충남 논산 두마면 엄사지구 단독주택지에 적용된 지구단위계획실태조사연구 (A Case Study on the District Standard Planning Applied to Single-Detached House Area of Eomsa District Dooma-Myun Nonsan in Chungnam Province)

  • For several years by discussion and research, the designing plan and detail plans of year 2000 has been unified. By this result the District Standard Planning as well as the following existing town to control all sorts of living surrounding problems and to make a delightful arranged town are the purpose, which is carrying out all over the country. It is true that the expectation was high to the District Standard Planning. Because of this plan it could use and control the District special quality. Such as, it could rise the ability of beautiful sight and make a advisable town. But in this study the first preceding subject is a problem by the constructing work that the restriction and the standard application has been strong. So the District Standard Planning had many problems. And also by the problems here, as a immoderate volition and stiffen about the operation, the system and equipment lack about the environment improving work, problems with areas by the exciting plannings, the attitude of the executive agency that can't accept the inhabitants will. From these backgrounds we thought the research has not to be standardize in only newtown concept, but has to breath with the exciting towns and the rural areas that the District Planning has been applied. And to revive the special quality of the area and local government by a positive and logical research. Consequently in this study, we researched about the problems of architectures that had issues with the District Standard Planning of architectural part of operation guide which has been assisted form Single-Detached House in Eomsa District Dooma-Myun Nonsan which is located in Chungnam province.

자연공원 유형중 도립공원 계획의 평가 (Evaluation on Park Planning of Provincial Parks among Korea Natural Parks)

  • 본 연구는 자연공원중 도립공원을 대상으로 공원계획의 적합성을 법적 근거를 기본으로 평가하여 문제점을 도출하고 개선방안 제시를 목적으로 하였다. 자연공원법에 따른 도립공원 공원계획(용도지구계획, 시설계획)의 내용과 공원사업 시행, 공원관리를 위한 부동산종합공부시스템(KRAS) 등재 등의 적합성을 29개 공원에 대해 평가하여 다음과 같은 결과를 얻었다. 공원용도지구중 공원자연보존지구의 경우 입지 불가 및 계획면적을 초과하는 공원시설을 결정한 공원이 전체의 24.1%(7개공원)에 달했다. 법 개정에 따른 새로운 용도지구인 공원문화유산지구를 지정해야 함에도 안하거나 기준을 미준수한 비율은 41.2%이었다. 또한 공원마을지구(구, 공원집단시설지구) 관리에 부적절한 계획수립 및 고시를 한 것도 문제로 나타났다. 도립공원은 보호지역의 범주임에도 많은 공원에서 공원시설계획상 여전히 지역개발과 관광개발에 중점을 두고 있는 상황이었으며, 결정된 공원시설의 명칭 오기도 문제였다. 법적으로 공원계획은 전산화되어 공개되어야 함에도 이를 시행하지 않고 있는 사례지도 있었다. 앞으로 이를 개선하기 위한 도립공원의 실효적 공원계획과 이를 통한 도립공원의 보호 관리 방안 수립이 필요할 것으로 판단된다.

자연공원의 용도지구계획을 위한 기초적 연구 (Fundamental Studies for District Planning in Natural Park)

  • For the establishment of district planning in natural parks, vegetationin the most significant point. Consequently, district plan should be made basically under phytosociological investigations. The purpose of this paper is to conserve vegetation in the district planning at natural park(Nam Han San Sung provincial natural park). The result of vegetation survey are as follows : As an actual vegetation 13 communities are recognized. Those are Quercus mongolica-Carpinus laxiflora community, Quercus mongolica-Rhododendron schlippenbachii community, Quercus serrate community, Betula platyphylla var. Japonica community, Quercus dentata community, Quercus mongolica-Pnuus densiflora community, Quercus acutissima community, Robinia pseudo-acacia community, Alnus hirsuta community, Castanea crenata community, Quercus variabilis community, Pinus densiflora community, Pinus rigida community, weed community on cultivated land(Form land), Larix leptolepis reforested land, cut over area and non-vegetation area. The grade of vegetation naturalness was divided into five degrees by characteristics of actual vegetation. I intended to make zoning plan for protection of vegetation with a special attention to the grade of vegetation naturalness and I discussed the necessity of the improvement of existing district plan. 우리나라 용도지역제의 용도순화 및 용도혼합 특성에 관한 역사적 고찰 - 조선시가지계획령에서 도시계획법에 이르기까지 - (Historical Review on the Characteristics of Specialized and Mixed Land Uses of Korean Zoning System - From Chosun Planning Ordinace of 1934 to City Planning Law of 1962)

  • While the zoning system has been developed based on the rationale of separated and specialized land uses to prevent negative externalities in the modern industrial era, the emergence of office-based new industries in the post-industrial era rather encourages mixed land uses to create agglomeration economies. This study aims to find historical basis to justify the reform of zoning system to promote both specialized and mixed land uses. When the zoning system was first introduced in Japanese colonial period by Chosun Planning Ordinance enacted in 1934, Special District within Manufacturing Area, and later within Residential, Commercial, and Mixed Areas respectively was institutionalized for specialized land uses, though it was not actually designated. When City Planning Law was enacted in 1962, Special District was substituted by Exclusive Areas (Exclusive Residential Area, Exclusive Manufacturing Area). Meanwhile Undesignated Area was designated for mixed land uses by Chosun Planning Ordinance, and later it was converted mostly into Mixed Area and partially into Green Area. Finally Mixed Area was substituted by Semi-Areas (Semi-Residential Area, Semi-Manufacturing Area) by City Planning Law in 1962. These demonstrate that Korean zoning system needs to revive the tradition that clearly promoted both specialized and mixed land uses.

산지전용허가 표고기준 개선방안에 관한 연구 - '산지관리법'과 '국토의 계획 및 이용에 관한 법률'을 중심으로 (The Improvements for the Altitude Criteria related to the Adaptive Reuse Permission on Mountains District -with special emphasis on 'Management of Mountains District Act' and 'National Land Planning and Utilization Act')

  • The altitude criteria of 'Management of Mountains District Act' and 'National Land Planning and Utilization Act' are different because the adaptive reuse permissions on mountains district by two acts have been operated individually and each criteria has some problems for application. This study aims to suggest proposals for improvements of altitude criteria by two acts. The altitude criteria of the duel legal systems were researched by literature review and inherent issues were derived by interview with public officers and GIS tools applied to cases. The results are as follows : First, duel criteria systems need to be integrated based on the format by 'Management of Mountains District Act'. Second, the criteria index(50/100) by 'Management of Mountains District Act' need to be adjusted due to the preserved area ratio in mountains district and the each definition of 'the peak point of the mountain' and 'the tail of the mountain' can be changed as 'the highest point within the same slope(including ridge)' and as 'the average of the highest and the lowest point on boundary between the mountain district and the other land use district'. Third, the method of slope division may be determined by the conditions of local areas and the discrepancy between the two slopes in common boundaries must be adjusted. Finally, the maps containing preservation areas and development areas need to be notified.

자연체험 및 휴양가치 등급 설정을 위한 비오톱 구조분석 - 광명시흥 보금자리 주택지구를 대상으로 - (Analysis of Biotope Structure of Grade Classification in terms of Nature Experience and Recreation Value - In case of Gwangmyeong-Siheung Bogeumjari Housing District -)

  • This research The main focus of this research is to provide basic data for concrete recreation planning of future site by selecting Gwangmyeong-Siheung housing district, large residential development district focused on rural areas, by evaluation of recreation value and detailed biotope type classification. The main results of analysis are as follows. As a result of basic survey of the research area, total 79 family and 307 taxonomic groups are identified and also naturalization index and urbanization index were estimated 16.6 % and 17.6% respectively. Also, as a result of biotope type classification, it is divide into 12 biotope type gorups including forest biotope type group and its subordinate 53 biotop types. As a result of first value evaluation, there are total 13 biotope types such as vegetation-full artificial rivers in I grade. In addition it is analyzed as 9 types of II grade, 5 types of III grade, 8 types of IV grade, 18 types of V grade. Lastly, as a result of second evauation, it is analyzed that there are 21 special meaningful areas for recreation and natural experience(1a, 1b), and 50 meaningful areas for recreation and natural experience(2a, 2b, 2c). It is regarded that the results of biotope types classification and recreation value from this research play roles of analyzing the Suitable site for recreation area before development in terms of large residential development district, and then these results provide important basic data to secure recreational and natural experience area in development planning.

나옹선사 기념관지구 설계 (Design of Priest Naong's Memorial Area)

  • The site for this plan is located at the foot of Mt. Unseo at Galcheon-ri, Changsu-myon, Youngdeok-gun. On the site stands Jangyutsa Temple, built by priest Naong in 1355 (in the 4th year of King Gongmin during Koryo Kingdom). The purpose of this plan is to widely publicize and commemorate priest Naong by designing a district centering around the temple. The basic directions of design can be summarized as follows 1) A special Buddhists'pilgrimage and sight-seeing district aimed at commemorating priest Naong will be developed to preserve the historic figure of priest Naong. To this end, a facility will be built to collect, preserve and exhibit materials related with the great priest in order to preserve his legacy and enhance the image of the space. 2) Special fractions which are rare in other districts will be introduced to create an image different from the conventional memorial districts or sight-seeing zones. To this end, the district will be divided into the Jangyuksa Temple area proper and a district memorial area, each of which will have its own unique characteristics with different functions. On the other hand, the two different areas will be related with each other and complemented by each other. Such planning techniques as articulation and superimposition will be used for a synergistic effect. 3) The plan will accommodate various programs centering around historical and cultural assets, and at the same time will allow tourists to have various experiences and access to the natural environment as well as to a variety of events. 4) In order to plan such landscapes as shown in the traditional mountain temples, the traditional tectonic forms will be used for the facilities. It is expected that the district surrounding Jangyuksa Temple will become a popular sight-seeing destination, and with new historical and cultural environments will become a valuable resource to widely publicize the culture of Youngdeok-gun.

지구단위 차원에서의 비오톱 보전가치평가 연구 - 대구광역시 신서동 택지개발 사업지구를 사례로 - (A Study on the Evaluation of Biotope Preservation Value in District Unit - Case Study in Sinseo-Dong, Daegu -)

  • This research has a meaning to provide basic data for eco-friendly way of district unit plans and ecological landscape planning by evaluation of biotope preservation value at the level of district unit and designating land development of the site, the whole area of Sinseo-dong (Dong-gu, Daegu metropolitan city) for research site. The summary of analysis result is as follows. As a result of classification of biotope types on the research site, it is divided into 11 biotope groups such as a residential biotope group and 51 specific biotope types which is subordinate to the groups. As a result of the first value assessment on classified biotope types, there are 16 types of natural rivers which is full of vegetation as a I class. Also it is analysed as 9 types of IIclass, 14 of IIIclass, 8 of IVclass, and 4 of Vclass. In particular, in light of a wildlife habitat, EB, in case of broad-leaved tree of mixed forest assessed as a II class, was classified into Iclass which is one-step upgraded as a final class with the analysis as there is a structural characteristic (more than 71% of low density, 50 years of age-class). As a result of second assessment, it is analysed that there are 17 special sites (1a,1b) and 33 special sites (2a, 2b, 2c) respectively for preservation of species and biotope. Particularly, in case of the No. 27 space, it was assessed that it has the value of about medium (IIIclass) level, but its value was upgraded with the on-spot detailed investigation that most of Aristolochia contorta, designated as a rare plant by Ministry of Environment, is growing. It is regarded that the above-mentioned research result on evaluation of biotope preservation value is expected to provide very important basic materials for future district unit plans and smooth integration with landscape ecology plans and eco-friendly space development.

미국 워싱턴주 시애틀시의 초등학교 특수교육시설에 관한 연구 (A Study on Special Education Facilities of the Elementary School in Seattle)

  • Seattle Public School Authority implements Inclusive Education which allows handicapped children to study in ordinary schools. This research is to analyze Inclusive Education system and find characteristics of school network and school planning. Survey was performed on 9 school districts and 54 public schools. The found results are following; 1) 54 schools adopt special education programs and legal barrier free design. All handicapped children groups are divided into level I through Ⅳ including mild level (level I,II) at all schools and multi-handicapped(severe level, level III, IV) at schools specified by school district or Seattle City. 2) Each school groups are transformed into self-contained classroom, therapy room and general room as a set in consideration of user communication and special education program. Also, existing classrooms are rearranged into small study spaces by using partition system. It allows ordinary schools to accomodate Inclusive Education through school network, classroom rearrangement and space partitioning.

자연체험 및 휴양적 관점에서 농촌지역의 비오톱 가치평가 연구 - 대규모 택지개발 사업지를 대상으로 - (A Study on the Evaluation of Biotope Value of Rural Areas in terms of Nature Experience and Recreation - A Case Study of Large Residential Land Development District -)

  • This research has a significance on providing basic material of landscape ecological planning and open space planning of the future site by selecting Sinseo innovative city area, large residential land development district in rural area, by classifying biotope types and implementing recreational value assessment in the level of area. First of all, as a result of classification of biotope types in research site, total 11 biotope type groups including stream biotope and its subordinate 51 biotope types. Also, as a result of the first value assessment of classified biotopes, there are total 5 types such as vegetation-full natural river, fallow ground in I grade. In addition, it is analyzed that grade II have 18 types, III are 10, IV are 12, the least valuable V are 6. Especially, grassland biotope(GD) was classified into grade II, which is one grade raised, because it is analyzed that it has high value in terms of normal access and availability although it was assessed as grade ill in terms of natural experience quality. Lastly, as a result of the second assessment, special areas for natural experience and recreation(1a, 1b) are 15, areas for natural experience and recreation(2a, 2b, 2c) are 47. Especially, the 52th drawing mark space was grade II in the first assessment but its value grade was upgraded because of its high value in terms of use evidence, size of the area, accessibility with housing area, history and cultural character and so on.
