This paper presents, from a broad perspective, the manner in which various types of clusters and options for regional development have evolved in Korea over the past decade, with particular emphasis on who have taken initiative in establishing the clusters. Characterized by not only progress but also setbacks, two distinctive patterns have emerged: centralized de-concentration and regionalized concentration. Both the Korean government and numerous localities have continuously extended efforts to create different clusters, technology parks, special districts, etc. In many cases, local or regional governments have competed intensely for clusters to be located in their jurisdictions; in particular, concerted efforts to convince national governments to set up special districts have been witnessed. On the other hand, major localities have made their own efforts to generate large- and small-scale clustering projects. It remains to be seen how different outcomes or effectiveness these two approaches will make in the future. Following the review of relevant literature and practices, I examine the well-known national campaign and projects in the previous administration in Korea in the context of 'de-concentration' of economic values and resources. Thereafter, other cases initiated mostly by local governments are discussed; some of these clustering efforts and regional projects have fared well thus far, but some haven't. In the case of Daegu, the progress of some critical projects, such as the Daegu Technopolis and a Free Economic Zone, is elaborated.

In around of Guryongpo Pohang Port, a Guamegi production special zone is being established as modernized processing plants, cold storages, Guamegi research centers, or publicity centers are being built in a row with forming the tourism and culture streets as a start. Regarding the special Guamegi production zone, the local autonomous entities are promoting various projects as investing approximately 40 billion won as its budget; however, it is still very rare to elevate the level of Guamegi, the special product, and make investment plans to create a brand for it. To make a special product brand cannot be realized just by building the Guamegi industrialization processing complex, and mere publicity also does not guarantee sustainable development. It can be realized only when the product's taste or hygiene satisfies the people's needs. Therefore, this study examines the changes of Guamegi-related business and the strategies to develop Guamegi industry in order to find ways to manufacture Guamegi and cultivate specialized manpower for processing to make a special brand with Guamegi. Regarding the Guamegi business and the cultivation of specialized manpower for Guamegi, this study conducted a survey to 377 persons including the business owners, employees, or civil servants related with Guamegi. It is needed to install educational institutions to cultivate specialized manpower for Guamegi and also operate various programs so as to conduct education to cultivate specialized manpower for Guamegi. And it is necessary to elevate the quality and sanitation of Guamegi and create a brand by inducing a specialized license system that can help those involved in Guamegi business have pride.
The soccer robot system consists of multi agents, with highly coordinated operation and movements so as to fulfill specific objectives, even under adverse situation. The coordination of the multi-agents is associated with a lot of supplementary work in advance. The associated issues are the position correction, prevention of communication congestion, local information sensing in addition to the need for imitating the human-like decision making. A control structure for soccer robot is designed and several behaviors and actions for a soccer robot are proposed. Variable zone defense as a basic strategy and several special strategies for fouls are applied to SOTY2 team.
The city's countryside is adjusting to change by urbanization. The recent changes in rural landuse and damages of local landscape characteristics are very serious. But, few studies address the relationship between land-use and quality of landscape for these area. The aim of this study is to clarify causes and problems of the change through investigating changes of landscape as a function of land-use. The results are as follows 1) The change of landscape can be seen as a functional of land-use. Landscapes are characterized by changes of regional environments. These are the urban-rural fringe area which need special consideration for urban development and also for rural landscape quality. 2) 11 types of landscape patterns are found for landscape management. these are Regional commercial area, Apartment development, Recreation & seisure, Golfs, Housing complex, Industrial complex, Vinyl house, Rural village, Evaded facilities, Rivers, Cultural heritages. These landscape types are explained as 'stimuli-responses model'in Bryant's Forces of urbanization. 3) The policy implications of these study are as follows : First is the necessity of landscape management in Grown Management Zone and Natural Reserved Zone in the Metropolitan level, Second is the necessity of development control in semi- agricultural area. The last is the necessary of long range management plan in the urban-rural fringe area.

In South Korea, there is a growing domestic need for a biotope map which contains ecological and environmental geographic information of a city. After the production of a Urban Ecological Maps(biotope map) by the Seoul metropolitan government in 2000, Natural Environment Conservation Act was revised in 2017 to make it mandatory for a local government to draw up its own urban ecological map. The aim of the present study was to find out ways to utilize an urban ecological map as a mean of communication between natural environment planning and urban planning sectors in a preliminary stage before introducing a big framework of 'environmental and ecological planning.' The northern area of Incheon metropolitan city was selected as the target area for this study. The major research content includes a comparative analysis of special-purpose zones, urban planning zones, restricted development zones, and conservation forests with focus on biotope types and Grades 1 of 'Biotope Type Assessment.' Farmland biotopes and forest biotopes within an area designated as an urban zone (residential, commercial and industrial zones) need to be redesignated as a zone which can conserve them. Especially considering a high possibility of damage to a large scale of natural green areas, these areas need to be readjusted immediately. If the entire area designated as an urban planning zone is to be developed, it is likely to cause serious damage to natural biotopes in the area (56.2%), including farmland biotope (30.4%), forest biotope (15.0%) and grassland biotope (10.8%), and thus, readjustment is needed. In case of a conservation forest, as it can possibly be damaged by the designation of special-purpose zones, it is necessary to match the designation of conservation forests or a special-purpose zones with their biotope types. In conclusion, we present a variety of thematic maps for utilization of an urban ecological map and propose a phase-specific environmental and ecological plan. Phase 1 is the establishment of a urban plan in consideration of ecological status; Phase 2 is the independent establishment of an environmental and ecological plan by an environment department; Phase 3 is an integrated management of ecological planning system and urban planning system.

Despite its high level of symbolic and ecological values, BaigDooDaeGahn, about 684km long stretch of mountains in the eastern part of Korean peninsular, has been widely destroyed and barely recovered. While Korean government enacted a special law in 2005 to protect these areas and designated about 2,658 $km^2$ as the protection zone in 2007, there were a number of sites inside that had been disturbed by mining, illegal crop cultivations, stone quarry, development of resort facilities, construction of roads, and other human activities. To restore these damaged areas in a sustainable manner, the integrative system to categorize damaged areas for participatory restoration by local residents was suggested by this study. The most distinguished feature of the proposed system was to integrate the existing restoration approach focusing on biophysical conditions into the sustainability-building approach to reactivate socio-economic conditions of local society, called 'restoration of eco-cultural community'. As an entry stage to design the new restoration system including processes and procedures, the damaged areas had to be re-categorized by two characteristics, their physical conditions in terms of possibility of public participatory restoration and the readiness of local society required for pursuing endogenous development. More detailed considerations regarding these two characteristics and three different categories has been suggested and discussed.
The objective of the study is to examine the perception of the residents in the Civilian Control Zone (CCZ) and the competent local government officials for nature conservation and local development. A survey was conducted on 265 residents as well as 285 government officials from Paju and Yeoncheon Municipals. Both residents and officials perceived the value of biodiversity, natural ecosystem and landscape in the CCZ and seemed to have a sense of pride regarding it. However, they conceived that nature has not been conserved properly and residents in Yeoncheon showed more concern on this matter than residents in Paju. Overall, residents were more devoted to nature conservation or perceived the importance of accordance with nature conservation in local development, which implicates the sound foundation of perception and good prospect for sustainable development in CCZ. Owing to the difference in situation, there was a significant difference in perception between residents and officials. There is a possibility of conflict in Paju because residents desired more local development, whereas officials showed more purpose for nature conservation. In order to achieve simultaneously local development and nature conservation in CCZ, we should pay special attention to studies on living standards of local residents and scientific surveys on natural resources.

Recently, the Yedang reservoir needs reflecting the demands of the public and administration, including change of reservoir status and paradigm shift of users, as well as planning programs to activate the area as a special health zone for tourism, leisure, recreation and experience at the local government level. Previous Optimum Equipment model (OEM) preferentially considers the creation of waterfront. This study shows the operation model for readjustment of water supply facilities according to the limit of the level of the beneficiaries. Results show the renovation cycle of Yedang tourist resort and the suspension bridge through developed model simulation. In addition to securing quantity for the supply of agricultural water and the function of water protection, the multi-function of the agricultural reservoir shall be re-evaluated to enhance the diverse availability of the agricultural reservoir. The county office should also boost various availability at various levels to revitalize the local economy, such as producing pleasant and safe places and offering safe food for people.
Purpose: Laws and regulations of land use are enormous, and the appliance of regulations is overlapped redundantly. Therefore, there are many problems such as time consuming in the process, limiting individual property rights, and interrupting enterprises' economic activities. This study will discuss problems of redundant regulations of land use and its improvement by figuring out current regulations of land use in Gyeonggi-do, one of provinces which applies the most various regulations of land use. Method: This study reviews laws on national land-use planning system and characteristics of land-use regulation in Korea. The extent of the review is limited to "framework act on the regulation of land use" with categories of national land, urban planing, architecture, etc. Through case studies in Gyeonggi-do, the status and problems of redundant regulations of land use are defined. For example, it is overlapped in "Seoul Metropolitan Area Readjustment Planning Act", Development Restriction Zone, Paldang Special District, and so on. It is mainly referred to 2015 Gyeonggi-do land-use restriction map. Result: First, Gyeonggi-do confronts many problems related to the development restrictions and the financial increasement for environmental management by redundant regulations. The development restrictions include supplying additional land for industrial use, relocating colleges, and height limitation relating to military facilities. Second, in order to organize redundant regulations, it is required to combine similar regulations and adjust through communication system among other departments. Third, regulations should consider unique local condition of each district. Lastly, efficient application of regulations is necessary so as to maximize the function of land, protect individual property rights, and stimulate local development.
The objective of the study is to analyze the impact of zone adjustment by comparing the changes from 2011 to 2018 of social and environmental factors such as the special-purpose area, actual construction activities including building development, land use environment, and officially assessed individual land price in the areas released from the National Park Zone during the second National Park Zone adjustment during 2010 to 2011 with the social and environmental factors in the areas that remained in the National Park Zone during the same period. We intended to investigate the problems of the second National Park Zone adjustment and explore alternative implications for the third National Park Zone adjustment. As for the special-purpose area, 80.4% of the released areas were converted to planned, production, and conservation area while 15.6% changed to the agricultural area, and 4.0% remained as the natural environmental conservation area. Regarding the change in building development scale, the average size of construction in the released area since 2011 was $106m^2$ while that in the retained areas was $91m^2$. For the land use environment, the rate of change from the natural area to developed area was 1.9% in the released area and 0.7% in the retained area. The officially assessed individual land price increased by 11,911 won in the released area and 4,413 won in the retained area. Although both areas showed an increase in the land price, the difference of officially assessed individual land prices was about 2.5 times. The problem concerning the private property rights of local residents in the national parks is still a challenge, but the second National Park Zone adjustment has resolved the problem significantly. Accordingly, it is necessary to offer the benefits for the residents in the national park area by analyzing the park zoning and park facility planning to present the rational alternative. It is also necessary to establish a support system that encourages the collaborative cooperation between the park authority and residents and assures that the residents to have pride in the national park.
