Teacher, the guide of classwork, should acquire various an new knowledge and provide them for students timely. Owing to various reasons, however, they have some difficulties in research and in prior knowledge acquisition. This study is focused on the database construction scheme of elementary education data for everyone in any school and in any place to share those data. This can be accomplished by constructing a database system of elementary education data that are scattered nationwide and by providing them through present educational network.

In this paper, we develop the Automatic Number Plate Recognition (ANPR) System. ANPR is generally composed of the following four steps: i) The acquisition of the image; ii) The extraction of the region of the number plate; iii) The partition of the number and iv) The recognition. The second and third steps incorporate image processing technique. We propose to resolve this by using Partial Differential Equation(PDE) based segmentation method. This method is computationally efficient and robust. Results indicate that our methods are capable to recognize the plate number on difficult situations.

기존 RADAR 기반의 VTS에 AIS를 연계 집약하면서 예측 불가능한 데이터 전송률에도 동일선박으로부터의 AIS 및 RADAR 데이터는 상관관계를 유지하면서 물표에 대한 Tracking이 지속적으로 이루어져야 하지만 AIS 신호 Lost시 RADAR Tracking 자동 전환이 안 되는 경우가 많이 발생하고 있다. 또한 3개의 VTS 모니터 화면에 각각 다른 Scale과 다른 관제구역이 디스플레이 됨으로써 특히 모니터 가장자리 부근의 관제구역은 사각지대로 관제사의 집중도가 떨어질 수밖에 없다. 이러한 문제점들은 관제사의 Traffic Image구성 및 Situational Awareness를 방해하는 요소로 작용하며 사고의 개연성을 높이고 있다. 본 연구에서는 VTS 모니터상의 화면 재구성 방법을 통해서 관제사의 SA를 돕고, AIS-RADAR Tracking 알고리즘 보완을 통한 Target Tracking의 안정성을 확보하고, 교육 훈련을 통해서 AIS특성과 Error현상에 대한 관제사들이 충분히 이해하도록 하여 관제업무의 향상을 기하는 방안을 제시하였다.

The West African Power Pool is currently developing the regional electricity market for its member states. As the basic design for the cross-border power trading system for the West African Power Pool, the step-by-step evolution, the Baseline System and the Fullscale System, is estimated. Along with the interconnection project between member countries, the various functions from the data acquisition and processing by the Baseline System to the interchange trading by the Fullscale System will be implemented gradually.

We introduce a new multimedia telemedicine system which is called Telemedicine for Real-time Emergency Multi-consultation(TREM), based on multiple connection between medical specialists. Due to the subdivision of medical specialties, the existing one-to-one telemedicine system needs be modified to a simultaneous multi-consulting system. To facilitate the consultation the designed system includes following modules: high-quality video, video conferenceing, bio-signal transmission, and file transmission. In order to enhance the operability of the system in different network environment, we made it possible for the user to choose appropriate data acquisition sources of multimedia data and video resolutions. We have tested this system set up in three different places: emergency room, radiologist's office, and surgeon's office. All three communicating systems were successful in making connections with the multi-consultation center to exchange data simultaneously in real-time.

This study has a purpose of developing a scale to evaluate maternal beliefs on preschool children's education. The subjects were 307 mothers of preschool children in Gwang-ju. The methods for data analyses included a factor analysis for construct validity, Pearson correlations between beliefs and learning-related activities for construct validity, and Cronbach's a for reliability. 4 factors were found, through literature review, in parental beliefs: passive learning, active learning, instruction, and expectation for academic-related skills acquisition. Factor analysis revealed that the 4-factor solution is the best fit. Correlations between beliefs and learning-related activities were statistically significant. Cronbach's a ranged from .65 to .87 for 4 sub-scales. It was concluded that the maternal beliefs scale is acceptable for use.

본 논문에서는 과학위성 2호의 주 탑재체인 LIST의 Operation에 대한 개념을 소개하고자 한다. LIST는 태양 진공자외선(Lyman-$\alpha$)의 full disk 영상을 획득하고 분석함으로서 채층과 전이영역의 구조와 진화, ‘Quiet Sun’의 진공자외선 복사 변화 모델, 그리고 태양 진공자외선의 복사로 인한 지구 고층 대기의 변화를 밝혀내는 것이 목표이다. 이러한 목표를 성공적으로 수행하기 위해서는 LIST Operation 개념의 정립과 철저한 규정이 필요하다. 따라서 본 연구진은 Operation을 크게 두 부분으로 세분하였다. 즉, LIST의 각 구성 요소들이 유기적으로 작용, 목적하는 데이터의 성공적인 획득을 위한 ‘Technical Operation’과 획득된 데이터를 활용하여 효과적으로 분석하고 목적한 과학적 성과를 달성하기 위한 ‘Scientific Operation’으로 구분하여 규정하였다. 또한 효율적인 Data System의 관리를 위해 데이터의 흐름을 ‘LIST Observing System’, ‘LIST Data Acquisition System’, ‘LIST Data Reduction and Analysis’, 그리고 ‘LIST Data Analysis and Publication’의 네 가지 단계로 나누어 Data의 활용 중에 나타날 수 있는 위험들을 최소화 하고자 하였다.

This paper considers the performance of the non-participating GPS software receivers under the presence of GPS pseudolite(PL). For the continuous PL signal and pulsed PL signal, the impact of PL signals on the GPS software receivers is investigated according to the signal strength of the PL and the distance between the PL and the GPS receiver.

A wavelet based ECG data compression has become an attractive and efficient method in many mobile tele-cardiology applications. But large data size required for high compression performance leads a serious delay. In this paper, new wavelet compression method with minimum delay is proposed. It is based on deciding the type and compression ratio(CR) of block organically according to the standard deviation of input ECG data with minimum block size. Compression performances of the proposed algorithm for different MIT ECG Records were analyzed comparing other ECG compression algorithm. In addition to the processing delay measurement, compression efficiency and reconstruction sensitivity to error were also evaluated via random noise simulation models. The results show that the proposed algorithm has both lower PRD than other algorithm on same CR and minimum time in the data acquisition, processing and transmission.

The Space-borne electro-optical camera system, like KOMPSAT has panchromatic redundant image channel as well as primary channel in order to increase reliability of satellite system. In most case redundant channel never been used during the whole mission period. Staggered array configuration using redundant image channel and new operation mode proposed which operates primary and redundant channel simultaneously. Without new hardware design, fast electronics and system complexity, we can get 1.414 times more fine GSD image of original system and aliasing effect which corrupt high frequency information of image can be minimized. To get the more efficiency from staggered array configuration, we introduce masked pixel CCD.
