Longitudinal Study on the Equity of National Health Insurance Contribution of the self-employed (건강보험 지역가입자의 보험료 부담 형평성 종단분석)

  • This research attempts to calculate the vertical equity of National Health Insurance Contribution of locally provided policy holders by abilities to pay. Also, this longitudinal study examined the influence of abilities to pay and demographic characteristics on the health insurance premium. Using data from the Korea Welfare Panel Study, this study followed the self-employed households who continued to participate in the survey from 2011 to 2015. Kakwani's index of progressivity was measured as a measure of vertical equity and panel regression analysis was conducted by STATA program. The results of this research are as follows. First, from 2011 to 2015, the values of kakwani's index were negative according to composite income, which meant some levels of regressiveness of contribution. Secondly, panel regression analysis showed that the lowest household of composite income had a significantly negative effect on premiums, which also meant regressiveness. Based on the results, the author suggested political discussions on reorganizing the system of imposing the National Health Insurance contribution.

A Study of Labor Entry of Conditional Welfare Recipients : An Exploration of the Predictors (취업대상 조건부수급자의 경제적 자활로의 진입에 영향을 미치는 요인에 관한 연구)

  • This paper examines the labor entry of conditional welfare recipients. This paper focuses on two questions. First, what is the percentage of conditional welfare recipients who have labor entry? Second, what are the predictors in the labor entry and the duration to the entry? Using Data about 917 welfare recipients who participated in the self-sufficiency programs of the Offices for Secure Employment in Seoul, this paper attempts to answer the above questions. Logistic regression analysis and survival analysis are adopted to identify variables predicting labor entry of conditional welfare recipients. This paper also utilizes a multiple imputation method to deal with the limitation of data by the missing values in some variables. The major findings are as follows: about 43.8% of the conditional welfare recipients have successful labor entry; and in the labor entry and the duration to the entry, gender, household, information and referral services for employment, health and willingness for self-sufficiency are the predictors that are statistically significant. Among these variables, health and willingness for self-sufficiency are more noticeable; it is recognized that programs to care for health of welfare recipients who want to have the labor entry and counseling programs to strengthen welfare recipients' willingness for labor entry are very important for them to be successful in the labor entry. This paper provides a basic knowledge about realities of the conditional welfare recipients' labor entry, identifies research areas for further research, and develops policy implications for their self-sufficiency.

A Study on Social Capital and Satisfaction of Elderly life (사회적 자본과 노인 삶의 만족도 연구)

  • This paper investigates the differences in norms, values, and trusts that affect the quality of life of the elderly, as well as the elderly population. The elderly surveyed 401 households (65 years old or older) residing in N city. As a result of the analysis, there was a difference in life satisfaction according to sex, marital status, educational background, type of household composition and income level in the comparison of life satisfaction according to demographic variables. As a result of examining the influence of social capital on the elderly's life satisfaction, it was found that they contributed to trust, norm, and participation order. This study suggests that future policies of the elderly welfare policy should be considered as a policy that focuses on participation in various social activities that can activate social capital.

  • Purpose: This research aims at determining institutional commitment impact and how it influences job satisfaction. It aims at bridging the gap in research on the study topic. Its major focus is on work content and institutional commitment as the main variables and how they impact companies and employees. Research design, data and methodology: The current research has chosen the literature content approach and it is a reporting guideline for methodical assessments. It offers a consistent approach for conducting and reporting these types of studies, which can help to improve the quality and transparency. Results: The finding of the current research has showed that workers in social companies need jobs with higher values and responsibilities, company policy, among other factors. Workers' organization commitment towards social enterprise for improving workers' job satisfaction factors will include affective commitment, continuous commitment, normative commitment, and the commitment profile of the organization. Conclusions: This research finally insists that the findings of the current research would aid in enhancing employee knowledge and understanding of work satisfaction, as well as the essence of institutional commitment. Most employees lack adequate knowledge of the implications of job satisfaction not forgetting their personal needs as indicated in the individual need model.

  • The purpose of this study is to develop the education program for a healthy family support center. This will be a representative program which will differ from the education programs of other welfare centers. This study suggests 11 themes based on the elements of a healthy family. These programs aim to prevent and solve family problems. The 11 themes are as follows: family values, family relations 1 and 2 (couple/parent-children), parent coaching 1 and 2, family culture, resource management, multi-cultural families, working families, family volunteerism, and family consulting. This study focuses on creating a frame for this program which is integrated, systematic, and flexible. It also develops both family diagnosis sheets and educational content about various aspects of family life. Thus, this can be a core program which allows networking with other programs.

The Effects of Family Values and Expectation for Social Support on Marriage Intention Among Male and Female College Students (가족가치관과 사회적 지지에 대한 기대가 남녀 대학생의 결혼의향에 미치는 영향)

  • The purpose of this study was to investigate the effects of family values and expectations for social support on marriage intention among male and female college students. This study involved 427 male and female college students attending colleges located in Seoul. The results are as follows: First, college students in this study tended to have relatively traditional family values in sub-scales including value of children, value of marriage and gender role attitude. Moreover, college students were found to have relatively high expectations toward social support and marriage intention. Second, male students had a higher traditional tendency for all sub-scales of family values including value of children, value of marriage and gender role attitude compared to female students. In addition, they tended to have higher expectations on social support and marriage intention than female students. Third, a greater intention to marry was seen in male students having more traditional values of children and a higher expectation toward future income. The value of children was found to be the most influential factor on marriage intention of male students in the present study. On the contrary, marriage intention was higher in female students the older they were, the greater the expectation of informal support, the lower the expectation of future income, and the more the traditional attitudes toward marriage. Informal support was found to be the most influential factor on marriage intention of female students in the present study.

Discourses on Mental Health Act Revision and Critical Analysis on Mental Health Promotion and Welfare Service Support Act (정신보건법 개정 담론에 근거한 정신건강증진 및 정신질환자 복지서비스 지원에 관한 법률 주요 쟁점 분석)

  • This study aims to analyse major changes of Mental Health Promotion and Welfare Service Support Act(MHPWSSA) and critically discuss these changes based on the major discourses on Mental Health Act revision. For this purposes this study reviewed literatures and government reports to understand human rights discourses, welfare discourses, and prevention discourses. Secondly, the major changes of MHPWSSA were analysed and discussed based on those discourses. This study found that MHPWSSA defined the concept of people with mental disorders narrowly, tightened the involuntary admission procedures, introduced welfare service support provisions and mental health promotion provisions. But this study shows that the new legislation may well be criticised due to neglect of the concept of disability and people with psychiatric disability, involuntary admission without mental capacity assessment, neglect of the basic values and principles of self determination and independent living common in welfare of the persons with disability. And the new legislation may be criticised due to overuse of the concept of mental health promotion as encompassing promotion, prevention, treatment and rehabilitation.

The Effect of Family Values and the Resource Factors Provided by Parents on Marriage Intention among Never Married Men and Women (미혼자의 가족가치관, 부모의 자원 제공 요소가 결혼의향에 미치는 영향)

  • In this study, we investigated the effect of family values and the resource factors provided by parents on marriage intention among men and women in their 30s and 40s who have never married. The study participants were 300 never-married men and women in their 30s and 40s living in Seoul and its suburbs. The participants were chosen via purposive sampling. The study results are follows. First, according to the analysis of the subjects' family values and the resource factors provided by parents, both family values and the resource provided factors by parents showed higher scores than the median. Subjects had higher scores than the median score in regards to marriage intention, indicating that they had a greater intention to marry. Second, a multiple regression analysis was conducted to identify the effect of the socio-demographic characteristics of subjects, family values, and the resource factors provided by parents on marriage intention. As a result, age, the need of marriage and gender-role attitudes prevalent in family values, and the economic resources among the resource factors provided by parents had significant effects on marriage intention. Thus, the older the age of the subjects, the more traditional the view of marriage and gender-role attitudes, and the greater the amount of economic resources provided by parents, the greater the subjects' intention to marry.

A Study on the Roles and Ideological Development of Welfare Characteristics in Parks (공원복지 역할 및 이념 전개 양상에 관한 연구)

  • Under the premise that parks have been a performing field of welfare ideology that benefits the citizen from the past, the present study began with a basic question on what substance a park has and how it has worked. Therefore, this study tried to find out the theoretic background that can explain the roles of a park as an instrument for welfare, of which topic is currently being discussed, and examine how the ideology in the debate regarding welfare characteristics of parks are differentiated from those of social welfare. In addition, this study divided the process of development of parks defined by Galen Cranz in an attempt to view how welfare benefits offered by parks have changed in their development and looked into the roles and types of welfare functions that parks provided to the citizens under a certain social situation by period. Furthermore, the characteristics and development of the ideology underlying a welfare park were examined by function and element in its progression. The results of this study are as follows. The functions that parks have performed so far can be classified into three categories. First, they have a remedial function. Parks have given direct services to 'the socially disadvantaged' such as relief, fostering, and rehabilitation. Second, parks have played a preventive function. They aim to reinforce the functions of individual, family, group, and community. Third, they have exerted a developmental function. They function to promote change of society in a way for it to contribute to social development. Looking into the roles and functions of parks from the perspective of their beneficiary class and benefits, the following were discovered. First, the beneficiaries of welfare characteristics in parks have expanded to the general public from the poor class, and the benefits of parks have spread into the public including the underprivileged in a real sense. Second, the significance of welfare characteristics in parks has also changed from literal benefits to caring for basic human rights. Third, the purpose of welfare characteristics in parks has changed from providing minimal conditions to optimal conditions. At its beginning, the ideology of welfare in parks remained ideal, confining itself to their idealistic characteristics; but as time went on, they created several social benefits in response to various social demands, developing into a field where welfare ideology manifests and is realized in an active manner. Furthermore, it was witnessed that the parks and welfare of the present times are standing at the point of contact for participation and universal well-being. The present study reconsidered the meaning and value of parks from perspective of them as a provider of welfare benefits as well as examined how the welfare ideology of parks is connected to practice. By doing so, this study discovered the various roles, values, and ideology that parks should bear in the future. Therefore, this study is expected to be a good example for future research related to the topic.

  • Article 10 of the Constitution All citizens have dignity and values as humans and have the right to pursue happiness. There is a need for support measures such as a means to realize the respect of dignity and values as humans, and how to efficiently maintain policies on welfare for the elderly classified as the socially disadvantaged. It was considered necessary to develop an elderly-friendly city for economic, physical, and social life. Dasan Jeong Yak-yong's respect for adults was to practice the ideology of Confucianism, so this was the most important thing in the past Joseon Dynasty. In particular, it was considered important to think of adults first in practicing filial piety.This study focuses on the long-term care insurance system for the elderly, one of the welfare policy measures for the elderly. The significance of implementing the long-term care insurance system for the elderly is to benefit not only the elderly, but also all generations, including the middle-aged and children who were in charge of long-term care. To this end, the government should properly manage the factors of the social insurance financial crisis caused by the low birth rate and aging population.In addition, concerns about health insurance are high, so it is necessary to secure an appropriate level of government budget for health insurance financial management and minimize unnecessary non-benefit. In addition, it is necessary to induce appropriate medical use through connection with construction medical insurance.
