정비와 정책적 지원이 지속적으로 이루어질 필요가 있을 것으로 보인다.

R&D 조세 지원 정책과 기업 혁신활동 간의 관계 연구: 국가전략기술 R&D 기업을 중심으로 (A study on the relationship between R&D tax support policy and corporate innovation activities: Focus on national strategic technology R&D companies)

  • Purpose - The purpose of this study was to analyse the relationship between R&D tax support policy and firm innovation activity using data on firms engaged in 12 national strategic technology sectors. Design/methodology/approach - This study collected survey data from 664 companies engaged in national strategic technologies. The data were then analysed using the Propensity Score Matching (PSM) analysis. Findings - First, corporate R&D tax support had a statistically significant positive (+) relationship with firm innovation performance. Second, there was a statistically significant positive (+) relationship with incremental innovation, but there was no statistical significance with radical innovation. Third, there was a statistically significant positive (+) relationship with the firm's first innovation, but there was no statistical significance with the world's first innovation. Fourth, there was a statistically significant positive (+) relationship with the number of R&D projects of a firm. Finally, there was a statistically significant positive (+) relationship with a firm's open innovation. Research implications or Originality - First, in terms of policy effectiveness, the government needs to consider promoting R&D tax support policies in areas where R&D competition is fierce. For private companies engaged in the 12 national strategic technology fields, the R&D tax support policy is working in the direction of promoting corporate innovation activities, and this positive policy effect is likely to be effective in areas where R&D competition is fierce. Second, if the government wants to improve the quality of corporate innovation activities through R&D tax support policies, it needs to provide incentives higher than the current level.

Effect of Component Factors of Innovation Clusters on the Corporate Business Activity: The Moderating Effect of Financial Support

  • Globalization and knowledge-based economy have increased the importance of local areas as the units of global competition. Therefore, the meaning of localities has been emphasized as the core value of economic activities. In this context, innovation cluster has been recognised and emphasized as effective policy measure for innovation. Therefore, most countries have been trying to develop innovation clusters with their expectation for a rapid growth of economy. Nevertheless, there have been minimal empirical researches on innovation cluster. Therefore, for suggesting implications that activation factors of innovation cluster are to have an effect on tenant's business activities, this study conducted a literature review for the theories of regional innovation system(RIS) and innovation cluster. As a result, the activation factors of innovation cluster were classified into institutional, physicals, and social factor. The case of Gyeonggi province's innovation cluster policy was examined for an empirical analysis. Data were analyzed using ordered logistic regression. The results were as follows:First, Institutional and Infra factors had a positive influence on firms' business activities in every empirical test, so they were the most important activation factors of innovation cluster. Second, regarding the interactive effects of financial support, the interactive effects between financial support and Infra factor had a positive influence on the firms' business activities, according to the result of the empirical test.

기계업종 중소기업의 생산성향상을 위한 외적지원효과에 관한 연구 (A Study on the Effect of External Support for Productivity Improvement of SMEs in Machinery Industry)

  • It is also difficult for SMEs to pursue their own innovation activities due to their limited resources and capabilities. There are various government support policies for small and medium enterprises to enhance the competitiveness of the nation by improving sustainability management based on productivity improvement of SMEs. The purpose of this study is to investigate the factors that are important for the external support by the government and the related organizations in the machinery industry participating in the industrial innovation movement and identify the appropriate measures within and outside the organization. The results of this study are as follows: First, the higher the innovation commitment quality of the SMEs in the machinery industry, the more positive the non - financial performance. Second, the higher the quality of support from the headquarter, which has comprehensive responsibility for external support, the more positive the non - financial performance of participating companies. Third, it was concluded that the role quality of the consultant did not significantly affect the non - financial performance of participating companies in the machinery industry. Fourth, as the financial performance of the firm is better, the financial performance is also positively improved.

중소기업의 혁신활동과 사업성과 극대화 요인의 우선순위 연구 (A Study on Priority of Innovation Activity, Business Performance and Maximization Factors of SMEs.)

  • 본 연구의 목적은 중소기업의 혁신활동과 사업성과 극대화 요인의 우선순위에 대한 연구이다. 각 정부부처별 지원사업이 다양한 산업별로 운영되고 있으며, 각 기업에 보조금, 지원금 및 마케팅, 기획, 교육등의 다양한 지원이 이루어지고 있고 각 기업들 또한 이에 참여하게 된다. 따라서 본 연구는 정부지원사업의 참여요인 즉, 기업혁신활동에 따라 사업성과에 긍정적인 영향을 미치는 혁신활동의 우선순위를 AHP기법을 이용해 분석하고 활용하는데 목적이 있다. 기업혁신활동의 계층구조는 '연구개발'과 '정부지원'으로 하였으며, '내부R&D, 외부R&D, 공동R&D'를 연구개발의 하위요인으로, '자금지원, 금융지원, 조세지원'을 정부지원의 하위요인으로 설정하였다. R&D정부지원을 1회 이상 받아 본 기업대상 분석결과, 정부지원(72.1%)이 연구개발(27.8%)에 비해 중요함을 알 수 있으며, 하위요인의 경우 자금지원(30.1%), 조세지원(22.7%), 금융지원(18.8%), 내부R&D(10.8%), 외부R&D(10.3%), 공동R&D(7.2%)의 순으로 나타났다. 이러한 분석결과는 중소기업의 사업성과 극대화에 영향을 미치는 요인중 연구개발과 정부지원의 세부혁신활동 우선순위가 제품혁신 및 공정혁신에 영향을 미치고 있다는 사실을 시사한다. 이러한 시사점은 정부지원사업에 참여하고자하는 중소기업들의 혁신활동 방향설정에 도움이 될 것으로 판단되며, 본 연구에서는 기업혁신을 효율적으로 추진하고자 하는 CEO들에게 결정요소간 전략적 우선순위를 제안하여 효율적으로 기업을 혁신하는데 도움을 주고자 한다.
