Integration of the Feasibility Assessment Procedure and EIA of the Big Public Investment Project : In the Case of the Saemangeum Reclamation Project (대규모 공공투자사업의 경제적 타당성 평가와 환경영향평가 통압 방안 - 새만금 간척사업을 사례로 -)

  • The choice of big public investment project needs an appropriate feasibility analysis before it is implemented, bemuse a rot wisely chosen one would bring about big and longrun societal costs. But the feasibility analysis for the big public investment project in Korea has been done without linking the economic benefits and environmental damages. Consequently social conflicts arose frequently during and after project implementation, owing to such concerns asincreasing costs and serious ecological damages. The recent social conflict over the Saemangeum Project is a typical case. This reclamation project began in 1991 and finished 60% of the whole process in 1999, when its feasibility was again assessed under the public pressure by the joint assessment team consisting of both citizen's and government's professionals. Even the assessment report by this joint team could not show the convincing results owing to the improper assessment procedure and failure to set proper feasibility criteria. This paper pointed out the limitations of our current procedure of feasibility assessment and identified the concrete problems that atosee during the recent reassessment process of the Saemangeum reclamation project by the joint team. In order to improve the current problem-ridden practices, it is concluded by the policy recommendation for establishing a right feasibility assessment procedure for the public investment projects.

Factor associated with depression in pregnant women with gestational diabetes mellitus (임신성 당뇨 임부의 우울 관련 요인)

  • Objectives: The purpose of this study is to determine the fatigue, self-esteem, and depression of pregnant women with gestational diabetes mellitus (G-DM), and to reveal associated factors of depression. Methods: As a descriptive correlation study, data was collected from 119 pregnant women with G-DM. Data was analysed using t-test, ANOVA, and stepwise multiple regression. Results: Fatigue, self-esteem, and depression averaged $2.09{\pm}.62$ (range of scale 1~4), $2.63{\pm}.32$ (range of scale 1~6), and $0.45{\pm}.25$ (range of scale 0~3), respectively. The depression varied with a statistical significance according to the age (p=.008), employment (p=.014), child (p=.034), and physical and psychological adjustment of pregnancy (p<.001). We also identified fatigue as the most influencing factor and the physical and psychological adjustment of pregnancy as the second most influencing factor, self-esteem as the third, age as the fourth, and child as the influencing factor on the G-DM women's depression. Conclusions: This research provided a valuable opportunity to recognize G-DM as a personal, and societal problem, which calls for relational support as well as personal support. The healthcare providers need to recognize the emotional aspects of the women with G-DM, and make various efforts to promote the physical and psychological health of the G-DM patients.

A Study on Information Needs and Behavior for the Development of Academic Library Services (대학도서관 서비스 개발을 위한 이용자 정보요구 및 정보행위 연구)

  • This study explored the user's information needs and information behavior for the development of academic library services. The content analysis of qualitative data showed that the in-depth interview participants have six types of information needs such as 'suitability, up-to-dateness, uniqueness, reliability, practicality, and convenience' while going through societal, educational, and research-related changes. Interview participants solved their information needs by acquiring the resources necessary for each individual's task through information behaviors using information media, human resources and the places. Each participant tried to solve his/her information problem through individual efforts based on their different media and information utilization capabilities. Based on the analysis, this study presented four directions in the development of academic library services. They are an personalized information literacy service, a space to meet the characteristics of information needs, an infrastructure platform for exchanging human resources, and an accessible support service for utilizing information media.

  • Since the era of industrial revolution, the waste volume has continued to grow; waste management has thus become one of the major global environmental challenges facing humanities today. Waste treatment and management issues trigger NIMBY movements, and disputes among states, governments, and social actors over the issues have been accelrating. At the level of states and sub-states, various measures including institutions, laws, regulations, market-oriented methods, consensus and collaborative governance have been introduced to address various problems associated with waste. More recently, science and technology has been applied to the waste treatment and management under the notion of circular economy. However, societal support for addressing waste problems still remains inadequate, calling for new approaches and alternative pathways. In this context, this study examines two cases of urban incineration plants designed by Hudertwasser, Austria-born artist and architect: Spittelau, Austria, and Osaka, Japan. Through these case studies, I demonstrate how creative and innovative culture-technology convergence can shed new light on challenging environmental issues such as an urban waste problem.

  • The purposes of this study are to review research trends of applied geography field, to retrospect geographical works done by Korean geographers in applied geography, and to prospect the future of applied geography. We are in the period where societal problems such as energy, transportation, pollution, environment, health care, and many others, require careful consideration and need throughout strategies for solution. Most societal problems have some geographical dimensions. Because these problems are geographic in nature, there is an obvious implication that geography as a discipline has something to offer in their solutions. In fact, most geographic problems are best presented and analyzed through the applications of geographic theories, concepts and tools. Applied geography is a branch of general geography. It relies on the scientific methods and uses the principles and methods of pure geography. However applied geography is different in that it analyzes and evaluates real world action and planning and seeks to implement and manipulate environmental and spatial realities. Thus, geographic theories and other social theories that have geographic dimensions are fundamental to applied geography. Applied geography has a short history as theme in Korean geography. During the last two decades. Korea achieved remarkable economic growth. We have also encountered widening regional disparity, housing shortage of larger cities, transportation congestion, environmental pollution and many other problems. Applied geographers have tried to analyze and solve such spatial problems during the last 30 years. The research trend of Korean applied geography can be subdivided into 5 categories: (1) land use analysis and efficient utilization, (2) national physical development and planning. (3) regional development and regional planning, (4) tourism and location-allocation, transportation planning. Still the overconcentration of Seoul metropolitan region and unbalanced regional development are perceived to be the serious spatial problems which may induce more works to solve these problems. In Korea new emphasis has to be given to some professional training and experimental learning, including methodology, field techniques data management, statistical analysis, cartography, GIS, and other tools, as applicable and beneficial to problem solving in real world. The growth of applied geography depends on new insights and purposed solutions of future applied geographers in Korea. Applied geographers will contribute to the creation of future Korean geographies.

High Suicidal Risk Group of Elderly: Identification of Causal Factors and Development of Predictive Model (자살 고위험군 노인: 원인 파악 및 예측 모델 개발)

  • Elderly suicide problem has become worse in South Korea. With a rapid aging of the population, the trend of suicide among the elderly is expected to accelerate, preventing elderly suicide has been considered an important societal problem. Thus, we aim to investigate various factors that explain suicidal ideation and to develop a predictive model for suicidal ideation in the context of elderly people in South Korea. To this end, this study contributes to addressing the elderly suicide problem. By using seven-year panel data from the Korea Welfare Panel Survey, we extract various potential causal factors for elderly suicidal ideation based on interpersonal theory of suicide and social disorganization theory. Then a panel logit model was employed to assess the impacts of potential factors on suicidal ideation and deep learning and machine learning algorithms were used to develop a predictive model for suicidal ideation of elderly people. The results of our study provide practical implications for preventing elderly suicide by identifying causal factors of suicidal ideation and a high suicidal risk group of the elderly. This study sheds light on synergy of mixed methodology and provides various academic implications.

Monitoring of Landslide in Kangwondo Area using 2-Pass DInSAR Technique (2-Pass DInSAR 기술을 활용한 강원도 지역 산사태 탐측)

  • In recent days, climatic change cause abnormal weather all over the world and we have a great loss of life and property every year. In Korea, we suffer from landslide problem because large regions of Korea Peninsula are composed of mountain. In order to detect rapidly and to take follow-up measures of disaster, the remote sensing is being used actively as conventional field survey has many restrictions in accessibility because of more time and man power requirement. In additions interferometric SAR is one of the techniques that have our attention because it can provide many kinds of accurate surface information without restriction of atmospheric and ground conditions by using L-band. In this study, we aimed to monitor the displacement of mountain area in Kangwondo and this results will be used for detecting landslide. Also we build the web system for detecting and analyzing the landslide.

WSN Safety Monitoring using RSSI-based Ranging Technique in a Construction Site (무선센서 네트워크를 이용한 건설현장 안전관리 모니터링 시스템)

  • High incident of accidents in construction jobsite became a social problem. According to the International Labour Organization (ILO), more than 60,000 fatal accidents occur each year in construction workplace worldwide. This number of accidents accounts for about 17 percent of all fatal workplace accidents. Especially, accidents from struck-by and falls comprise of over 60 percent of construction fatalities. This paper introduces a prototype of a received signal strength index (RSSI)-based safety monitoring to mitigate the potential accidents caused by falls and struck-by. Correlation between signal strength and noise index is examined to create the distance profile between a transmitter and a receiver. Throughout the distributed sensor nodes attached on potential hazardous objects, the proposed prototype envisions that construction workers with a tracker-tag can identify and monitor their current working environment in construction workplace, and early warning system can reduce the incidents of fatal accident in construction job site.

  • New institutionalism is one of the research perspective, explaining political, economic, social phenomena through institutions. It is seeking more accurate diagnosis and solution of societal problem. What is good media for community? And how it should be operate? These questions are related to design and improvement of media system. Now we need to better approaching method for higher explanatory power about media institutions. From this context, the purpose of this study is exploring application of new institutionalism to media system. The major findings are as follow: At first, the new institutionalistl approaches can be apply the research fields of media policy/law and media organizations. Two, we suggest main research questions and research methods to each of that. This study has implication as more systematic and integrated approach to the research fields of media institution.

Economic Value of Pharmaceutical Care for the Elderly Patients in Community Pharmacies (노인환자에게 제공하는 개국약국 약료서비스의 경제적 가치)

  • This study was to evaluate economic impact of a comprehensive pharmaceutical care intervention provided by community pharmacists on drug-related morbidity and mortality in the elderly population, in a societal perspective. Clinical outcomes of pharmaceutical care included compliance increase, inappropriate medication discontinuation, and subsequent drug-related morbidity and mortality reduction. Economic outcomes included cost savings from direct medical costs reduction such as medication and healthcare resource utilization. Input costs for pharmaceutical care included pharmacist time and computerized prescription review supporting program costs. Model parameters of outcomes were derived from published literatures, and costs were from literatures and health insurance statistical data in Korea. Annual costs and benefits were estimated in the year 2005. Current usual care and standardized pharmaceutical care required 0.3 and 2.0 hours per year respectively, for elderly outpatient using average 4.4 prescription drugs per visit and average annual frequency of 17.8 pharmacy visits. Comprehensive pharmaceutical care provided to overall elderly outpatients at community pharmacies would have cost of \74,994 mil. and benefit of \357,002 mil. per year. Benefit:cost ratio was 4.8:1 and net benefit was \282,008 mil/year. It was corresponded to net benefit of \73,816/year for individual elderly patient. In addition, pharmaceutical care was estimated to reduce 1,531 drug-related deaths/year. Conclusively this study, a first attempt in Korea to evaluate an economic value of pharmaceutical care at community pharmacies, proved that it was a cost-effective intervention having significant economic benefit.
