  • Recently, The concept of strategic groups is recognized as a basic unit of understanding framework in strategic management research. Researchers have consistently approached the relationship between strategic groups and organizational variables(organization structure vs strategies, management process vs strategies, management systems vs strategies, environment vs strategies, strategies vs performance). However the relationship between strategic groups and human resources has been neglected in theortical approach and empirical approach. Therefore this study explores the relationship between strategic groups and human resources management.

  • MIS personnel should not only be capable of developing technically sounded systems, but also act as the companion role of strategic management. For this reason, it is important to direct efficient human resource management for MIS personnel. For directing efficient MIS human resource management, this paper studies the relationship of major types of MIS career orientation, job satisfaction and organizational commitment based on the work area of MIS personnel, Based on the empirical analysis using questionnaires answered from MIS personnel of Korean public and private enterprises, the hypotheses of this study were proved. The result of this research shows most of the domestic MIS personnel tends to line up with technology and management favoritism for their career orientation. If an individual career orientation and his or her work area are matched, it presents higher job satisfaction. Furthermore, a group of management orientation shows higher organizational commitment than a group of technology arientation among MIS personnel with identical job satisfaction. Therefore, this study suggests that career orientation of MIS personnel affect the job satisfaction and organizational commitment. In the future, a career management system suitable to the MIS personnel should be developed to improve the effectiveness of MIS organization.

A Development of Staff Mobility in the System of Strategic Human Resource Management

  • Purpose - This work aims to study the existing management process and methods of statistical evaluation of personnel mobility management, and propose improvement measures. This is particularly relevant in today's market economy because proper organization of personnel movement affects the availability and effective utilization of human resources in enterprises. Hence, it influences the volume, timely execution of work, equipment efficiency, and consequently the volume of production, its cost, profit, and other economic indicators. Research design, data, and methodology - We investigate the indicators that measure staff mobility, and their dependent consequences. Further, it analyses the factors influencing high staff turnover, which is a main indicator of staff mobility. Results - Measures for staff mobility development and prevention of turnover are proposed. Micom Systems is a sample case that has developed special programs to reduce staff turnover. Conclusions - Staff mobility leads to additional costs, significant loss of working time, and increase in defects. However, the advantages of staff mobility outweigh these negative factors. The role of staff mobility in a market economy cannot be overestimated.

  • The purpose of this study is to examine the factors of performance - based HR system that Korean ICT firms use and to analyze the effect of performance - based HR system on organizational culture. To do this, we conducted literature surveys and set up research models and hypotheses that performance - based personnel systems will affect organizational culture. We also added the moderating effect of LMX on the relationship between these variables. For the empirical analysis, a questionnaire survey was conducted for ICT companies member in Daegu and Kyungbuk area. Multiple regression analysis and hierarchical regression analysis were conducted to test hypotheses. As a result, performance - based personnel system has a significant effect on organizational culture. In particular, we found that LMX has a moderating effect on hierarchical culture and collective culture. These results will contribute to enhance competitiveness and to create new core competencies of ICT firms.

An Empirical Study on Education and Training System for Effective Implementation of IT Strategies (정보화전략의 효과적 추진을 위한 교육훈련체계에 관한 실증적 연구)

  • The objective of this research is to develop education and training systems for IS department and user department personnel, which is essential to effective implementation IT(information technology) strategies in most of organizations. In order to achieve this research objective, first this study theoretically derives six categories of education and training based on comprehensive review of the previous research, and explicates concrete items for each category. And then, with respect to each of these items, we empirically investigate the degree of necessity measured by the gap between the required level of knowledge and skills which staff members should have for effective implementation of IT strategies and the present level of them which they really have. Field survey is employed for the data collection: 270 questionnaires are distributed to the companies in private and public sectors, and 196 questionnaires are collected in useful condition and are analyzed. The findings of this research shows that six dimensions of education and training are empirically derived by factor analysis as following: (1) general knowledge for organizational overview, (2) management knowledge and skills, (3) knowledge and skills of the specific information system which IS department and user department personnel are directly involved in developing and operating, (4) knowledge and skills for strategic use of IT, (5) general knowledge and skills for IT and (6) advanced expert knowledge and skills for specific IT. And the degree of necessity turns out to be statistically significantly different among six dimensions of education and training needed by IS department and user department personnel respectively. Also for each dimension, the degree of necessity is shown to be statistically significantly different between IS department and user department personnel The results of this study can provide the theoretical basis for constructing the IT education and training system for effective implementation of IT strategies, Also they can be used as a practical guideline in developing and promoting specific IT education and training programs in real organizations.

  • The article defines the organizational conditions for effective management, the actions of the team to implement the concept of marketing management using the tools of pedagogical and strategic management. Due to this, results are achieved - indicators, since in our study they will be indicators of managerial efficiency: improving the "organization" function through the construction of new organizational structures; improving the functions of "analytical activity and planning" through enriching managerial work with economic and gnostic methods, analytical activities with the mandatory inclusion of financial activities, introspection of all participants, widespread use of licensed automated systems; synthesis of educational, economic, social results.

  • In this study, we proposed security information and event management for ship as a technology to respond to maritime cybersecurity regulations and evolving cyber threats. We analyze the main technologies of network management system and security information and event management, which are representative technologies for responding to ship cyber security, and propose SIEM for ships based on this. Optimized for ships based on the International Maritime Organization's Maritime Cyber Threat Management Guidelines, IACS UR E26, 27, etc. Derive the main functions of the SIEM for ship, linkage and normalization plan for the ship's heterogeneous equipment, ship's cyber threat and ship detection policy to identify ship's cyber security threats, and ship's operating environment and operating personnel.

  • This case study reviews procedures of the implementation of a strategic performance management system for the KITECH(Korea Institute of Industrial Technology). The purpose of the study is to provide government funding research institutions with cautious considerations when the institutions want to setup performance systems.. KITHCH's strategic performance management system is based on BSC and has following characteristics: 1. KITHCH has spent more than a year in order to obtain the personnel's agreements on mission, strategies and goals. 2. They have focused a mission and strategy focused performance system so that KPIs are as much aligned as possible with strategies. 3. They have developed the system using both top-down and bottom-up frames. The weights for KPIs were formulated with the bottom-up procedure. This study results possible effective factors for successful implementation of a strategic performance management system for research institutions.

  • This paper provides a case for the comprehensive performance management system in Public Procurement Service. Public Procurement Service set up the BSC system at the beginning of 2006 by improving and complementing the earliest performance management system and made it possible to automatically connet the performance measurement and evaluation of the departmental and person by using CSF and KPI, which result from their mission and strategic assignments. Therefore, the public service of the adminstration is able to offer better customer service, as the private corporations do, apply the incentive and disincentive policies to the personnel and reward administration and contribute to changing the administration into an organization of competition and performance compensation. The application of the BSC system enables the strengthening of the individual evaluation system in the departmental, integration of various evaluations into one, and the establishment of a monitering system of achievement rate in the objective management in the periodic results. Such a case study of Public Procurement Service will determine the course of establishment of the BSC in other public institutions and suggest many successful methods and ideas for the performance management system.

  • The Busan shoe industry has been the accelerating overseas transfer of production facilities due to loss of competitiveness in the wake of drastic revaluation of the won, an increase in personnel expenses and the rise of backup developing countries since the late 1980s. On account of changes in the general system of supply and demand caused by a decrease in exports and production, the Industrial structure has been subjected to a transition from export to domestic demand. As a result, the Busan shoe industry, which used to rank second in the world in terms of its shoe export and to account for 16.5% in terms of its market share, started to be regarded as a fast-fading industry. As a domestic companies have a tendency to almost all the tasks on bloc, it is true that their competitiveness is on the rapid decline for they prefer self-reliance on the premise that all the production should be dealt with for themselves. It is outsourcing that is taken into account as a strategic vehicle for converting such self-reliance into the system of low expenditure and high efficiency.
