The Ministry of Land, Infrastructure and Transport has also been promoting the commercialization of land transport technology to commercialize the technologies owned by small and medium-sized venture companies, and to support the transfer and commercialization of public technologies. At this point, in order to improve the investment effect of subsequent new projects and to select excellent research institutes, it is necessary to establish a valid evaluation index system suitable for the purpose of the project. The evaluation index system for subsequent new projects should be linked to the project objectives and goals of the preceding project, and should be selected in consideration of existing evaluation indicators to prevent interruption of research results. Therefore, this thesis sets the evaluation index system into multiple scenarios through hierarchical cluster analysis using the evaluation result data for each evaluation committee for small and medium venture companies participating in the land transportation technology commercialization support project, and then analyzes the structural equation model. As a result of scenario analysis, considering the measurement effect of each path representing the causal relationship between evaluation indicators and the effect of each evaluation index on evaluation items, the scenario with the highest impact on the evaluation result was selected as an improvement plan.

Considering that earlier stage of construction project has a great influence on the possibility of lowering of environmental load, it is important to build and utilize system that can support effective decision making at the initial stage of the project. In this study, we constructed an environmental load estimation model that can be used at the early stage of the project using basic design factors. The model was constructed by using the artificial neural network to estimate environmental load by applying to planning stage (ANN-1), basic design stage (ANN-2). The result of test, shows that average of absolute measuring efficiency and standard deviation of ANN-1 and ANN-2 were 11.19% / 5.30% and 9.59% / 3.09% each. This result indicates that the model using the input variables extended with the project progress has high reliability and it is considered to be effective in decision support at the initial design stage of the project.

Purpose: By identifying the contents of the "Empty Home Utilization & Community Revitalization Model Project" which is a pilot project of empty homes back into use in Kyoto City and analyzing the characteristics of the case housing, the purpose of this study is to find out implications and suggest improvements for the domestic empty home utilization project. Methods: The scope of the survey covers seven project sites in the period from 2014 to 2016. The research method is to derive the physical and operational characteristics of the project, through the literature reviews related to bringing empty homes back into use in Kyoto City and the field survey including the space measurement and the operator interview. Results: First, in order to succeed in bringing empty homes back into use for community revitalization, the selection process of the project and the role of the public in and after supporting the project are important. Second, the important features that are required as a physical characteristic of the project are an advantage in location and an interactive space that is available at all time like a community cafe at the entrance. Third, as an operational characteristic of the empty home utilization project, it is advantageous for the local residents to participate as a business actor or an operator, and it is the continuous use of residents and outsiders by implementing an operating program that is suitable for the characteristics of the local community. Implications: The physical and operational activation factors to bring empty homes back into use need to be included as the project screening standards. And it is necessary for the public to develop the Intermediate Support Organization and to participate in linking with residents in order to carry out the empty homes utilization project effectively.

The selection of the reasonable project delivery system (PDS) is crucial for a successful performance of a project, which means to achieve project objectives. Furthermore, the project performance has been tightly related to the selection of PDS appropriate to pertinent project characteristics. In this context, the ministry of finance and economy of Korea launched two new project delivery systems called "Best Value Contract (Design-Bid-Build)" and "Bridging Contract (Design-Build)" in October of 2007 by revising enforcement ordinances of "Act on Contracts to Which the State is a Party". For efficient operation of the new project delivery systems, this paper suggested a PDS selection model which supports decision making of the reasonable PDS for a pertinent project by assessing characteristics of the public construction projects, both quantitatively and qualitatively. In addition, a PDS performance evaluation model was proposed in order to get feedback on the result of the PDS selection and the operation for the succeeding project. The standard models suggested in this paper might be used as a tool to support the decision making of the public organizations.

It is well known that PMO (Project Management Office)s are effective for successful project performance. Since it takes a long time to develop PMO capability, many public organizations and companies that do not have internal PMOs are increasingly relying on outsourcing of PMO functions in order to introduce mature PMO capabilities in a short period of time. However, it is not verified yet whether outsourced PMO is more effective than internal PMO or not. The objective of this study is to verify the effectiveness of PMO outsourcing. There are many different definitions about PMO function, and even the same PMO function may have different effectiveness depending on the Industry. Thus, this study redefined the PMO functions and Project Performance based on the past studies, and conducted research by focusing on the ICT (Information and Communication Technology) industry. The ICT industry is an important industry economically and has been attracting global attention recently. This study is the first attempt to prove the effectiveness of outsourcing of PMO function in Korea. We found that PMO function outsourcing is effective for certain aspects of project performance, particularly technical support and infrastructure management. Overall, PMO outsourcing is usually more effective than internal PMO for improving project performance. The results of this study are expected to contribute to the development of PMO theories and practices.

How can action learning program promote organizational learning performance and especially project based team performance in Web-based small and medium-sized enterprises (SMEs)? This article discusses the association between project based team in action learning program and the performance of Web-based SME to be learning organization. In the case of ALPACO, action learning program that promote employee communication behavior, knowledge sharing, and organizational learning are found to be positively associated with the project based team performance and organizational learning, The results indicate that action learning program in SMEs indeed associated with greater knowledge sharing, learning communication skills and changing organizational culture. Learning organization can be, in turn, positively developed by project based team through action learning program for creating competitive advantage, Also, this study offers further support for the practical perspective on learning organization performance. The evidence from this case study suggests that the project team in action learning program playa significant role in team performance and the development of learning organization of the firm. Therefore, in the future, Web-based SMEs should consider making investments in action learning program that encourage project team's effective management in decision making, knowledge sharing, and organizational learning.

The Korean government has promoted rural development projects aimed at bridging the gap between cities and rural areas. However, prior research in assessing available rural projects was mainly focused on only part of the agricultural area, evaluation of project types and improvement measures, analysis of operating management policies, and measuring levels of importance by sub-project categories, and yet the study found a little study on residents' satisfaction of the project who is the direct and fundamental beneficiary. In particular, comparative studies on rural and fishing village residents were insufficient. Thus, the present study chose village residents from Chodo-ri where the Ministry of Oceans and Fisheries held the Customized Capacity Empowerment Project from the Gangwon Fishing Village Specialized Support Center and Songgye-ri where was the project area for rural revitalization project to navigate changes on both perception and satisfaction of the village residents before and after the education.

The regional strategic industry support has been increasingly developed due to the change of environmental and political conditions for the last 10 years. As the paradigm changed from the central government-sponsored system to regional government-sponsored system, the policy has been diversified into various support systems such as regional strategic industry, specialized industry, supporting technology, supporting business, etc. It is crucial to establish the overall development plans and project strategies for the regional industry in terms of effectiveness and efficiency which will generate an integrated strategic frame to adjust overlapped supporting policies and offer a consumer-oriented service. Not only does the study focus on performance-based outcome regarding to a regional business (supporting policy) portfolio, but it also analyzes and proves an empirical decision-making model to draw out the priority and relative importance according to the regional strategic industry and support cases by analyzing the case of Chungnam area's strategic industry support in 2009. Following a priority list of 20 support cases selected from this research model by the Analytic Hierarchy Process (AHP), the result shows that the diverse support plans are needed according to the different strategic industries or the size of enterprise due to the fact that priority of project type varies upon the characteristics of strategic industry. Thus, the support project needs to generate various strategic industries and develop differentiated support policy to consolidate competitiveness of regional enterprises and revitalize the regional economy.

This study discusses the core contents and implications of the design support policy of government in the creation of the designer-makers' business ecosystem through the analysis of 'Young man's Creative Work & Startup Support Project'. This case, which aims to cultivate a design brand based on maker technology and to create jobs for young people, suggests the role of government as a creative culture creator so that designer-makers are able to create creative activities in a more free and creative atmosphere. Furthermore, this study emphasizes the importance of efficient integration and reorganization of similar maker support policies implemented by each government department, the necessity of a roadmap for realizing this, and the support for quality improvement. As a result, the design support policy of government for the designer-makers' business activation should evolve into the qualitative development of intellectual property based on a mature shared culture and the discovery of a new production paradigm model of the manufacturing industry based on the open manufacturers beyond the economic and numerical goals of creating new jobs.

This research is arranged that process and progress facts of 'recreating cultural and traditional village' by the inhabitants participation that in the process during devised a planning of Chungju Mokge village the beginning in 2007. Also it is an investigation that process 'recreating cultural and traditional village' by the themselves through consideration and volition of inhabitants since the beginning stage to devised planning. The result of study are following; First, the inhabitants training inspired knowledge for this project and opened the eyes that themselves can sea it. According to it be foundation that inhabitants to bring their interest and participation of project in progress process. Second, The project were able to maintain transparency of public finance that by common and open of all cooperation process of inhabitants, administration supporter and specialist. And this is an important role about bring positive participation of inhabitants. Finally, the project 'recreating cultural and traditional village' promotion with support of 'Ministry of Culture, Sports and tourism' however this project existing the limits of the budget supporting. The limits are bigger than other rural projects.
