대학 행정기록물 관리현황과 개선방안 - K 대학 사례를 중심으로 - (A Study on the Management Situation and Improvement Plan of Administrative Documents of University: Focusing on the case of K University)

  • 본 연구의 목적은 기록관을 운영 중인 대학의 단과대학 및 학과 수준의 실질적인 기록관리 현황을 조사하여 이를 바탕으로 단과대학 및 학과의 체계적인 기록물관리를 위한 개선방안을 제안하는 데 있다. 연구 목적 달성을 위해 K 대학을 연구대상으로 선정하여 학과에서부터 단과대학까지 업무 흐름에 따라 발생하는 행정기록물들이 실질적으로 어떻게 생산, 관리되고 있는지를 담당자들을 대상으로 한 설문 및 면담 조사와 대학기록관의 기록관리 현황 조사를 통해 파악하였다. 분석결과는 다음과 같다. 첫째, 본부 중심의 기록물관리가 이루어지고 있었다, 둘째, 기록관리 업무에 대한 처리과 직원의 인식이 부족하였다. 셋째, 대학기록관이 공공기록물 관리에 수반되는 기록업무를 포함하여 대학사 기록관리 업무 및 아카이브 기능을 수행하고 있어 기록연구사 한명이 감당하기에는 업무가 과중하였으며, 이는 대학기록관의 운영상의 한계로 나타나고 있었다. 이러한 문제점 해결을 위해 다음과 같이 제언하였다. 첫째, 업무분장에 기록관리를 명시하여 부수적인 업무가 아님을 처리과 직원에게 인식시킬 필요가 있으며, 처리과 직원도 기록물관리 업무에 자발적으로 참여할 수 있는 방안을 마련하는 등 업무담당자의 기록관리에 대한 인식을 개선할 수 있는 방안 마련이 필요하다. 둘째, 단과대학 기록물과 학과 기록물에 대한 지침을 마련하고, 업무담당자의 의견을 통해 대학의 특성에 맞는 교육을 개발하여 시행할 필요가 있다. 셋째, K 대학기록관은 공공기록물 관리에 수반되는 업무 이외에 대학사 기록물관리에 수반되는 업무, 아카이브 기능까지 하고 있어 현재의 인력으로는 분명 한계가 있으므로, 인력 충원이 필요하다. 따라서 대학사 기록물, 공공기록물을 관리하는 기록연구사가 각각 배치될 필요가 있으며 전자기록물 관리의 중요성이 증가함에 따라 전산센터와의 협업이 아닌 전산요원이 기록관에 배치되어야 한다.

6 - Sigma 경영혁신기법 시행에 따른 방사선과 내부고객만족도의 변화 (The change of Employee Satisfaction in Radiology Department by Applying 6 Sigma Method)

  • Background : The concept of 'service' in a hospital is based on the quality of medical staffs who serve as customer-satisfying media, and this is what distinguishes general hospitals from other business corporations in which customer satisfaction is achieved through commercial products. Thus, the internal employee satisfaction is essential in the improvement of the 'service' and subsequent 'competitiveness' of a hospital. The purpose of this study is to establish internal marketing strategies for a general hospital through regular surveys on employee satisfaction. Method : Surveys on employee satisfaction in radiology department were conducted regularly twice a year in a university hospital with 800 beds 2001 in 2004. The subjects of this study were 35 employees who work in radiology department. The authors developed the questionnaires and the surveys were conducted initially during the first 6 months of the year. After necessary improvements were made by applying 6 Sigma techniques, subsequent surveys were conducted during the latter 6 months of the year and the degree of employee satisfaction was compared. Results : Overall satisfaction increased with a constant rate and the authors were able to assess that the hospital is being gradually stabilized. The degree of satisfaction assessed by multiple choices showed only minor changes. However, as a result of focusing on the demands put forth by the employees through the open questions, the degree of satisfaction increased gradually year after year. Conclusions : It is important to heighten the internal employee satisfaction systematically and harmoniously through the assessment on the demands of the internal customers and feedback-based communications between the management officers and the staffs. Continuous surveys on the internal employee satisfaction will serve to be valuable materials in the establishment of internal marketing strategies for a general hospital.

부적절 재원의 이유 (The Epidemiology of Delays in a Teaching Hospital)

  • This study aims to describe the causes of medically unnecessary hospital stay at a teaching tertiary hospital, using modified version of Delay Tool in which the causes of delay are divided into slx major categories : delay related to test scheduling, test results, surgery, medical staff, patient/family, and administration. For the analysis of hospital stay, 6,479 inpatient-days were reviewed in two medical and four surgical departments for one month. Initially inappropriate hospital stays were identified using Appropriateness Evaluation Protocol (AEP), and causes of delay listed in Delay Tool were assigned to each of them. In both medical and surgical services, the most important cause of delay was related to medical staffs, ranging from 3.6% to 51.6% of total inpatient days. Next important category was delay related to test scheduling in medical services ($4.7{\sim}9.2%$), and delay related to surgery in surgical services ($7.3{\sim}15.0%$). Among subcategories of delay related to medical staffs, delay due to conservative care was the most important cause of inappropriate hospital stay ($2.9{\sim}6.4%$). Each clinical departments had different distribution among delay categories, which could not be fully justified by their clinical charateristics. The Delay Tool would be helpful in exploring factors related to the inefficient use of hospital beds. As a measurement tool of inappropriate hospital stay, however, the Delay Tool should be refined in the definitions of categories and its contents.

네트워크 조직설계에 대한 연구 (A Study on the Network Organization Design)

  • 경영환경이 빠르게 변화하고 더욱 경쟁적으로 바뀜에 따라, 경영자들은 새로운 인터넷환경에 맞는 새로운 조직구조의 필요성을 절감하게 되었다. 본 논문은 산업경제의 관료조직에서 탈피하여 네트워크 경제시대의 네트워크 조직을 설계하는 데 적용될 수 있는 분석틀을 제시하였다. 본 분석틀은 네트워크 조직 설계 시 고려되어야 할 세 가지 특성을 포함한다. 첫째, 관료조직에서의 순종적인 종업원들은 네트워크 조직에서는 보다 능동적이고 창의적인 지식 근로자가 되어야 한다. 둘째, 관료 조직에서의 통제적인 경영자는 네트워크 조직에서는 비전을 제시하는 권한위임형 경영자로 변모해야 한다. 셋째, 관료 조직에서의 표준화와 통제에 무게중심을 두었던 경직된 조직은 네트워크 조직에서는 유연하고 계속적으로 진화하는 학습 조직으로 변모해야 한다. 이와같은 세 가지 특성을 갖춘 네트워크 조직을 성공적으로 완성하기 위해서는 직원과 과업과 기술을 연결시키고 통합시켜 줄 수 있는 통합형 정보시스템의 구축이 필수적이다.

우리나라 학생 건강관리 사업의 역사적 변천과 의의: 2001~2010년 사업을 중심으로 (Historical Change and Significance of Health Management Programs for Korean Students: Based on Data from 2001 to 2010 Year)

  • Purpose: Health management programs should provide comprehensive health services for students and staffs at schools. Health management programs are critical for helping students become adults with physically, mentally, and socially good health conditions. The aim of this study was to identify the past and present history of health management programs and health laws to help schools develop future health plans. Methods: This study was conducted by analyzing reference data collected using data from Ministry of Education and Science Technology, Korean Educational Development Institute, Korea Centers for Disease Control and Prevention, and National Statistical Office as well as legal documents from the Legislative Office related to school health from 2001 to 2010. Results: Health management programs in schools included three sections: disease prevention and control, physical examinations, and prevention of communicable diseases. Disease prevention and controls consisted of obesity control, drug abuse prevention and control,and management of students' mental health. Various strategies and services were developed to improve health status of students for 10 years from 2001 to 2010. School health laws and systems have been established for disease prevention, physical examinations and communicable disease control as well, to improve students' health as well. Conclusion: The history of health management programs has a number of implications to help design future plans for school health programs and services for students and staffs.

병원표준화심사의 질 향상 관련 항목에 대한 평가와 개선방안 (Opinions of Hospital Staffs on the Korean Hospital Standardization Program and Its Criteria for Quality Activities)

  • Background: Korean Hospital Standardization Program(KHSP), as a hospital accreditation program initiated and promoted by Korean Hospital Association since 1981, has played a key role in the hospital quality improvement in structural aspect particularly. Recently, however, KHSP has been critisized by hospitals and health personnels in that it is unpractical to be utilized as an initiative to improve hospital quality. In particular, the section of quality assurance in KHSP, strongly influenced by old version of Hospital Accreditation of Joint Commission in U.S.A., has been required to be fundamentally revised. For design of new criteria in quality assurance section, a survey for evaluation of existing program and collection of opinions for ideal one was conducted. Methods: For a month in 1994, structured questionnaires were administered by mailing to 470 hospital staffs from 200 hospitals, participated in the survey for the 1994 KHSP in each hospital. The total number of respondents was 116. Results: Less than half of the respondents(34.5%) value positively on the impact of current KHSP in general on the quality improvement of their hospitals. Moreover, most responses indicated that KHSP should be reorganized towards more practical and applicable one. Current KHSP criteria for quality activities in hospitals were regarded as a unpractical one which should be basically renewed. For new criteria and standards, most respondents emphasized the importance of applicability of those in real situations. Conclusion: For the KHSP to be effective, new evaluation criteria for quality activities should be more practical and fully accommodated to hospital situations in reality.

면접상황에서 신체적 매력도와 의복이 여성지원자의 평가에 미치는 영향 (Influence of Physical Attractiveness and Dress on Evaluation of Female Job Applicants)

  • The purpose of the study is to investigate the effects of physical attractiveness and dress on evaluation of female job Applicants in terms of suitable employment potential and job- type. The study was a 2$\times$3 between subject factorial design with two levels of attractiveness (attractive, moderately attractive) and three levels of dress image(masculine, androgynous, feminine). A group of clothing experts and the middle.level management staffs within a large corporation selected two models(attractive, moderately attractive) through two-step evaluation Process after viewing photographs of 50 female university students. Dresses in three levels were selected by a group of five experts. Two models were photographed with controlled background in three different clothes. Data were collected from 162 management level staffs enrolled in the Top Business Management, The Top Policy Science and the Top Press Information Graduated School of Korea University. Each respondent saw photograph and evaluated the applicant in terms of eight items of employment potential and suitable job type (management position vs. secretary) The results of this research were as follows: 1. Physical attractiveness had significant influences on applicants 'employment potential. Attractive applicant's emplolyment potential was evaluated higher than moderately attract live applicant. 2. Dress had little influence on female job applicants 'employment potential, but dress of androgynous image was evaluated relatively positively. 3. Physical attractiveness had some influences on the evaluation of suitable job-type. The attractive applicant was judged to fit in as a secretary and the moderately attractive model in management position.

충남 일부 지역 초등학생의 학교급식 만족도와 음식 기호도 (Satisfaction on School Meal Service and Food Preference of Elementary School Students in Chungnam)

  • The purpose of this study was to evaluate the satisfaction with school meal service and the food preference in elementary school students who are in their growth period. A total of 484 students (242 boys) participated and completed a questionnaire survey. The results indicated that the merit of school meals was the highest in 'balanced diet'. 'Food hygiene' and 'delicious food' were the most important factors in school meals. Most of the students wanted 'balance between eastern and western foods' and 'new dishes' for the menu of school meals. For the distribution of meals, 'various kinds of side dishes' and 'warmth of dishes' were mainly required. The main problems of the current environment of school meals were 'long waiting time' and 'noise of the cafeteria'. In satisfaction with the school meal service, the highest satisfactory factor was 'staffs' cleanliness', following 'arrangement of furniture in cafeteria' and 'nutrition information-providing'; whereas, the lowest factor was 'staffs' kindness'. In the preference of foods, students preferred 'white rice'; whereas they did not like 'bean rice'; and 'fried rice' was preferred. In side dishes with meat and fish, most of the meats including 'Tangsuyuk' and 'Bulgogi' were preferred. For fish, 'fried hairtail' was preferred; whereas, 'fried Spanish mackerel' was not. In case of kimchi, 'Chinese cabbage kimchi' and 'cubed radish kimchi' were especially preferred. Considering these results, intensive improvement is required to increase school meal satisfaction by understanding the students' needs. An effort to allow the students' preferences to be reflected in the menu is also needed.

일개 병원의 수술실 약제관련 업무 적정화 방안연구: 설문조사를 중심으로 (Evaluating Appropriateness of Medication Use in the Operating Rooms of a Tertiary Hospital: Based on Survey)

  • Background: Since the use of opioid analgesics is frequent in operation rooms (OR), the risk of medication error is high; however the use of medication in the OR has been operating independently with the hospital pharmacy. Therefore, the assessment on management of medication use in operation and the pharmacist's role is needed. Methods: We conducted the literature review and survey from anesthesiologists, operating nurses at Chung-Ang Hospital on management of medication for operation use, awareness on need for medication management efficiency, need for satellite pharmacy in the operating room and its effect. Results: 56% of medical staffs responded that management of medication in the operating room is efficient; however, 82.6% responded that they felt the inconvenience in medication delivery to the OR when additional prescription was ordered. 51.5% also responded that extra time was required for management of narcotics and inventory/record keeping. 80% agreed that there could be lost costs due to prescription missed. Medical staffs responded improving the drug management system could increase the OR efficiency (87%), and eventually bring the increase in hospital revenue (80.4%). Those who responded that implementation of OR satellite pharmacy was needed include physicians (84.6%), nurses (63.6%), and also responded that it'd bring more profit to the hospital by increasing the efficiency in OR (60.9%). Conclusion: For efficient management of medications, implementation of OR satellite pharmacy would lead to improved drug management and increased efficiency in OR and reduced cost and improved patient care.

500병상 이상 의료기관에서의 전문지원인력 운영실태 (The Current Status of Professional Medical Support Staffs in Medical Institutions with over 500 Beds)

  • Purpose: This study was to investigate the nationwide operational status of the professional medical support staffs (PMSS) who practice the expanded roles in the hospital setting. Methods: The data were obtained through survey from 36 hospitals with over 500 beds from 25th May to 12th July 2016. Data from 1,666 PMSS were analyzed. Results: Since the job titles varied, we classified them into 5 groups according to their roles; advanced practice nurse, clinical nurse expert, PA (physician assistant), coordinator, and others. There were differences in the operation status of PMSSs depending on the region, nurse staffing grade and number of hospital beds. Qualification criteria varied from hospital to hospital, and almost half of the hospitals didn't have any qualification standards for them. There were differences in age, educational level, clinical careers, rewards, and job satisfaction in 5 groups. Especially PA group had low salary, poorer working conditions, more difficulties in performing their work, and lower job satisfaction than other groups. Most PMSS (99.5%) were using a delegated prescription authority, however only 68.3% had job description and 19.9% had documented delegated role. Conclusion: Adequate training curriculum, documented delegated roles, and the protocols for legal protection and efficient medical services are needed.
