Based on literature reviews, a potential model for core competencies at university was suggested. A tool for validating the model was composed of 24 items, which were delivered to 226 professors and administrative staffs, 730 students, and 134 graduates & external industrial experts. Five constructs (core competencies) were extracted from the data collected among professors and administrative staff responding to the importance of the items. The results of importance and performance surveys on core competencies with students were respectively 3.28 to 3.66 and 2.68 to 3.28 (4-point Likert scale). Statistical differences between importance level and performance level were found in all the sub-categories of core competencies. Borich priority determination formula and Locus for Focus Model were used for the determination of the priority of needs. Importance survey among graduates and external experts showed that the mean of each items ranged from 2.80 to 3.76 (4-point Likert scale). The overall results of the analyses suggest that the final model is appropriate for measuring the core competencies.

  • The study attempts to review TQM models used in the health care sector and the obstacles to the application of TQM in the sector. Even though the TQM models in the manufacturing and service sectors were successfully applied, the applicability of TQM in the health care sector is still in question. The reason is the unique characteristics of the medical sector such as medical and management practices. The most of the TQM models in the health care sector come from manufacturing industries. The importance of the professional groups is, however, more emphasized in the sector than in manufacturing sector. The role of the groups are idiosyncratic to the sector. They generate some obstacles to the application of TQM in the sector. The barriers include cultural obstacles of health care organization. It naturally follows that the TQM in the health care sector requires the change of the organizational culture of the sector. The culture embraces the norms, rules, regulations, compensation system, morale, practices, and common experiences. To change the culture needs long term effort and modification of the rules, regulations, compensation system, and practices. It also requires staffs' training in the problem solving methods. The TQM in the health care sector needs that the interested parties should change. Since doctors group and nurses group are controlled in the bureaucratic and authoritative manner, they should learn the problem solving techniques which require the interaction with other groups. The management also needs to learn management skills and get thorough training on them.

  • During the last 10 year period, OECD member countries were in a trend of 'less government' from 'more government', thus resulted in restructuring and reducing staffs in government agricultural institutions including the Agricultural Knowledge System. In recognizing the crisis of 'less government', member countries were in a trend of paradigm shift to the 'better government;. In producing and transferring agricultural information, member countries are more concerned about consumers as well as producers as the target of good quality services of the 'better government'. The general consensus of member countries identified the importance of food safety and environmental protection as new agendas for the 21st century. Agricultural Knowledge Systems (AKS) in OECD member countries were in a trend of reorganization in addressing food safety, and agriculture / environmental issues. The approaches, functions and responsibilities were diversified to multi-governmental institutions from the ministry of agriculture. Thus the importance of institutional cooperation and coordination were emphasized more in the newly changed AKS paradigms. The objectives, functions and approaches of AKS in OECD member countries as well as in Korea will be directed to emphasize the importance of environment, sustainable agriculture, food safety, and rural development. They will also focus on establishing mutual cooperative systems among policy makers, consumes, non-governmental organizations, and agri-related organizations as necessary for sustainable development in the future.

  • The study examines how stressful life experiences and negative affective conditions influence refugees' information seeking and uses. Fifty-five North Korean refugees living in South Korea were invited to participate in a survey to determine their level of PTSD and to investigate the relationship between activeness in information-seeking and their negative affect. Seven subjects with severe PTSD symptoms participated in an in-depth interview to describe their information practices in daily life contexts. The study found that participants with higher levels of PTSD tended to seek information more passively than those with lower levels of PTSD. Almost all refugees were unable to recognize their information needs clearly but some subjects stated latent socio-affective needs and financial needs. Most refugees avoided seeking information and learned information through interpersonal sources-staffs in the Hana Refugee Center and volunteers in local community churches-and mass media. Some unique social phenomena were discovered in North Korean refugees' information world and the emergent features were discussed. On the basis of the findings, some practical approaches for improving refugees' information world were also suggested.
