A Research on Derivation of Strategic Brain Research Areas by the AHP Approach (AHP를 이용한 뇌융합 전략분야 발굴 연구)

  • This article serves as a guideline to the policy on Korea brain science program. Given limited resources within Korea, setting priorities in brain science topics is important in science policy. In this study, we determined the priorities of important brain science topics based on the frontier properties, innovativeness, and prospective outcome. Firstly, the significant topics were chosen after the interview with the top nationwide brain scientists, which were neuroglia, brain precision medicine, neuromorphic engineering, neuroepigenetics, and brain oscillation. Secondly, the analytic hierarchy process (AHP) survey were conducted to prioritize and assign the important weight for not only the criteria but also the research topics in pair choice evaluation. In regards to the importance among the criteria, prospects of the topic was determined to be the top criterion to ranked criterion to consider in the government investment. The priority of the research topics was determined by the order for the project to be considered in national science policy in a comparative way.

  • Korea successfully achieved energy independence in the shortest period of time from being the poorest country in terms of energy 50 years ago through steady development of nuclear technology. In the past, the nuclear industry has been driven through government-centered policy development, public institution-based research, and industrial facility and infrastructure construction. Consequently, South Korea became a nuclear energy powerhouse exporting nuclear power plants to the UAE, surpassing the level of domestic technological independence. However, in recent years, the nuclear industry in Korea has experienced a decline in new plant construction since the Fukushima accident in Japan, which caused changes in public perspectives regarding nuclear power plant operation, more stringent safety standards on the operation of nuclear power plants, and a shift in governmental energy policy. These changes are expected to change the domestic nuclear industry ecosystem. Therefore, in this study, we investigate the priority of technology development investment from the perspective of experts in private nuclear power companies, shifting the focus from government-led nuclear R&D policies. To establish a direction in nuclear technology development, a survey was conducted by applying an analytic hierarchy analysis to experts who have worked in nuclear power plants for more than 15 years. The analysis items of focus were the 3 attributes of strategic importance, urgency, and business feasibility of four major fields related to nuclear energy: nuclear safety, decommissioning, radioactive waste management, and strengthening industrial competitiveness.

An Analysis on the Selection Process of Core Wireless Communications Technologies in Korean National IT R&D Program

  • This paper reviews the Korean government’s selection process of core wireless communications technologies, and presents technology trends, perspectives and strategies of 5 core technologies to develop in wireless communications areas based on the mid term IT technology development plan(2002∼2004). Delphi Panel Method and Analytic Hierarchy Process(AHP) Analysis were adapted to select 30 core technologies in 9 strategic areas. Especially, 5 core wireless communications technologies out of 24 required technologies are selected: 4 G Core Technology, Broadband Wireless Access Network Technology, IMT-2000 Plus STP Technology, OBP Based Multimedia Satellite Communications Technology, Stratosphere Communications System Technology. Strategic national IT R&D program has been essential to continue success story of CDMA technology, and acquiring technology independency from advanced nations. In long term perspectives, a strategy of intensive investment with prudent selection onto core technologies should be deployed in the IT R&D programs. Also, the national IT R&D programs should be limited in the high risk & high returen areas where only government can afford the failures as well as better spill over effects are expected for the technology development and national economy. Korean industry has some strength in wireless communications technology area. Therefore, more policy concerns should be given into this area not only to secure present strength but also to explore better technology competitiveness.

Efficiency Analysis and Strategic Portfolio Model of National Health Technology R&D Program Using DEA : Focused on Translational Research (DEA를 이용한 보건의료기술 R&D 사업의 효율성 분석과 전략적 포트폴리오 모형 : 중개연구를 중심으로)

  • This paper measures and compares the efficiency of national health technology R&D programs focused on translational research program increasing importance using data envelopment analysis (DEA). Three input variables and three output variables are selected for DEA. Inputs are funds, researchers, and project period and outputs are SCI (E) papers, applied and granted patents, and impact factor. This study uses a three-stage approach. In the first stage, output-based DEA model is applied to evaluate the efficiency of decision making unit (DMU). In the second stage, based on efficiency scores of target diseases high-efficiency group and low-efficiency group are classified. And then strategic portfolio matrix of translational research program is composed of four dimensions combining research types. Mann-Whitney U test is then run to compare average efficiency scores among four groups. In the final stage, Tobit regression model is used to estimate factors likely to influence the efficiency. The results are expected to provide policy implications for effectively establishing investment strategy and managing performance of R&D program.

An Innovation Path of Catch-up by Semiconductor Latecomers: The Semiconductor Manufacturing International Corporation Case

  • Exploring innovations for latecomers to catch up has been a popular concern in industry and academia. Over the last decade, more and more East Asian latecomer firms have moved beyond imitation and are delivering innovative products and services to the market. However, the semiconductor latecomers from China have limited success in catching up with more mature semiconductor firms. Our study examines how semiconductor latecomers to break through the latecomer's dilemma by innovation and achieve catch-up. We use a single-case approach for the Semiconductor Manufacturing International Corporation (SMIC) vertical development process to analysis its innovation path of catching up. The study's results showed that SMIC relied on the government's policy and funding support, and based on the strategic endurance of entrepreneurs, it persisted in technology R&D investment and independent innovation for 20 years. SMIC finally smashed the dilemma of latecomers and successfully achieved catch-up. With these findings, we believe that the path of catching up innovation for semiconductor latecomers should be equipped with independent innovation of technology, strategic leadership of entrepreneurs and support of government policies. As these factors are combined, latecomer firms' position is expected to rise and catch-up will become visible. Our study contributes to some enlightenment on the innovation path for latecomers in China and global semiconductors to achieve their catch-up.

A Study on the Policy of New Government Science and Technology and the R&D Policy of Government Departments Related to Geoscience and Mineral Resources (신정부 과학기술 및 지질자원 관련 정부부처 R&D정책 분석)

  • With the launch of the new government in 2017, National Planning and Advisory Committee (NPAC) announced the five-year plan for the government administration and the 100 national tasks. The Ministry of Science and ICT (Information & Communication Technology) (MSIT) and other government agencies issued work plans for 2018, including R&D plans. Analyzing the changes in government policy will be a major task of public research and development institutions. This study analyzed the changes of the R&D policy of the new government and the R&D policy direction and strategic plan of the government departments related to the geoscience and mineral resources in 2018. The results of the analysis are as follows: 1) to lead the innovation growth through the 4th industrial revolution, 2) to supply clean energy and to cope with climate change in the environment and energy field, 3) to improve the quality of life through problem solving in the life of the people and disaster prevention. Considering the investment direction of the government, it is necessary to lead the geoscience and mineral resources R&D to solve problems of the society and to grow by the science and technology.

Medvedev Administration's New Foreign Policy Line (메드베데프 정부의 새로운 대외정책노선 : 정책기조, 변화의 원인, 수행과정 분석을 중심으로)

  • Medvedev administration has adopted new foreign policy line because of Obama administration's 'Reset' policy and Global economic crisis. The objectives of Medvedev's new foreign policy are the creation of a favorable external environment and the efficient use of external resources for Russia's economic modernization. To achieve these goals, Medvedev's government fleshed out such specific action plans as the avoidance of conflicts with other powers, the prevention of conflicts around Russia's borders, the activation of capital investment, and the introduction of advanced technology from the outside. This foreign policy line takes shape in the building of a foundation for strategic cooperation with the United States, the preparation for 'Modernization Alliance' with Europe, the management of cooperation and conflict with China and Japan, and the introduction of a dual strategy of strategic stability and economic integration in relations with post-soviet states. In Russia's new foreign policy line the strengthening of relations with the United States and Europe acquires highest priority. However, this does not mean a return to a 'pro-Western liberal line' in the early 1990s. The ultimate goal of Russia's 'modernization' program still lies in the rebuilding of a powerful Russia in accordance with the multipolar world order that was Putin administration's foreign policy line. In this context, foreign policy change under Medvedev administration could be defined as a 'program change at international level' that signifies a change in the means to achieve goals without changing them.

A Study on the Internalization of Sensor Technology by Comparison of IT Leading Countries

  • The 4th Industrial Revolution is a revolutionary change through intelligence, big fusion and personalization, and the importance of sensor technology that is the basis of core technology is emerging. This study empirically analyzes the derivation of national strategy for R&D of sensor technology, and draws out the effect of technology internalization effort through strategic R&D activities on technical performance and further on national economy. The research and development results are calculated for each type of technology internalization, and the results of the research and development are verified to establish a structure that contributes to the national economic performance. As a national technology internalization strategy, considering its own R&D investment and joint research and development, we examine the impact of each factor on patents and GDP, focusing on causality and ripple effects. For causality analysis, Grandeur causality analysis shows that R&D investment and joint research and development in all countries have mutual causal relationship with GDP. The implications are as follows. First, it is necessary to establish the policy of national economic development through the internalization of technology and knowledge. Second, it is necessary to establish policies according to the type of knowledge internalization. Third, it will be necessary to create an ecosystem environment based on a virtuous relationship between knowledge internalization and national technology and economic development.

Strategies for Development of Seafloor Polymetallic Sulphides in Consideration of International Progress (해저열수광상 개발동향과 우리나라의 대응방안)

  • Polymetallic sulphides means hydrothermally formed deposits of sulphide minerals which contain concentrations of metals including, inter alia, copper, lead, zinc, gold and silver. Nautilus is the first company to commercially explore the seafloor polymetallic sulphide deposits. The Company holds exploration licences and exploration applications for more than 370,000 $km^2$ in the jurisdictional seas of Papua New Guinea, Fiji, Tonga, the Solomon Islands and New Zealand along the western Pacific Ocean's Rim of Fire. Neptune Minerals is also a leading explorer and developer in this field, with exploration licences awarded totalling more than 270,000 $km^2$ in the territorial seas or EEZ of New Zealand, Papua New Guinea and the Federated States of Micronesia. These two companies now carry out the most active investment activities for seafloor polymetallic sulphide deposits with a goal of commercial production by 2010. China and Japan carry out exploration activities for the seafloor polymetallic sulphide deposits to secure supplies of strategic metals. China carries out national R&D projects relating to deep sea mineral resources in the world ocean through China Ocean Mineral Resources R&D Association(COMRA). And Japan investigates her own EEZ for exploration of the seafloor polymetallic sulphide deposits. In consideration of aforementioned international activities of coastal nations as well as private companies for exploring the sulphide deposits, Korea shall prepare strategic plans : First, consolidation of the authorities concerned and legislative support; second, determination of main entity of the project; third, securing government's decisive investment of sufficient budget; and lastly, establishment of the mid, long-term plan for development of seafloor polymetallic sulphides deposits.

The Signaling Effect of Government R&D Subsidies on Inducing Venture Capital Funding (스타트업 대상 정부 R&D 지원금의 벤처 투자 유도 효과)

  • Based on the signaling theory, this study examined whether startups are more likely to attract venture investment when receiving government R&D subsidies. First, we reviewed previous studies of the investment decision-making process of venture capitalists and understood the conditions that influence investment decisions. Based on previous studies on the signal effect of government subsidies, particularly government R&D grants, on inducing private fund investment, this study revealed a mechanism to induce venture investment by startups. In addition, in order to verify whether government R&D subsidies have the effect of inducing venture investment, an empirical analysis was conducted based on data from startups under seven years and certified as a venture companies in 2021. This paper used PSM(Propensity Score Matching) method and DID(Difference In Difference) analysis for an empirical study to analyze the average treatment effect on the treated group(beneficiary startups of government R&D grants). As a result of empirical analysis, companies that receive more government R&D subsidies after starting a business are more likely to attract venture investment. From two to three years after conducting the first government R&D project, startups that received government R&D grants attracted more venture investment than those that did not. The results of this paper demonstrate that government R&D projects can also affect the venture investment ecosystem, giving policy implications to government R&D projects targeting startups. It is also expected to suggest strategic implications to startups that need new funding.
