As the importance of the biohealth industry has recently increased, innovative government support is required. However due to the limitation in the support framework, a complementary support system for commercialization is needed. This study examines the concept of TRL which the existing support being following, and investigates domestic support system and overseas support cases. It points out that the current TRL-based government support policy has limitations for the commercialization of the biohealth industry, which requires a lot of time and investment. The new concept of the support system reflecting the characteristics of the bio-industry and solving the problems of late R&D stage was proposed and connected with the policy direction. It is meaningful that the role as a guideline for overcoming the gap between research and industry for the commercialization of the biohealth.

Environmental Impact Assessment(EIA) in Korea has been used to improve environmental conservation and decision-making. Since environmental impact statement(EIS) was introduced in 1981 with the promulgation of the Environmental Preservation Act in 1977, which replaced the Pollution Control Act legislated in 1963. With a rapid growth of environmental perception as well as the diversification of development activities, however, it has recently bring about a strong demand for a new assessment process related to the strategic level of policies, plan, programs. Method of this study includes analyses of the situation of local EIA and its problematic issues through survey and analysis of information and data, analysis of the level of environmental awareness of professionals and case studies including analysis of foreign strategic environmental assessment. Accordingly, I have elicited a concept of SEA. In addition, I have studied on costs of environmental assessment, and efficiency of internalization of HIA. The survey was carried between September and November 2003, and 177 professionals were asks to complete a questionnaire. As a result of questionnaire survey of environmental pundits, it revealed that 83.8% of participants were in favor of introduction of strategic assessment. This result demonstrated more or less higher approval rate than those of awareness survey done by the Ministry of Environment, i.e. 86.0% ayes, and 14.0% nays. 22.8% of participants agreed to the opinion; "For introduction of this system, earlier is better," 50% reported having an opinion such as, "Will introduce this system in an earliest possible time after correcting problems," 26.3% reported having an opinion such as, "Let's decide the time for introduction of this system after correcting problems first,' and 0.9% reported having an opinion, "it's too early to introduce this system." Specifically, the ratio of ayes on introduction of the system marked 72.8%, and it revealed that a majority of respondents have an opinion such as, "Will introduce this system in an earliest possible time after correcting problems." As means of solutions for the problem regarding the limits of applications that existed in SEA System, factors, such as collecting a wide variety of opinions, securing experts, and faithful implementation, etc. were reported important, and in addition to these factors, respondents revealed having opinions such as, consistent research and development, reflection of public interest, establishment of professional organization, enforcement of after-management service, expanding investments in large, systemizing reference materials, and encouraging public participation, etc. To improve problems involving with present EIA system, it has been identified through this study that SEA is efficient and useful. In order to have SEA introduced successfully, it has been cleared that internalization of effectiveness of environmental cost together with HIA must be accomplished.

In recent business environments, the competition among firms is shifting from the competition based on individual firm only to the competition based on alliance of firms. This is because it is not easy for a firm to perform all functions which consumers want. Thus, it is more effective to combine core competencies of different firms based on a strategic partnership. It is essential to establish a strategic partnership and this strategic partnership is a key success factor in PSS(Product-Service System) which combines products and services. In this paper, we propose a profit sharing model for PSS partnership. We first analyze customer's utility using Cobb-Douglas utility function and then propose the PSS profit sharing ratio considering functionalities and cost structures based on the combination ratio of PSS. This paper helps firms to develop partnership strategies for PSS.

In this paper, we present the design of a system on a chip(SoC) based on Powerline Communication for Power-IT. The SoC deals with power information obtained from analog to digital converter and transmits this data via powerline. We integrate main processor, ADC and PLC function into a chip. Also a FPGA-based emulation system is introduced to evaluate a proposed SoC architecture.

IT governance becomes one of hot issues in corporate information system including university ERP. IT governance provides IT value and mitigates IT-related risks such that the organization takes new business chances and grows in the future. In this study, we briefly introduced IT governance and university ERP in the viewpoint of alignment to the business goal of the organization. And then, we proposed an strategic approach of IT governance for university ERP system with new performance evaluation items from IT-BSC. Finally, we pointed out some related research topics as further studies.

Software for analyzing documents on the net to detect specific categories of occurrences is in great demand. In the current world where detecting terrorist threats is critical there is a great need for such systems. One of the critical application areas of such software is the automatic detection of a national infrastructure emergency. In this research an agent-based generic architecture for emergency warning systems is proposed and implemented. This system, called the National Infrastructure Emergency Warning System (NIEWS), is designed to analyze given documents, to detect threats, and to report possible threats with the necessary information to the appropriate users autonomously. In addition, a systematic analysis framework to detect emergencies on the subject of defensive information warfare is designated and implemented through a knowledge base. The developed system along with the knowledge base is implemented and successfully deployed to Strategic Crisis Exercise (SCE) at the United State Army War College (USAWC), saving a good amount of money by replacing human SMEs (subject matter experts) in the SCE.

In order to respond to the ballistic missile threat of North Korea, the ROK military is constructing a multi-layered defense that can minimize the vulnerability of single-layered defense. Accordingly, it is necessary to study an operation plan which can maximize the intercept rate of a multi-layered defense system. And to study the operation plan of the Korean missile defense system, it must be considered that the operational environment of the Korean military and the effects of the strategic strike system. Therefore, this study proposes a simulation model that reflects the characteristics of the Korean missile defense system and analyzes four interceptor missile operation plans. The simulation result indicates that a high intercept rate can be achieved in various situations by comprehensively considering the ballistic missile threat estimate, interceptor missile reserve, and the strategic strike system effect.

This study is designed to examine international export control norms, analyze current national export control system and identify the problems thereof, presenting several proposals for development in the system. The Republic of Korea, as a signatory of non-proliferation treaties and multilateral export control regimes, is obligated to comply with the international non-proliferation and export control norms, irregardless of hard or soft laws. Korea's export control system has been implemented in earnest since 2005; however, it contains serious problems in terms of the legal system and objectives of relevant laws and regulations, terms and definitions of the items subject to export controls, catch-all requirements, brokering license, response to the U.S. re-export controls, and so on. Proposals for development in the system include (i) enacting an independent law integrating the current dual-use items export control law and regulations, (ii) making use of the term of "strategic items" as a uniform terminology replacing 'goods etc.', 'strategic goods(inclusive of technology)', 'strategic goods, etc.', 'WMD, etc.' so as to preclude any possibility of misunderstanding, (iii) rewriting the catch-all control requirements, (iv) introducing registration system of brokering firms, (v) including provisions to comply with U.S. reexport controls, and (vi) providing stakeholder with correct and full information on export controls.

Medium and Small Firms have faced complex and dynamic environments that have been attributed to increases in the globalization and competitiveness of the global economy. To success in this environments, Medium and Small Firms should set up management strategy and introduce strategic performance management system. And, the strategic performance management system are modified to fit in management strategy. The purpose of this study is to find out firstly, whether management strategy types affect the organizational performance and the intensity of the types makes a difference on the performance and secondly, whether the evaluation system or the degree of utilizing the system affects the organizational performance and finally, whether the interaction between management strategy types and strategic performance management system makes a significant influence on the organizational performance. In this paper, we categorize the type of strategy for Medium and Small Firms in Gyeongsangbuk-do and Daegu areas, and study whether Firm's performance can be improved by designing appropriate strategic performance management system.
