A Development Plan for Integrated Inventory Management System to Support Decision Making for Disaster Response (재난대응 의사결정 지원을 위한 인벤토리 통합 관리 시스템 구축 방안)

  • Social overhead capital (SOC) facilities are being threatened continuously by abnormal climate events that are increasing globally. For disaster response, rapid decision making on evacuation routes and other matters is critical. For this purpose, spatiotemporal information that combine data on disasters and SOC facilities needs to be utilized. This information is separately collected by government agencies and public organizations, and is not managed in an integrated manner. For rapid disaster response, an integrated management of separately collected disaster data and the creation of such information as the safety and damages on SOC facilities are required. To achieve this goal, it is essential to build inventories that integrate all the related information to support decision making indispensable for disaster response. In this study, a development plan for an integrated inventory management system based on the management and connection of inventories to support rapid decision making for disaster response is proposed. This system can collect and standardize data related to disasters and SOC facilities that are being managed separately and provide integrated information in line with the needs of users. The proposed system can be used as a decision making tool for proactive disaster response.

A Study on the Improvement of Efficient Execution System for Cadastral Resurvey Project (지적재조사사업의 효율적인 추진체계 개선에 관한 연구)

  • Recently there are growing arguments about the needs to improve Cadastral Resurvey Projects more efficiently and rationally since the projects have realistically started. This study aims to analysis some problems of the projects and finds out the solutions. With this purpose, we have surveyed some literatures related to the demonstration projects, and then have examined some similar domestic urban development projects and international Cadastral Resurvey Projects in order to apply their appropriate tools to the present or future projects. Generally the execution process of Cadastral Resurvey Projects has four steps and this study arranges the main problems in each steps. In the result it suggests that some improvements should change as the followings. (1) It is more effective to take planning-based approach than project-based one. (2) The project boundary needs to be decided with the rectangular patterns not the irregular ones for the efficient project. (3) The adjusting the current baseline of agreement should be reconsidered because too high baseline may make the project difficult to progress. (4) Not only systematical public relations to promote the projects but also a variety of incentives to induce the public participations is very important to solve the problems of involvement. (5) Institutional tools for collaborate planning is also desirable to solve the conflicts among stakeholders rationally and effectively.

Case of Service Design Process for Medical Space Focused on Users (사용자중심 의료공간을 위한 서비스디자인 프로세스의 적용사례)

  • Purpose: Of late, the focus of service design is moving toward emphasizing customer satisfaction and taking users' experience more seriously. In addition to the change in perspective in service design, scholars in this area are paying more attention to service design methodology and process, as well as its theory and real-world case studies. In the case of medical space, there have been few studies in attempting to apply service design methods useful for deriving user-focused results. The author of this paper believes, however, case study-oriented approaches are more needed in this area rather than ones focusing on theoretical aspects. The author hopes thereby to expand the horizon to practical application of spatial design beyond service design methodology. Methods: In order to incorporate the strengths of service design methodology that can reflect a variety of user opinions, this study will introduce diverse tools in the framework of double diamond process. In addition, it will present field cases that successfully brought about best results in medical space design. It will end with summarizing the ideal process of medical space design which is reasonable and comprehensive. Results: Medical service encompasses preventive medicine as well as treatment of existing medical conditions. A study in establishing the platform of medical service design consists of a wide range of trend research, followed by the summary of two-matrix design classification based on results of the trend research. The draft of design process is divided into five stages composed of basic tools for establishing spatial flow lines created by matching service design tools with each stage of space design processes. In all this, most important elements to consider are communication and empathy. When service design is actually applied to space design, one can see that output has reflected the users' needs very well. The service design process for user-oriented medical space can thus be established by interactions on the final outcome and feedback on the results. Implications: One can see that the service design with the hospital at its center produces the result that encompasses the user's needs best. If the user-focused service design process for medical space can be extended to other space designs, the author believes that it would enhance the level of satisfaction for users and minimize trials and errors.

A Study on the Land-Use Related Assessment Factors in Korean Environmental Impact Assessment (환경영향평가 토지환경 분야의 토지이용 평가항목 고찰 연구)

  • The environmental impact assessment(EIA) project in Korea has undergone changes and revisions in various evaluation items for about 30 years after the introduction of the Environmental Conservation Act (1997). However, despite the importance of land use evaluation items under the current EIA Act, there are insufficient studies to consider. Therefore, this study focused on the land-use evaluation items based on the EIA guidelines, reviewed 90 of the evaluation documents and consultation documents, and tried to suggest implications and supplementary points forthe domestic EIA land-use evaluation items. As a result, the paradigm was changing from land efficiency centered on development in the past to land efficiency centered on the natural environment and resource conservation. However, in spite of the manual for fitting the paradigm change, opinions on the conservation of the natural environment are still being drawn in the consultation document, so it needs improvement. Two improvements in the impact assessment process suggested in this study are the establishment of standardized spatial data and a quantitative impact and reduction method evaluation tool based on it. In particular, there is a need for a plan evaluation tool for land use arrangement and distribution that can solve the needs of minimizing damage to the natural environment and securing green space and a green network.

A Study on Silver Town Space Design Based on Visual Experience (시각적 체험을 기반으로 실버타운 공간디자인에 관한 연구)

  • As the aging of our society gradually deepens, the quality of the elderly care environment based on the elderly care model of the Silver Town space is gradually becoming the focus of everyone's attention. This study mainly studies and discusses the visual and behavioral characteristics of the elderly. In order to pay more attention to the special needs of the elderly in order to optimize the spatial environment, the design of visual experience design in the living environment of the elderly in Silver Town is designed. explore in depth Through this, the environment of the space is optimized so that the elderly can enjoy their old age in a comfortable environment. This study is based on visual psychology, environmental psychology, gerontology and other theories. Through the collection of related literature and field research on the elderly, the function and overall combination of the living environment of the elderly in Silver Town is studied, and the environment is organized. Based on the behavioral and visual needs of middle-aged and older people, a design method was proposed to strengthen the visual connection in space. In terms of visual experience, the lighting, colors, and materials of the environment are studied. Through a combination of theory and research and experiments, it is concluded that the elderly prefer plants with warm colors, high brightness colors, and geometric patterns. The design principle and design method of the visual experience in the Silver Town space are summarized.

Method of Monitoring Forest Vegetation Change based on Change of MODIS NDVI Time Series Pattern (MODIS NDVI 시계열 패턴 변화를 이용한 산림식생변화 모니터링 방법론)

  • Normalized Difference Vegetation Index (NDVI) has been used to measure and monitor plant growth, vegetation cover, and biomass from multispectral satellite data. It is also a valuable index in forest applications, providing forest resource information. In this research, an approach for monitoring forest change using MODIS NDVI time series data is explored. NDVI difference-based approaches for a specific point in time have possible accuracy problems and are lacking in monitoring long-term forest cover change. It means that a multi-time NDVI pattern change needs to be considered. In this study, an efficient methodology to consider long-term NDVI pattern is suggested using a harmonic model. The suggested method reconstructs MODIS NDVI time series data through application of the harmonic model, which corrects missing and erroneous data. Then NDVI pattern is analyzed based on estimated values of the harmonic model. The suggested method was applied to 49 NDVI time series data from Aug. 21, 2009 to Sep. 6, 2011 and its usefulness was shown through an experiment.

  • Open-pit mining method, is safe relatively work as compared with underground mining. And high yield, low production cost, has the advantage that it can provide a lot of production. But deforestation, tailings and slag deposition, mineral debris, dust, water, noise, land subsidence, sediment runoff discharge, I have internalized environmental disaster predisposing factors, such as landslides. Thus, it may be noted, also by typical environmental regulations. We try to deal with the changes in open pit terrain and environment related issues. Then, use the recovery period and the open pit mine and ecology off the gun, environment-friendly development of accurate monitoring methods, systems of this development is required. The use of open platforms and open source GIS tools have been developed during this period, it needs to develop spatial information environment monitoring system open pit mine construction.

  • Cloud computing services are known that they have many advantages from the point of view in economic saving, scalability, security, sharing and accessibility. So their applications are extending from simple office systems to the expert system for scientific computing. However, research or computing technology development in the geo-spatial fields including remote sensing applications are the beginning stage. In this work, the previously implemented smartphone app for image processing was first migrated to mobile cloud computing linked to Amazon web services. As well, parallel programming was applied for improving operation performance. Industrial needs and technology development cases in terms of mobile cloud computing services are being increased. Thus, a performance testing on a satellite image processing module was carried out as the main purpose of this study. Types of implementation or services for mobile cloud varies. As the result of this testing study in a given condition, the performance of cloud computing server was higher than that of the single server without cloud service. This work is a preliminary case study for the further linkage approach for mobile cloud and satellite image processing.

The application of GIS and RS for extracting Sumjin Watershed hydrologic-parameter (섬진강 유역 수문인자 추출을 위한 GIS와 RS의 활용)

  • Recently, natural environment is being forced by the quick increasing of population and industrialization, and especially, capacity and pollution of water resource is being come to the front. It needs to extract the accurate topological and hydrological parameters of watershed in order to manage water resource efficiently. But, these data are processed yet by manual work and simple operation in hydrological fields. In this paper, we presented algorithm that could extract topological any hydrological parameters over Sumjin watershed using GIS and RS and it gives the saving of data processing time and the confidency of data. The extraction procedure of topological characteristics and hydrological parameters is as below. First, watershed and stream are extracted by DEM and curve number is extracted throughout the overlay of landcov map and soil map. Also, we extracted surface parameters like watershed length and the slope of watershed length by Grid computation into watershed and stream. And we gave the method that could extract hydrologic parameters like Muskingum K and sub-basin lag time by executing computation into surface parameters and average SCS curve number being extracted.

  • This study analyzed the urban structure of Jinju city where urban doughnut phenomena, development of new town at suburban zone and establishment of innovation city appear. The sphere of this study was set limit to Jinju's dong area due to taking the limitation of data. Multivariate analysis was done by using 24 variables to classify into seven clusters(CBD, Industrial Area, Residential Area etc). We studied regional condition and problems at the relation between analyzed regional features of this study and development principles at the upper planning. Jinju city needs urban redevelopment, reconstruction works and redevelopment promotion project for urban outworn zone in view of the regional conditions to innovate outdated city image and restore western Gyeongnam as a central city and also they should promote innovative city that is progressing now and construction of new town that is linked with Sangpyeong industrial complex removal as well as the whole Chojang-dong zone. In conclusion, this study will help to understand regional phenomenon like regional development project and urban management.
