Medical devices separated by a committee of the International Electrotechnical Commission IEC TC (Technical Committee) 62 medical electrical equipment being promoted by the International standards. Actually, a lot of standards were existed, but many national and international standards for medical devices were lacking in practical standards that can be applied to their development. Most international standards were focused in electrical and mechanical safety of medical devices. Therefore, there were few practical standards which contain essential performance evaluation. Although medical device regulations do not enforce a fixed lifecycle model, activities are presented in a sequential manner, thus hinting at a waterfall process. Meanwhile, for a decade or more, software teams have benefitted from agile development methods. Several medical device manufacturers have adopted agile practices while keeping development in compliance with regulations, but conflicts arise and decisions have to be taken in favor of agility or formality. However, if there are new practical standards of medical devices, it must be possible to promote the medical devices industry in their nation. To do this, there is a need to develop a new standard could apply to the international market through the analysis of the medical device related technology. Consequently, new standards such as NP (New proposal) or NWIP (New Work Item Proposal) should be developed through international standardization of medical device technology.

The damage by Debrisflow is occurring repeatedly recently by influences of abnormal climate changes. To reduce damage of Debris flow, primarily establishes the suitable measures and apply, in order to do that it is important for investigate the actual condition of Debrisflow. However, it is difficult to understand the current situation of Debrisflow phenomenon because the limit of technical development. For the reduce damage by future Debrisflow, have to collect data, analysis and preservation base on real status of Debrisflow disasters. This paper will refer to The Proposal of Debrisflow Investigation development have been applied overseas to the The Proposal of Debrisflow Investigation which already proposed it at these papers with bases. And this paper will suggest currently face objective The Proposal of Debrisflow Investigation to be able to do utilization to a Debrisflow occurrence situation and state and further study analysis(2).

Recently EAI WG of IETF has published standards for multilingual support in the local part of the e-mail address. Between 2009 and 2010, EAI WG published RFC documents, called the EAI standard, extension to the existing mail-related RFC documents, and EAI has been implemented and tested. In the course of reviewing the results, this yielded a proposal to modify the EAI standard. As a result, EAI WG has published modified RFC documents, called the EAI bis standard. SMTPUTF8 mail server described in this paper has been implemented according to the EAI bis standard. In addition, it has the ability to support two different standards to support the multilingual domain part of the e-mail address, IDNA and EAI bis. Futhermore, SMTPUTF8 mail server can encode in punycode the local part of the e-mail address. Finally, interoperability testing shows that SMTPUTF8 mail server is well-implemented according to the EAI bis standard.

Recently the Ministry of Finance and Economy of Korea launched two new project delivery systems called "Best Value Contract (Design-Bid-Build)" and "Bridging Contract (Design-Build)" in October of 2007 by revising enforcement ordinances of "Act on Contracts to Which the State is a Party". These project delivery systems require the bidders to submit technical proposal adjusted to the project characteristics and objectives for selecting the contractor by evaluating technical proposals. This research aimed to suggest guideline to effectively operate the project delivery systems described above. To reach the goal of the research, the framework of the operation model was developed, which includes the four categories: the standard bidding process, the technical proposal requirements, the technical proposal evaluation criteria, and the award methods. The contents of the four categories above were fulfilled throughout conferring with the advisory experts. In particular, the award methods, which are the important decision-making factor in the perspective of the owner, consist of four types: Low Bid-Fully Qualified, Weighted Criteria, Adjusted Bid, and Adjusted Score. The quantitative features and application criteria of these four types of award methods were suggested throughout the simulation using the virtual case.

The purpose of this study is to compare the measurement result of radiation dose by using standard thoracic phantom and ionization chamber to advice proposal in the shooting condition of chest PA projection at hospitals recently. And to understand the change between radiation dose and resolution in different conditions. The period this study was from August 2010 to September 2010 and the subjects of the study was 3 general hospitals, 4 personal hospitals and 1 laboratory at the college. Finally we study with 6 DR, 1 CR, and 4 F/S equipments. Most hospitals met advice proposal, but some of the hospitals exceed advice dose from the result of our study. We can lower radiation dose about 25% when kVp is lowered about 20% in DR equipment. And we can lower radiation dose about 50% when mAs is lowered about 35%. The image quality was similar to the original in the study. Most hospitals which exceed advice dose were personal hospitals. The reason why it happened is that radiation dose for chest PA projection at personal hospitals is higher than general hospitals and the personal hospitals' equipments are older than general hospitals' equipments. We guess that patients' radiation dose of chest PA projection can be lowered from the result.

Along with the change of national accounting, the importance of systematic management of assets is emphasized and the awareness that the concept termed Asset Management should be introduced to the construction field too to manage facilities. The present study is a basic study for the introduction of the concept Asset Management and proposed accounting guidelines(proposal) for public building maintenance cost that can clarify maintenance cost accounting. Existing literatures and current accounting standards were examined and the actual states of maintenance cost accounting of public buildings in A metropolitan city were examined to draw problems. For the practice guidelines(proposal), the types and contents of government office building maintenance expenditures were analyzed and items that must be treated as OPEX and CAPEX were presented. Expert interviews were conducted to verify the reliability of the items presented. The practice guidelines(proposal) were applied to the public buildings in A metropolitan city to identify situations of changes in asset values and review the effects of the practice guidelines(proposal) on increases in asset values. When applied to practices, the practice guidelines(proposal) suggested in the present study are considered to increase building asset values and provide consistent financial information to help stakeholders' decision making.

The federal government has been implemented several housing policies attempting to improve living quality at Eup-Myun area(rural area), but those were mostly fund supports to reconstruct or repair houses. Existing minimum housing standard is focused on urban apartments and indoor space, but the houses of Eup-Myun area are scattered and are different from urban's house space. Therefore, this study focused on these area, and intended to propose suitable minimum housing standard for Eup-Myun area. Based on literature reviews about housing standard of England, U.S., Japan and South Korea, questionnaire survey was given to 50 experts divided into 2 groups, professors of architecture and researchers on rural environment. This study proposed the direction of new minimum housing standard of Eup-Myun area, it could be added to 2 household composition, be divided into 2 groups, agricultural and non-agricultural residents into facility guideline, be added to outdoor facilities, for example warehouse and open yard, and finally be inserted water quality into environment standard. The results of this study provide insightful strategies for rural housing standard.

In this paper, a standard robot design methodology is suggested and a software architecture for modular robot is introduced. The robot is modularized by several functions, and the module is produced according to a standard proposal. Each module requires standard interface for communicate in distributed environments. Software architecture was developed to support distributed component environment, and application development support tools are developed for user convenience. Many robot softwares are developed in a library form so that, they are being used widely robot application software development. Also a device driver was developed for the mostly used sensor and actuator. It is verified that the modular robot can be applied in various fields through guide, errand and guard scenario.

This research and project is going on the Korean government. The objective of project is that developing total energy management solution. So, this paper is going to introduce a proposal that energy total operating system development using spatial information visualization and energy monitoring. It could efficiently operate the building energy wirelessly controling cooling/heating, lighting, air-conditioning and geothermal system. The metering data is collected to total database. The data is linked to BAS gateway, which is connected the device by the standard protocol.
