A Nexus among Strategy Type, Market Orientation, Strategic Costing and Financial Sector Performance of Private Universities in Indonesia

  • This study aims to find empirical evidence of causal relationship between strategy type, market orientation, strategic management accounting (SMA) strategic costing technique, and financial sector performance of private universities in Indonesia. The research object in this study are private universities in Yogyakarta, Indonesia. Yogyakarta is chosen because universities there are one of the barometers of higher education in Indonesia, and the city has quite a number of universities. The respondents in this study are the leader (manager) of private universities in Yogyakarta, Indonesia. The data analysis is done using SEM-PLS with WarpPLS 3.0 software. The results of this study show that market orientation has significant influence on the development and implementation of SMA strategic costing technique, while strategy type does not have significant influence on the development and implementation of SMA strategic costing technique. This study also finds that the implementation of SMA strategic costing technique significantly influences the financial sector performance of private universities in Yogyakarta, Indonesia. This study provides theoretical implication regarding SMA development in universities that consider that contingency factors (market orientation) can encourage increased organizational performance. It indicates support for contingency theory that states there are no general principles that apply to all situations.

정보시스템 평가지표 개발에 관한 실증적 연구 : 공공부문을 중심으로 (An Empirical Study on Development of IS Evaluation Indices : In Case of Public Sectors)

  • In this research, the comprehensive evaluation model of IS(information systems) for public sectors is theoretically constructed through reviewing and integrating previous IS evaluation-related research. This model is hypothesized to consist of five sectors(System Sector, User Sector, Organization and Management Sector, Resource Management Sector and Strategic Contribution Sector), ten evaluation items belonging to these five evaluation sectors, and sixty two evaluation indices for these ten evaluation items. The results of empirical analyses to test the validity of the research model show that the evaluation sectors turn out to be the same ones as proposed in the hypothetical model. The evaluation items(System Quality, Information Quality, Service Quality) in System Sector proves to be consistent with the hypothetical model. However, in case of User Sector, two evaluation items(Perceived Usefulness and User Satisfaction) which are included in the hypothetical model are found to be merged into one item(User Satisfaction). And, it is shown that four evaluation items such as the Efficiency of Internal Process, Customer Satisfaction, Organizational Innovation, and the Degree of Informatization competence improvement are included in Organization and Management Sector, differently from the research model in which the items, Organizational innovation and the Degree of Informatization competence improvement, are not divided. As a final result, sixty two evaluation indices that comprise all the evaluation items belonging to five sectors are found to be reduced to fifty seven ones through factor analyses, criterion-related validity tests and reliability analyses.

시스템적인 접근에 의한 품질경영모형수립과 공공부문의 적용에 관한 연구 (A Study on the Development of Quality Management System Model and its Application in the Public Service Sector)

  • A strategic model on quality management system was developed and applied for the public service sector. The public service sector includes a wide range of organizations such as local authorities responsible for education, social services and housing, government departments, military forces, and public enterprises like post office and Korean Railroad. Quality management requires strategic integration of management system for achieving customer satisfaction. Questionnaire was developed, and data was collected and analyzed for this study. Conclusively, leadership and organization culture are the important drivers among the quality management activities. Human resource development and process management are significantly related to employee satisfaction, which also significantly influences on customer satisfaction in the public sector.

계층분석기법을 이용한 정보시스템 평가영역 및 평가항목별 가중치 설정 방안: 공공부문을 중심으로 (The Way of Establishing Weights for IS Evaluation Areas and Items by means of AHP : Focusing on Public Sector)

  • It is tried that evaluation areas and items of information system in public sector are derived ration-ally and its weight value call be applied differently to type of information system to enhance validity and objectiveness of measurement in evaluating IS in this research. To obtain the goal of this research, firstly, five sectors - system sector, user sector, organization and management sector, the degree of strategic contribution to IS, and the degree of optimizing re-source in IS - are categorized based on broadly reviewing previous theoretical and practical research. Secondly, IS type in public sector is divided into internal operation one and customer oriented one that is object of the IS, and divided into application oriented and IT infrastructure oriented which are influence by IS. Thirdly, evaluation areas and its items are measured by 5 point scales (Likert summated scales) in addition to analysis of validity and reliability to improve objectiveness of establishing evaluation areas and its items. Fourthly, the weight values in the evaluation areas and its items are derived by using analytic hierarchy process. According to the results of analysis of weight value through AHP, it were found to be 30.4% to organization and management sector. 25.5% to degree of strategic contribution, 21.0% to user sector, 13.5% to degree of optimization of resource management, and 9.6% to system sector. and. different weight values each of the four IS type are proposed which establishing in this research. The main implications of this study is that the criteria by which IS in public sector can be categorized 4 ones is suggested and The weighted evaluation for four types of IS based on the AHP analysis enables proposing an objective evaluation method of IS in public sector for considering individual IS characterics.

Strategic Considerations for Development of the ICT Industry in Korea: Exploratory Research Using Input-Output Analysis

  • This study compares the economic impacts among ICT sectors and derives strategic considerations for development of the ICT industry in Korea. Prior to analysis, this study classified ICT industry into four sectors: ICT equipment, components, service, and SW/system. This study conducted Input-Output Analysis on the four ICT sectors. An Input-Output Analysis is a quantitative economic technique that represents the direct and indirect interdependencies between different industries of a national economy. Features of each ICT sector were observed in the results. Within the ICT equipment sector, production is decreasing, import dependence is increasing, and employment size is very low, relative to the overall ICT industry. The component sector accounts for the over half of the output and value added of the ICT industry, but domestic production has recently declined. The subsector experienced decreasing production and increasing imports relative to the other ICT subsectors. In the service sector, output is small but its production and employment impact is very high. The fourth sector, ICT SW/system, has very low impact on production but high impact on employment. These features suggest two strategies to develop the ICT industry in Korea. First, the ICT component and service sectors should be promoted to stimulate growth of the national economy. Second, to encourage employment growth, policies should promote the ICT SW/system and service sectors.

미 항공우주국 (NASA)의 전략기획에 대한 사례 연구 - 공공 연구개발 조직의 전략기획의 관점에서 (A Case Study on Strategic Planning in NASA In the Perspective of Strategic Planning in Publicly funded R&D Organizations)

  • 본 연구에서는 미 항공우주국 (NASA)의 전략기획을 공공 연구개발 조직의 전략기획이란 관점에 의하여 분석하였다. 이를 위하여 전략경영과 전략기획에 대한 일반적인 논의, 공공부문에서의 적용, 연구개발조직의 특성 등을 고려하여 공공 연구개발 조직의 전략경영 및 전략기획의 분석틀을 제시해 보았다. 그리고 구성된 틀에 의하여 미항공우주국과 산하 연구소인 고다드 우주비행 센터의 전략기획 과정과 특징을 분석하였다. 이에 의하면 공공연구개발 조직에서 전략기획을 수행함에 있어 다음과 같은 시사점을 생각해 볼 수 있다. 첫째, 민간부문의 전략기획 과정과 공공부문의 전략기획 과정의 차이점을 고려해야 할 것이다. 둘째, 전략의 수립과정에 있어 기관과 외부의 이해관계자와의 관계에 대한 논의가 있어야 한다. 셋째, 연구개발의 사회경제적 효과의 확인과 측정, 그것의 기관 목표설정으로의 환류방안에 대한 논의가 필요하다. 넷째, 전략기획이 조직 내에서 실질적인 효과를 가지려면 경영목표, 예산, 기관평가 등 기존의 기관 운영시스템과 긴밀하게 연결되어야 한다는 점이다. 이러한 점들이 잘 고려되어 도입에 성공한다면, 연구개발기관의 고유 임무 특성에 맞는 운영과 평가가 가능해 질 것이다. 향후 보다 적실성 있는 연구결과를 위해서는 실제 공공연구개발기관의 전략경영 과정에 대한 심도 있는 연구와 성과지표 등에 대한 유형별 분석이 필요하다. 이러한 과정에서 실제 관련 실행 사례의 현황과 문제점에 대한 분석을 축적함으로써 다양한 시사점들이 종합되어야 할 것이다.

  • 최근 중앙부처 및 지방자치단체 등 공공부문에서 성과관리의 중요성이 강조되면서 BSC 등의 성과관리 시스템 구축이 활발히 진행되고 있다. 그러나 민간부문과 달리 공공부문은 비영리 조직이라는 특성상, 그리고 다양한 이해관계자들이 존재하기 때문에 성과관리 시스템 구축 시 많은 어려움이 있다. 본 연구의 목적은 정보통신부의 전략적 성과관리 시스템에 대한 연구를 통해, 업무특성에 맞는 성과관리 시스템 구축에 대한 선진사례를 도출하여, 공공부문에서 BSC 등의 성과관리 시스템을 구축 시 발생하는 문제점들에 대해 효과적으로 대처하고 벤치마킹 할 수 있는 방안을 제공하는데 있다. 사례대상 공공기관(정보통신부)의 성과관리 연구는 국내 공공부서에 적합한 성과관리 방법론 도입과 시스템 구축에 효과적인 지침서가 될 수 있을 것이며, 현재 공공부문에서 BSC를 구축 할 때 발생하는 여러 문제들에 대하여 효과적인 방안을 제시할 수 있다는 데에 연구의 의의를 둘 수 있다.

환경 불확실성이 한.미 제조업체의 의존성, 결속과 전략적 성과에 미치는 효과: 수요부문 환경불확실성을 중심으로 (The Effects of Output Sector Uncertainty on Dependence, Commitment and Strategic Performance: A Comparative Analysis on Korean and American Manufacturers)

  • 본 연구는 수요부문 환경의 불확실성이 제조업체의 유통업체에 대한 의존성, 결속과 전략적 성과에 어떻게 영향을 주는지를 한국과 미국의 제조업체를 통해 검증해 보았다. 이러한 연구는 수요부문 환경의 불확실성에 대해서 한국의 제조업체와 유통업체만을 연구한 것이 아니라, 미국의 표본까지 확보하여 유통환경이 다른 국가를 비교 연구하였다는 것에 커다란 의의가 있다고 할 수 있다. 설문은 유통업체와 직접 접촉이 있는 제조업체를 대상으로 수집하였고, 한국기업 105개, 미국기업 103개의 데이터를 가지고 구조방정식으로 분석을 하였다. 결과는 다음과 같다. 수요부문 환경의 불확실성이 높을수록 의존성이 높을 것이라는 가설 1은 한국과 미국에서 모두 채택되었다. 수요부문 환경불확실성이 높을수록 결속이 높을 것이라는 가설 2는 한국에서는 기각되었고, 미국에서는 채택되었다. 수요부문 환경의 불확실성이 높을수록 전략적 성과가 높을 것이라는 가설 3은 한국, 미국 두 국가 모두에서 기각되었다. 의존성이 높을수록 전략적 성과가 높을 것이라는 가설 4는 한국에서는 채택되었고, 미국에서는 기각되었다. 결속이 높을수록 전략적 성과가 높을 것이라는 가설 5는 한국, 미국 모두에서 채택되었다. 향후 연구에서는 제조업체와 유통업체의 의존성과 결속, 전략적 성과를 측정함에 있어서 상호관점에서 측정할 필요가 있을 것이다. 또한 향후 추가자료를 확보하여 표본을 늘릴 필요가 있을 것이다. 그리고 환경 불확실성이 수요부문 환경의 불확실성뿐만 아니라 유통환경의 모든 불확실성이 같은 차원에서 비교 연구될 필요가 있을 것이다.

연구개발 분야에서 성과관리제도의 도입현황 분석 (Performance Management in the R&D Sector)

  • This paper aims to review and analyse the introduction process of performance management system(PMS) in the R&D sector. It also examines initial problems and future policy directions of the new system. Theory part deals with various approaches to the PMS and the relation between research evaluation and performance management. The paper then describes how the PMS has been introduced in the National R&D Program by the MOST in terms of the contents of strategic goal, performance goal and performance indicator together with their development process. After this, it captures problems arising in the initial phase and then suggests how they should be solved on the ministerial and cross-ministerial level. Discussed are following topics: lack of strategic planning, grouping of heterogeneous sub-programs, duplication between the OMS and other existing research or performance evaluation. The paper finally suggests policy implications using the logic model which has been developed in a series of recent international conferences.

한·중 FTA 대응 수산분야 전략적 수출품종 선정에 관한 연구 (A Study on Selection of Strategic Export Items in Fisheries Sector for Korea-China FTA)

  • The objectives of this study is to analyze the competitiveness of fisheries trade between Korea and China, and to estimate strategic seafood export products for Korea-China FTA in fisheries sector. The results of analyses indicate that Korea has comparative advantages in export items such as spanish mackerel, flatfish, cod, roe in frozen fish(0303), and squid, sea cucumber, oyster in molluscs(0307). In addition, tuna in prepared or preserved fish(1604), sea cucumber in crustacean, molluscs and other aquatic invertebrates(1605) have comparative advantage in exporting to China.
