An Approach to Framework of Dealing with Improving the Complexity and Uncertainty for Decommissioning Safety Assessment of a Nuclear Facility

  • An effective assessment for decommissioning safety of nuclear facilities requires basic knowledge about possible risks, characteristics of potential hazards, and comprehensive understanding of the associated cause-effect relationships within a decommissioning for nuclear facility. This paper proposes an approach to develop the hierarchical structure and hazards of dealing with improving the complexity and uncertainty for decommissioning safety assessment of nuclear facilities and the resolutions are proposed to improve the complexity and uncertainty for decommissioning safety assessment of nuclear facilities. These resolutions can provide a comprehensive view of the risks in the decommissioning activities of a nuclear facility.

Inflow Characteristics of Debris Flow and Risk Assessment for Different Shapes of Defensive Structure (방어구조물 형상에 따른 토석류의 유입특성과 위험도 평가)

  • This study analyzed the inflow characteristics of debris flow according to shape of defensive structure and computed risk index. In order to simulate debris flow, two shapes of defensive structure were considered. Initial mass distribution was set with a rectangular shape and defensive structures were set semi-circular shape and rectangular shape, respectively. It was found that a defensive structure with semicircular shape was more vulnerable to debris impact compared with rectangular shape because the flow mass became concentrated in quadrant part of the inner circle. If the velocity of the debris flow was less than 1 m/s, the risk assessment by FII (Flood Intensity Index) was much appropriate. However, when the movement of debris runout was faster than 1 m/s, the risk index of FHR (Flood Hazard Rating) provided improved classification due to its subdivided hazardous range.

  • The Turbine Building of nuclear power plant is classified as non safety-related structure. During the operation, there may be possibility the original licensing basis would be changed, which makes non safety-related structure safety-related. Such a change in regulation requires utility to perform seismic qualification for the existing structure and their facilities. Thus it is meaningful to evaluate seismic margin of the existing non-qualified building structure. In addition, in this paper it is shown that a modification to the structure can enhance their seismic capacity.

  • Proper fatigue life prediction procedures are needed for mechanical structures which requires high durability and reliability. In this paper, a fatigue life prediction procedure has been developed for predicting fatigue life of moving structure under variable loadings. The developed procedure was efficiently applied for a fatigue life calculation of a container crane. Especially, the procedure is useful for safety assessment by computer simulation. A computer program was developed for fatigue life assessment by adopting the forementioned procedure.

  • Decommissioning process of nuclear facilities consist of a sequence of problem solving activities, because there may exist not only working environments contaminated by radiological exposure but also industrial hazards such as fire, explosions, toxic materials, and electrical and physical hazards. Therefore, not a few countries in the world have been trying to develop appropriate counter techniques in order to guarantee safety and efficiency of the process. In spite of that, there still exists neither domestic nor international standard. Unfortunately, however, there are few workers who experienced decommissioning operations a lot in the past. As a solution, it is quite necessary to utilize experts' opinions for risk assessment in decommissioning process. As for an individual hazard factor, risk assessment techniques are getting known to industrial workers with advance of safety technology, but the way how to integrate those results is not yet. This paper aimed to find out an appropriate technique to integrate individual risk assessment results from the viewpoint of experts. Thus, on one hand the whole risk assessment activity for decommissioning operations was modeled as a sequence of individual risk assessment steps which can be classified into two activities, decontamination and dismantling, and on the other, a risk assessment structure was introduced. The whole model was inferred with Fuzzy theory and techniques, and a numerical example was appended for comprehension.

  • The structure performance of a sealed power facilities and the explosion simulation contains significant amounts of scatter, and variability has been characterized in material properties of the structure, a sealed space density, combustible gas volume, gas concentrativeness, ignition site, and gas volume. In order to deal with such uncertainties, structural reliability analysis calculates the failure probability and the reliability index relevant to selected limit states providing quantitative measures of these uncertainties. In this study, structure safety assessment method on the explosion of a sealed power facilities was proposed by using the response surface method (RSM).

  • The structural analysis model for estimate of load carrying capacity of railway bridge on service line is important to determine safety of bridges in service, we need to take response of bridge exactly, applying analysis model similar to the real railway bridge most. Track structure which is to distribute loads and decrease vibrations occurred from running train is constructed on the railway bridges. And it is important factor which should be considered to understand exact dynamic and static responses of bridge. But track structure is currently classified as a none structural members in the structural analysis model for estimating load carrying capacity of railway bridge and not considered in analysis model. That's the reason it is difficult to understand exact behavior of bridges. Therefore, the major objective of this study is to develop an analytical track-bridge model which is similar to real railway bridges considering track structure for safety assessment of railway bridge on service line to be effectively done.

Wind-induced fragility assessment of protruding sign structures

  • Despite that the failure of sign structure may not have disastrous consequence, its sheer number still ensures the need for rigorous safety standard to regulate their maintenance and construction. During its service life, a sign structure is subject to extensive wind load, sometimes well over its permissible design load. A fragility analysis of a sign structure offers a tool for rational decision making and safety evaluation by using a probabilistic framework to consider the various sources of uncertainty that affect its performance. Wind fragility analysis was used to determine the performance of sign structure based on the performance of its connection components. In this study, basic wind fragility concepts and data required to support the fragility analysis of the sign structure such as sign panel's parameters, connection component's parameters, as well as wind load parameters were presented. Fragility and compound fragility analysis showed disparity between connection component. Additionally, reinforcement of the connection system was introduced as an example of the utilization of wind fragility results in the retrofit decision making.

  • Since there is a large variation in measurements of the thickness of corroded elements, the thickness of corroded elements are considered as imprecise elements. There is also a considerable degree of uncertainty in a visual assessment of thickness loss. The remaining thickness of a severly corroded element may be represented by an imprecise which expresses the range over which there is uncertainty about the thickness. Therefore, the objective of this paper is to propose a new methodology to safety assessment using imprecise reliability into conventional safety assessment frameworks. For this purpose, this study presents a safety assessment model using Imprecise reliability for large civil structures and demonstrates the applicability of the approach to cable-stayed bridge projects.
