In this article, I want to demonstrate wage equality increases support for welfare expenditures while the wage equality depends on how labour market institutions are organized. In other words, this study tries to show that there can be institutional complementarity between inequality-reducing labour market institutions and generous social policy. In the first section, I develop a theoretical models which deal(1) how the inequality of income affects the political support for welfare expenditure(2) how the configurations of labour market institutions affect income inequality in the labour market. In the following section, this study tests the models with data on welfare spending, configurations of labour market institutions, and the inequality of wage and salaries in 14 welfare states from 1980 to 1995. Empirical analysis also provides support for key implications of the models. These models and empirical findings may show that the institutional complementarity stems from the interdependence of institutional influences on actors' decision-making. Moreover, this study suggests welfare policy are always considered with labour market institutions.
This paper examines the discussion on the income-led growth known as the core economic strategy of Moon's administration in terms of Korean welfare regime. Although the income-led growth strategies have presented various issues, the income-led growth strategy seems to be a timely alternative discourse that emphasizes the demand side, considering supply-oriented growth strategies have caused long-term recession and deepening of inequality. It is important that the income-led growth strategy places social expenditures as an important growth engine for virtuous cycle of production and consumption. However, this paper has confirmed that simply raising wages and increasing social expenditure do not increase the aggregate demand and production. Moreover, empirical studies have shown that the inclusion of external sectors and liabilities into the analysis weakens the wage-led growth of the Korean economy. For this reason, this study concluded that the government's sophisticated policy intervention is necessary for the increase of real wages and social spending to be economic growth.
This study analyzed the change of the Korean welfare regime during the conservative government. It is clear that the welfare expanded during the conservative government, but this expansion was the process of realizing the constraint of expansion that reduces future welfare expenditure in Korea. In addition, as the public welfare centered on social insurance expanded after 10 years of liberal government, the backward selectivity of the Korean welfare regime strengthened in the conservative administration. Expanding social insurance itself does not reinforce the backward selectivity of the Korean welfare regime. However, the industrial structure created by the export-led growth system has intensified the fragmentation of the labor market, and expanding social insurance designed based on regular workers under these conditions has forced the backward selectivity of the social security system. It is for this reason that the backward selectivity has been reinforced during the conservative government.

This study aimed at identifying level of self-sufficiency, and support need for it in rural multicultural families. Frist, the level of self-sufficiency in rural multicultural families was the lowest in a information sub-area, whereas it was the highest in a socio-psychological relation sub-area. Second, the chi-square test showed that the level of assistant request for a cost-of-living allowance was high in the multicultural family group received the medical social security(MSS) or not prepared the expenditure for children education or the golden years. Whereas the level of assistant request for the education of marketing or agricultural technology was high in the multicultural family group not received MSS or prepared the expenditure for children education or the golden years. Third, rate of PC ownership in the rural multicultural families was lower than that of national whole. and difference of it according to the living characteristics uch as MSS was not statistically significant. Fourth, difference in level of assistant request for children education and social dimension according to the living characteristics such as MSS was not statistically significant. It means that assistant request for children education and social dimension have universality without distinction the living characteristics such as MSS. And to conclude, support for self-sufficiency in rural multicultural families should be selective approach with discriminative or integrational viewpoint according to the living characteristics such as MSS or area of self-sufficiency. Findings of this study may be used as a basic material to establish the policy supporting self-sufficiency in rural multicultural families.
This paper aims to examine whether there are significant differences in various aspects of a household's arrangements by type of employment of married woman; 1) the extent of the division of labor, 2) the authority of decision making, and 3) financial and expenditure responsibilities. It also investigates the determinants of gender equality in the family. Based on data collected in the fall of 2002 from a representative sample of the Korean population, this study finds that nonstandard employment of married woman including temporary work and daily basis work does not contribute to gender equality within the household, although most of nonstandard employees are full-time workers. However, standard employment of married woman contribute to gender equality in the family. The results of this study show that husbands whose wives are standard-employed are more likely to take part in housework chores that are female-dominated, and standardly employed wives are more likely than non-standardly employed or housewives to take part in the household's financial and expenditure responsibilities. Standardly employed wives also have more power in decision making process within households. On the contrary, non-standardly employed wives gain no advantage over housewives within their families, due to lack of bargaining resources that enable them to affect the household's arrangements. Thus, they have confronted additional burdens, which stem from carrying the dual role of doing house work as well as paid work. Such increasing work-family conflict may bring about disruption of family. Therefore, this study maintains that it is high time that government-level efforts should be made in order to improve the status of irregularly employed wives in the workplace.
This study examines labour market and unemployment protection policies as a configuration in 12 OECD countries in order to investigate how countries from different regime conform to or diverse from previous welfare state regime discussion, and to examine its relationship with poverty and inequality. In analyzing the combination of the unemployment insurance, the unemployment assistance, and active labour market policy, firstly, fuzzy scores of unemployment insurance was calculated by analyzing the strictness of eligibility, duration of benefit and the generosity of income replacement rate. For unemployment assistance, the ratio of public assistance expenditure to the GDP in each country and the ratio of unemployment benefit level to the average wage in each country have been considered. As for the active labour market policy, the total expenditure per GDP of this policy was converted into fuzzy points and analyzed. As a result, 5 types in 2005 and 6 types in 2010 were generated. Specifically, 'assistance type(iAp)', 'insurance type (Iap)', 'comprehensive safety net type (IAP)', 'weak safety net type(iap)' were analyzed. This paper suggested policy implication for South Korean case, which consistently had high score for weak safety net type(iap).
This paper aims to demonstrate current health expenditure (CHE) and National Health Accounts of the years 2018 constructed according to the SHA2011, which is a manual for System of Health Accounts (SHA) that was published jointly by the Organization for Economic Cooperation and Development (OECD), Eurostat, and World Health Organization in 2011. Comparison is made with international trends by collecting and analyzing health accounts of OECD member countries. Particularly, scale and trends of the total CHE financing as well as public-private mix are parsed in depth. In the case of private financing, estimation of total expenditures for (revenues by) provider groups (HP) is made from both survey on the benefit coverage rate of National Health Insurance (by National Health Insurance Service) and Economic Census and Service Industry Census (by National Statistical Office); and other pieces of information from Korean Health Panel Study, etc. are supplementarily used to allocate those totals into functional classifications. CHE was 144.4 trillion won in 2018, which accounts for 8.1% of Korea's gross domestic product (GDP). It was a big increase of 12.8 trillion won, or 9.7%, from the previous year. GDP share of Korean CHE has already been close to the average of OECD member countries. Government and compulsory schemes' share (or public share), 59.8% of the CHE in 2018, is much lower than the OECD average of 73.6%. 'Transfers from government domestic revenue' share of total revenue of health financing was 16.9% in Korea, lower than the other social insurance countries. When it comes to 'compulsory contributory health financing schemes,' 'transfers from government domestic revenue' share of 13.5% was again much lower compared to Japan (43.0%) and Belgium (30.1%) with social insurance scheme.
Representation of destitution may be considered as an expression of a social desire toward forging a bond or solidarity with the impoverished. However, political and ethical demands of the solidarity force the formulaic framework structuring the form of representation to its limits. The thesis aims to examine the responses to such demands within the tradition of modernist literature that can be traced from Charles Baudelaire, Knut Hamsun to Franz Kafka and that somehow culminates with Samuel Beckett, and to analyze how the issue of destitution that weaves through Beckett's works criticizes and inherits such a heritage. Whereas destitution in 19th century Realism is structurally fixed and its potential for change is inherently excluded, for these writers, destitution is no longer the state of rigid reality in which any possibility is limited. It is destitution as an imperative that calls for exploitation of possibilities that can be recuperated from the impoverished condition of destitution. What these writers consistently resist against is destitution that leads to compensation and reward. Since occupying a superior position toward the other as the subject of description or sympathy can be seen as one form of profit or reward, they have persistently pursued absolute solitariness and austere conditions rather than prematurely simulating a sense of solidarity and community. The ultimate goal of destitution as an imperative is to pursue destitution in order to worsen it by identifying and then excluding and expending possessions and assets to a state of penury. This is a paradoxical process that opens up the realm of possibilities of destitution and redefines it as abundance and wealth. Destitution for Beckett as seen in the writers above is the objective of literature. But, what he focuses on is to amplify the shreds of economic world that still remain in a state of poverty and to reveal extreme poverty as a state of odd affluence and to transform it into a pursuit of accumulation and profit. One of his famous axioms, "less is more", contains the essence of such a paradoxical strategy. In a sense, such approach is a twist on the strategy that identifies and uses any remaining potential hidden in destitution as was pursued by other writers. It also expands on the imagination of the destitute described by Hamsun. But Hamsun and Beckett are diametrical opposites. Unlike Hamsun, Beckett does not link imagination with a sense of guilt. Imagination is not intended to overcome the destitute reality nor to culminate in artistic martyrdom as in the case of Kafka's hunger artist. The imagination of the impoverished in Beckett is simply a hilarious game and not an escape that ends in a sense of guilt. This game formulates a "rhetorical question" or derision at the ironical situation where the pursuit of hunger and art as the disinterestedness has been turned into symbolic capital. It is inherently a fundamental critique at the aestheticization of destitution that has been pursued by Modernism. Beckett's efforts at divulging falsehood inherent in non-profit acts such as charity, donation and hospitality are dissections of social fictions in which aestheticization of destitution remains a part of the whole.
Recently not only industry but also academy have shown an intense interest in social networking service. However, reckless imitation will not guarantee the successful eco-system of social networking service without rich understanding of growth driver and business model. Hence, this study aims at analyzing open platform strategy and business model conducted by a representative social networking service provider in order to provide platform operator, network operator, and portal provider with meaningful implications. Advertisers may pay great attention to social networking service because it has strong ability to provide users with spontaneous motivation to manage and update their profile, and these valuable information can be utilized for providing personalized advertisement on social networking service. As a result, one side of consumers in two side market, advertisers, tend to pay more expenditure to place advertisements. In addition, the open platform adopted by social networking service providers causes pro-sumers to participate in the eco-system, and thereby the explosive quantitative growth is realized. The fact of that this open social networking service can invade other web service area via an unified platform indicates that it may expand its service scope into a wide variety of web service areas. Hence, domestic portal services providers and network providers should consider social networking service not as one of new web services but as an disruptive service platform. Corresponding to the emergence of social networking service, especially if their business area is related to display advertising market, they should seek a way to provide social networking service access users's newly updated information and develop innovative media technologies to enter context awareness ads market.

The main purpose of this research is to figure out systematically the total amount of social welfare resources in Korea. For the stated purpose, this research (1) defines the concept of social welfare resource, (2) develops basic framework for measuring total amount of resources, (3) estimates total amount of social welfare resources based on the year of 2004, and (4) presents some implications of findings. Social welfare resource is defined as any valuable things, material or immaterial, that one can put into instrumental use in order to meet social needs or to resolve problems in the interaction process between human and the environment. Institutional sectors of social welfare resource consist the following 5 major areas derived from resource providers: The government, enterprise, market, the third sector (religion & welfare institutions, fundraising agencies, and NPOs), and community (families, relatives, and neighborhoods). For the estimation of the total amount of social welfare resources, this research takes advantages of both the major methods of provider centered approach and the intermediary agent centered approach. Based on the compromised method estimation, the total amount of social welfare resources in Korea in the year of 2004 is 147 trillion won (approximately, 148 billion dollars and 19% of GDP). Among them, central and local governments provide 52 trillion won. The private sector expends a total of 109 trillion won, which contains 44 trillion from enterprise, 54.3 trillion from market, 3.0 trillion from the third sector, and 8.3 trillion from the community. The enterprise and market share of welfare resources exceeds 66% of the total expenditure, and the market is expected to increase gradually in the near future.
